대형 및 복합 화재에 효과적으로 대응하기 위해서 화재 현장에 대한 다양한 컨텍스트를 고려하여 표준작전절차 및 매뉴얼을 기반으로 최적의 대응 방안을 도출해야 한다. 이러한 의사결정을 긴급한 상황에서 신속하고 정확하게 수행하기 위하여 화재 상황 및 관련 대응규칙을 자동으로 분석하고 대응절차를 선제적으로 제시하는 방법이 필요하다. 이를 위해 이 논문에서는 공간정보 및 화재안전정보를 이용하여 규칙 기반으로 화재 대응 의사결정을 지원하는 방법을 제안한다. 제안하는 방법에서는 소방대상물의 실내외 공간정보 및 다양한 화재안전정보를 기반으로 화재 상황의 가변성을 모델링하고 이를 참조하여 화재 대응규칙 명세를 개발한다. 그리고 의사결정 시 주어진 상황에 맞게 가변성을 선택하고 룰 엔진을 통해 대응규칙을 실행하여 대응절차를 도출한다. 제안하는 방법을 재난현장 표준작전절차의 대상물별 표준작전절차를 대상으로 적용하여 실현 가능성을 검증하였다.

As the urban scale changes and the living space changes in three dimensions, the Ministry of Land, Infrastructure and Transport continuously builds various and high quality spatial information such as three-dimensional spatial information, indoor spatial information, underground spatial information and precision road map. However, although various disasters and safety accidents are rapidly increasing due to the enlargement and complexity of cities, safety management using spatial information is relatively insufficient. In this paper, we propose a data model for comparing and analyzing typical domestic and international spatial information construction cases and providing disaster safety services based on spatial information standards.

The Urban Planning Information System is the core system in urban planning field which should operate at the national level of network, and requires a close inspection from the initial level of development. Therefore, this study analyzes international standards, domestic laws, preceding plans, as well as the standard system established in 2008, in order to identify the problems and propose directions for the future direction of the Urban Planning Information System. Suggestions from this study can be summarized as follows: (1) to take initiatives to create standards for the development of the Urban Planning Information System, followed by the establishment as international standards, (2) to have the system developed as an open structure, and (3) to comply w ith the preceding plans of related national GIS system to enable integration.

본 연구는 이동체와 지도정보의 출력을 위한 XML 엔코딩 표준인 GML(Geography Markup Language)을 이용하여 이동체 관리 시스템을 설계하고 구현하였다. OGC(OpenGIS Consortium) 웹 매핑 기술인 웹맵 서버(WebMapServer) 개념을 응용하여 공간 데이터와 이동체 정보를 통합하며. 통합 과정에서 요구되는 표준화된 데이타 모델과 인터페이스는 OGC가 제안한 표준화된 개념을 사용한다. 데이터는 별도의 응용스키마를 정의하여 적용하였다. GML은 공간데이터와 비공간데이터의 저장과 전송을 위한 XML 엔코딩 표준이므로, 데이터 공유를 위한 확장성 및 상호운용성을 확보할 수 있다.

지리정보의 응용 분야가 나날이 광범위해지고 각 분야에서 수집하고 사용하는 지형공간 데이타와 이를 처리하기 위한 소프트웨어의 양도 급속도로 팽창해 가고 있다. 분산된 이러한 GIS자원들을 활용하고 상호운용할 수 있게 하기 위한 해결책이 바로 OpenGIS이다. GEUS는 GIS기술과 데이타베이스 기술을 하나로 통합한 혁신적인 GIS 솔루션으로써 UniSQL을 기초로 한 DBMS 엔진 레벨에서 공간 데이타 타입과 연산자를 기본적으로 제공하고 있는 세계 최초의 객체관계형 공간 DBMS이다. 광범위하게 존재하고 있는 GIS 사용자들이 표준적인 인터페이스를 통해 GEUS에 저장된 지형공간 정보와 제공하는 공간 연산들을 사용할 수 있게 하기 위하여 OGC의 'OpenGIS Simple Feature Specification for CORBA'에 정의된 표준 인터페이스의 구현이 필요하다. 이를 위해 본 논문에서는 GEUS에 기반한 OpenGIS 서버를 설계하고 구현하였다.

