A Study on the Globalization Strategy of Korean Spatial Information for Expansion into An Emerging Market -Focused on the Cases of Asian Developing Countries- (신흥시장 진출을 위한 한국 공간정보의 글로벌화 전략 연구 -아시아 개발도상국의 사례를 중심으로-)

  • Korean government has promoted the projects of National Geographic Information Systems since 1995 and the utilization level of Korean National Spatial Data Infrastructure based on them has also developed. However, due to the limit to domestic market size and the legal regulation on prohibition of large sized companies' expansion into domestic spatial information markets, Korean spatial information markets are tied up in term of industrial competitiveness. To overcome those problems and evade the domestic red oceans, it is necessary to find new one in overseas' blue ocean markets. It is estimated that overseas spatial information market will be grown to 125 billion-dollar size and the annual growth rate of it will be reached to 10.5% until 2015. Thus, Asian spatial information market has a huge growth potential and it is newly rising blue oceans for Korea. Advanced countries such as Finland, Germany, Sweden, and Japan have already expanded their market size into the newly industrializing countries. To step with advanced countries, it is time to set up the new globalization strategy of Korean spatial information for expansion into newly industrializing markets. The purpose of this study is to analyze the SWOT of domestic spatial information, investigate the status on spatial information of Asian developing countries, and suggest the globalization strategy of Korean spatial information for expansion into them. The globalization strategy can be labelled as K-FBI composed of 4 domains such as Knowledge sharing platform, Frontier, Back to the basic, and Internalization. In near future, the establishment and performance of road map based on the strategy will be the milestone for Korean spatial information companies' advance into Asian developing countries.

  • Modern cities are actively adopting smart city services to address various urban challenges. Geospatial information acts as the foundational infrastructure of smart cities, promoting the sustainable development of urban areas. Consequently, as the standardization and utilization of geospatial information increase, the efficiency and sustainability of smart city operations improve. To achieve this, collaboration among diverse stakeholders is crucial for delivering optimal smart city services based on geospatial information. This paper defines smart city services, focusing on transportation and building-energy domains, based on the life cycle of geospatial information technology. Emphasis is placed on the importance of applying and utilizing geospatial information standards. Additionally, this paper proposes the Smart City based on Geospatial Information standards (SCGI) framework to provide insights into standardizing smart city services mapped to geospatial information standards. This research suggests a new paradigm for standardizing smart city services using geospatial information standards to offer customized solutions, thereby discussing the future development possibilities of smart cities.

  • 최근 지식정보 사회는 IT가 핵심 구성요소인 스마트 사회로 변모하고 있으며, 인간과 사물 간 의사소통에서 사물과 사물 간 의사소통까지 확장하고, IT간 융합에서 나아가 타 산업과 융합하는 지능형 사회로 나아가고 있다. '공간'에 대한 정보는 '시간'과 함께 인간이 생활하는데 있어 반드시 알아야 하는 가장 근본적인 정보로써, 공간에서 발생하는 정보를 기반으로 다른 사람들과 소통을 하고 목적을 충족함으로써 삶의 질을 향상시킨다. 현대 사회에서 공간정보는 중요한 인프라 가치를 증대시키므로 새로운 사회 패러다임 전환을 위한 필수적인 요소라 할 수 있다. 따라서 본 연구에서는 수재해 정보 플랫폼 구현에 앞서 사용자의 니즈를 만족시키고 효용가치 증대가 가능하도록 공간정보서비스 활용 방안 연구를 하고자 한다. 공간정보는 시대의 흐름에 따라 형태 및 생산?활용방법이 달라졌으나 항상 중요한 정보로 인식되어 왔으며, 미래 공간정보는 단순 콘텐츠 영역을 뛰어넘어 상황(Context)정보까지 범위를 확장하였다. (1)미국의 공간정보는 시설, 기록관리 및 지도와 같은 공공분야에서 현재는 업무통합관리, 의사결정지원 등에서 데이터 웨어하우스(Data Warehouse)로서의 역할 담당한다. (2)일본은 아시아 최고의 원천기술력을 보유하고 있으며, 높은 수준의 GIS, RS(위성항측), ITS(지능형 교통 시스템) 기술을 기반으로 하고 있다. (3)영국은 지리정보시스템과 공공서비스를 접목하여 시민의 요구에 부응하는 고객맞춤형서비스 제공을 국가정보화의 우선과제로 선정하고 있다. (4)우리나라는 초고속통신망과 모바일 기술 등 세계 최고 수준의 인프라를 확보하고 있어, 이러한 인프라 기반융 복합 공간정보서비스를 이용하는데 안정적인 기반을 확보하고 있다. 본 연구는 국내외 공간정보서비스의 패러다임 변화 및 추진 동향 등을 제시하였으며, 수재해정보 플랫폼 활용에 능동적 적극적으로 접근할 수 있는 기반을 마련하였다. 공간정보서비스를 활용하여 커뮤니케이션 강화, 수재해 정보 서비스의 효율성 증진, 재해부문 선진화 측면에서 발전적 영향을 미칠 수 있으며, 특히 각종 현안에 대한 미래 예측 및 대응에 기여할 것으로 판단된다.

