A Study for the Perception of Job Identity, Public Service Motivation and Organizational Committment focusing on Airport Security Agents (고용형태에 따른 직무정체성, 공직봉사동기 및 조직충성도에 대한 연구 : 공항 특수경비원들의 인식을 중심으로)

  • Airport security staff are outsourced workers, whose status is a special security agent under the security service law in Republic of Korea, who are subject to persuing both profitability and public concern at the same time. This paper has chosen the sample of security staff working at Incheon airport. This is because airport security staff is being outsourced, this paper had made an empirical research such areas as the perception of job identity, public service motivation and organizational commitment through job satisfaction. According to statistical research, it was found the perception on job identity by airport security staff had a significant negative effect on both job satisfaction and organizational commitment. The more they have perceived their status as non-permanent status, the less they had job satisfaction and commitment at the same time as a special security agent at airport. Their perception of job identity had a significant effect on such public service motivation factors as 'absorbing public concern' and 'a solicitude'. Lastly, their motivation factors had also significant positive effect on job satisfaction and organizational commitment.

  • 1844년 Rochdale Pioneers는 소비자 협동조합을 만들고 그 첫 번째 상점을 열었다. 이 소비조합을 통해 지역 주민에게 양질의 식품을 저렴한 가격에 제공했다. 이러한 유럽의 전통적이고 좌파성향의 경제적 분배이념이 발전하여 유럽의 사회적 기업의 발판이 되었다. 뿐 만 아니라 1991년 이탈리아에서는 주주나 소유주의 이익 산출보다는 공동체 또는 구성원을 위하는 사회적 경제 개념의 협동조합이 시작되었다. 1980년 아쇼카 재단의 설립자 빌 드레이튼은 슘페트에 의해 처음 소개된 '기업가정신'을 한 단계 높은 차원으로 끌어올렸다. 그는 기업가 정신을 사회적 혁신에도 적용하여 사회의 난제에 대해서도 창조적 파괴를 시도하자는 뜻에서 사회적'과 '기업가'를 합성하여 사회적 기업가 정신이라고 사용했다. 이러한 사회적 기업의 발전 과정에서 보면 유럽과 미국의 인식의 차이를 우리는 느낄 수 있다. 유럽의 경우는 좌파적 성향이 담겨져 있다. 유럽의 사회적 기업은 협동조합에서 알 수 있듯이 공평한 분배 개념에의 접근이다. 그에 비해서 미국의 경우는 우파적 성향이 강하다. 미국은 기업가 정신이 투철한 기업가가 많은 부를 축척하고 이렇게 축척된 부의 분배 과정에서 사회적 가치가 강조된다. 이러한 사회적 기업을 가능하게 하는 요인 중 하나가 사회적 자본으로 불리는 네트워크이다. 본 연구는 25개의 사회적 기업 실증을 통하여 생존을 위한 전략적 차원에서 네트워크의 다양성과 강도가 사회적 기업의 기업생존과 고용성장, 매출성장 나아가 권한위임에 정의 관계가 있음을 검증하였다.

  • This study analyzes how to support social economic organizations financially -with online donation system. Two methods of online donation system is compared that vouchers contribute to the creation of sound market in damaged area by giving options of selecting service of social economic organization to service beneficiaries while civil fund for these organizations create employment and improve cooperative relationship between givers and receivers through online donation system. It is important for Korean government to improve donation system not only for victim directly but also for social economic organization through voucher and civil fund method of online donation system.

