The purpose of this study is to establish a new rural development policy system based on the unit of a community organizations. This study is to complement or replace the existing rural development system which is based on the unit of rural villages. The communalism which is the core concept of traditional rural villages has been weakened or destroyed. Especially, economic, social and spatial communalism of a rural villages has been weakened rapidly in the process of industralization and urbanization for the last 50 years. This means that strong communalism inside rural villages and neighborhood independence from each others among rural villages are already weakened. Rural villages no longer represent rural area, unlikely the hypothesis policy makers have been used to set up rural development policies. Advanced countries like EU and Japan are well known to have a rural development policy based on the units of social organizations in the rural area. These policies have been on the main stream in the era of local decentralization. Rural resident's organization made rural site's development plan using local assets and submitted to the public sector. Then the public sector examine its value and possibilities as a rural development projects. And public sector finalize the decision on subsidy grant. These policy patterns are already introduced partly in the field of urban development programme as well as rural development programme. It is time to apply those policies more widely and to examine more systematically.
In Germany, North Sea and East Sea possess significant meaning in many aspects. North coast has an important economical significance to North Sea Gulf States. There are a number of harbors and manufacturing facilities in this area. Agriculture is also developed. East sea, where sea water and river water mingle. has a problem that it can not control harmful substances as fast as the North Sea due to its geographical location of being connected with the North Sea as a narrow water. To protect from big and small ship accidents and pollution sources, East Sea and North Sea have enacted HELKOM Convention and OSPAR Convention, respectively. Moreover, Denmark and Germany have made cooperation on tugboats in the occurrence of shipment accidents through the LethGer-Plan and DenGer-Plan. In 1998, after the Pallas accident that occurred near Bremen, the need to improve cooperation among each states on usable resources for ocean security has been increased in Germany. Consequently, the federal government and gulf state governments associated and organized the so called, "Havarie-Kommanando Ship Accident Measure Unit". Haravarie-Kommanando is a federal-state associated organization that deals with affairs that controls national operation and mobilization of ship accident related organizations unitively when serious ship accidents occur. Moreover, federal and state participant organizations, each shipping agencies and Wiking-Helicopers-Services, a helicopter agency, are cooperating well. Also, mutual assistance with the most prominent passenger agency called Scandlines, ARGE Kuestenschutz(Germany-Denmark shipping agency) is making progress as well.

This study was designed to explore how learners' participation develop if provided with opportunities for various scientific practices and experiences in writing science magazine articles as an extra-curricular club activity and what factors facilitate these participation development. Data from participant observations, in-depth interviews with students, and documents were used to extract the common characteristics of the practices. The learners' development was categorized into 3 stages in terms of participation in the community of practice: peripheral participation, transitional participation, and full participation. As participation develops, situational interest developed to individual interests and value attachment. Students sought to get ideas from every day life, and finally, in the stage of full participation, advances in writing showed the characteristics of knowledge transformation. Best of all, the participants enjoyed and valued their participation showing identities as journalists. The nature of science magazine article, external scaffolding, and internalization through enjoyment and value attachment appeared to be decisive factors that facilitate the development of participation. Student's enculturation of writing for learning offers a possibility that continue to do so, even after they have left formal schooling and make a basis for lifelong learning.
The projects of citizen science which is originated from citizen data collecting action driven by governmental institutes and science associations have been implemented with different form of collaboration with scientists. The themes of citizen science has extended from the ecology to astronomy, distributed computing, and particle physics. Citizen science could contribute to the advancement of science through cost-effective science research based on citizen volunteer data collecting. In addition, citizen science enhance the public understanding of science by increasing knowledge of citizen participants. The community-led citizen science projects could raise public awareness of environmental problems and promote the participation in environmental problem-solving. Citizen science projects based on local tacit knowledge can be of benefit to the local environmental policy decision making and implementation of policy. These social values of citizen science make many countries develop promoting policies of citizen science. The korean government also has introduced some citizen science projects. However there are some obstacles, such as low participation of citizen and scientists in projects which the government has to overcome in order to promote citizen science. It is important that scientists could recognize values of citizen science through the successful government driven citizen science projects and the evaluation tool of scientific career could be modified in order to promote scientist's participation. The project management should be well planned to intensify citizen participation. The government should prepare open data policy which could support a data reliability of the community-led monitoring projects. It is also desirable that a citizen science network could be made with the purpose of sharing best practices of citizen science.

This research sought to analyze the food waste collection and transportation system in Korea's related public resource-making facilities, address related problems, and suggest a reasonable alternative measure. For the food waste sorting-out and discharging methods, apartments and similar housings use containers, and individual-style housings use 'quantity-proportional' bags. The sorting and discharging methods should be improved to boost the reuse of resource-made output. The analysis of collection and transportation costs by local governments indicates that they range from 30,000 won to 150,000 won per ton, varying greatly by characteristics of local governments, thus suggesting a need to establish costs calculation criteria to justify the costs. Charges imposed to each household were not greatly problematic in the case of quantity-proportional bags; however, in the case of apartments and similar housings, charges varied greatly, suggesting a need to impose differentiated charges calculated on the basis of collection and transportation costs according to regions. Many places used household-garbage collection vehicles to collect food waste, raising the possibility of causing complaints on leaching water and bad odors. Thus, exclusive food waste collection vehicles should be gradually introduced. Also, in certain places, vehicles should travel more than 20km to collect food waste, and in such cases, a cargo transferring system should be introduced to boost efficiency in carriage.

