A Study on Multicultural Library Services through the Public Library Homepage (공공도서관 홈페이지를 통한 다문화 서비스에 대한 연구)

  • The world has rapidly become culturally diverse, and Korea has gradually grown into a multicultural society, mainly due to marriage immigrants and foreign laborers, whose number exceeds over one million nationally. Their adjustment and acculturation in Korea, however, dose'nt seem painless and untroubled, and public libraries are in duty to provide multicultural service for these population. Providing useful services on the homepage makes it possible for users to find the information they need without having to visit the actual library. A more detailed research will be conducted by examining the multicultural services provided by the public libraries in Australia, Canada, the United States, and Japan, the leading multicultural societies. The further examination will be conducted on these libraries in terms of four aspects, that is, information, literacy, education, and culture, as declared by Public Library Menifesto. In Korea, translation and interpretation services, homework help, child literacy are necessary services at the public library, Management of independent multicultural site, shared services between Regional Central Library and Community Public Library, cooperation with libraries, government and organization will be helpful to multicultural library services.

The Growth of the IT Service Industry and the Role of Public Organizations in Fairfax County (미국 페어팩스 카운티 IT서비스산업의 성장과 공공부문의 역할)

  • This study aims to understand regional specificity and its impact on the IT service industry in Fairfax County. Fairfax County primarily specializes in the IT service in the United States, and it has cultivated a resilient and unique industrial environment. Business-related initiatives by the federal government have resulted in the influx and expansion of IT service firms, the formation of new small firms, the abundance of skilled workers, and the growth of the IT services related with the federal procurement market, though the government policies do not explicitly intend to affect the industrial path in Fairfax County. Meanwhile, local institutions have provided various programs and services for both incumbent firms and potential entrants, and have recently focused on the accumulation and leverage of relational assets among economic actors through a variety of networking venues.

An Analyzing of the Current CHI Services in Korean Public Libraries (국내 공공도서관의 소비자건강정보 제공현황 조사분석 연구)

  • The increased interest in consumer health information(CHI) has brought about a rapid increase in CHI resources. There are diverse means for obtaining such information, and one CHI acquisition route is the public library. In the U.S. public libraries, the demand for CHI reference services is increasing, and a variety of projects to promote these services are in progress. On the other hand, Korean public library services for CHI is at a very basic level, and thus a very small amount of such research could be found. This study drew suggestions from a literature review of research studies in the U.S. and Canada, and analyzed public library CHI services in Korea. The findings are as follows. 1) Only 17.25% of public libraries in Korea provided CHI service, and it evidences very low needs and awareness for CHI services in Korea. 2) Only three kinds of services including CHI-related websites, users training, and promotional and marketing were provided, and only 13(1.74%) of libraries surveyed offered more than two kinds of services. 3) There were no CHI librarians, nor did any librarians receive CHI-related education. 4) ILL services, outreach services, and cooperation with CHI- and medical-related institutions for CHI services were not found. Therefore, this study suggests that more research on delivery strategies for CHI services should be conducted in the future.

  • This study aims to provide the basic data for the revitalization, efficient operation and management of sports facilities by investigating the perceptions of the service satisfaction in the users of public sports facilities. As the subjects of this study, 225 residents in the Chungbuk region were selected regardless of their sexes, and correspondence analysis method was applied to examine the interrelations among perceptions in the users of public sports facilities. The findings obtained through the research results are summarized as follows: First, it is necessary to construct and improve public sports facilities for the efficiency of their operation and the reflection of the users' demand for service satisfaction. Second, it is necessary to approach from the welfare aspect in the plan for the utilization of public sports facilities and to develop and provide various activity programs for the consumers' classes.

  • While attention has been paid to 'core information poor' with low-level information literacy, public libraries are to be social agencies to set policies, and are to provide them with cultural experiences and services as well. In this regard, this study intends to shed light on the current status of public library services for such 'information-poor' as the urban poor, the handicapped, and the aged in Busan metro area. Exploring the statistical data, observations and interviews, the study attempts to illustrate current status and trends. It, specifically, focuses on the following characteristics of information service strategies: types of services provided; infra-structure including facilities and specialized collection; and, barriers and limitation of library and information use.

