A Study on the Development of Evaluation System on the Construction Project Manager's Safety Capability (건설사업관리자의 안전역량 평가체계 개발에 대한 연구)

  • Among various methods to build the construction safety, the consecutive improvement by the measuring and evaluating safety management capabilities for the construction participants such as an owner, a contractor, and a supervisor (construction project manager) can be the effective one. Thus, an effective evaluation and grading criteria to provide performance index for the implementation of safety management activities should be necessary. In this regards, the purpose of this study is to verify the adequacy by offering a competency evaluation system for the supervisor's safety capability and by applying the system to some construction sites. The proposed evaluation system was developed on the basis of the principles of safety management & accident prevention, basic elements of safety and health management system, and safety evaluation cases at home and abroad. The trial evaluation showed that the safety management of the construction site is mainly carried out by the contractor and the supervisor's awareness for the safety management is low on the whole. Especially, it is urgent to improve the support system from the supervisor headquarter and to place the dedicated safety management person in the field.

Present Status and Future Vision of EIA for Railroad Construction Projects (철도건설사업 환경영향평가의 현황과 과제)

  • After the Rio declaration on environment and development in 1992, developed countries are undertaking 'environmentally sustainable transportation (EST)' projects. To meet the needs for EST, current transportation policies in Korea are rapidly reforming and one of its concerns is modernizing and upgrading railway freight system. Planning new railroad construction projects is increasing and subsequent environmental impact assessment (EIA) demands improvements, especially in both the EIA and decision making systems. In this paper, we discuss the present status of EIA for railroad construction projects, especially, by analyzing the EIA documents accumulated for last six years. The EIA for railroad construction projects .accounts for only $4.9\%$ of total project EIAs during 1998-2003. However, the portion is gradually increasing. Major environmental concerns for EIA in railroad construction projects were geomorphological and ecological changes, protection of rare organisms, air pollution, water quality, wast management, noise, etc. We also compared the characteristics of environmental impacts of railroad construction with those of vehicle road construction. The result shows that railroad construction usually requires 3${\~}$4 times longer tunnels and bridges for a given length than vehicle road construction. In addition, the amounts of geomorphological and ecological changes (road-cutting, embankment, devegetation, etc.) in railroad construction were generally less than $40\%$ of those in vehicle road construction. In order to develop environmentally friendly railway systems, monitoring studies for environmental impacts of railroads such as habitat fragmentation and road kills, dispersal of alien plants, tunnelling effects on groundwater and vegetation, and noise impacts are highly required.

  • Water transmission and distribution systems play a important role to deliver safe and clean water and are responsible for the most direct impacts of water utilities to customers. Although the performance of WDS(Water Distribution Systems) should be evaluated by a certain standards, interests has not been in WDS and developed due to invisible, hard-working and insufficient information in the evaluation process in Korea till now. The investigations and researches were carried out to develop software to assist the evaluation of WDS with respects to hydraulics, water quality and structural analysis methods. The methodologies have been developed which can be used to estimate the performance to water distribution network and software are implemented by the process. Developed systems are consisted with database, analysis techniques, simulation models, decision support systems and other tools. The concepts and functions are introduced in this paper and the performance index are discussed for accurate assessment of water distribution systems.

The Historical Background of the Development of Changwon Industrial Complex: A Geopolitical Economy Approach (지리정치경제학적 관점에서 본 창원공단 설립 전사(前史))

  • Changwon Industrial Complex is commonly framed as the best example of strong initiative of the Korean developmental state. And this explanation has been given in the theoretical frame of 'neo-Weberian accounts' i.e., strongly 'national-territorial' and state-centric terms of the predominant. I argue that a geopolitical economy approach focusing on the historical background of the development of Changwon Industrial Complex will shed light on crucial sociospatial dimensions of the Korean developmental state's industrial complex success. I examine, in particular, the multi-scalar processes through which the changes of the industrial complex building plans for the promotion of machine industry in 1960's have been influenced by the complex and dynamic interactions among social actors acting at diverse geographical scales. I show that the formation of the industrial complex in Korea was more heavily influenced by the interactions, contestations, and collaborations among social actors, acting in and through the state, rather than by the state initiative.

  • The aviation safety policy master plan is promoting the development of aviation safety management technology applying the 4th industrial revolution technology with the goal of establishing a flawless aviation safety management system and establishing a future aviation safety infrastructure. The master plan includes the establishment of various aviation safety management systems such as aircraft fault management using AI & Big data and flight training system using VR/AR. Currently, the Air Force is promoting a flight safety management system using new technology under the goal of building smart air force. Therefore, this study intends to apply the 4th Industrial Revolution technology to the aircraft condition check system that finally checks the safety of the aircraft before flight. The Air Force conducts airframe flaw checks and pre-flight aircraft check. In this study, we architect the airframe flaw check system using AI and drones, and the pre-flight aircraft condition check system using the IoT and big data for more precise and detailed check of aircraft condition and flawlessness check.

