Housing Need and Demand Assessment: Focused on Public Housing Development Projects (공공주택 사업지구의 수요평가모델 구축 연구)

  • This study proposes a new housing need and demand assessment model centering on small-scale housing development projects and happy house development projects that reflected the recent changes in rental and small sized apartment centered public housing policies and development paradigms. The housing need and demand assessment model of public housing development projects consists of quantitative evaluation factors such as potential need indicator and demand pressure indicator and qualitative evaluation factors such as local condition indicator. The potential need indicators of small sized housing development projects are calculated by subtracting the stock of already-supplied constructed rental and purchased rental housings from the potential quantity of need drawn from the small regions such as -eup, -myeon, and -dong. In the potential need indicators of happy house development projects, the potential need is calculated from those who are expected to receive a happy house in the unit of -si, -gun, and -gu. In small-sized housing development projects, demand pressure indictors are the number and the proportion of those who opened a subscription deposit, the number of those who received basic livelihood security and the number of those who were patriots and veterans. The demand pressure indicators of the happy house development projects are stock ratio of small-sized houses, rate of rise in housing rent price, level of housing rent price, and rate of monthly rent house.

  • This study aims to analysis of determinants of the residents satisfaction of purchased rental housing and currently being implemented policy of supporting low-income families are empirically evaluated through the residential evaluation of purchased rental housing residents. Purchased rental housing users are possible to live in currently residing community consistently, have advantages for fewer problems of the phenomenon of social isolation, exclusion and preventing slumism of low-income families, are expected to increase in the future. First of all, the characteristics of residential environment, housing expenses and a head of household were examined for the residential environment evaluation of the residents of purchased rental housing, on the basis of this, the characteristics of internal and external house and residential location are examined each for the determinants of the residential environment satisfaction of purchased rental housing. The variables that affect residential satisfaction according to residential location are public facilities, educational facilities and welfare facilities respectively. In particular, the higher the satisfaction of access to welfare facilities, the higher the satisfaction of residential location of purchased rental housing was analyzed. The variables affecting the residential satisfaction according to the internal and external characteristics of house are significant in window status, cracking, heating facilities, housing scale and management.

The Feasibility Analysis of Urban Public Rental Housing in Korea (도심형 공공임대주택의 사업타당성 분석)

  • Korean government has launched a new public rental housing policy for younger generation suffering from instable housing conditions in CBD area. This paper is to analyze the financial feasibility of urban public rental housing projects, based on its cash flows. Urban rental housing projects should find out the way to reduce costs and to secure cheap land, because of the high land price in CBD area and complex relationship of legal rights. Project types are categorized by the land acquisition method and district characteristics. For 10 sample projects, financial feasibility was analyzed. Cash flows were calculated on the design plan and 16 scenarios were made by combining 4 important variables. The variables are increase rate of land price, increase rate of monthly rents, ratio of public and market rents, and the interest rate of National Housing Fund. The findings are as follows. Government land rent-type can reduce initial costs because it is not necessary to buy land. However, total NPV is lowered at the time of liquidation due to the land return. Private land acquisition-type require more initial costs. But the NPV at liquidation time increases with land disposal. To improve financial feasibility, acquisition-type should be preferred in high land-price area and rent-type should be preferred in low land-price area. Among influencing variables, the rate of increase in land price and the ratio of public and market rents turned out to be the most important. Although the ratio of public and market rents can be controllable, high ratio will cause the burden of tenants. Therefore, interest rate adjustment of National Housing Fund is more desirable.

The Study on Evaluating the Policy Value of Public Projects for Housing Welfare - Focused on the Remodeling Projects for Long Term Rental Housing - (장기공공임대주택의 리모델링을 통한 주거복지 정책사업의 가치평가에 관한 연구)

  • Long Term rental housing, which is supplied for performing housing welfare, has been aging from permanent rental housing. Therefore, variety housing welfare projects are planing and performing for improving aged facilities. However, although every welfare policy are necessary, we have to efficiently allocate and commit the funds, because the fund and resources is limited. And there is required the feasibility study before performing public project for housing welfare, because it needs large amount of financial supports by government. Meanwhile, because most of existed studies are focused on guide development, it has limitation to apply the result of existed studies in this study, which considers public remodeling project for housing welfare. But in reality, public project is been decided by willing of policy decision-maker. Therefore, in this study, we suggest the evaluation method of policy value for two alternatives(remodeling and maintain) of a aged long term rental housing. To extract the attributes of policy value, we considered categorized items of preliminary feasibility study. Through extracting attribute factors of policy value for aged long term rental housing, we can calculate the policy value of remodeling and maintain alternatives by using MAUT. As a result of analysis, we can find that the utility value of remodeling is 0.6161 and the utility value of maintain is 0.2461 and also the utility of remodeling is higher than utility of maintain. Therefore, when we plan the public projects for performing housing welfare, we can choose remodeling alternative rather than maintain alternative using quantitive data.

