The Determinants of Consumption Characteristics and Patterns of Elderly Households (고령자 가구의 소비특성 및 소비패턴 결정요인)

  • Although the concept of the elderly varies depending on scholars and laws, as consumption expenditure is deeply associated with income due to the nature of this study, 55 years old was set as the low limit standard for the elderly according to Prohibition of Discrimination on Age in Employment and Employment Promotion for the Aged Act and the elderly households were limited to single-elderly person household and an elderly couple family household for this study. It is considered consumption characteristics as a significant analysis subject in terms of social welfare because it could be understood as an expressed need which was a reflection of desire. Therefore, the present study aimed to investigate the consumption characteristics of the elderly households by stereotyping the consumption pattern of the elderly households, and find the determining factors for consumption patterns and thus contribute to the establishment of related policies through the expressed needs of the elderly households. K-means of cluster analysis was performed by putting the consumption expenditure of the elderly households to investigate inherent structural type of consumption pattern of the elderly households, which were the investigation subjects. As a result, four groups were stereotyped and named as below: 'health care-centered type', 'saving-centered type', 'livelihood-centered type', and 'food expenses-centered type' Binary Logistic Regression analysis was used to identify the factors that influence the decision of consumption pattern of the elderly households. The result of study showed that the elderly households faced all different needs and problems and thus there is a need for various approach plans to solve this situation. In particular, although the elderly have been viewed as economically poor people so far, the study showed that there were also kind of prepared households through saving. Overall, livelihoodcentered type accounted for the highest portion and, as a factor that influenced this, marital state and household income played an important role. Therefore, it is considered that more active efforts to increase the income of the elderly households are needed. In addition, age, owning of house and subjective health state were found to also have significant influence. Through these results of the study, the elderly's own improvement of awareness on health, presentation of overall standard for health state of the elderly, securement of the elderly's access to cultural life, and financial management coordination for improvement of quality of life, development and dissemination of jobs suitable for the elderly, and dissemination of communal life household, which is a cooperation residential type, were presented as institutional task in the conclusion.

Effect of Wage Peak System on Labor Market Integration of Senior Workers base on Age Integration Paradigm (연령통합적 관점에 기초한 임금피크제의 고령근로자 노동시장 통합 효과)

  • This study stemmed from the notion that effects of wage peak system were investigated exclusively on management efficiency from the perspective of workplace. As a way to overcome the limitation of previous studies, This study examined the effects of wage peak system on age integration of senior workers. Quantitative analyses with data from workplace panel survey were executed. Results revealed that percent of workers aged 50 and over was significantly higher in work places that implemented wag peak system than that of those did not. Also Average year of employment for full time workers was higher in work places that implemented wag peak system than that of those did not, suggesting that wage peak system was related to labor market integration of aged workers in some ways.

The Substitution Relations between the Employment for the Youth and the Old in 15 OECD Countries (OECD 15개국 청년고용과 중고령자 고용의 대체관계)

  • Recently, the youth employment crisis which is characterized by high unemployment and low employment rate has been considerably serious, while jobless growth has been observed. However, job shortage and unstable labor status of the old are also main issues. To solve this problem, the job creation and deferred retirement for the old has been proceeded. Consequently, it has caused to the intergenerational war on job due to equity of job creation for the youth. However, it is not desirable that the problem would be diagnosed and the policy would be set up although little attention has so far been paid to test empirically this kind of substitution relation. Thus, this research has been analyzed whether the employment relation between the youth and the old is substitution or not. The analysis method is panel data analysis in 15 OECD countries including Korea(1990~2000). Major findings are as follows. First, only half of the youth and the old works. It provides the evidence that the employment crisis is not a problem of special generation but all of them. Second, employment relation between generations followed by panel analysis is not substitution relation. This findings can be interpreted as evidence that it is unlikely to solve the youth employment matter even though the government encourages the early retirement.

  • We are facing major changes such as an aging population along with the 4th industrial revolution based on ICT technologies such as artificial intelligence, the Internet of Things, autonomous driving, and factory automation. For the local governments that are indexed in high population extinction risk, it is essential to consider market expansion and re-education policies suitable for regional characteristics in order to respond to changes such as advanced industrial automation and population aging. For the reemployment of the elderly, we will analyze previous public strategies for elderly-friendly jobs, expand investment in age-friendly industries. In this study, we suggest to improvement direction of the elderly labor market in Cheonan-Si.

