  • After the revision of Private Investment Law in January 2005, BTL is introduced to expand the social infrastructures as a major business procedure. Especially, the size of the public educational infrastructure ordered by each city education office is increased by 45% compared to last year, so it is major in BTL Project. However, in the process of practicing BTL Project by now, there are a lot of problems specially in the public educational infrastructure. As a result, this study gives the solutions in the process of BTL Project, the CM models to support the Education Office${\square}{\square}$job and the suggestions for the working scope of the participating construction companies.

  • Yongsan International business Center, Incheon Songdo City, Roppongihill sand Midtown, including the most of latest internal and external construction projects become larger and more complicated than before. Mega project is one of most complicated project type as public and private sectors involve and the space will be construed in all directions i.e. horizontal, vertical, underground and ground. Therefore mega projects need a new program management information system to start the project's success. So this paper proposes a platform design study to intelligent program management information systems to mange mega projects.

  • Construction market situation has been changed quickly in the 21st century. One is a large variety of information, the other is the development of IT technology among the rest of the change. Accordingly, it is very important that information is managed systematically and made good use of broadly in proportion to the increase of information volume. Therefore, the purpose of this study is to propose a applicable classification system in the construction phase. First of all, the Construction Information Classification proposed by the government is studied to apply the actual work and to build a applicable construction information classification for construction project. A base of the applicable classification system is the Construction Information Classification, SMM and Materials classification(Public Procurement Service). The applicable classification system to control and manage the construction information is consist of the 4 types : Facility classification, Element classification, Work classification, Resource classification (Materials, Equipment, Labor).

  • In the construction industry, there is a growing demand for new programs incorporating IT applications. In construction, initiatives calling for changes ensuring the improvement of productivity, quality and safety, and for the strengthening of global competitiveness, have contributed to the increased need for exploring new markets. Moreover, the government's supportive policies have helped develop profit models. Meanwhile, the industry and the government have supported the efforts for identifying and disseminating successful case studies - as part of the strategy for evaluating and promoting the developed programs. However, the criteria for identifying/evaluating successful cases remain vague, and the viewpoints of participants differ depending on their disciplines. These discrepancies could lead to inconsistent results. Thus, it is imperative that a criterion be provided, upon which to judge the success or failure of implementation cases and to disseminate role models. It is also imperative that a direction of improvement be proposed. This study was conducted to propose the criteria for and process of evaluating the success of construction-IT convergence to help promote the construction industry incorporating IT applications. To that end, success factors for and the significance of IT-incorporated construction were identified.

  • The Last Planner(LP), of which the goal is to improve work-flow reliability, has recently been introduced in Korea. It is found that some contractors have made efforts on applying the Last Planner to their projects. However, they face difficulties for a variety of reasons. This paper presents the case study results on Korean heavy civil projects, along with descriptions of the ways that the Last Planner was applied, and how the work flow reliability was improved. It also discusses the prerequisites and barriers to implementation of the Last Planner in applying heavy civil construction projects in Korea. The results can be used as a reference for companies to improve their work flow reliability for future projects.

  • The current global water market has been reshaped with a few multinational water companies, water-specialized companies, and other non-construction companies such as manufacturing and financial companies. Each has different business objectives along with the value chain of water industry. In this context, a SWOT-ANP model is proposed to prioritize strategic alternatives for a non-construction company in Korea and the result is validated through a comparison with the AHP model and real business strategies of the company examined from the recent news reports. The validation was confirmed that the company's strategies are very much similar to the priority list and the rankings of the strategic alternatives are identical with those from AHP model, while the weights are slightly changed from the weights in AHP result.

  • Recently Gas & Oil plant construction projects are increasing in the world. The EPC (Engineering, Procurement and Construction) company, which participate in the plant projects, should possess the pertinent engineering license and procurement skill to create high added-value. It is because the procurement is very substantial to cover 70% of the total project cost. Nonetheless, there exist various risks involved in the procurement process due to the characteristics of the construction projects with long duration and complicated process as well as the procured goods or services subjected to various logistics. The objective of this paper is to analyze proper process in the procurement and to identify various information and document. Also to analyze procurement process, the principal data are derived from the interview with experts and specialty contractors of plant project. The result of this study would widely be used as a guide to the procurement personnel in forecasting the risks in advance.

