Big data, an important element of the 4th industrial revolution, is actively opening public data in public institutions and local governments. In the public data portal, everyone can conveniently search for data and check related data, but only those in ICT-related fields are using public data. Although data held by public institutions is open to citizens, it is difficult for anyone to easily utilize public data to develop applications. In this paper, data provided in open API format from public data portals has XML and JSON formats. In this study, we are a method of modularizing public data in XML format into a part that can be easily developed by linking it to a GUI interface. Based on the necessary public data, we propose a way to easily develop mobile programs and promote the use of public data.

정부 3.0이 출범하면서 공공 데이터들의 개방이 활성화되기 시작했다. 공공 빅데이터로부터 다양한 분석을 수행하고 의미 있는 정보들을 도출하기 위해서는 빅데이터 분석 도구를 이용한 복잡한 분석들을 수행하여야한다. 본 논문에서는 빅데이터 분석을 이용한 식품 정보 분석 시스템을 설계하고 구현한다. 설계한 시스템은 식품에 대한 정보를 분석하여 특징에 따라 분류하고, 빅데이터 분석을 통해 실생활에서 구매자에게 유용한 서비스를 제공하는 것을 목적으로 하고 있다.

Horizon scanning that one of the methods for future prediction is adaptable way of establishing the policy strategy based on big data. This study aims to understand the social problems scientifically utilized horizon scanning technique, and contribute to public policy formulation based on scanning analysis. In this paper, we proposed a public opinion framework for public policy based on social bigdata, and then confirmed the feasibility this framework by analysis of the relationship between public opinion and results after implementation of public policy. Consequently, based on the analysis, we also drew implications of policy formulation about 'free childcare for under 5-years of age' as an object of study. The method that collects public opinion is very important to effective policy establishment and make contribution to constructing national response systems for social development.

This study was conducted with the purpose of suggesting the improvement plan of political for activating the Geo-Spatial Big Data Services. To this end, we were review the previous research for Geo-Spatial Big Data and analysis domestic and foreign Geo-Spatial Big Data propulsion system and policy enforcement situation. As a result, we have deduced the problem of insufficient policy of reaction for future Geo-Spatial Big Data, personal information protection and political basis service activation, relevant technology and policy, system for Geo-Spatial Big Data application and establishment, low leveled open government data and sharing system. In succession, we set up a policy direction for solving derived problems and deducted 5 policy issues : setting up a Geo-Spatial Big Data system, improving relevant legal system, developing technic related to Geo-Spatial Big Data, promoting business supporting Geo-Spatial Big Data, creating a convergence sharing system about public DB.

We have noted a possibility of big data as a solution of social problem and pending issue. At the same time big data has a problem of privacy. Big data and privacy were in conflict. In this paper we pointed out that issue and propose a planning of big data based on privacy using case study of advanced country.

As the value of Bigdata has been recognized importantly, public agencies including the government, private sector, etc. began to have an interest in Big Data. As there are sources of various data, and a variety of planning and analysis methods based on these sources has emerged, It is true that Bigdata will become a tool for creation of the new high qualitied information and decision making based on new insights. The purpose of this study is to find an alternative to the subway congestion problem that is not improved even though the various measures. In this study, we tried to explore approaches for ways to improve the congestion of the Seoul Subway using Seoul Metropolitan public data. Lastly, this study derived a policy alternative to establish new bus route that runs around the metro station that have a high level of congestion.

Nowadays, many small businesses have experienced the failure of business or hardship. In this point, specific and integrated information for startup business should be required to decrease the rate of failure and to increase the rate of success. This study is to suggest the integration of various data which various public institutions have separately. For this purpose, it is to classify the data types in constructing big-data for start-up business and to suggest a way of data integration, analysis method, and web or services of information system for supporting startup businesses.

사회 전반에 걸쳐 많은 영역에서 빅데이터 기반의 기술이 개발되고 활용됨에 따라 이러한 기술이 가져올 다양한 문제들에 대하여 인식하기 시작하였다. 이에 본 연구는 현재 공공도서관이 제공하고 있는 빅데이터 기반 정보서비스 현황에 대해 정리하고, 이러한 정보서비스를 위한 데이터 수집 및 활용 과정에서 일어날 수 있는 전반적인 윤리 문제에 대해 영국의 데이터 프레임워크 등을 적용하여 5가지 측면으로 살펴보았다.

국내 건설행정 투명화 및 경쟁력 향상 목적으로 개발된 건설사업정보시스템에 정부와 운영주체는 다양한 기능개선 방안과 관련 연구를 수행하며 시스템 성능을 개선시켜왔다. 그러나 기 추진된 성능향상 방안이 공공업무 처리에 중점 되어 대국민 사용자를 위한 콘텐츠 및 기능 등의 서비스가 미흡한 상황이다. 이에 본 논문에서는 건설사업정보 건설인허가시스템의 도로점용장소별 허가현황 기능을 중심으로 빅 데이터를 이용한 허가현황 정보 제공 방안을 제안하였다. 제안한 기능개선 방안은 기 구축된 비정형 데이터를 빅 데이터 기반으로 재분석하여 구글 맵에 가시화함으로써 공공업무 데이터 처리 뿐만 아니라 대국민 서비스를 위한 콘텐츠 제공이 가능하도록 하였다. 뿐만 아니라 그동안 축적된 15TB이상의 건설관련 데이터의 재활용 가능성을 시사함으로써 시스템 활용성 증대 및 개편 방향에 도움이 될 것으로 판단된다.

본 논문에서는 공공 민원 빅데이터 분석을 통하여 민원추이 분석을 하고, 민원 추이 분석을 통하여 민원 통계 분석 서비스, 민원 분류 분석 서비스, 민원 정책(이슈) 분석 서비스에 대한 가시화 서비스 기능을 제안한다.