Effect of Wage Peak System on Age Integration: Investigation from Worker's Perspective (임금피크제의 연령통합적 성과: 노동자 관점에서 이해하기)

  • The presented study was based on the notions that 1)the age-separated perspective would not be functional for post modern society which characterized by a diversity of life styles and 2)effects of wage peak system have been investigated mainly through managemental efficiency with quantitative analysis. In those notions, this study aimed to investigate effects of wage peak system based on age integration perspective with a qualitative method. Deep case study were executed with four workers who fully understand regarding wage peak system. Results showed that three sub categories were drawn in the meaning focused on issues of wage peak system; uneasy attention on workers who applied for wage peak system; pro and con of wage peak system for aged workers; achieving age integrated environment through mutual understanding.

  • 근래 우리나라에서도 평균수명이 길어져 노동의욕이 있는 중고령자가 증가하는 한편, 출산율이저 하되어 젊은 근로자의 수가 감소되고 있다. 통계청의 인구통계과의 추계에 의하면 2000년에는 60세 이 상이 총인구에 점하는 비율이 10.7%, 65세 이상은 6.8%가 되고, 2020년에는 60세 이상이 19.5%, 65세 이 상도 12.5%에 도달한다는 것이다. 인구노령화로 인한 고령화 사회에 대한 준비를 서둘러야 할 때라고 생각된다. 또 고령화 사회로 되면 젊은 연령층의 경제적 부담이 증가되므로 중고령자의 노동인구를 이대 로 방치해 두는 것은 국가적으로나 사회복지적으로나 불경제라고 할 수 있다. 그런데, 문제가 되는 것은, 중고령자를 취업시키는 것이 오히려 사회의 생산성을 저하시키거나 경제적으로 불리하게 되어서는 안되는 것과 중고령노동자 자신의 안전을 확보해야 하는 것이다. 이러한 문제를 해결하기 위해서는 고용에 있어 서 어떠한 점에서 중고령노동자에게 특징과 문제가 있는가를 분명히 할 필요가 있다. 고령자는 청년자 보다 노동능력이 떨어지는 특징과 문제가 있는가를 분명히 할 필요가 있다. 고령자는 청년자 보다 노동능력이 떨어지는 경향이 있지만 개인차도 크고 고령자 중에는 청년자의 기능에 비교해도 뒤떨어지지 않는 자도 있다. 연령만으로 노동능력을 판정하는 것은 적절한 방법이라고 할 수 없다. 문헌에 의하면 역연령(chornological age)이 25세의 경우, 생리적 연령은 23세에서 27세로 4년 차이가 있다고 한다. 이러한 생리적 연령의 차이는 역연령이 더해감에 따라서 점차 크게 되어 역연령이 45세에서는 12년, 80세 에서는 20년이나 된다는 것이다. 이것은 인간에 있어서 시간적 경과를 나타내는 역연령 이외에 신체적 기능연령(functional age)가 있다는 것을 의미하는 것이다. 한편, 생산현장에서는 자동화, 기계화가 진보되어 육체적인 노동이 경감된 결과, 중고령자라도 할 수 있는 작업이 많아지고 있다. 또, VDT (Visual Dislay Terminal) 작업과 같은 정보처리 작업의 수요가 증가하여 그 인재의 부족이 지적되고 있다. 따라서 중고령자의 기능을 조사하여 어떠한 작업에 적합한가를 판단하는 것이 중요한 과제로 되었다. 그러나 노동에는 많은 기능이 관여 하고, 그 내용에 따라서 요구되는 기능이 서로 다르기 때문에 노동적응능력의 기본적인 기능으로 보여지는 것에 좁혀서 작업능력의 연령증가 변화에 대하여다원적 평가를 하는 것이 실제적이라고 할 수 있다. 따라서 본 연구에서는 인간이 가지고 있는 다수의 기능중에서 수지교 치성과 연령증가와의 관계를 조사한다. 만약 연령증가 만으로 수지교치성을 평가 할 수 없는 경우에는 어떠한 요인이 수지기민성의 변화에 영향을 미치는가를 검토한다.

The Factors that Affects the Employment Type of The Graduates by Data-mining Approach (데이터마이닝 기법을 활용한 대졸자 고용에 미치는 영향요인 분석)

  • Data mining technique can be adapted to analysing Employment information in order to discover valuable information out of large data. As the issue employment such as jobless of college graduate, recruitment for women, recruitment for elders etc. became social problem, there are many efforts of various public employment services and studies. The factors that affects the college graduate's employment type (regular, temporary, daily) can be used to guide employment and to prepare employment for college students. In analyzing large number of attributes and the huge amount of data elements, regular statistical methods faces their limitation; therefore, data-mining technique is more suitable for the dataset of about 170 attributes and 20,000 elements. We divide the factors that may affect the employment type into personal factor, school factor, company factor, and experience factor; decision tree algorithm is used to find out the interesting relationship between the attributes of the factors and employment type. Personal factors such as the income of parents and marital status were the most affective factors to the employment type. The learned decision tree was able to classify the employment type with 87% of accuracy. We also assume the level of the school affects the employment type of the graduates.

