Aging buildings over 15 years reaches about 74% of 177 thousand buildings in Domestic public buildings. Due to the aging building, the energy loss is a serious problem. In order to reduce the energy usage through improving the energy efficiency on the existing buildings, the government & the local autonomous entity conduct the energy efficiency projects through the remodeling, repairing & equipment replacement on the existing buildings. The green remodeling is applied to the existing public buildings in recently revised the act on the creation and support of green building. However, the standard is not obvious that the work scope of green remodeling, financing and project delivery method. This paper propose is to suggest project delivery system for vitalizing the green remodeling. Green remodeling is defined on basis of the occurring work under project life cycle based on the existing building process and the financing method for owners and companies and the project delivery system according to work scope of green remodeling are proposed in this paper

Due to rapid climate changing and the need for energy conservation, environment friendly initiatives have emerged, and regulations to support establishment of green structures in construction have been legislated and enacted. In this study, the supporting of green build method act for rapid climate change and energy conservation. Using green build method, protecting surrounding ecosystem and developing green building continuously, I suggest alternative for protection of the environment. Identifies Envelope Design Elements among various construction Green Building Design Guidelines. Green buildings that we extract the Green Building envelope design from Design Guideline, select the object building through the green buildings examples of public institution relocation projects. Since then analyzes the planned schematic design and Green Envelope Design Elements and Green Building Certification(G-SEED). So, that future directions for planning correlation of Green Building and Design Guidelines about Green Design Elements Can be presented.

Due to the Korean government's renewable energy support policy such as the renewable energy utilization building certificate and enlarging the compulsory ratio of investment on the public building, the rooftop photovoltaic projects are expanding rapidly. It is very important for the rooftop photovoltaic projects to analyze the shading effect of the adjacent structures or own facilities. But, the photovoltaic arrangements are planned by the experience of the designers or simple graphic tools. The purpose of this study is to build the process model for optimizing of rooftop photovoltaic arrangement based on three-dimensional geo-spatial information.

Estimated construction cost is an important index to secure an optimal budget which needs to go into construction projects in the previous of basic design phase. In order for public institutions to calculate the estimated construction cost, the cost per unit area of public buildings is used. However, the current calculation method of the estimated construction cost in public buildings is impossible to reflect the characteristics of many facilities and combinations. The purpose of this study is to develop an estimation model in the previous of basic design phase for the elementary, middle and high school facilities. it is expected that it is possible to estimate the construction cost of the elementary, middle and high schools in a reasonable and reliable manner through the estimation model developed in this study.

The purpose of this study is to develop design quality indicator for improvement of public architecture in Korea. The spatial scope of the study which sees limited at 'domestic public buildings'. The study contents scope is to develop design quality indicator to use design phase and evaluation of 'public buildings'. For this design quality indicator, we have analysed various domestic and international institutions associated with architecture design. And, design indicator for the possibility of application in public buildings were extracted. Through this work design quality indicator specific and objective was drawn. The results of this study 8 category were drawn 'Public', 'Harmony', 'Impact', 'Access', 'Landscape', 'Use', 'Sustainable', 'Technology'. Also, 29 Design quality Indicator were suggested. Finally, this study was developed by utilizing Design Quality Indicator can be utilized in the design phase, the evaluation process should be developed.

월간 <건축사>가 지난 3월 21일 함인선 광주광역시 총괄건축가를 만났다. 그는 인터뷰를 통해 의무가입 시대를 맞아 건축사 윤리 확립을 위한 윤리강령 제정, 신뢰 기반의 공공건축 설계공모 심사 도입 및 건축 인허가 제도에 대한 평소 생각을 전했다. 또 건축계가 의무가입 건축사법 시행과 새 정부 출범 등 변화의 시기를 겪는 상황에서 좋은 건축을 위해서는 건축사에 대한 사회적 신뢰를 더욱 두텁게 해야 한다는 뜻을 전했으며, 공공건축 설계공모에 대해선 명목적 공정성에 집착하기보다 심사위원 재량을 강화하고 문제가 생길 경우 책임을 확실히 묻는 '신뢰 기반 심사제도' 도입 필요성을 강조했다. 또한 현행 건축심의 관련 건축물의 성능과 디자인에 관련된 사항은 건축사 재량에 맡기고 공공성에 대한 것을 심의 대상으로 삼는 방향으로 제도가 개선돼야 한다는 생각도 밝혔다. 함인선 총괄건축가의 저서로는 '구조의 구조', '정의와 비용 그리고 도시와 건축', '건물이 무너지는 21가지 이유' 등이 있다.

Along with the change of national accounting, the importance of systematic management of assets is emphasized and the awareness that the concept termed Asset Management should be introduced to the construction field too to manage facilities. The present study is a basic study for the introduction of the concept Asset Management and proposed accounting guidelines(proposal) for public building maintenance cost that can clarify maintenance cost accounting. Existing literatures and current accounting standards were examined and the actual states of maintenance cost accounting of public buildings in A metropolitan city were examined to draw problems. For the practice guidelines(proposal), the types and contents of government office building maintenance expenditures were analyzed and items that must be treated as OPEX and CAPEX were presented. Expert interviews were conducted to verify the reliability of the items presented. The practice guidelines(proposal) were applied to the public buildings in A metropolitan city to identify situations of changes in asset values and review the effects of the practice guidelines(proposal) on increases in asset values. When applied to practices, the practice guidelines(proposal) suggested in the present study are considered to increase building asset values and provide consistent financial information to help stakeholders' decision making.

플로팅 건축물은 현장 시공을 최소화해야할 필요성으로 인하여 모듈러 시스템과 같은 공업화 건축 시스템의 적용이 요구된다. 이 연구에서는 국내 모듈러 건축물 및 기술 현황에 대한 사례에서 플로팅 건축물 상부공간에서 모듈러 시스템을 적용하기 위한 고려 사항을 도출하였다. 그리고 플로팅 공공청사에서 모듈러 시스템을 적용하기 위한 기본적인 모듈러 계획 및 계획에서의 기본적인 고려 사항을 점검하였다.

Poor indoor acoustic environments negatively affect occupants. Previous research has shown that indoor acoustic environments affect not only task performance and job satisfaction of the occupants, but also their health and well-being. This study aimed for evaluating indoor acoustic environments of open-plan offices located in public buildings in Korea. It also aimed to review the matters that need to be considered in order to improve occupants' acoustic comfort. Indoor noise levels were measured in 13 sites; the measurements were conducted for five consecutive working days from Monday to Friday. The noise levels were evaluated based on the levels recommended by the ISO and the EU ALDREN project. The study found that most of the indoor noise levels measured in the sampled sites during the working hours met the ISO standard. In the case of the levels under unoccupied conditions at night, those at three sites did not meet the recommendation of the ALDREN. In addition, some characteristics of the sites had significant effects on the noise level. Since the exact acoustic performance of the building envelope could not be identified, future research is needed for investigating the relationship between accurate building performance and indoor acoustic environments.
