대한주택공사와 한국토지공사를 통합한 한국토지주택공사가 지난 10월 1일 공식 출범했다. 주공과 토공 양 공사의 통합은 현 정부들어 공공기관의 방만경영과 비효율을 불식시키고 경영효율화를 위해 추진된 공기업 선진화 정책에 따라 지난 세월 미결로 논란만 지속되어 오던 사항을 1년 8개월만에 성공적으로 완수 하여 그 결실을 맺은 것으로 의미가 깊다. 한국토지주택공사 출범은 택지개발과 주택건설의 일원화를 통한 원가절감 등 시너지 효과를 가져와 저렴한 택지 주택 공급과 서민주거안정을 위한 보금자리주택 건설 추진에 박차를 가함은 물론, 4대강 살리기 사업 및 녹색성장, 토지은행, 국토의 광역개발 등 국가 정책사업을 효율적으로 추진할 것으로 기대된다.

2012년도 건설업 적용 각종 노무 요율이 고시됐다. 고용노동부는 최근 최저임금액을 비롯해 건설업 월평균 보수, 건설공사 노무비율, 산업재해보험요율, 장애인 고용 부담기초액 등을 발표했다. 2012년도에 적용될 최저임금액은 4,580원이며, 건설업 월평균 보수는 2,597,274원, 건설공사 노무비율은 일반 건설공사의 경우 28/100이며, 하도급 건설공사의 경우 32/100, 산업재해보험요율 37/1,000, 장애인 고용 부담기초액은 월 59만원이다.

Post-evaluation system reflects the results of performing a public construction project in the future similar public construction projects to be utilized in the planning. However, the current system simply compares the expected values, such as demand, B/C ratio, cost of construction, construction period, with the actual values after the completion of construction. In addition, most public owner does not actively conduct the post-construction evaluation tasks, so that the evaluation results has not been returned to early stage of a construction project. In this study, status of the post-construction evaluation system is investigated by a survey of the public owner and the construction project evaluation system of the United States and Japan was analyzed. This paper presents the improvement scheme of utilization of the results of the post-construction evaluation system. Through improving the post-construction evaluation system, it is expected that public agencies would easily utilize the post-construction evaluation.

The construction supervisors of the public companies are usually responsible for process management, quality management, safety management, and many other various tasks that occur during construction project. Public companies such as Korea Highway Corporation have developed a framework and manual for management and supervision of construction projects. But, there has been the change of business environment such as increase of private investment project and the introduce of construction management system recently. It has been necessary for construction supervisor to streamline the current project management system in the owner's aspect in order to cope with the expected new challenges. Accordingly, this research has been investigated and analyzed the operation system between Korean supervisor and foreign supervisor in their public corporation. This research has suggested the advanced project management in their public corporation. Especially, this study has proposed the construction management manual for supervisors such as inspectors training, supervisors construction manual, and supervisors training road map.

국가에서는 수해예방 및 주민들의 삶의 질 향상을 위해 다양한 하천사업을 수행한다. 국토교통부의 경우 매년 막대한 예산을 투입하여 하천정비 및 재해복구사업 등을 추진 중에 있으나, 체계적인 공사관리와 산출물의 전산화를 위한 시스템은 부재한 실정이다. 현재 건설사업정보시스템(건설CALS)을 통해 하천공사에 관한 정보를 확인할 수 있으나 총 공사비, 참여업체 등 기본적인 정보만을 제공하고 있으며, 공정관리 및 예산정보에 관한 상세한 내역을 확인 및 관리할 수 있는 기능은 부재하다. 이러한 문제를 해결하고자 본 연구에서는 하천사업(공사)관리시스템의 필요성을 제시함과 동시에 우선적으로 하천사업 공종 표준화를 수행하고자 한다. 현재 건설공사표준품셈을 통해 건설공사의 공종을 확인할 수 있으나 '제2장 하천공사' 내에는 사석, 돌망태, 하천호안공에 관한 정보만을 담고 있다. 하천공사 공종 표준화를 진행하게 될 경우 공종별 공사 세부정보에 대한 관리가 가능해지며, 현재 하천을 관리 중인 국토교통부, 지방국토관리청 및 지자체 등 하천사업을 수행 중인 기관의 시스템 활용도를 제고할 수 있다. 하천사업 공종표준화를 위해 우선적으로 현재 건설공사표준품셈, 도로대장 전산화 입력지침 등기 수립된 지침 및 기준을 통해 건설토목공사 시의 공종을 조사·분석한 후, 하천공사 준공보고서 및 감리보고서 등 공사 관련 자료를 활용하여 하천공사에 주로 수행되는 공사들에 관한 종류를 도출하였다. 이후 건설토목공사 공종과의 비교·분석을 통해 하천공사에서 주로 수행되는 공종을 도출·표준화하는 작업을 진행하였다. 본 연구에서 제시한 하천사업 공종의 경우 향후 하천사업(공사)관리시스템 개발에 활용이 가능하며, 하천공사 관리의 효율성을 극대화할 수 있다.