In this study, a standard vector data model was developed for interoperability of river-geospatial information and for verification purpose the applicability of the standard vector model was evaluated using a model to RIMGIS vector data at Changnyeong-Hapcheon & Gangjung-Goryeong irrigation watershed. The standards from ISO and OGC were analyzed and the river geospatial data model standard was established by applying the standards. The ERD was designed based on the analysis information on data characteristics and relationship. The verification of RIMGIS vector data included points, lines and polygon to develope GDM was carried out by comparing with the data by layer. This conducting comparison of basic spatial data and attribute data to each record and spatial information vertex. The error in the process of conversion was 0 %, indicating no problem with model. Our Geospatial Data Model presented in this study provides a new and consistent format for the storage and retrieval of river geospatial data from connected database. It is designed to facilitators integrated analysis of large data sets collected by multiple institutes.

지리 정보 시스템의 발전으로 공간 데이터의 수요가 늘어남에 따라 공간 데이터의 공급자들이 늘어나고 있다. 일반적으로 공간 데이터의 공급자는 수요자의 요구에 맞는 형식을 사용하여 공간 데이터를 생산한다. 그래서, 생산된 공간 데이터는 다양한 플랫폼에서 다양한 형식으로 저장된다. 최근들어 분산환경에서 다양한 플랫폼에 저장된 공간 데이터를 효율적으로 접근하기 위하여 공간 정보유통의 필요성이 증대되었고 OpenGIS Consortium(OGC)은 공간 데이터의 상호호환성을 위해 ISO와 협력하며 국제 표준화를 추진중이다. 본 논문에서는 공간 정보유통 중 공간 데이터 접근을 위해 OGC의 Simple Features Specification for CORBA 표준을 기반으로 ESRI사의 공간 데이터 저장 형식인 Shape 파일을 위한 CORBA 데이터 프로바이더를 구현한다. CORBA는 언어와 플랫폼에 독립적으로서 분산환경에서의 상호운용성을 제공하고, 특히 Java와 결합하면 웹 브라우저를 통해 어떤 플랫폼에서든지 사용 가능하다. 그러므로, Shape 파일에 대한 CORBA 서버를 개발함으로써 플랫폼에 종속되지 않는 공간 데이터의 접근을 제공할 수 있다. 본 논문에서는 설계시 고려사항 및 구현 방법에 대해 살펴보고 OGC 표준을 구현하면서 발견된 문제점 및 성능 향상을 위한 방법에 대해서도 언급하여 다른 공간 데이터 형식을 위한 CORBA 서버를 개발할 때 참조할 수 있도록 한다.

본 연구는 지가의 공간분포 분석(spatial data analysis)을 통하여 합리적인 표준지 선정 방안을 제시하고자 하였다. 우리나라의 경우 개별 공시지가는 표준지 공시지가로부터 비교해서 산정된다. 때문에, 표준지는 개별지의 지가를 산정하는데 편리할 수 있도록 선정되어야 한다. 이를 위하여 표준지를 선정할 때, 개별지의 지가와 토지특성을 고려하여 표준지의 수와 공간적 분포를 결정하여야 한다. 본 연구에서는 지가의 공간적 분포를 해석하기 위하여 군집분석(cluster analysis) 개념을 활용하였다. 이를 통하여 유사 지가구획을 정의하였고, 지가구획의 계층적 해석을 시도하였다. 또한, 군집분석을 반복적으로 수행하고 군집수의 변화에 따른 군집별 지가분포의 특성을 해석함으로써 적정표준지 수를 추정하였다.

The existing 2D cadastre as the core engine of land administration systems met with the difficulty of managing and representing the real 3D world. As a result, a 3D cadastre system has emerged as a solution oriented towards managing, representing and providing 3D spatial information related to physical status, land rights, restrictions and responsibilities. The aim of this study is to establish the foundation of the 3D cadastre information system. With this in mind, this paper aims not only to set up the data range of the 3D cadastre, but also to design a conceptual model based on an LADM (Land Administration Domain Model) through the investigation of legal restrictions and land uses relating to spaces in 3D.

공간 정보를 저장하고 관리하여 분석과 응용을 할 수 있게 해주는 공간 데이터는 그 제작 기관에 따라 모델링 방법과 포맷이 서로 다르다. 이처럼 서로 다른 형식의 데이터들 간의 상호 변환이 필요함에 따라 공간 데이터 변환을 위한 표준안들이 제시되었고 우리나라에서는 교환 표준으로 SDTS를 채택하였다. 하지만 사용자의 데이터 포맷을 SDTS 교환 포맷으로 바꾸어 ISO8211 파일로 전환하는 작업은 많은 노력과 시간을 필요로 한다. 따라서 본 논문은 다양한 사용자의 데이터 포맷과 SDTS 교환 포맷 사이에 쉽게 변환해 줄 수 있는 응용 프로그램을 설계하고 구현하고자 한다.