무인항공기(드론) 사고의 법적책임 연구

  • 조종사가 탑승하지 않고도 지정된 임무를 수행할 수 있도록 제작된 무인항공기(드론)가 다양한 장비(광학, 적외선, 레이더 센서 등)를 탑재하여 활용되고 있다. 지금까지는 국가안보 유지 수단으로서 감시 정찰 정밀공격무기의 유도 등의 임무를 수행하여 왔다. 최근에는 민간부문에서도 다양한 용도로 활용되고 있어서 정부(국토교통부 산업통상자원부)는 무인항공기의 국내경제발전의 파급효과를 인지하고, 세계 무인항공기시장에서 우선순위를 선점하기 위해 투자확대를 기해 왔다. 무인항공기시장이 산업발전과 고용촉진에 도움이 되어 국내경제에 긍정적인 효과가 많다고 하더라도 무인항공기의 안전운행을 담보할 다양한 법적 제도적인 장치의 마련이 필요하다. 따라서 무인항공기로 야기되는 다양한 유형의 사고를 검토하여 이에 대한 법적 책임에 대한 분석이 필요하다. 무인항공기의 사고는 운영자의 운영상의 과실로 인한 사고도 있고 무인항공기 자체의 결함으로 인한 사고도 발생할 수 있다. 또한 운행자의 고의과실로 인한 타인의 권리(프라이버시권 등)를 침해하는 경우나 무인항공기끼리의 충돌사고도 발생할 수 있다. 이러한 사고로 인한 책임은 민사책임으로서 대부분 지상 제3자에 대한 생명 신체 또는 재산상의 손해배상책임이다. 이러한 책임을 규율하는 국제협약으로 로마협약이 있지만 체약국이 없기 때문에 국제협약으로서의 역할을 못하고 있다. 따라서 현재로서는 각국의 국내법에 의하여 해결될 가능성이 많을 것으로 생각된다. 무인항공기 운영자의 과실로 인한 사고는 민법이나 상법이 적용될 수 있고, 무인항공기의 제작결함으로 인해 사고가 발생하였을 경우와 시스템의 오작동으로 인해 사고가 발생하였다면 제조물 책임을 물어야 할 경우도 있을 수 있다. 이러한 법적 쟁점에 대한 검토를 통하여 무인항공기 공급과 활용의 확대로 인한 다양한 사고발생과 책임범위를 명확히 하여 사고당사자들의 책임관계를 인식시키는 것이 필요하다.

  • The cost of logistics has been highlighted in Korea due to the fact that it has been an obstacle for nation's economic competitiveness. There are a number of logistics information service companies relating to international logistics. The absence of an integration of these VAN services leads to occurring the additional time and cost of operating which the users have to pay for This directly affects the competitiveness of our economy, This study presents the importance of information integration between the VAN service companies. In addition, the schemes for the standardization and connectivity of these services are suggested. This paper analyses the current status of international logistics and suggests the improvement and betterment of the integration.

  • 최근 맞벌이 가정이 많아지면서 베이비 시터를 고용해 영아를 양육하는 경우가 많아지고 있는 추세이다. 본 논문에서는 영유아 상태분석에 따른 인공지능 베이비시터 시스템에 대하여 기술하였다. 보다 상세하게는 얼굴인식을 위한 Opencv 영상처리 기법, MS(azure)API 를 이용한 머신러닝 기반의 감정분석과 악취 센서(MQ-135 Sensor)를 이용하여 영유아의 상태를 파악한다. 파악한 영유아의 상태를 바탕으로 스스로 학습하여 요람을 제어하고 어플리케이션을 통해 원격제어를 할 수 있도록 제작한 스마트 베이비시터 시스템에 관한 것이다. 이에 따라 양육에 대한 부담감이 줄어들 것으로 기대하고 양육에 대한 부담감을 조금이나마 경감 시켜 주어 저출산과 양육 지출 비용 절약으로 사회적 측면, 경제적 측면 모두에 기여할 것을 기대한다.

