This research analyzes the 4P(Police-Press-Politics-Public) model for establish an ideal relationship between press and police and suggests some practical policies. Through the examination of the relations among 4Ps(Police-Press-Politics-Public), Jean-Louis Loubet Del Bayle proposes 3 models from three aspets : exchange of information, relation of power, relation of legitimacy. The analysis of his models shows that politics and public give social and political legitimacy to police and press which, based on the legitimacy, thereby obtain necessary informations from external entities to fulfil their original functions. On the other hand, the inevitable relation of press and police with politics and public caused from their social functions, in turn, makes the relationship between press and police more complicated and delicate. This research concludes, the relationship between police and press should be well balanced for their successful social functions and benefits of the public. To this end, this study suggests that a specific press guideline which is imposed on press and police, must be prepared and that a specialized press office must be established in the police.

The purpose of this study is to investigate the relationship between the amount of media coverage related to drug crimes and the actual number of drug-related arrests. It aims to determine the implications of this relationship for the formulation of police policies in response to drug crimes. To achieve this, we collected and analyzed 50,355 domestic online media coverage data from 2001 to 2022 and drug crime arrest data compiled by the National Police Agency. The analysis confirmed a significant causal relationship between the amount of online media coverage of drug crimes and the actual number of drug crime arrests. This relationship was found to be influenced by the existence of dominant issues and the relevance of famous incidents. It was determined that media coverage was also influenced by public interest beyond drug crime arrest numbers. Based on these research findings, the police have proposed the need to monitor the amount of crime-related media coverage and enhance security capabilities for crimes that receive public attention in order to gain the trust of the citizens.

경찰관의 자살은 수차례 언론에 보도된 바와 같이 점차 증가하는 추세이며, 일반 공무원과 비교할 때 1.7배 높은 수준이다. 이 연구에서는 그 동안 경찰청에서 공개해 온 자료를 수집하여 우리나라 경찰관의 자살 실태를 파악하고 이에 대한 함의에 관하여 분석하고자 하였다.

The objective of this study is to present the academic implications and developmental direction of the police assigned for special guard system through big data analysis on the objective and macroscopic viewpoint of the media. As research method, this study conducted the analysis on 'police assigned for special guard' and the analysis of related words that would visualize the keywords highly related to keyword trend and news. Also, after dividing the period into the 1990s, 2000s, and 2010s, the number of relevant articles in each period was drawn for understanding the flow. In the results of this study, the perception of media report of police assigned for special guard was about the recruitment of police assigned for special guard, and relevant events/accidents, which showed the coexistence of positive interest in the recruitment of police assigned for special guard and negative image of events/accidents related to police assigned for special guard. As a result, however, the necessity and demand for police assigned for special guard are increasing. Thus, the police assigned for special guard should be engaged in work after carefully thinking of its role in charge of ethical responsibility and safety as an axis for maintaining the national safety and social order.

사물인터넷(loT), 인공지능, 빅데이터 등 빠르게 발전하는 기술을 기반으로 개발 중인 자율운항선박(MASS)의 개발이 유럽(독일, 노르웨이, 스웨덴, 독일, 노르웨이 등), 미국, 일본, 중국 등 다양한 나라에서 이루어지고 있다. 산업통산자원부는 2022년 11월 3일 자율운항에 필요한 항해·기관 자동화 시스템 등의 핵실기술 개발과 자율운항 해상 시험선 실증을 수행하는 자율운항선박 성능실증센터를 준공하여 미래 해운산업에 박차를 가하고 있다. 해양주권 수호, 수색·구조, 해상질서유지, 해양범죄예방·수사, 해양오염방제 등 바다에서의 수호자 역할을 수행하는 해양경찰의 변화는 무엇보다 중요하겠다. 이에 국내·외 서적, 연구논문, 보고서, 언론자료 등의 분석을 통해 자율운항선박 등 미래발전에 대한 관심을 가지고, 해양경찰의 개선방안을 논의해 보고자 한다.

우리나라의 치안상황은 매우 안정적이라는 평가를 받는다. 특히 자정 이후에도 도심의 길거리를 활보하더라도 범죄에 대한 두려움의 수준은 낮다고 할 수 있다. 이는 대한민국 경찰공무원의 노력의 결실로 생각할 수 있으며, 경찰조직내에 우수한 인적자원이 많이 유입될 수록 효과는 더욱 극대화 될 것이다. 2014년 한국직업능력개발원이 고등학생 약 5만여명을 대상으로 희망직업을 조사하였더니 경찰관이 4위를 차지하였다. 이는 경찰조직의 입장에서는 매우 고무적인 현상이나, 이를 뒷받침 하는 결과들은 보다 강화된 선발과정이 필요하다는 것을 반증하기도 한다. 과거 10년전과 비교하여 4위를 차지했던 CEO, 사업가 등은 8위로 밀리는 등 경제불황이 학생들의 직업선택에도 영향을 미치게 된다고 밝혔다. 한 언론매체의 인터뷰 내용에서 고등학교 3학년생이 밝힌 내용은 "공무원이 되고 싶은데${\ldots}$ 공무원은 일이 편하고 미래가 보장되고 덜 잘리니까${\ldots}$하고 싶어요"라는 내용은 우리에게 시사하는 바가 크다고 할 것이다. 이러한 입직지원자들의 변화는, 고도의 전문성과 사명감을 갖추고 공직임무를 수행해야하는 경찰관에게 필요한 지식의 측정은 어떻게 이루어져야 할지 신중한 검토가 필요할 것이다.