Labor Status of Old age: Lifetime Career and Wealth as Mediators (노후 노동지위: 생애노동경력과 재산을 매개로)

  • This study illuminates the mechanism of life course on labor status of old age complementing the limits of labor status hypothesis of old age and model of statues attainment and combining them. The main results from this analysis are summarized in four points. Firstly, older men mostly engaged in agriculture, forestry and fishing industry or low-class occupations. A very small portion held high level or professional occupations. Regular full-time employees or employers were only 4.4% while, about 70% of older employees were temporal employees or self-employed. This shows that the elderly affluence hypothesis which alleges that most older men maintain high level occupations, applies to only a few. The second finding is that wealth differentials are sizable: about 20% of older workers own less than 50 million won, while 9.3% possess more than 600 million won. Therefore, it is not safe to claim that most people have accumulated enough wealth for old age according to the elderly affluence hypothesis. This gap being mainly reflected by education level, suggests that the model of status attainment is appropriate as wealth accumulation hypothesis. Thirdly, educational level determined not only lifetime careers, but also labor status of old age. Fourthly, using path analysis, the last finding is that education had effect on labor status of old age through lifetime career and wealth. That is, old men who have low education level had unstable lifetime career and own less wealth. They work in low income job, low social occupations and unstable occupation type in old age. This shows that life inequality continues until old age. Therefore, the inequality of education opportunity, spread of part-time work and small scale self employees should be discouraged. Furthermore, related policy should be provided in order to prevent being caught in unstable work.

The Study on Middle-aged and Older People's Vocational Training Participation and its Usefulness in their Boundaryless Career Perspective (무경계경력 관점에서 살펴본 중·고령자 직업훈련 참여 및 훈련활용도에 관한 연구)

  • This study examined characteristics and usefulness of middle-aged and older people's vocational training participation. Among sub-age groups categorized by the position in career cycle and the employability, 61~68 year old group(after retirement age group) had the biggest difficulties on the training including computer-based training and showed the lowest employment result compared to other sub age groups; major career(30~45), career transition preparation(46~52), career transition(53~60). However, the career transition age group utilized vocational training in the aspect of career search and the after-retirement age group in the aspect of preparation for older age and hobby. On the other hand, factors such as career adaptability and perceived education difficulties affected on the training usefulness in the aspects of career search and preparation for older age and hobby while perceived career barriers, career relevancy and relationship ability affected on the employment result. Based on these findings, this study suggests that vocational training provide more suited course for the boundaryless career seekers and include relationship enforcement and positive attitude development to overcome perceived career barriers for middle-aged and older people.

  • 우리 나라도 최근들어 소득수준 향상, 건강의식의 고조, 평균수명의 연장등으로 고령화 사회의 진전추세가 가속화되고 있다. 한국보건사회연구원(1987)의 조사에 의 하면 국내 인구의 고령화 속도는 급속히 빨라져 65세 이상 노인 인구의 비가 전체 인구의 5.5%를 차지하고 있으며, 2,000년에는 노인이 전체인구의 7%, 2,025년에는 14%에 달할 것이라고 하며, 이 속도는 프랑스 보다 4.6배, 미국에 비해서는 3배나 빠르다 한다. 인구 구성비에서 65세 이상의 노인 인구가 7%를 넘는 사회를 고령화 사회, 14%를 넘으면 고령사회로 정의를 하고 있는 유엔의 규정을 감안한다면 우리 나라도 앞으로 수년내에 본격 고령화 사회로 접어들게 될 것이다. 본 연구에서는 인간의 행동이 머리의 판단과 수족의 동작으로 이루어 지므로 동작 및 판단속도의 연령대별, 성별 수행성취도 차이를 비교분석하여 그 특성을 고찰하고 그 결과로 고령 자의 고용에 필요한 근로능력의 평가, 고령자의 근로적응을 위한 직무나 작업장의 설계, 더 나아가서는 노인의 복지향상을 위한 복지시설의 설계시 이용할 수 있는 기초자료를 제공하고자 한다.
