A strategic technology selection for GHG reduction is crucial to secure mitigation means. Especially, a technology selection for a public sector is encouraged to consider integrated perspectives due to various stakeholders under public goals. However, previous studies have mainly focused on technological and economic factors, moreover, consistent criteria have not been applied. This study develops indicators for the GHG reduction technology selection from the public perspective based on delphi method with 22 experts. The result provides valid indicators of technology selection for GHG reduction considering an aspect of technology, economics, environment, policy, society. Specifically, 16 indicators from 5 categories on commercialized technology, and 18 indicators from 5 categories on new technology. We expect that those indicators are useful for a decision-making tool of technology selection. Moreover, provide the basis for the study of judgement criteria to evaluate GHG reduction technology.

공공부분 S/W사업은 분리발주가 원칙이고 일괄발주가 예외지만 현재 많은 공공부분 S/W사업은 일괄 발주 사업으로 진행되고 있다. 일괄발주는 SI업체가 S/W업체도 선택하여 입찰 및 개발하기 때문에 발주자가 원하는 품질 좋은 S/W를 선택할 수 없고, 발주자가 S/W를 업그레이드 및 확장할 때 SI업체에 의존하게 되는 단점이 있다. 이런 단점을 보완하고, S/W분리발주를 활성화시키기 위해 지식경제부(구 정보통신부)에서는 S/W분리발주 매뉴얼을 작성하여 보급 및 교육을 하고 있으며, 발주처에서는 품질이 우수한 S/W를 선택하기 위한 S/W분리발주 BMT를 공인된 시험기관인 한국정보통신기술협회(TTA) SW 시험인증센터에서 BMT를 실시하고 있다. 본 논문은 위협관리시스템(TMS) S/W분리발주 BMT를 공인된 국가 시험인증기관인 한국정보통신기술협회(TTA) SW시험인증센터에서 수행한 사례를 기술하였다

This study is to verify the moderating effect of residential selection on the relationship between marriage and childbirth. According to the analysis results, interactions of first marriage with the financial capacity of local governments for public services, residential stability, the scale of the region, and local economic situation have a moderating effect on childbirth. Interactions of remarriage and marriage with foreigners with the financial capacity of local governments for public services, residential stability, and the scale of the region have a moderating effect on childbirth. These results indicate that when married couples choose to reside in small and medium-sized cities or large cities rather than rural areas, it can more positively affect their intention to have children. While there may be a logical argument against advocating for regional integration based on the moderating effect of residential selection on the relationship between marriage and childbirth, the analysis results of this study and the phenomenon of married couples avoiding rural areas can contribute to raising the need for regional integration.

기술기반사회로의 진화가 빠르게 진행되면서 경제성장에 있어 기술혁신의 중요성이 깊이 인식되어왔다. 그러나 혁신과 관련한 의사결정이 시장에만 맡겨질 경우 종종 시장실패가 일어나기 때문에 다양한 기술 혁신지원정책을 통해 공공이 개입하고 있는 실정이다. 공공의 기술혁신 지원정책이 수립, 시행되는데 있어 가장 중요한 근거는 경제적, 기술적 파급효과이며, 이에 근거할 때 공공차원의 선택과 집중이라는 문제도 합리성을 갖게 된다. 파급효과를 분석하기 위해서는 산업간 기술연관관계분석이 필수적으로 선행되어야 하며, 이와 관련하여 다수의 국내외 연구가 진행되어 왔다. 본 연구에서는 HS코드를 이용하여 산업별로 주 생산물 관련 키워드를 직접 생성하고, 특허 및 실용신안 등 지적재산권에 활용된 키워드 및 분류정보와 일치시킴으로서 지적재산권의 산업간 공유여부를 파악하는 메카니즘을 제안하고자 한다. 제안된 메카니즘을 제조업 세세분류(five-digit level)에 적용함으로서 세세분류산업간 연관관계를 제시하였다. 분석의 결과로서 부품소재산업을 중심으로 살펴볼 때 부품소재산업군과 여타산업군이 기술적으로 분절되어 있음을 확인하였다. 이 결과는 부품소재산업에서의 혁신은 부품소재산업군내에서 (비체화) 기술적 파급효과(disembodied technological spillover)를, 그리고 부품소재산업에서부터 여타 산업으로 (체화) 경제적 파급효과(embodied economic spillover)를 유발한다는 점을 시사하고 있다.

