미국을 비롯한 GIS 선진국에서는 GIS 데이타베이스를 사회기반시설(National Spatial Data Infrastructure)로 간주하였으며 Internet을 통한 공간정보의 유통을 이미 계획 추진하고 있다. 본 연구는 외국의 공간정보유통체계에 대한 사례연구를 바탕으로 우리나라 국가 GIS 데이타베이스(Things : 실체)가 구축 후의 효율적인 활용을 위해 어떠한 유통과정(Process : 흐름)이 있어야 될 것인가를 살펴본다. 여기서는 제도적으로 공간정보유통이 가장 활발한 미국과 기술적인 방법으로 공간정보유통을 추진하는 카나다의 사례를 중심으로 우리나라의 현황을 비추어 보고자 한다.

Government has established and operated GIS Data Base in such fields as land-use, road, and underground facilities since 1995. Based on these circumstances, the importance of spatial information industry began to emerge and accordingly MLIT (Ministry of Land, Infrastructure and Transport) established "National Spatial Information Policy Master Plan" and "National Spatial Information Policy Action Plan". However, compared to other fields of transportation, the spatial information data base for railway facilities are not established and provided systematically. As shown in 'Korea National Spatial Data Infrastructure System', only 'transportation information' as an related information and 'transportation' field as an administrative information are included in the system. Detailed information for railway and its facilities are not included in the system. The reason why detailed information for railway facilities are not included in the system is that regulations for establishing and utilizing the spatial information of railway and its facilities are imperfect. In this study, trend of establishing spatial information and regulations related to railway and its facilities are reviewed. Through this review, improvement items such as complementing existent laws and establishing organization for managing spatial information data of railway are deduced and suggested. Based on this research 'Korea National Spatial Data Infrastructure System' could set a legal fundament and both integrated maintenance and operation of railway facilities could be possible.

Geospatial information, which deeply has an effect on our life, have been evolved as intelligent geospatial information in Ubiquitous era. Also, Various services are introduced using the intelligent geospatial information. However, there is no classification system, for understanding the intelligent geospatial information services, considering any developers and users. It needs to be classification system to classify these services. In this paper, we introduced a concept of intelligent geospatial information and developed a service classification matrix regarding to the features of the services. This service classification matrix has three scales; service domain, service intelligent level, and geo-location accuracy. The propose of this matrix can be utilized in two aspects. First, the matrix can improve the reality that doesn't reflect actual demands for the services. Second, the matrix can present the goal of the new services or the development direction. The matrix can be utilized to the geospatial industry as creating the new blue ocean services. However, the service classification matrix needs to modify and complement to have no anything wrong when the various services are applied to the matrix. In the long run, the matrix has to be utilized as a material to make out a service roadmap or TRM(Technical Reference Model).

Recently, tthe general users' demand on utilizing spatial information and the establishment of national spatial data such as land cover map are increasingly growing. But the lack of spatial information service for the general public is making it difficult for them to use spatial information and services. In this study, spatial information service strategies based on the concept of atlas, which is familiar to us through the student atlas, were proposed to promote the public users' utilization of land cover map. For this purpose, I reviewed current domestic status and overseas cases of land cover map service and proposed the future direction of spatial information service for land cover map in terms of contents, users, and system. Finally, I defined the basic concept, characteristics and functions of the Atlas Information System and recommended strategies for environmental spatial information service. The results of this study can be applied to various national spatial information as well as land cover map and contribute to the increase of general public users' utilization of national spatial data.

최근 정보화 사회에서 정보의 처리와 공유에 대한 관심이 크게 증가하지만 기존 지리정보시스템(GIS)이 갖고 있던 상호 이질적인 지형공간데이타 포맷을 가지고는 효율적인 정보의 처리와 공유가 어려운 형편이다. 이러한 지형공간데이타 포맷의 문제로 인해 지형공간 데이터의 중복수집의 문제가 발생하였으며, 또한 많은 시간과 경비가 중복 투자퇴고 있다. 본 논문에서는 지형공간 데이타 중복수집의 문제점을 효과적으로 해결하고, 이미 구축되어 있는 지형공간 데이타를 필요로 하는 사람들과 공유하고 유통하기 위하여 KGDC(Korean Geospatial Data Clearinghouse)를 설계 및 구현하였다. KGDC를 통하여 ESRI와 Intergraph사의 상용 지리정보시스템들의 데이타를 별도의 처리과정 없이 공유할 수 있으며, 또한 OGC(OpenGIS Consortium)의 OpenGIS 구현명세에 기술되어 있는 표준 OpenGIS 인터페이스를 지원하는 지형공간 데이타 서버의 데이타도 효과적으로 공유할 수 있다. 특히, KGDC는 다양한 검색 기능과 다양한 정보를 제공하여 손쉬운 지형공간 데이타의 공유 및 유통을 가능하게 하며, 검색을 위한 정보와 검색의 결과로 이용하기 위해 ISO/TC211 표준 메타데이타를 부분적으로 지원하고 있다.