  • 통합물관리를 위한 농촌용수 이 치수 관련 거버넌스를 체계화하고 기반을 마련하고자 지역 내 거버넌스 및 통합물관리에 대한 사례조사, 의견 수렴, 토론 및 소통 등의 과정을 거쳐 사회적으로 수용성이 높은 '농촌용수 통합물관리 거버넌스의 운영 방안' 모델 개발을 중심으로 수행하였다. 우리나라의 물관련 거버넌스는 해당 유역과 단체의 물문제를 중심으로 활동하고 있으며, 국가적 차원의 통합물관리 체계에 발맞춰 나가기 위해서는 농업인 거버넌스 활성화가 필요하다. 또한 농업인 거버넌스는 농업용수 등 물관련 문제 해결에 적극 참여하여 협력과 소통을 기반으로 농업용수부문의 주도권을 확보하여야 할 것이다. 지역 물관리 현황 분석 및 현안 과제를 도출하기 위해 최근 농업용수와 관련한 민감한 이슈가 있는 금강유역 내 위치한 지구를 시범지구로 선정하였다. 논 시범지구는 현북 양수장으로 선정하였으며, 비교지구는 정암 양수장으로 선정하였다. 시범지구인 현북 양수장은 충남 부여군에 위치하고 있어 농업인 단체의 지역본부나 지회가 참여 할 수 있도록 하였다. 또한 통합물관리를 위한 현장의 주체인 수감원과 시설관리기관인 한국농어촌공사 부여지사가 참여하도록 하였다. 농촌용수 통합물관리 거버넌스는 협의의 거버넌스와 광의의 거버넌스로 구분하였다. 협의의 거버넌스 구성은 해당지구의 농업인, 기초지방자치단체, 한국농어촌공사 지사 등으로 구성한다. 광의의 거버넌스 구성은 해당지구의 광역 및 기초지방자치단체, 한국농어촌공사 지사, 지역의 농업인 사회단체 등 10개 이내의 기관과 단체로 구성한다. 거버넌스의 주된 활동은 해당 지역·지구의 농업용수 관리 개선 및 농업인의 적극적 참여를 위한 광역지방자치단체, 기초지방자치단체 및 한국농어촌공사와의 소통과 협력, 갈등을 조정한다. 이와 더불어 농업용수관리 개선을 위한 정책개발, 기존 제도의 개선, 효율적인 물관리를 위한 실천사업 관련된 다양한 연구조사사업 수행, 지역 농업인 영농 활동의 질 향상을 위한 욕구 조사, 중복규제 등 현안 사안에 대한 법 및 정책 개선, 대안 발굴 등 정책과 제도운영 및 개선방안 연구·조사 사업에 전력투구하는 조직체로서 기능을 수행한다. 따라서, 농업인들이 자발적으로 국가적 차원에서 제시하는 농업용수 관련 정책을 따르기 위해 농촌용수 통합물관리 거버넌스를 통한 정책 제안이 반드시 필요하다.

  • A renovation project of apartment housing is generally divided into four stages: Project inquiry stage, planning and feasibility stage, design stage and construction stage. Currently, procedure and managerial technique for a remodeling project has not been systematically established so that many companies have difficulty in doing their business. In particular, the design stage in participant which a project managers, designers, residents and engineers is more complicate than the other stages in terms of roles and working procedure. The design documents can be found trial and error if it is not well managed. The insufficient design caused by lack of ability to efficiently utilize information obtained during the stage and inappropriate decision-making not only results in diverse problems in the construction stage but also makes people suspect satisfaction and reliability on the remodeling improvements. Therefore the design stage is very significant issue on the renovation project. As the consequence, the design stage of a remodeling project is so important that it should be carefully managed, and composite understanding of the process to be executed. To do this, we provide roles and responsibility of each participant in the design stage and analyze the process where information is utilized in design stage. The information is analyzed in terms of input, tool and output.

  • 전력산업의 환경변화에 따라 단일 공급자였던 한전을 비롯하여 전력판매사업자, 민간부하사업자, 에너지컨설팅사업자 등 에너지관련 서비스를 제공하는 주체자(이하 ESP : Energy Service Provider)의 참여로 전력시장이 경쟁체제로의 변화가 예상된다. 이러한 주체는 전력에너지 관리 최적화를 위한 수요측의 전력자원과 정보의 통합관리가 필요하다. 또한 수요측 서비스 개선과 동시에 수익을 창출할 수 있는 부가 서비스의 개발이 또한 요구될 것이다. 최근 석유가격의 지속적인 상승으로 도매시장가격은 더욱 증가할 것으로 예상된다. 현재 우리나라는 CBP 형태의 전력시장에서 시간대별로 변하는 전력가격(SMP)에 의하여 시장가격이 정해진다. 따라서 시장가격이 높아지면 높아질수록 전력을 구입하고 있는 전력사업자의 경우 구입비의 증가로 재무 건전성 확보에 악영향을 초래한다. 따라서 효율적인 전력 수요절감을 통해 구입전력비를 절감할 수 있는 신수요관리 기법이 필요하다. 이러한 신수요관리 기법은 국가적으로는 하계수급비상 해소와 신규 건설비용 및 혼잡비용을 회피하고, 전력사업자는 구입전력비의 절감을 통해 전력도매시장가격의 안정을 도모할 수 있다. 이러한 수요절감 기법 중 수요측의 자율적인 참여 및 반응을 기반으로 하는 수요반응(Demand Response, 이하 DR)이 있으며, 이는 전력사업자와 수요 측 전력부하설비와의 양방향 통신 및 제어 인프라 구축이 필요하다. 본 논문은 이러한 DR운영에서 반드시 필요한 수요측 전력부하설비와의 양방향 통신 및 제어 인프라구축에 대한 방법 및 결과를 제시하고자 한다.
