Here are background, method, scope, main contents of this research. As the interests increased in recent about the construction in complex and diverse areas, construction is locally connected to human life like to coexistence of the technology and culture. The local development should not be fragmentary construction to improve local recycling ability. Local society should be inherited by modern cultural perspective through a variety of local culture and coexistence. Effective decision making analysis is necessary to build a livable area with a combination of high-tech industry. For this reason, this paper will study the political analysis for decision making at the planning stage of construction in point of fusion of technology and culture by using unstructured data analysis. Conclusion is as in the following. Local planning stage of construction describes diverse meanings of intangible and intangible factors as political factor. Technology factors have various qualitative and quantitative factors in construction field. Understanding decision making at the planning stage of construction means not only visible 'technology factor' such as structure, method, shape, and so on, but also invisible 'culture factor' such as spirit of age, religion, learning, and life-style reflected in formation process of space, and insight of brain power about art.

On December, 1996, Construction Management(CM) was introduced in Korean construction industry due to its managerial efficiency proven in the international construction industries. However, It have had serious problems with many regulations, standards, manuals and details of practices considering its constituents and industry conditions. Especially, there were controversial points in the CM fee estimate; difference between the fee on the owner's view point and that from contractor's that impedes appropriate CM services. Therefore, this paper is to analyze public construction projects into Cm fee calculation such as fee as a percent of construction cost, cost plus fixed fee and contract price, and analyzed what is irrationality and why irrationality is made. So it makes a contribution to a study on standards for paper CM fee calculation.

우리 협회는 지난 11월 26일 오후 2시 협회 대강당에서 '건축설계의 국제경쟁력 확보 및 전문화 방안'을 주제로 토론회를 개최하였다. WTO출범과 건축설계시장개방 등 급격한 대내ㆍ외적 환경변화에 처해 있는 우리 건축계의 국제경쟁력 확보 방안을 마련하기 위해 열린 이날 토론회에서는 경쟁력 확보를 위해 건축설계사무소마다 다양한 전문분야를 확보하고, 건축설계 생산성 향상을 위해 설계업계와 구조, 설비 등 관련 전문분야가 협력체제를 구축해야 하며, 건축의 상품성과 문화예술성이 함께 고려된 건설관련 법안이 마련돼야 한다는 주장이 제기됐다. 이날 서울시립대 최찬환교수는 '건축설계의 경쟁력 확보 방안'이란 주제발표를 통해 해외건설업계의 국내진출에 대응하기 위해서는 설계사무소가 전문성과 효율성을 확보해야 한다고 강조하면서 전문영역을 크게 주거, 상업시설, 공공시설, 교육문화시설, 사회복지시설, 교통 및 운수시설 등으로 구분하였다. 최교수는 또 외국업체에 의한 국내시장 잠식을 막고 우리가 해외에 진출하기 위해서는 해외건설업체와 협력해 정보와 기술, 경험 등을 지원받아야 하고 R&D에 대한 투자를 적극적으로 해야한다고 강조했다. 이어 '건축설계의 전문화'에 대해 주제발표를 한 강원대 박경립 교수는 국내 건설관련문제점 개선과 대외경쟁력 강화를 위해 현재 입법추진되고 있는 건설산업기본법이 건축설계의 독자성과 전문성을 고려하지 않고 있다고 지적하면서 이에 대한 보완필요성을 제기하였다. 박교수는 또한 건축설계분야가 갖고 있는 전문성과 함께 '건축문화'라는 사회문화적 측면의 중요성이 인식돼야 한다며 건축의 상품성과 문화예술성이 함께 고려된 건설관련 법안이 마련돼야 한다고 지적했다. 박교수는 이밖에도 사회발전에 따른 새로운 전문영역의 개발로 실내 설계와 도시설계를 예로 들었으며 정보화에 맞게 고도의 전문성을 바탕으로 Network체계를 구축하고 그 핵심은 건축사협회에 정보Network를 구축하여 활용하는 것이라고 제안했다. 한편 주제발표 후에는 약 3시간여에 걸쳐 이문보(동국대 교수), 손세관(중앙대 교수), 이병담(현대산업개발 부사장), 김인호(국방부 건설기술과장), 유경철(삼육건축사사무소 대표), 이관영(본 협회 이사)씨 등 건설ㆍ건축관계자들이 참가한 종합토론이 이어졌다. 이 자리에서는 사회의 인식에 앞서 건축계 내부적으로 전문성과 효율성의 확보에 나서야 한다는 의견과 함께 무한경쟁속에서 우리 건축설계의 경쟁력을 높일 수 있다는 다양한 의견들이 제기되었다. 본지에서는 이번 토론회의 주제발표 내용을 요약 정리하여 게재한다.

