This paper aims to consider and draw policy implications for industrial crisis areas in advanced European countries with extensive experience in implementing regional industrial policies for regions facing industrial and employment crises due to deindustrialization, the decline of main industries, and industrial restructuring. In Europe, the paradigm and focus of support policies for industrial crisis areas have varied from time to time and from country to country. In particular, since the 2008 global economic crisis, it has again become a major issue of regional policy. Europe's recent policies for industrial crisis areas are characterized by a new model of development, with its focus on regional economic growth and job creation, and in the form of multifaceted and comprehensive regional policies through policy mix that combines regional development policies, industrial policies and employment policies.
This paper illustrates key features of an enterprise employment simulation which integrates a system dynamic feedback model with a cost-effectiveness optimisation capability utilising genetic algorithms. Its core is a 3-dimensional array structure tracking staff numbers by rank, by time-in-rank, by years-of-service. The resultant model, which could readily be adapted to non-Defence use, can identify, given user specification of any mix of employment rules, the likely patterns of employment behaviour including: resultant time-in-rank and years-of-service profiles; ability of a Unit to fill all positions to target strength; ability to fill promotional positions within normal rules for substantive promotion; need to fill promotional positions using rules for temporary promotion or transfer from outside; necessary recruitment pattern to sustain target strength.
This study aims to examine the causal relationships between sales and employment for public technology-based startups. Although there is a limit to statistical generalization due to the poor understanding of the actual conditions of public technology start-up companies, these companies were analyzed by classifying them into high-growth companise, potential growth companies, and other companies. In order to understand the causal relationship, and to estimate the time required to be effective, panel vector autoregression was applied. As a result, the performance creation mechanism was identified as government supoort and private investment was mutually causal with employment, sales did not cause employment, and employment caused sales. In other words, it was found that employment plays an mediator role in public technology based startups' performance mechanism. In addition, private investment had the effect of improving employment and sales in the short time than governments support, and showed that firms with high employment can attract government support and private investment. This study are academically meaningful in that they empirically revealed the process of performance creation, whereas previous studies had only shown whether there was an effect on performance. It also has a policy contribution by suggesting the need for effective policy promotion by considering the 'employment' factor, such as human resource support, as more important.
Regional comparative analysis for the variability of young man's employment indexes is important to unemployment or employment policy data of central and local government. Through the result of comparative analysis, central and local government can use differentiated policies for the regions and keep the efficiency for the application of detailed policy. In this study, based on economically active population survey data which consider economically active population rate, employment population rate and unemployment rate as typical employment indexes of young man, we analyzed the variability of these indexes by metropolitan cities and province regions using coefficient of variation. Also we proposed the largest index in variability of three employment indexes, and proposed the city and province region with the largest variability for each employment index.

The corporate restructuring following the economic crisis in Korea has brought about fundamental changes in the structure and practice of employment relations. However the lack of information on processes and consequences of such changes hinder the appropriate policy making on shop-floor industrial relations. Correct assessment of realities an effective policy making require information on human resource management practices and structure of employment relations at the workplace level. This paper critically examines the experiences of workplace-employee integrated surveys carried out in advanced countries including Australia, Canada, and Britain, to extract methodological implications for such survey in Korea. We focus on the backgrounds of the surveys and practical issues involved in multi-level, longitudinal survey design.

