This paper builds a system of indicators representing rural regional development level. Indicators were classified into two groups, that is, living environment indicator group and regional vitality indicator group. Living environment indicator group consists of four indicators including housing, road, water supply, and sewage system, while regional vitality indicator group consists of five indicators including regional economy, public finance, and demography. Real data of the year 2002 and 2006 were used to do the basic statistical analysis and estimate the suitable statistical distributions for each indicator. Data were applied for the three city/county type, general city, urban-rural combined city, and county. General cities have the strongest urbanization tendency among the three types, while counties have the weakest tendency. General cities turned out to be superior in housing condition, road density, water supply system and sewage system. Indicators of employment and local finance showed the highest levels in counties. The results of this analysis are expected to provide local governments with the appropriate reference for their rural regional development policy.
Among the cultural industries, the game industry is the most economically valuable industry. It has been about twenty years since the game policy has been implemented and the game laws have been enacted. If the law is a willing expression for the realization of the policy, the orientation of the game policy can be grasped through revision of the game laws. SOUND RECORDS, VIDEO PRODUCTS, AND GAME SOFTWARE ACT, established in 1999, and GAME INDUSTRY PROMOTION ACT, which was enacted in 2006, are regulated by many revisions. In this paper, I try to understand the direction and meaning of Korean game policy(classification, game dysfunction, gambling, industry growth) through the contents of the revision of the game law for 20 years. The game policy shown through the amendment of the game law is intended to protect the game by regulating the game, and to protect the game user by preventing the gambling and preventing the game dysfunction, and to increase autonomy of users and choice of producers by switching to self rating system, and based on this, an environment for continuous industrial growth is created. In the future, game policies should consider cooperation with social areas beyond game-specific areas. On the other hand, it needs to respond to new agendas such as polarization of industrial structure, fair environment, employment environment.
This paper adopts a distributive performance process model of in-work poverty based on labor markets, households, and welfare states and analyzes the 4-11 waves of the Korean Welfare Panel Study during 2008-15. Previous studies on in-work poverty have focused on the definitions and concepts of in-work poverty by analyzing employment and unemployment persistence and repetition dynamics, but rarely paid attention to institutional distributive performance. In this regard, this study preforms a stepwise analysis of labor markets, households, and welfare states as a process of income generation in labor markets, satisfaction of welfare needs and income pooling at households, and deduction of social security contribution and income tax as well as receipt of public transfer income at welfare states. Results of empirical analysis show that in-work poverty had been on increase during 2008-11, followed by a decrease between 2012-15. At labor market stages, full time status had the most prominent impact on in-work poverty process, while status by employment and contract type have generated a huge variation as well. At household stages, household work intensity and number of earners contributed to reduction of in-work poverty, but the relations did not seen to be straightforward. However, welfare state played little role in lifting employees out of in-work poverty. In terms of institutional distributive process, in-work poverty was prevalent in either household-welfare state stage or labor market-household-welfare stage. Non-vulnerable group in terms of in-risk poverty was around 80% of the sample during the period of analysis, the size of which has remained constant.
The purpose of this study was to identify the meditating effect of self leadership on the relationship between protean career attitude and subjective career success of lifelong learning educators. Based upon the results, several theoretical and practical suggestions were made to enhance self leadership, protean career attitude and subjective career success of lifelong learning educators. A survey questionnaire for this study was composed of four parts, such as the measurement tool of Protean Career Attitude(Briscoe, Hall & Demuth, 2006), Self Leadership Scale(Houghton & Neck, 2002), Subjective Career Success(Career satisfaction Scale: Greenhaus, Parasuraman & Wormley, 1990; Job Satisfaction Scale: Mobley, Jarret, Marsh & Lim, 1994; Employability Inventory: Johnson, 2001) and demographics. The subjects in this study were lifelong learning educators in Incheon. The survey questionnaires from 450 respondents were gathered, and the data from 426 respondents were used for analysis. The results of this study were as follows: First, protean career attitude of the lifelong learning educators had direct effect on subjective career success positively. Second, protean career attitude of the lifelong learning educators had indirect effect on the subjective career success with the partial mediating effect of self-leadership. Finally, based upon the above results, some implications and limitations of this study were discussed.

The purpose of this paper was to identify the relationship between the characteristics of community mental health, and to identify if mediatable contextual property acts as factor influencing community mental health. Data of 229 municipal population groups were collected from KNSO and The 6th Community Health Plan. The data were analyzed using ANOVA, Spearman correlation, and multiple regression analysis. The perceived stress showed significant difference depending on health budget, mental health budget, number of mental health personnel, and was negatively correlated with proportion of the elderly, employment rate, percentage of NBLS recipients, health budget, and number of mental health personnel. The depressive mood differed depending on the number mental health personnel, and was negatively correlated with percentage of NBLS recipients and number of mental health personnel. Mental health budget and number of mental health personnel were respectively influencing factor of perceived stress and depressive mood. Following the above result, in order to reduce the gap between the mental health of communities, the researcher suggests that mental health budget as well as overall health budget and the number of mental health personnel be enforced.
The aim of this study was to apply the Importance-Performance Map (IPM) method based on PLS-SEM by extending the importance-performance analysis (IPA), which is an existing method to grasp strategic policies through the difference of importance and satisfaction of existing competitiveness factors. For this application, this study was applied to research related to policy measures that can survive and spread in global competition by analyzing strategic factors of information technology (IT) convergence industry. The development of IT convergence industry, which is the subject of this study, has the effect of revitalizing related industry development and employment activation. Therefore, this study expanded the possibility of applying this research methodology to research the strategic factors to activate exports of SMEs (Small and medium-sized enterprises) in the convergency industry. In order to achieve this goal, the analytical methodology of this study was applied and the policy measures for IT SMEs. Therefore, based on the analysis results of this study, this study can apply this research methodology to other fields as a strategic tool in establishing and enforcing policies for export activation of IT convergence industry.