From now on, the aged apartment or house is expected to increase rapidly. So, we have to build a process of remodeling and develop the new technique. Demolition work is needed for systematic plan and management. However, contractors of the remodeling project established a rough plan and did not consider recycling wastes, safety of workers and structural stability of building. Therefore, we need a step to develop a assessment system, verify and make specified. This paper evaluated how much improve on construction speed, work efficiency, intensity of work and influence with another process comparing the existing method with the new demolition method. The qualitative and quantitative assessment system are developed with these output. The case study was carried out experimental group and control group, based on developed assessment system, which have the same condition. The existing method was made up of 3 steps- 1)Demolish windows, doors and iron goods, 2)Demolish indoor and outdoor walls, 3)Drop the waste. The new demolition method was made up of 5 steps- 1)Demolish windows, doors and iron goods, 2)Demolish the ceiling and wall's finishing materials, 3)Demolish the floor's finishing materials, 4)Demolish indoor and outdoor walls, 5)Drop the waste. Work time, idle time, the character of a work unit are analyzed by mock-up test. This study's output is expected to establish a systematic process of new demolition method and based on the maximizing waste recycling work in our construction industry.
The study of Korean diaspora has focused on migration, adaptation, and identity of overseas Koreans in China, the CIS, Japan, and the United States. However, the contemporary concept of a diaspora is a way of understanding migration, cultural difference, identity politics, and so on. Thus, this more broadly defined diaspora is used to mean a dispersion of people of a common national origin or of common beliefs living in exile. As of 2007, it is estimated that there are about 7 million Koreans living in 170 countries outside the Korean peninsula. Some have left Korea involuntarily and some others voluntarily. But most of them actively try to maintain their identity and culture as Koreans. With the large number of overseas Koreans, there has recently been the recognition of the importance of networking among overseas Koreans in the 21st century. The purpose of this paper is to emphasize the necessity of Korean Global Network of overseas Koreans. In doing so, this paper reviewed the case of Jewish and Chinese network. Then, this paper indicates the problems in the networking of overseas Koreans and suggests the policy implications for Korean Global Network. Above all, there should be changes in the government's policy towards overseas Koreans in the direction of organizing networks of overseas Koreans to coexist with the mother country. The government should adopt a policy to restore trust in overseas Koreans. It should take a pragmatic approach to the mutual interests in the socioeconomic relations instead of taking a political approach to overseas Koreans.
This study was designed to examine the characteristics of Chinese-foreign Cooperation in Running Schools (CFCRS) to draw implications for the introduction and management of curriculum cooperation with foreign universities. For this study, relevant literatures and articles on CFCRS were collected and analyzed. This study summarized the characteristics of CFCRS from the perspectives of the running purpose, cooperation modes, and evaluation and quality management. The results show that the main characteristics of CFCRS are to promote the comprehensive development of China's higher education and cultivate talents for imminent national development by introducing the advanced educational resources and experience, to achieve the purpose of "not studying abroad" through diversified and high-quality co-operation programs, to conduct strict quality management over the introduction and operation stages, and to establish legal grounds by establishing enough relevant policies. Based on the results, this study proposes several areas of improvement such as the introduction and operation of foreign curriculum in Korea to foster global talents, enhancement of the evaluation and management of cooperation programs and institutions with foreign universities, regulation and examination of the foreign university curriculum introduction, and normalization of the curriculum operation through the policy review process and related policies.

The PC structure based on the OSC (Off-Site Construction) is mentioned as a representative method of innovation in the construction industry that converts the existing construction environment from site-centered to factory production-transportation-site assembly. However, recent research on PC method has focused on improving the functions of subsidiary materials and improving the production system to increase productivity and institutional / policy R&D that can be universally applied to the life-cycle stage of ordering / design /construction is insufficient. In particular, the absence of standardized cost calculation standards makes it difficult to calculate and verify of objectified appropriate construction cost. So which is an obstacle to the activation of the PC method. In this study, the standards for construction costs of domestic and foreign PC method were surveyed and similar Construction Standard Production Rates were analyzed to confirm the product structure suitable for PC method. Subsequently, the construction procedures and input resources for each PC subsidiary materials were identified through on-site surveys to derive component for subsidiary materials, and the factors of change in the product according to the construction characteristics(height, weight of subsidiary material) were verified. As a result the standard product calculation system suitable for the site installation of the PC method for apartment was presented.
Oegosan Onggi Village can be characterized by having industrial significance and cultural significance of Onggi. However Onggijang(Onggi maker) worked in poor conditions because the village was in the limited development district. Throughout the new millenium phenomenon of Well-being, the awareness of cultural values has been increased while local government designated Onggi as Local Intangible Cultural Heritage(ICH). In this condition, Ulsan metro city and Ulju county paid attention to Onggi Village as tourist attractions. First, they worked improving condition of village through Cultural Tourist Attraction Plan. Second, they extended their participation in Onggi Festival so the festival growed. Third, they designated Onggijang in Village as Local ICH. These activities were the effort in order to revitalize the village, however the cultural tourist attraction plan was solely centralized into tourist attractions. Thus, the work condition of Onggijang was not considered sufficiently so the work condition had become more inconvenient than the previous situation. In the case of Onggi festival, the outward development has been accomplished in accordance with the growth of festival scale and visitors, while the identity of festival had been weaken so the Onggijang barely attended the Onggi festival. The designation of ICH was also the unilateral decision, Onggijang had been in the conflict relationship between Onggijang concerning the craftsmanship and maintenance of the ICH. Local Government had power on their Intangible Cultural Heritage(ICH). Therefore we need to seek for role and functions as community on ICH.
