A Study on the Actual Condition of Electrical Construction Supervision and Countermeasure of It (전력시설물공사 감리제도의 현황과 실태분석 및 개선방안에 관한 연구)

  • 본 논문은 현행 전력기술 관리법에 의하여 시행되고 있는 전력시설물공사 감리제도의 제도개선에 관한 연구로서 연구자의 현장 실무경험과 감리제도의 일반사항, 감리업자와 감리원에 대한 사항, 감리업자 선정 및 입찰에 관한 사항을 조사하여 전력시설물공사 감리제도의 현황과 실태분석 및 개선방안을 제시한 내용으로 연구결과는 다음과 같다. 첫째, 법적 및 제도적 측면에서 시급히 개선될 사항이다. 정부는 1995년 12월 법률 제5,132호로 전력기술관리법을 제정하여 전력시설물에 대한 공사감리 업무를 별도 분리 발주하여 전문성을 높이도록 전기 분야 전문기술자에 의해 수행토록 하는 것을 골자로 하는 책임 감리제도를 도입하여 오늘에 이르고 있다. 그러나 공사 준골단계에서 전기사업법 제98조 2항에 의해 위탁업무를 하고 있는 전기 안전공사가 사용전 검사를 함으로서 책임 감리제도의 도입 취지를 무색케 한 정도로 심각한 국면에 접어들었다. 전력기술관리법이 제정되어 13년이 지난 오늘까지도 책임 감리제도가 성공적으로 정착되지 못한 근본적인 문제는 사용전 검사를 전기 안전공사에서 대행하고 있다는 것이다. 물론 그동안의 많은 노력으로 어느 정도의 개선은 있었지만 근본적인 문제가 해결되지 않고서는 전력시설물공사의 감리기술의 전문화를 기대하기 어려운 실정이다. 따라서 책임 감리계도의 성공적인 정착을 위해서는 전기사업법 제98조 2항에 의한 위탁 업무인 사용전 감사 제도를 감리업자에게 돌려줌으로서 책임과 권한을 실질적으로 부여하고 감리회사 자체의 기술력 및 기술자 확보와 기술개발에 필요한 운영자금 및 투자 확대를 유도해 나가야 하며, 무엇보다도 확실한 법적 제도적 뒤받침이 선행되어야 한다. 둘째, 제도적 측면에서 일반건축물은 사업주가 전력시설물공사 감리업자를 임의선정 및 수의계약에 의해 감리업자를 지정하고 해당 공사기간동안 전기 감리원을 투입토록 되어 있어 인건비에 미치지 못하는 저가수주와 다음계약을 위해 어쩔 수 없이 사업주에게 종속되는 경우가 많으며, 이로 인해 감리수행에 혼란이 야기되고 책임소재의 불분명 책임 감리원의 조정 및 통제기능이 약화되는 부작용이 나타나고 있다. 전력시설물공사의 감리는 전력시설물의 안전사고, 비효율 및 부실소지 둥을 방지하기 위해서 필수적이고 발주자 감리업자 시공업체에게 모두 도움을 주는 업무이며, 일정규모이상의 건축물은 자발적인 참여로 유도할 수 있도록 적격심사제도(PQ심사)도입이 적극 필요한 실정이다. 셋째, 운용측면에서 공동주택의 주택법에 의한 전력시설물공사 감리는 사업승인권자가 사업수행능력 평가기준(PQ 심사)에 따라 감리업자를 지정하고 해당 공사기간 동안에 전기 감리원을 투입토록 되어 있으나 평가기준이 세대수에 따라 정해져 있어 효율적, 기술적 측면에 미치지 못하는 경우가 많다. 수준 높은 감리를 수행하려면 그에 맞는 적정한 감리원의 투입이 필수적이다. 넷째, 운용 및 제도적 측면에서 공공발주 건축물(공동주택 포함)의 전력시설물공사는 사업수행능력 평가기준(PQ 심사)에 따라 감리업자를 지정하고 해당 공사기간 동안에 전기 감리원을 투입토록 되어 있으나 발주자 소속직원의 감리수행 근거에 의해 자체 감리를 함으로서 시장경쟁 및 민간경제 활성화의 제약, 부정부패 및 비효율 등 사회에 전반적으로 악영향을 끼쳐 하루 빨리 민간 감리업자에게로의 개선이 시급한 실정이다.

  • As greenhouse gas emissions have been increasing in the world, global warming is being recognized as a cause of the global problems like climate change. This is closely associated the fossil fuels. Thus renewable energy has been brought to the attention of many people as the upcoming alternative energy source to cope with the fossil drain and increased environmental regulations. Especially, the solar energy among renewable energy has drastically increased. In this study, we calculate on daylight ratio about the solar energy for buildings based on digital surface model. The digital surface model was made using the spatial information data. And it was simulated the shadow analysis using SAS. Therefore, it was suitable places to utilize the solar energy in the Gyeongsan city. Consequently, the daylight ratio was considered important factor to select region of the industry of the solar light power generation.

Improvement and Expected Effect of Construction Supervision System for Mix-Use Residential Building (주상복합건물의 감리제도 개선방안과 기대효과)

  • As buildings are changing variously from the side of use, efficiency and size, the construction qualities are more importantly recognized. Supervision system was enacted in the Residential Building Law in 1990 and responsibility supervision system in the Construction Engineering Management Law in 1994, respectively. However, recently revised supervision system in 2003 has some limitations: the present problems of appointing supervisor, disposing the supervisors, supervisor's works. Therefore, the aim of this study is to improve the present supervision system for mix-use residential building. By implementing the proposed revised supervision system, it will be able to expect quality improvement, confidence of the owner and the user, development of construction technology, and increase international competitiveness of supervision company.