1997-98년의 외환위기는 한국경제 전반에 걸쳐 커다란 변화를 초래하였다. 특히 노동시장에서도 200만 명의 전례 없는 대량실업을 경험하였다. 이전의 고학력 실업과 생산직 노동력 부족이라는 두 가지 큰 특징으로부터 성, 학력, 연령에 관계없는 전 노동력에서의 대량실업이라는 특징을 경험하게되었다. 불경기에서의 기업 구조조정은 많은 직장인들로 하여금 통상적인 정년을 채우지 못하고 조기 퇴직해야 하는 상황을 초래하였다. 특히 50세 이상의 중·고령자 조기퇴직은 그들이 가정경제를 책임지는 가장으로서의 가정적 불안 뿐 아니라, 사회적으로도 실업자 보호를 위한 비용지출이 증대될 수밖에 없다. 이러한 현상은 직장에 남아있는 근로자들의 고용불안으로 확대되어 근로자들의 의사가 제대로 반영되지 않는 채 그 동안 정착된 고용관행(60세 전후 정년퇴직, 연공서열형 보수체계, 등)이 쉽게 무너지고, 사용자 중심의 새로운 고용관행(계약직, 연봉제, 단시간 근로형태, 등)이 확대될 가능성이 높아지게 되었다. 본 연구는 중·고령자의 고용안정과 촉진을 위한 정책대안과 촉진을 위한 정책대안을 제시함으로써 개인에게는 적합한 직종에서 일할 기회를 부여하고, 사회적으로는 실업문제의 해결로 사회복지비용의 지출을 최소화한다는 차원에서 연구되었다. 일반적으로 채용 면에서는 퇴직된 중·고령자도 신구인력과 경쟁적일 수박에 없으므로 비록 경기가 회복되더라도 재취업의 어려움은 여전히 남을 수밖에 없다. 뿐만 아니라 이들은 오랫동안 피고용자로서 근무해 왔기 때문에 신규 자영업에 진출하기도 조심스러울 수밖에 없어 이들의 경제활동에 대한 정부차원의 지원정책이 필요할 것이다. 연구결과 다음과 같은 몇 가지 중요한 정책적 시사점을 제시할 수 있다. 의무고용률 의 조정, 퇴직 전 전직훈련의 의무화, 고령자 창업보육센타의 설립, 신규채용이나 퇴직에서 제한연령의 완화 및 철폐, 서비스 산업에서의 고령자 적합직종의 개발, 등이 그것이다.
The Korean government has implemented the senior employment policy as a direct job creation policy since 2004. A realistic discussion of policy alternatives and orientation for this has been given little attention even though senior employment policy has been carried out for the last 10 years and it will be expanded next year. This study tries to examine active labor market policy especially focusing on direct job creation programs and policies for the disadvantaged low-income elderly in OECD countries, and then it suggests some developmental alternatives for senior employment policy based on the study's results. The main results from this analysis are summarized in two points. Firstly, except pension policies, employment policy for older workers in the OECD countries is highly proportional to the tackling of objective factors reducing the demand for older workers (wage subsidies, reduced social security contribution rate etc). And the strategies of improving employability have not been relatively important and direct job creation policy has been marginal. Secondly, employment support policies for the low-income elderly can be divided into three types: support for the low-income elderly, alleviating early retirement and support for full employment according to the criteria which are determined by policy objectives and the social economic index. Korea's employment support policies belong to the type of direct job creation among them. This seems to be due to the fact that the rate of elderly poverty is extremely high and an income security system has not been developed in Korea. However, the policy objective is still uncertain. Therefore, this policy needs to set up clear objectives and establish a proper system for the achievement of its goals. If we focus on the strength of its employment characteristics, we need to modify the policy's plan in the perspective of labor market policy. But if we intend to keep both of the current objectives, it is better for this policy to be divided into two parts: social participation and income supplements. Or it also may be a solution to transform the system into an employment service, a training system which supports participants to move into unsubsidized jobs such as SCSEP in the U. S.
최근 '고용 없는 성장'에 직면한 우리 경제에 활기를 불어넣을 핵심 고용창출원으로 중소 · 벤처기업이 주목받고 있다. 이에 중소 · 벤처기업은 새해를 맞아 역할변화를 시도함으로써 그 기대에 부응하고자 한다. 과연 이러한 움직임이 고용시장에 어떤 효과를 나타낼 수 있을지 산업연구원에서 발표한 보고서를 통해 살펴보도록 하자.
OES survey as the national official statistics aims to provide the basic data for the national labor market policy and research such as the basic statistics for human resource supply policy, the prediction of employment by occupations, the decision of occupation, the occupational training and the finding jobs et al., at the levels of industrial and occupational classifications(3-digit). In order to achieve this objective, we analyze the OES data in 2005 and 2006 and propose the new sampling design using the long form data in Korea (10% sample data of census 2005). In this paper, we provide the criterion of sample allocation and derive the formular for estimator and error of it including the weighting procedure. From the proposed sampling design, we would expect that it contributes to the supply policy of human resource and the research for labor market.