This paper investigates the success and failure factors of technology commercialization for SMEs developing public sector technologies. The 2014 Korea Technology Transfer Commercialization Status Report states that only 30% of the technologies that are transferred are being used and the rest are neglected. The objective of this paper is to determine the relationship between quantitative variables and the success rate of technology commercialization of 1,222 SMEs in Korea by using three analyzes (cross tabulation, process and logistic) methodologies to increase the success of public technology commercialization. The outcome shows that the number of successful technology deployment cases and the number of IPR registration cases have a positive impact on the success rate of public technology commercialization. The statistical outcome also verifies that unnecessary technology development, more attempts and failures of technology development, and longer lead time in the planning phase have a negative impact on the success rate of the public technology development and commercialization. For policy implications, the government should be selective in supporting public technology commercialization and development for SMEs as not all technology attempts exert positive effects.

미래창조과학부의 국가R&D로서 지원하고 있는 방송 기술 연구개발의 범위는 크게 콘텐츠를 제작 편집하는 방송미디어 창작 플랫폼, 방송 주파수 자원의 발굴과 효율적 사용을 포함한 방송 송수신 인프라 기술, ICT 방송 산업 경쟁력 강화를 위한 방송미디어 장비 단말, 그리고 보편적인 방송서비스를 누구나 안전하게 누릴 수 있도록 지원하기 위한 공공복지방송 및 재난방송 관련 기술로 분류한다. 이 네 분야로 나누어 과제 기획위원회 활동을 통해 과제의 선택과 집중을 추진하고 있으며, 본고에서는 방송 기술의 최신 이슈와 정부 정책방향을 고려한 2015년도 연구개발 방향을 제시한다.

To estimate collusion effects on bid award in Public Construction works, this paper uses Logit Model, which is a choice variable model. Price, design, competition, and other factors are included, with a special focus on collusion, as independent variables in the model. The empirical results are as follows. First, collusion has little effects on bid award, but great impacts on bidding behavior. Secondly, the score of design is the most important and significant factors among all variables. Thirdly, competition has also significant effects on bid award. Finally it is analyzed that institutional framework and characteristics of public work have some effects on bidding award.

최근 물리적 언택트(Untact)와 사회적 온택트(Ontact)를 이끄는 기술에 대한 관심이 커지면서 가상현실(VR:Virtual Reality) 기술을 활용한 교육이 주목받고 있다. 이와 더불어 교육 환경이 경험과 체험 위주의 맞춤형 교육으로 급격히 변화함에 따라 사용자 요구를 만족시킬 콘텐츠는 부족한 실태이다. 따라서, 본 논문에서는 효과적인 독서교육을 위해 종이책과 전자책을 비교 설명하며 가상현실 기술을 활용한 동화 체험 시스템을 제안하였다. 사용자 얼굴 3D 텍스처 모델링과 멀티플레이어를 통해 비대면 실감형 콘텐츠와 공공데이터를 활용하여 동화선택 기능을 구현하였다. 이처럼 교육적인 관점에서 스스로 선택한 동화를 함께 체험하고 인지한다는 점에서 효과적이다.

This study is to investigate determinants of the private security agents' career choices. Random sampling of newly agents working at the private security firms in Gyeonggi-do and ChungChong-do was used. The period of under review was from May, 2010 to June, 2011 and the total number of interviews was 382. For this study using SPSSWIN 18.0, factor analysis(EFA/CFA), reliability analysis, discriminant analysis and descriptive statistics. The followings are conclusions. The first factor is' the value of job'. It consists of public security, contributions to our society and nation, protection public safety, spirit of sacrifice, crime prevention, and maintenance security. The second factor is 'ease of career choice'. Qualifying conditions are not particular and it is easy to get the job, as a result, this job is easy of access, they chose this job. The third factor is 'occupational stability'. They think this is a good job because the job is future-oriented so they chose this job. The fourth factor is' curiosity'. They became interested in this job, so they wanted to know about this job and then they chose this job.