A Case Study on Urban Regeneration Projects for Declined Industrial Districts in Downtown Area (도심 노후산업지구 도시재생사업 사례연구)

  • It is needed to regenerate declined industrial districts in downtown area through to invite new industry and to improve urban environment. The purpose of this paper was to make suggestions on the urban regeneration for the districts. I have taken a literature research and a site analysis with cases of 'the South Lake Union' in Seattle and 'Pearl District' in Portland, USA. The result of the analysis was as follows: (1) The land use was changed to mixed use of business-commerce-recreation. The building use was changed to facilities for work, play and live. (2) Infrastructures were improved for user oriented facilities such as pedestrian friendly street, public parks & open spaces, public transportation system, and life supporting facilities. (3) The place identity was enhanced through the preservation of urban structure-tissues, renovation of existing buildings, and preservation of historical heritages.

The Importance Analysis of Experts on Eco-Cultural Regeneration Index in Island Regions (도서지역의 생태문화적 재생 요소에 대한 중요도 분석)

  • This study induced ecological and cultural regeneration factors which can be introduced in island regions. And then, survey on recognition on importance was carried out with experts group. First of all, based on status and development trend of islands, farming and fishing village, ecological and marine city, eco-cultural regeneration factors fit to islands area were induced. Ecological regeneration factors were classified to land use, transportation system, buildings, and resources cycle. While cultural regeneration factors were classified to preservation, making tourism resources, and base facilities. This study compared recognition on importance by field such as occupation and major field. One-way ANOVA was used. As a result, this study compared recognition on importance about eco-cultural regeneration factors in island regions and suggested future direction.

  • The Ministry of Land, Infrastructure, and Transport (MOLIT) is implementing a zero-energy building (ZEB) certification to save energy for the building section and to accelerate the achievement of national greenhouse gases reduction goals in accordance with a new climate regime. In 2014, the MOLIT announced a plan for early activation of the ZEB, and in January 2016, the "Green Buildings Construction Support Act" was revised and established. In addition, the plan was established to gradually spread zero-energy buildings from the public sector in 2020 to the private sector by 2025. Therefore, this study analyzed the self-sufficiency rate of each energy factor according to the implementation of the zero energy building certification of school facilities that belong to the public sector and are included in the mandatory zero energy buildings from 2020.

  • After reformation of 'the law of private investment on social infrastructure' on January 2005, BTL of educational facilities can improve the education circumstance at early stage, however there are trial and error, problems of execution as well. The key of this problem is not only related to whether BTL project is more reasonable, but it also leads to the proper performance of eligibility analysis on BTL. Therefore, it lead to the proper carryout of eligibility analysis on BTL. In order to promote effective BTL project of educational facilities, this study analyzes problems of existing model and creates the evaluation model for solving this problem. In this study, the evaluation model of investment on BTL has more quick ,accuracy and useful effect than previous one, if it is applied on eligibility stage. Moreover, this method could be applied to public building, SOC facilities effectively based on being modified as each characteristics of structure suitably.

  • Revitalized alley-type urban commercial streets have recently received a lot of attention as a preferred place for people. The purpose of this study is to present implications in the planning and design methods for the making of alley-type urban commercial street. For that, theoretical review and case analysis were conducted on the street spatial characteristics of 'Jeonridan-gil' and 'Mangmidan-gil' in Busan, about site overview, street spatial composition, building use, streetscape and street furniture. The implications through the study are as follows. (1) Street environment should be created to improve the pedestrian space and environment. (2) The existing main use and the newly introduced use need to be coexisted. (3) The identity of the street must be maintained through adaptive reuse, etc. (4) The voluntary formation of the private sector and the planned making of the public need to be cooperated.

Assessment of Facility Management Functions for Life-Cycle Information Sharing (생애주기 정보공유를 위한 자산관리 업무기능 분석)

  • In the 1960s and 1970s when Korea experienced rapid economic growth, a considerable number of buildings were constructed in the country. And since 2000, a large number of sizable and complex buildings have been being built. Specifically, as the operation and maintenance cost alone accounts for 85% of the life cycle cost of a building, efficient Facility Management (FM) is required. However, data needed in the operation and maintenance phase are not sufficiently exchangeable with data created in other phases like the planning, design and construction phases. The upper phase has higher value of data but data exchange rate is low, resulting in inefficiency. To this end, this research derived major business functions for facility management: three categories and 19 detailed functions in classification from owner's perspective. Based on the derived items, this research proposes a methodology to evaluate the 'FM Workload', 'Facility Management (FM) Data', and 'FM Data Created in Engineering and Construction Phases' thereby analyzing plans for efficient operation and maintenance. The applicability of proposed methodology was tested by examining real-world cases of public and private companies.

  • The purpose of this study is to derive basic data of the Guaranteed Maximum Price(GMP) process and to present specimens that can be used at the time of execution of CM at Risk project in South Korea. CM at Risk project is issued in South Korea, but the actual data is lack. On the other hand, CM at Risk project is universalized and the market of the CM at Risk is steadily growing. Because of that, in this study, The United States cases was selected as a sample. GMP consists of CM's fee, CM contingency, project direct cost, project indirect cost, allowance. GMP negotiations are performed before the end of design completion, and after 3 rounds of estimation comparison, preliminary GMP is confirmed. GMP can be multiple contract and it is useful for Procurement of long lead materials and early construction. If the actual cost is lower than expected GMP, sharing of the saving is an option since the conflict of interests between the client and the contractor can occur.