  • The importance of environmental resources has been recognized over the world after Rio declaration(1992). so it is moved to monetarize environmental resources. The studies on the evaluation of nonmarket goods began also in the early 1990 in Korea. In practice the preliminary feasibility studies(PFS) are carried out since 1999 in case of major public investments projects. In PFS the Benefit-Cost analysis is practically used. which is considering the evaluation of environmental resources. But the methods for the evaluation have not been fixed up. In this study It is introduced to the theory and major methods for the evaluation of environmental resources. In the theory the evaluation is handled in aspect of demand function and supply function. The optimum level can be extracted from the two functions. In the method. travel cost method(TCM), hedonic price method(HPM) and contingent valuation method(CVM) are introduced according to the market structures.

  • This paper demonstrates the in-vehicle dilemma zone warning system (DZWS) project developed as a part of the Driver Advisory and Collision Warning System in Automated Vehicle and Highway System (AVHS). The DZWS project, one of the Korea national ITS projects in 2000 develops the in-vehicle warning device to support drivers' decision making on whether to stop or to proceed to clear the intersection prior to the onset of yellow signal for avoiding the high risk of collision at signalized intersections through the dedicated short range communication (DSRC). This paper explores the design of optimal communication systems between roadway and vehicles, the operational and functional concepts of dilemma zone warning system based on appropriate approach speeds, and the system integration for field test at two sites of signalized intersections. Findings from the system integration indicated that the system would be implemented in eliminating the dilemma zone relative to approach speeds and in reducing red light violations and intersection collisions through the in-vehicle warning device at signalized intersection.

Dynamic Characteristic of Truss Type Lift Gate by Model Tests (모형실험에 의한 트러스형 리프트 게이트의 진동 특성)

  • A model test is performed to investigate the dynamic behavior of truss type lift gate which is being constructed by the four major rivers project. The gate dimensioned 40 m in width, 9m in height is scaled with the ratio of 1:25 and is made of acryl panel and supplemented weight by lead in the concrete test flume dimensioned 1.2 m in width, 0.5 m in height and 30m in length. Firstly natural frequencies of the model gate are measured and compared with the numerical results for the calibration. The amplitudes of the vibration are measured under the different gate opening, upstream water level conditions. Also models with bottom angle $20^{\circ}$, $35^{\circ}$ and $50^{\circ}$ are tested and compared to find out a proper shape of bottom structure which minimizes the gate vibration. These test results presents a basic data for the guide manuals of gate management and a design method to reduce the gate vibration of truss type lift gate.

AN OVERVIEW OF REGIONAL TRANSPORTATION PLANNING PROCESS (지역 교통계획과정의 개관)

  • This is to introduce and overview regional transportation planning processes in the southwest region of the State of Washington, USA. First, significant roles of Growth Management Act (GMA) of the State of Washington in transportation planning are examined. Major functions and roles of Southwest Washington Regional Transportation Council (RTC) as an MPO in the southwest region of the State of Washington, are reviewed mainly from the regional transportation planning perspectives by examining regional transportation planning programs and coordination among the state and local cities and counties. Finally, processes and roles of Metropolitan Transportation Plan (MTP) are discussed. Regional transportation planning processes in a case of the southwest region of the State of Washington may be considered as a reference in regional transportation planning efforts in Korea.

  • 전력산업의 환경변화에 따라 단일 공급자였던 한전을 비롯하여 전력판매사업자, 민간부하사업자, 에너지컨설팅사업자 등 에너지관련 서비스를 제공하는 주체자(이하 ESP : Energy Service Provider)의 참여로 전력시장이 경쟁체제로의 변화가 예상된다. 이러한 주체는 전력에너지 관리 최적화를 위한 수요측의 전력자원과 정보의 통합관리가 필요하다. 또한 수요측 서비스 개선과 동시에 수익을 창출할 수 있는 부가 서비스의 개발이 또한 요구될 것이다. 최근 석유가격의 지속적인 상승으로 도매시장가격은 더욱 증가할 것으로 예상된다. 현재 우리나라는 CBP 형태의 전력시장에서 시간대별로 변하는 전력가격(SMP)에 의하여 시장가격이 정해진다. 따라서 시장가격이 높아지면 높아질수록 전력을 구입하고 있는 전력사업자의 경우 구입비의 증가로 재무 건전성 확보에 악영향을 초래한다. 따라서 효율적인 전력 수요절감을 통해 구입전력비를 절감할 수 있는 신수요관리 기법이 필요하다. 이러한 신수요관리 기법은 국가적으로는 하계수급비상 해소와 신규 건설비용 및 혼잡비용을 회피하고, 전력사업자는 구입전력비의 절감을 통해 전력도매시장가격의 안정을 도모할 수 있다. 이러한 수요절감 기법 중 수요측의 자율적인 참여 및 반응을 기반으로 하는 수요반응(Demand Response, 이하 DR)이 있으며, 이는 전력사업자와 수요 측 전력부하설비와의 양방향 통신 및 제어 인프라 구축이 필요하다. 본 논문은 이러한 DR운영에서 반드시 필요한 수요측 전력부하설비와의 양방향 통신 및 제어 인프라구축에 대한 방법 및 결과를 제시하고자 한다.