Fence design in a construction site as a public design has an important role in the civil engineering field. It influences people's emotions by showing the harmony between human and nature, nature and construction, and construction and culture. Currently, fence design researches in China are simply personal artworks and the related researches are insufficient. Moreover they do not understand the interaction between the fence design and the building at all. The goal of this research is to identify the principle of design from the analysis of the famous cases related to the traditional fence design and to develop a fence design in Geological Palace Museum, Jilin University in China using the technique of augmented reality from the result. The result of this research reveals that people directly experience the process of the architecture. More artistic and cultural fence designs are expected to be extended in our daily lives.

폭약은 탄광에서 석탄이나 각종 광물을 캐거나, 건축토목 현장에서 암반제거 를 위해서 주로 사용되었다. 전쟁에서 군사용으로 파괴를 위한 목적으로 사용되기도 하였으나 최근의 동서화해 분위기와 남북통일이 무르익는 시대적 추세를 볼때 더 이상 파괴용으로의 사용은 억제될 것이고 이제는 평화를 위하여 건설을 위하여 산업 발전을 위하여 더많이 사용되어지고 응용될 것이다. 작금의 첨단산업의 발달과 산업 의 고도화로 우리 화약업계에도 최근에는 첨단발파기술의 개발에 많은 관심과 연구 개발을 진행 중이다. 첨단발파기술의 응용사례를 소개하면, 건축토목분야에서 노후 고층 빌딩 및 굴뚝의 철거, 노후교량 및 공장시설의 철거 등에 활용되고 있으며, 위락 서비스분야에서 응용으로는 불꽃놀이를 들 수 있다. 최근에는 첨단과학장비를 이용하여 각종 꽃불의 모양이 음악과 미술등 예술적인 기능을 기억시킨 케비테이션 를 활용하여 보다 고차원의 고예술품을 만들어낸다. 아울러 각종 기공식 발파시에도 예술적 기능과 웅장함을 가미하여 그 화려함을 극치에 다다르게한다. 그외에도 로켓 발사추진제등의 우주개발에의 응용, 석유시추등 해양개발에의 응용, 각종 공학실험 연구에의 응용, 폭발가공에의 응용, 의학에의 응용, 철강산업에의 응용 등으로 그 숫자를 이제는 일일이 나열하기가 힘들 정도로 광범위 해졌다.

According to revision of Construction Technology Management Act (2005), the government ordering construction which cost is more than 10billion won should investigate the value engineering(VE) of a construction. In this sense, the government actively promote plans in 2008 after identifying the examining standards of the investigation on the VE(2007). It is substantial issue to introduce Pre-Qualification(PQ) in oder to restrain unlicensed VE consulting companies or VE consultants. This system will contribute to the quality and the settlement of the value engineering in our country. The reason why the Korea VE Society founded in 2006 is one of the afore-mentioned reasons. Therefore, we try to establish the value engineering of Build-Transfer-Lease Scheme by providing the practical application of construction value engineering and definite procedures through the example of Andong Culture and Art Center's research in one of the various construction fields.

Recently The public project ordering in local autonumous entities is a tendency increasing of CM service because of the visible and affirmative effect in the CM which is advanced meanwhile. And, the CM services of project all phase excepts a planning business are performed. To develop CM must be prepared the system plans concerned with the CM application from planning phase, actuality maintenance of CM fee-estimation standard, understanding conversion of participation subjects, the specialization through certification of CM qualification, etc. But, unexpected actuality the problems occurs when the CM business is performing. The purpose of this study are to present the solution to the problems concerned with the design management, design phase VE, additional business by owner, schedule control and establish the plan to perform CM services efficiently in the public sector through analyzing the case of CM application in Susung Culture & Art Center.