The aim of this study is to use media big data to understand the characteristics and changes in technology that prevents wandering and missing for dementia patients as well as supports safe walking since 1990 until recently. BigKinds as a media big data was used to conduct an analysis in two stages. In the results, first, the media reports began to be reported in the early 2000s, and it increased after 2014. Second, regarding to the characteristics of changes in technology and device utilization, there has been a change to advanced technology that combines AI and IoT, focusing on GPS. Drone has recently increased in media report, however problems of personal information security need to be resolved. Third, technology development focused on location identification by police and guardians. Based on the results, technology development and community cooperation for dementia patient were discussed.

본 논문에서는 미국·영국의 사례를 통한 정책적 함의를 제시하는 데 그 목적이 있다. 미국의 경우 초기 대응자로서 민간 부문의 중심적인 역할, 공공과 비영리 그리고 민간 부문 조직들의 협력적 대응, 자원봉사자들의 적극적인 참여, 평소 민간 부문에 대한 훈련, 민간 기업의 기민성과 영국의 경우 위기관리를 위한 언론의 협조자 역할, 정부의 언론을 통한 위기관리의 중요성 인식 등은 우리에게 시사하는 바가 크다. 요컨대, 미국·영국의 경우 전 국가적 차원에서의 대테러활동을 위한 민·관 간의 협력적 운영이라는 사실과 더불어 우리나라 대테러 관계기관 실무자들의 민·관 협력 기능의 필요성에 대해 시민의식의 향상, 시민단체와 민간 기업의 사회적 공익 분야 강조, 언론의 역할 정립에 대한 인식이 높아지고 있는 시점에서 대테러시스템 운영을 위해 이들의 역할과 기능이 더욱 확충되는 방안을 모색해야 할 것이다.

Recently, Police integrity has been issued on the media, which cause discredit of police organization. Although high level of morality and integrity are required compared to other occupational groups due to their authority to exert legal force to the citizens and a variety of policies have been enforced by the National Police Agency for the purpose of uplifting the integrity of the officers, in reality, corruption had not yet been eradicated. At this point in time, this study attempted to draw implications for uplifting integrity by utilizing domestic and foreign preceding studies and statistical data related to police corruption and uplifting integrity. The inspection system through whistle-blowing was pointed out as a problem in the institutional framework that hinders uplifting integrity of the police officers and the perception in which police officers are regarded as potential criminals was also pointed out as a problem. Also, vague standards of disciplinary action in examining an offense of a police officer and lack of care for those who were disciplined in the past which affects loyalty to the organization were presented as problems. Based on such suggested concerns, policies for uplifting integrity and restoring citizens' trust in the policies officers were proposed. The proposed agenda were warning the police officers by presenting clear and specific category of corruptive behaviors, expressing the necessity of devising a system that prevents the officers from committing serious crimes by discovering problematic officers earlier through introduction of Early Warning System(EWS) of US and Australian police in order to break away from exposure-oriented inspection system, and reinforcing the testing of integrity in the new employment process.

The G20 summit is the premier forum for international economic cooperation and it will be held in Seoul in November 2010. However, protests are expected during the Seoul summit, as a part of the deepening global war against capitalism. The Korean Police need to deal with these protests effectively in order to provide security to the participating leaders and make the meeting run on wheel as planned. The current study attempts to analyze the death of Ian Tomlinson who died in the context of a heavily policed protest during 2009 G20 London summit. There are number of unique features regarding this incident, such as the public scrutiny of police conduct through video footage, the police use of excessive force, and the process to hold the police to account for misconduct. This incident caused serious damages to the public's faith in the British police. Based on the analysis, this study found that during the G20 London summit British police had the problems such as the lack of the clear standards on the use of force, improper training in the use of force, poor communications with the media and protesters, inappropriate use of the close containment tactic, and the failure to display police identification. Therefore, this study suggests the inducement of peaceful protests, the adoption of a set of standards on the use of force, public order training that is more directed and more relevant to the public order challenges facing the Korean police, improvement of the communication with the media and protesters, enhancement of individual officer's accountability as public order policing strategies for G20 Seoul summit meeting. However, the most fundamental principle is that Korean police must place a high value on tolerance and winning the consent of the public.