  • Information Technology Service Management (ITSM) System has been adopted and operated by many governments and public institutions to intensify their global competitiveness. Recently these organizations are facing many problems because of the increased demands and complexity of Information Technology (IT) service. Especially, difficulty with ITSM gets bigger and bigger because of increasing IT outsourcing. An expectation regarding ITSM is grown up when facing to solve problems. Therefore, this study suggests effective alternatives about ITSM organization structure for public sectors. The ITSM organization structures changes from traditional structures based on functions to new structures based on its goal, customer, and its process. In other words, ITSM organizational structure can be composed of Service Strategy directorate, Service Design directorate, Service Transition directorate, Service Operation directorate, and Service Improvement directorate. To ensure the effectiveness and the professionalism of ITSM in an organization, this paper specifies the roles of participants and the responsibilities for each unit. The proposed ITSM organization structures will be useful for public sectors.

  • The purpose of this study is to reduce the barriers to entry into the government- supported startups and to contribute to the improvement of public policy services of the government. To do this, we identify the difficulties and problems that pre-founders are experiencing through startup cases of young entrepreneurs established in 2018, and provide practical help for pre-founders to experience their utility in preparation for government-supported startups, the need for public services to do so. And to propose a mentoring service to help the successful startup of policy-oriented user. This study is effective to adopt and apply the public service design process and methodology to the development of public policy service for the pre-founder who is preparing for government support centered startup. This study is meaningful that it presents one approach that can be considered when the government wants to develop and improve public policy services.

An Analysis of Online Readers' Advisory Services Offered by Public Libraries (공공도서관의 온라인 독자상담 서비스에 관한 연구)

  • Due to the rapid advancement of information technology and changes in the reading environment, the readers' advisory services provided by public libraries are facing challenges and opportunities. Recognizing the need for public libraries to respond and propel their services forward, this study analyzed the current status of online readers' advisory services offered by public libraries in Korea and discusses areas that require improvement. To achieve this, the study analyzed the online readers' advisory services in 50 public libraries located in Seoul and six metropolitan cities (Incheon, Daejeon, Daegu, Gwangju, Busan, and Ulsan) across seven categories. These categories encompass various aspects, such as announcing reading programs and new books, identifying and addressing reader needs, developing content by librarians, generating content by readers, providing guidance on external reading information, connecting with professional book review databases and online websites, and utilizing social media services. Through this analysis, the study identified areas for improvement to enhance online readers' advisory services in public libraries and ultimately improve reader satisfaction. It suggested enhancing activities such as librarians' book recommendations and reviews for individual readers, reader participation, and interaction.

  • IT 업계에도 저탄소 녹색 성장을 추구하는 Green IT 시대가 찾아왔다. 이에 따라 여러 IT 기업들에서 IT 자원을 소유하지 않고 빌려 쓰는 형태의 클라우드 컴퓨팅이 큰 이슈가 되고 있다. 클라우드 컴퓨팅은 기존의 조직이 유지 보수에 사용하던 인력과 비용을 감소시킬 수 있다는 점에서 경제적 이익을 창출하고 있다. 그러나 다수의 이해당사자(Mlti-tenant)가 존재하는 공공 클라우드 환경에서는 사용자의 인증이 보안 문제로 대두되고 있다. 본 논문에서는 공공 클라우드 환경에서 신뢰할 수 있는 클라우드 서비스를 제공하기 위한 사용자 인증 방법을 제시한다. 사용자는 계약관계로 맺어진 클라우드와 조직사이에서 클라우드 서비스를 제공받으며 조직으로부터 인증 받는다. 클라우드에서는 조직에서 제공하는 인증 정보와 클라우드의 서비스 제공 정책으로 이루어진 보안연계를 통해 사용자를 확인함으로써 사용자에게 적합한 서비스를 제공한다.

A Study on the Library Service for Young Adults: Di the Cases of U.S. Public Libraries (공공도서관의 청소년서비스에 관한 연구: 미국 공공도서관을 중심으로)

  • Young adults are not met adequately by the traditional public library service patterns, being compared for children and adults even though they belong to the main user groups in number. Adolescence is a unique developmental stage distinct from childhood and adulthood and it is fair to say that today's young adults face complex present and confusing future. Projects are made to address the full spectrum of the young adults needs and the important role of public libraries as partners to solve the social youth problems in the USA. The library professional organizations issued young adult service guidelines, recommendations, and manuals to assist public libraries to offer good service programs to young adults. This paper provides the basics of young adult services in the public libraries to help Korean public libraries acknowledge the importance of young adult services and improve the framework of young adult services.