This study presents NGDM(National Geospatial Information Distribution Model) in order to effectively utilize and differently apply geospatial information which is important in the dispersion of GIS. In order to establish the NGDM, this study draws the guideline of NGDM in Korea by analyzing its present condition of domestic and foreign geospatial information distribution. It also investigates some major factors forming the infrastructure of NGDM in regulative, technical, physical, and social aspects. Based on these factors, this study presents a three-staged NGDM that is applicable in Korea. The NGDM consists of four components that are the consumer, supplier, gateway for the clearinghouse and the clearinghouse of the geospatial information. According to the management form of geospatial information, the types of NGDM are classified as the concentration type, the distribution type, and compound type. Also, this study explains the mutual relationship between the NGDM's components and suggests a three-staged NGDM of planting, growth, and maturity period considering comparison results of classified models and development direction of regulation, protocol, communication network, electronic commerce, and etc.

The 'Hyper-connected society' in which all objects such as people, device, place are connected via networks and share information being realized. As the information and communication environment changes, spatial information also faces a significant challenge. Korean government is striving to meet the social demand for spatial information that will bring 'Hyper-connectivity' such as autonomous vehicles, drones. Until now, however, it has only partially responded to urgent demand and has not prepared a fundamental countermeasure. In order to effectively and actively respond to the demand for spatial information that is needed in the Hyper-connected society, a strategy that can lead to mid- to long-term fundamental changes is needed. The purpose of this study is to analyze the future demand and application characteristics of spatial information confronted with a big paradigm shift called 'Hyper-connected society', and to search spatial information strategy that can cope with the demand of spatial information in future society.

The architecture of the National Geo-spatial Information Clearinghouse Network (NGICN) is suggested in this paper. We described the function and relationship of six elements of the NGICN. The elements are clearinghouse network gateway, clearinghouse node, geo-spatial data server, communication network, protocols and standards, and clients. The NGICN suggested in this research will prevent the duplication and improve the value of the database, and persuade the institutes or enterprises in the private sector to participate in producing the geo-spatial database. Finally it will setup the business of producing, circulating and utilizing the geo-spatial information as a new bases of Info-Communication Industry.

The Convention on the Rights of Persons with Disabilities is the international conventions to acknowledge that persons with disabilities have dignity as human being and to give us duty to make an effort for protection of persons with disabilities' rights. This study deducts several tasks in spatial information field to fulfill the Convention on the Rights of Persons with Disabilities effectively. First of all, For the deduction, this study starts by considering accessability, personal movement, freedom of expression and accessability to information. Second, this study defines persons with disabilities as the spatial information what ensure for prior considerations. Third, this study deducts some requirements on spatial information of persons with disabilities on the basis of the survey targeting persons with disabilities and the expert opinion, and suggests objectives, strategies, tasks, systems for effective implementation of the Convention on the Rights of Persons with Disabilities. Especially, this study sets up a goal on spatial information establishing strategy of persons with disabilities as 'Disadvantaged groups like persons with disabilities can obtain requirable information without distinction of person, thereby pursuing the convenience of life and improving the quality of life.

본고에서는 실내공간정보와 관련하여 국토교통부 및 서울시 등 공공분야에서 추진한 실내공간정보 구축 현황에 대해 살펴보고, 실내공간정보 구축기술의 현주소와 향후 실내외를 연결한 통합서비스 구현에 필요한 실내외 공간정보 통합플랫폼 개발 사례 및 실내외 연계기준점 설치 방안에 대해 살펴보고자 한다.