  • The application area of spatial information such as urban planing, facility management, traffic service are expanded to new service areas such as environmental pollution, securing resources, u-City. In particular, the increased importance of spatial information application in mobile environment based on smart phone, a mobile spatial data infrastructure and related strategy suggestions to provide mobile spatial information service is required. In this paper, we derived strategy suggestions to foster the next generation strategic industry and proposed the role of public sector, the development of mobile spatial information services, the construction of mobile spatial information infrastructure and the stepwise strategies.

  • Recently, policy trends related to various information including the geospatial information have changed to openness and sharing. Therefore, it is necessary to apply geospatial standards to ensure a high level interoperability across heterogeneous geospatial information systems. These geospatial standards are essential to advancing data access, query, management, processing and interoperability of geospatial information systems. However, geospatial information companies which provide GIS software and service or construct geospatial data have been many difficulties to implement and adopt geospatial standards, because the geospatial standards of Korea were not systematically managed. So this study analyzed the various problems such as redundancy, version-mismatch and similarity of domestic geospatial standards through reviewing the present status of domestic geospatial standards as well as the international geospatial standards. Moreover, it is judged that the result of this study will be able to efficiently contribute to the domestic policy on geospatial standards for management, organization and laws in the National Spatial Data Infrastructure.

  • The absence of present accurate geospatial information can cause us to undergo severe problems in controlling the complicate and multiplicate disaster. Our country is trying to build the Disaster Spatial Data Infrastructure (DSDI), and the key information is the national framework data. This study aims to investigate the characteristics of disaster spatial data, and analyze the present conditions and problems of national framework data, and suggest the way to improve for the GIS application system. In order to provide a wide range of services through the national geospatial data integration system, the data management authority should be established to maintain the consistency of quality and data accuracy of the entire national spatial data infrastructure. In addition, the step-by-step update plan of the national geospatial data should be determined by means of the framework data. And the basic data (lowest common denominator) should be formulated to maintain the data consistency of national spatial information infrastructure.

  • 이 논문은 GeoSemantic Web을 위한 공간정보 태깅 및 검색 프레임워크를 제안한다. 웹상의 문서들은 다양한 공간정보를 포함하고 있으며, 이러한 텍스트 공간정보를 실제 공간정보로 변환하여 태깅함으로서 공간정보시스템을 웹의 영역까지 확장할 수 있다. 즉, 기존의 GIS와 결합하여 자신과 가까운 문서의 정보를 검색 또는 관심주제의 문서내 위치 등을 확인하는데 사용할 수 있으며, 이 공간정보를 이용하여 Semantic Web의 지식 링크와 연결하기 위한 기본 시스템으로 이용될 수 있다.

  • 최근 수요가 급증되고 있는 u-City의 경우 성공적인 구축을 위하여 도시통합운영센터라는 개념을 도입하여 추진하고 있으며, 나아가 이를 보다 확장시킨 개념인 도시통합운영체계의 중요성이 강조되고 있다. 이처럼 u-City의 핵심기반으로서 도시통합운영체계의 중요성이 증대되고 있는 가운데, 효율적인 도시통합운영체계 구축을 위해선 공간정보 활용이 필요하다. 즉, 지자체에선 오래전부터 GIS 정보화 사업을 추진하고 있으며, 공간정보를 구축 활용하고 있다. 효율적인 도시통합운영체계 구축을 위해선 공간정보의 활용은 필수적이며, 이는 u-City 추진의 핵심적 기반이 될 것이다. 본 연구에서는 u-City 도시통합운영체계에서 공간정보를 효율적으로 활용을 위해 u-City의 도시통합운영서비스와 관련하여 공간정보의 활용성과 활용방안을 제시하고자 한다.

Web Services Framework for Geo-spatial Data on Wireless Network (무선 네트워크 환경을 고려한 공간정보 웹 서비스 프레임워크)

  • This paper proposes a Web Service framework on both wired and wireless network environment that can be interoperable and extensible among geo-spatial servers. Mostly, OGC has studied and announced international standards which are related to web services on various kinds of geo-spatial data. Therefore, the proposed framework satisfies interoperability and extensibility for geo-spatial servers by adapting WMS, WFS, WCS, and WRS standards of OGC and web services standards of W3C. This framework, also, satisfies requirements of huge volumed data service, GML service, geo-spatial function service, and wireless network service. This framework consists of geo-spatial servers group, geo-spatial broker, and web-based client. The geo-spatial servers group includes GIS, SIIS, ITS, GNSS, and Telematics server for the purpose of providing various kinds of geo-spatial services. Especially, this paper proposes main memory based GIS server(MMG server) that can efficiently serve huge volumed GML data on wireless network environment. Finally, experimental results about the MMG server and prototype implementations of the framework show the effectiveness of this study.

Comparative Analysis of 3D Spatial Data Models (3차원 공간정보 데이터 모델 비교 분석)

  • Each system should have a suitable data model about their purpose for efficiently managing, analyzing, and manipulating data. And the usable range of application is determined by the data model, and suitable data models are being developed for each application. In GIS, diversity spatial data model is being developed too. The accuracy and update of the spatial data would be important for applying efficient application as well as the data modeling is important as constructing the spatial data structure. Therefore, the purposes of this research are to 1)compare domestic spatial data models with oversea spatial data models about their geometry model, topology model and visualizing method of 3D spatial data 2)to compare the features of the data model by analyzing each data structures. We 3)compare and analyze features of each spatial data models via the quantitative analysis of each spatial data models.