With the aging of the population and the slowdown of the job market, elderly workers make up a large portion of the construction workforce. Also, due to the nature of the construction industry, where outdoor work is frequent, the weather has a more sensitive impact on elderly workers than on younger ones. The study aims to analyze the degree of weather risks exposed to elderly workers in the construction industry using the measure of work loss days. To that end, construction accidents that affected 28,514 elderly workers in seven cities from 2012 to 2016 (a total of 12,789 days) were analyzed to calculate work loss days per different weather factors. The results show that the elderly workers were seriously affected when the temperature was between $-12^{\circ}C$ and $-10^{\circ}C$, humidity between 55% and 60%, precipitation between 128mm and 181mm, and wind speed between 5.5m/s and 6.5m/s, with the highest work loss days. The combined effects between the weather factors were also analyzed to identify the conditiosn that leaded to high work loss days of elderly workers. This study contributes to effective safety management and pleasant working environment between weather factors and shedding light on the relationship between weather factors and work loss days of elderly workers.
This study explored the meaning and essential structure of the life of 12 older wage earners who are 65 years old or older residing in Seoul. For the in-depth analysis of the qualitative interviews, Giorgi(2012)'s phenomenological research method was used. Results presented a total of 349 meaning units, 35 core meanings, 16 emerging themes, and 6 essential themes. These essential themes consisted of a life tolerating contempt and prejudice, the hungry belly in the later years, a yoke of the subordinate, an unclimbable vertical wall, reviving the hours of youth through working, and labor pride. These six essential themes led to the essential structure of'small happiness that is felt at times out of the weary working life in later years. The research participants felt worn out by the social discrimination and unfair working conditions against older wage earners, but they felt relieved that they were able to work in old age and had a sense of self-esteem through their work. Working was the important tools for older wage earners to experience happiness in later years because it not only relieved their financial burden but also brought a sense of self-esteem and labor pride. Based on the results, we suggested as following: 1) with respect to social discrimination and unfair working conditions against older workers, the whole society should discuss it as the protection of human rights and take legal actions; 2) various service jobs need to be created so that older workers can contribute to the society by utilizing their experiences; and 3) educational programs of computer or internet use must be expanded through which older wage earners can improve their job skills.
Irregular workers, which have recently caused various socio-economic issues and conflicts, generally have low loyalty to the organization and job satisfaction due to anxiety about employment. As a way to improve this, this study attempted to analyze the effect of organizational communication satisfaction of irregular workers on job satisfaction and organizational commitment. Among the 7th Human Capital Companies panel survey data, irregular workers survey data were collected and analyzed using the structural equation model analysis. The results were as follows: First, it was analyzed that organizational communication recognized by irregular workers had a positive(+) effect on job satisfaction and organizational commitment. Second, it was analyzed that job satisfaction had a positive(+) effect on organizational commitment. Third, it was analyzed that job satisfaction plays a mediating role in the relationship between communication satisfaction and organizational commitment. This study is significant in that it expanded the research subject to irregular workers from the existing service industry-oriented research, and that it included more diverse industries. The results of this study suggest that mission and vision sharing and communication activation system are needed to improve organizational effectiveness of irregular workers.

Establishing career goals and making a career choice is the most crucial task for college students. This study aims to identify the motive of college students' career choices and analyze the relationship between career capabilities and career decision-making in order to provide basic materials that can assist college students in the career decision-making process. To do this, a survey was conducted among college students attending a D university in Busan. A total of 326 survey responses were selected for analysis, and path analysis was conducted using SPSS 25 and AMOS 25. The results of the study are as follows. First, intrinsic motivation for career choice and extrinsic motivation for career choice were found to affect career consideration and career management capabilities, respectively, with statistical significance. Second, career consideration and career path management capabilities influenced both concreteness and confidence, which are elements of career decision-making with statistical significance. Intrinsic motivation for career choice and extrinsic motivation for career choice affected concreteness and confidence in career decision-making with career consideration and career management capabilities as parameters. These findings imply that in order to increase the concreteness and confidence in the career decision-making of undergraduate students, it is necessary to strengthen their career consideration and career management capabilities. As the unemployment rate of youths rises and the types and specialization of jobs increase amid uncertainty in the future employment conditions, undergraduate students face increasing difficulties in career decision-making. The results of this research are expected to be used as basic materials for the career decision-making of undergraduate students, which will assists in career path consultation and guidance in universities.
