A Dynamic Approach for Evaluating the Validity of Boosting Pocliies for Green Standard for Energy and Environmental Design Certification (시스템 다이내믹스를 이용한 녹색건축인증제도 활성화 정책의 실효성 평가)

  • Since 2002, Korea Government has introduced Green Standard for Energy and Environmental Design Certification for reducing GHG emission in building area. However, total number of G-SEED Certification is only around 1% of total number of approved apartment buildings despite the various boosting policies. In this situation, most boosting policies and policy improvement researches are leaning toward the supplier's aspect. However, comprehensive relation and dynamics between consumer and supplier has to be considered because housing market is operated by market participants' mutual interaction. Therefore, this research presents system dynamics models based on decision making analysis of consumer and supplier in G-SEED Certification apartment building market. Then, this research evaluate the validity of boosting policies using the model. The proposed analysis can assist government to make next G-SEED Certification boosting policy.

  • 1965년 건축사 자격증 제도가 생긴 이래로 내년이면 대한건축사협회도 50주년을 맞습니다. 긴 여정의 건축계를 돌아보니, 앞서가신 원로 건축사들의 여정이 궁금해집니다. 60년대부터 현재까지 세계가 놀랄 만큼 눈부신 발전을 한 우리나라를 둘러보니, 경제 성장만큼이나 성장한 건축물들이 우리 주변을 둘러싸고 있습니다. 그 현장 곳곳이 선배 건축사분들의 발자취가 아닐까 합니다. 오늘 이 자리에는 70, 80대 건축사분들이 함께 했습니다. 함께하는 자리에서 선배님들의 주옥같은 역사를 들어보겠습니다.

Analysis of the Impact of the Expansion of Direct Construction Works and Suggestions on the Application (직접시공 확대의 영향 분석 및 직접시공의무제도 적용을 위한 대응방안 제언)

  • As the construction production system is reorganized as part of the construction industry innovation plan, direct construction is expanding. According to this trend, this study analyzed the impact and problems of the expansion of direct construction through the position of the construction industry and a study of foreign cases. In addition, by diagnosing the impact of the measures to expand direct construction from various aspects, countermeasures were suggested to suitably apply the direct construction mandatory system. Also, for each alternative, effects and problems were evaluated through interviews with experts in policy/administrative and architecture fields. The alternatives for expanding and improving the efficiency of the direct construction mandatory system derived from this study are four items: granting the discretion of the client, differentiation by scale of construction, utilization of construction guarantee system, and introduction of flexible working group leader system. As a result of the expert interview, all of them were evaluated to have a positive impact directly and indirectly on the expansion of direct construction. This study contributes literature to the application of the direct construction mandatory system by examining the current status of direct construction, and suggests a direction for expanding direct construction through deduction of alternatives for applying the direct construction mandatory system and expert evaluation.

An Analysis of Operation Structure and Contribution of Civilian Expert Program for Landscape Architects focusing on Local Governments (지방자치단체의 조경분야 민간전문가 제도 운영현황 및 문제점 분석)

  • This research analyzed the status and problems of civilian expert programs for landscape architects to suggest alternatives to improve the current system. Literature research focused on the issues of the legal definition of civilian experts, the background of the program, and related regulations. Based on the understanding of the legal system, the research analyzed the operation status, structure, roles of the civilian expert program of local governments where landscape architects were delegated as civilian experts. Currently, 50 local governments are running the civilian expert program, and landscape architects are working as civilian experts in 11 institutions. The majority of landscape architects are working as MA or general architects. Only SMG runs an independent general landscape architect program. Based on the literature research and interviews with 16 experts, the research examined four main issues related to the program. First, the legal system issues of the civilian expert programs are related to the regulations assuming architects as experts. Revising the current legal system is a better alternative than promulgating a new law for landscape architects. Second, the compensation issue was a main problem related to operation. Securing a sufficient budget and more effective administration is required to solve the problem. Third, related to the role, the tasks being limited to consultation were regarded as the main problem. Although landscape architects wanted more opportunities to directly participate in the project's design, the fairness of the public project contracting system needed to be considered. Fourth, the competence issue is related to the number of available landscape architects. This issue can be solved by expanding the pool of civilian experts to adjacent disciplines, such as public design or landscape management.

법령과 고시 - 제로에너지 건축물 인증제도 1월부터 본격 시행

  • 국토교통부는 녹색건축물 조성지원법 시행령 시행규칙을 개정하고 1월 20일부터 제로에너지건축물 인증제 시행에 들어간다. 제로에너지건축물은 고단열 건축자재와 신재생에너지를 결합하여 외부 에너지 유입을 최소화 한 건축물로 건축주는 인증을 원할 경우 인증기관에 신청하여 제로에너지건축물 인증을 받을 수 있으며, 인증받은 건축물에 대해서는 용적률 완화, 신재생에너지 설치보조금, 기부채납 부담률 완화 등의 인센티브가 제공된다.