An Investigation of the Delivery of Public Rental Housing in Redevelopment Site in Korea (재개발임대주택 공급제도의 도입상황 및 특징분석)

  • There were strong criticisms against the joint development method: the redevelopment corporation and developers would achieve the whole development profit. The existing tenants who lost their housing in the site argued their right to reside in the site after the development was completed. There was also strong political pressure that the Roh Tae-woo governing administration should resolve the social inequality caused by the situation. In such circumstances, it was introduced that a certain proportion of public rental housing should be built in the redevelopment site; then the government took over the dwellings at a price of construction and allocated them to the existing tenants. The aims of this paper are to understand the rationale behind the inclusion of the public rental housing in the redevelopment sites; and to investigate to what extent the legislation was implemented appropriately. Although the legislation was introduced in Seoul from August 1989, it was not until May 2005 when it was implemented nationwide. At the beginning, there was an ambiguous rule that the number of public housing to be included should be limited to the number of households who would want to remain in the redeveloped site. In 2005 the Seoul metropolitan authority introduced a mandatory proportion; 17% of the total housing delivered in the site should be public rental homes. Since then the proportion. The proportion has been fluctuated by the political agenda of each ruling party: the conservative tended to reduce the proportion, whilst the opposition parties increased the proportion. Currently the proportion is 20% of the total stock to be built. Initially the size of the public housing was exceptionally small- less than 40 m2 but it has increased up to 60 m2 since 2010. The rental price was reasonably lower than market rent. The competition toward redevelopment rental housing that are vacant due to move or death of tenants was very high; it was given to one household out of nine eligible households in 2020.

  • 정보가 저소득 서민들의 주거안정을 위해 보금자리주택을 마련하고 시행에 들어감에 따라 관심이 모아지고 있다. 보금자리주택은 임대주택의 확장 개념으로 저소득 및 서민층의 주거 안정을 위한 공공(정부)의 주택사업이다. 2008년 9월 19일 저소득층의 주거불안 해소 및 무주택 서민의 내집마련을 위해 2018년까지 1백50만호 건설 계획이 발표됐고(2009년 9월 현재 2012년으로 앞당겨짐), 2009년 4월 21일 보금자리주택 특별법이 마련돼 시행중이다. 2009년 한 해 동안 보금자리주택으로 13만가구가 건설될 예정이며 이중 수도권에 9만호(그린벨트-이하 GB- 내 3만 가구), 지방에 4만호가 지어질 예정이다. 본지는 회원사 및 독자의 이해를 돕기 위해 보금자리 주택에 대하여 자세히 살펴보기로 한다.

A Study on the Evaluation and Improvement of Rental Housing Asset Securitization in Korea: Case Study on Korea Land and Housing Corporation (임대주택 자산유동화 사례평가 및 구조개선사항 연구)

  • This study aimed to assess the rental housing ABS in Korea, and to suggest ways of improving the structure of existing rental housing ABS. Thus, the three major assessment for existing public rental housing ABS case can be summarized as follows : First, when viewed in terms of the accounting treatment, rental housing ABS which use the future receivables as underlying asset, can not enjoy off-balance-sheet effect. Second, when viewed from the point of financing costs, the rental housing ABS interest rate being higher than unsecure bond is very unreasonable nevertheless the ABS being off-balanced. Third, when viewed from the liquidity effect, the originator (LH) use the ABS as a means of diversifying funding in a serious liquidity crisis situation. The Improvement of rental housing ABS based on the evaluation results can be summarized into two broad. First, it is a plan to handle the off-balance-sheet effect in a way of changing the accounting treatment of rental payment. Second, it is a plan to reducing the structuring cost and interest rate in ways of multi-asset securitization structure, self-trust structure, and adopting legal CB structure.

A Study on Compass Residences Development in NYC -Focusing on the Characteristics of Development Structure & Financing- (뉴욕시 컴파스 레지던스 개발에 대한 분석적 고찰 -개발의 구조적 특징 및 재원조달방식을 중심으로-)

  • The purpose of this study is to analyze Compass Residences Development, also known as West Farms Development, in Bronx. NYC as a case study focusing on the characteristics of business structure and financing methodologies for affordable housing development. The case, costing total of $350M, is considered as the most notable long-term phased development of affordable housings in NYC by utilizing abandoned post-industrial site and multi-layered financing from various governmental subsidies, which is mainly LIHTC in conjunction with Tax-Exempt Bond with various other financing programs. The study may provide suggestive implications possibly related to the new Public Rental Housing Provision Plan that Seoul Metropolitan City announced recently. Moreover, will contribute to diversifying methodologies applied at domestic public rental housing development.