A Survey on the Employment of Foreign Workers in Farm Households (농가의 외국인 근로자 고용에 대한 인식조사)

  • This study examined the perception of farmers who employ foreign workers. A survey was conducted on 110 farms, and the main research results are as follows. First, as many farmers hire foreign workers in informal ways other than the employment permit system or seasonal worker programs, it is important to increase the number of registered foreign workers through the employment permit system or seasonal worker programs. Second, it is important to improve farmers' perception of compliance with the minimum wage, as some farmers pay wages below the legal minimum wage. Third, the subjective productivity evaluation results of farmers showed that the difference in labor productivity between foreigners and foreigners was not significant. This means that hiring foreign workers is due to other factors such as ease of management and cost rather than productivity. Fourth, many farmers were willing to hire existing foreign workers even if they paid extra wages after the expiration of the employment permit system. Finally, promotion and improvement of the additional system for foreign workers' workplaces are needed to solve problems caused by foreign employment during off-farming season.

Educational Needs Assessment of Migrant Farm Workers and Employers Perceived by Farmers in Korea (농업 경영인이 인식한 외국인 근로자 및 농업인 고용주 교육 요구 분석)

  • This study aims to examine the educational needs of migrant farm workers and farmers in Korea. For developing survey instruments, content analysis of migrant workers & employer training programs, in-depth interviews with farmers and expert reviews had been conducted. Therefore, eight parts and twenty nine educational contents for migrant workers, five parts and twenty educational contents for farmers have been constructed. For data analysis, Borich analysis and The Locus for Focus Model were hired to analyze the educational needs assessment. Results showed that migrant workers' educational priorities were 'basic korean for farming, working attitude in farming, safety guidelines and first aid skills for rural life, safe use of pesticides and protective equipment, driving skills, safe use of agricultural machinery, operation & maintenance of agricultural machinery, pest control by crop', and for the farmers' were 'communication with migrant workers, trouble controls with employment, farming guidance, industrial accident cases and countermeasures, preventing disease and promoting mental health of migrant workers'.

Effects of the Amendment of Regulation of Ministry of Education and Co-op: Focusing on the Perception of University Co-op Operators (교육부 고시 개정이 대학 현장실습학기제에 미치는 영향: 대학 현장실습 운영자의 인식을 중심으로)

  • On July 6, 2021, the Ministry of Education revised and announced the operating regulations of the undergraduate co-op with the aim of protecting students rights and student-centered operation based on mutual benefits for students and institutions. Therefore, the purpose of this study is to analyze universities' perceptions against the amendment of regulation of the Ministry of Education's into universities/college, regions. According to a survey of 75 KACE, we found that colleges are more difficult than universities in terms of administrative work, company participation, reduced opportunities for co-op, and managing participating companies. Next, most of the regional differences in difficulties were not significant, and only the decline in company participation rate was more difficult in Daegyoung/Gangwon/Chungcheong/Jeju than in the metropolitan area. Finally, policy directions such as the differential application of practical support expenses according to the size of the company, tax benefits for institutions, and clarification of the concept of job training were presented.

Recognition and Satisfaction of National Oral Examination for Workers in Incheon and Daejeon (인천·대전지역 근로자의 직장구강검진 인식 및 만족도)

  • Workers' oral health is important to guarantee workers' right of health and increase productivity. The aim of this study was to investigate recognition and satisfaction of national oral examination for workers in Incheon and Daejeon. Three hundred seventy-nine workers who were selected by convenience cluster sampling answered the questionnaire about experience, recognition and satisfaction of national health examination and oral examination by self recording type. A total of 76.0 percent of the subjects had national health examination, and 51.7% had national oral examination. A total of 64.9 percent had experienced notice about national health examination from the company, and 28.2% about national oral examination. The subjects had high positive score about intention of treatment, dental scaling, and change of toothbrushing method depending on oral examination, need of national health and oral examination, and usefulness to one's health through national health and oral examination. Office workers, regular workers, and the workers with monthly income more than 2 million won had more notice about national health and oral examination compared with sales and production workers, contract workers and the workers with monthly income less than 2 million won. We suggest institutional management of the notice about national oral examination be needed, especially for economically poor, or contract workers to increase the ratio to have national oral examination.