  • 지난 6월호에서 건축사사무소의 현안문제점과 개선방향이라는 주제로 좌담회를 개최하여 많은 분들의 관심과 호응을 받은 바 있다. 이번 호에서는 현재 지방에서 건축사사무소를 운영하고 있는 지방회원을 모시고 지방자치화 시대를 맞이한 건축사사무소의 인력관리 문제를 비롯한 경영합리화방안, 제도개선방안, UR협상타결 이후의 대처방안 등 당면 현안문제점을 스스로 진단해보고 앞으로의 개선방향을 모색해보는 기회를 마련함으로써 국제화ㆍ개방화ㆍ지방화시대를 맞는 우리 건축사사무소의 향후 나아갈 방향을 제시해 보고자 한다.

  • This research aims to investigate evaluation framework of environmental formative works that are regulated by law in urban space, and to suggest the directions of improving the framework for better city environments. The concept of environmental formative works in urban space was identified and social situations and factors including visitors and the cognitive process of urban environments, were analyzed. This research suggests a new method based on the analysis of existing regulations and problems of environmental art or formative works. The public regulations and evaluation methods of the Korean major cities including Seoul, Daejeon, Busan and Gwangju, were examined on environmental formative works. The objective was to suggest an evaluation framework for creating human values of urban culture environment instead of focusing on the matters between the owner of the architecture and the artist of formative works. By identifying socio-cultural value of art decoration related regulations and improving the level of the public formative art evaluation scheme, this study helps addressing the administrative problems and constructing a conceptual framework of evaluation to improve urban culture environment for both human and environment.

A Study on the Issues and Trends of Zero Energy Policy (제로에너지 정책·제도 변화에 따른 이슈 및 트랜드 분석 연구)

  • In order to reduce greenhouse gas by 30% compared to BAU in 2020, research and development of zero-energy building construction technology for reducing greenhouse gas emissions in the construction industry is being conducted. With the recent implementation of the policy as mandatory through the establishment and commercialization of the zero energy building base, the government should devise measures to support and expand technology through the identification of the current status of the zero-energy building incentive system and the erasure of the erasure. In order to implement zero-energy buildings, excessive construction costs are presented as a major issue in revitalizing the supply of new and renewable energy to enhance Passive (energy efficiency grade of 1++) and achieve self sufficiency of energy (20% or higher). In this paper, the major problems and solutions for zero-energy building identification were presented in order to activate the dissemination of zero-energy buildings, and the recent policy changes resulting from the mandatory use of zero-energy buildings were analyzed.

Estimating Construction Cost for Small-Sized Apartment Unit (소형공동주택의 적정건축비 추정방안 연구)

  • The changed Korean government law associated with the public apartment housing supply, so called the $^{\circ}{\AE}$Apartment Sales Price $Cap^{\circ}{\phi}$, requires new system for estimating construction cost in order to set appropriate price. A model apartment project was carefully designed and its construction cost were analyzed in many different ways. Based on the analyses outcomes, 1,028,000 Won/m2 (excluding cost for underground parking lot) is the most appropriate Price Cap for a smaller than $85{\beta}{\geq}$ apartment unit. Further, it was revealed that the price have to be adjusted reflecting such factors as underground size; structural system; external complex quality; and consumer preferences. Findings from this study will enable the Korean government to realize faster and better application of the related laws. The methodology for obtaining appropriate apartment construction cost will also benefit for future researchers.

Development of an Economic Assessment Model for the Selection of Indoor Air Pollutant Low Emission Material for G-SEED (G-SEED용 실내공기 오염물질 저방출 자재 선정을 위한 경제성 평가 모델 개발)

  • The Korean construction industry has been implementing G-SEED, a certification system that evaluates the environmental properties of buildings for the purpose of reducing environmental burdens such as energy and resource consumption and pollutant emissions. Also, creating a pleasant environment in general is one more purpose of G-SEED certification system. However, G-SEED certification in practice is difficult and time consuming due to the complexity of the certification acquisition process coupled with little economic consideration for the materials of each certification item. Therefore, in this study, we present a model for the optimal selection of materials and economic assessment using a genetic algorithm. The development of the model involves building a material database based on life-cycle costing (LCC) targeted at "Application of Indoor Air Pollutant Low Emission Material" from G-SEED. Next, the model was validated using a real non-residential building case study. The result shows an average cost reduction rate of 74.5 % compared with the existing cost. This model is expected to be used as an economically efficient tool in G-SEED.