In the construction industry, projects are becoming increasingly large and complex, involving multiple subcontractors. Traditional centralized coordination techniques used by the general contractors become less effective as subcontractors perform most work and provide their own resources. When subcontractors cannot provide enough resources, they hinder their own performance as well as that of other subcontractors and ultimately the entire project. Thus, construction projects need a new distributed coordination approach wherein all of the concerned subcontractors can reschedule a project dynamically. To enable the new distributed coordination of project schedule changes, I developed a novel agent-based compensatory negotiation methodology, which allows software agents to simulate negotiations on behalf of their human subcontractors. This research formalizes the necessary steps that would help construction project participants to increase the efficiency of their resource use, which in turn will enhance successful completions of whole projects.

There is much more possibilities of encounter of critical problems and uncertain factors in construction project it is very important to analyze various risk factors of the project in its first stage. Because of the uncertainty, we need to study about the construction insurance scheme for risk-transfer within construction management method. This research methodology has been devised through analysis of characteristic of classified domestic construction insurance as well as some related foreign insurance system.

2014년 하반기 건설업 노임단가가 발표됐다. 대한건설협회가 지난 9월 1일 공표한 '2014년 하반기 적용 건설업 임금실태 조사 보고서'에 따르면 하반기 적용 건설업 전체 직종 평균임금이 하루 155,796원으로 지난 상반기(150,664원) 대비 0.03% 상승한 것으로 나타났다. 건축설비 공사부문 노임은 기계설비공과 덕트공이 각각 112,867원과 105,056원으로 지난 상반기 대비 5.7%와 4.4% 상승했으며, 플랜트 공사부문 노임은 플랜트보온공과 플랜트특수용접공이 각각 188,572원과 216,240원으로 지난 상반기 대비 9.9%와 7.8% 상승했다. 전반적으로 상반기 대비 건축설비 공사부문은 평균 3.4% 상승했으며, 플랜트 공사부문은 평균 5.6% 상승했다. 건설임금은 전국 2,000여개 건설현장을 대상으로 전체 117개 건설직종 종사자들에게 실제 지급된 임금을 조사해 통계분석 한 것으로, 올해 9월1일부터 건설공사 원가계산에 반영되기 시작했다. 직종별 건설업 임금은 대한설비건설협회 홈페이지(www.kmcca.or.kr) ${\rightarrow}$ 공개자료실 ${\rightarrow}$ <2014년 하반기 적용 건설업임금실태조사 공표>안내에서 다운로드 받을 수 있다.

건설산업기본법 시행령 시행규칙이 개정, 2008년 12월 31일 공포되었다. 이번에 개정된 건산법 시행령은 ${\bullet}$원도급자의 공사금액 조종사유 통보 내용과 절차 구체화 ${\bullet}$소규모 공사의 건설기술자 중복배치 허용 현장 수 확대, 건산법 시행규칙은 ${\bullet}$건설공사 하도급계약통보서 및 건설공사대장에 4대 보험료 등의 내용 명시 ${\bullet}$건설업 양도 공고절차 간소화 등의 내용이 개정되었다. 개정된 건산법 시행령은 오는 7월 1일부터, 시행규칙은 오는 4월 1일로부터 시행된다.
