Construction Plan of 3D Cadastral Information System on Underground Space (지하공간 3차원 지적정보시스템 구축 방안 연구)

  • Recently, Construction business is changing from on the ground to underground space because of deficit of developing space, creation of green space and of incremental of land compensation expenses. Meanwhile, 3D Topographic, Marine and Cadastral maps need to have Spatial Interrelation. Also, understanding of the information is also needed. Spatial information object registration system is impossible to contact and understanding intelligence mutually because the former one is managed as automatic ID system. Therefore, 3D Object information ID System of underground space is managed based on Object Identifier. Construction of Spatial information integration ID System is required and it will offer Division Code (Ground, Index, Underground) and depth information. We are defined and classified Under Spatial Information in this paper. Moreover, we developed the integration ID System based on UFID for cadastral information Construction. We supposed underground spatial information DB Construction and a developed the way of exploiting 3D cadastral information system through the study. The research result will be the base data of Standard ID system, DB Construction and system Development of National spatial data which is considered together with spatial interrelation.

Development of an Unit Cost Modification Model for Proper Actual Cost Data in Small Building Construction Projects (소규모 건축공사의 적정 실적공사비 단가보정 모델 개발)

  • Since 2004, the government has changedthe cost estimate system to one of an actual cost basis in order to calculate the optimum construction cost by reflecting changes in circumstance on the construction site in a timely manner. Currently, this is being applied to public construction work forover a billion won of actual cost data in estimation by contract unit cost. However, directly reflecting actual cost, which for large-sized construction work was originally an average unit cost, to a small building, entails the application of a low discount rate for the cost of materials, labor, etc. and therefore can frequently give rise to cases in which the actual cost of work performed exceeds the contract sum, which in turn causes problems such as decreased revenues, bad effectson business operation, productivity, etc. Therefore, to apply actual cost to small-sized construction work (less than a billion won), there should be a plan to modify unit cost in a manner that can reflect project scale, etc. in order to resolve the problem of unit cost application of actual cost to small-building construction projects. The unit cost modification model for proper actual construction cost in small-scale construction projects developed by this study will help to increase the relevant productivity and proper gain, preventing the aggravation of business operations. Organizations placing orders are also expected to be able to secure a more realistic construction cost in arranging the budget.

A Study on the Analysis of Actual costs and Maintenance costs for Elemental Classification hierarchy (부위별 분류 체계를 통한 공사비 및 유지관리비 분석 - 교육 시설물을 중심으로 -)

  • The purpose of this study is to analyze maintenance costs and estimation of elemental costs for educational buildings. The adapted research method selected four school buildings in seoul region as BTL projects. On the basis of the selected case, the study suggested a model to establish a system for each parts and estimate analyzed construction costs and maintenance costs according to that system. According to the analysis, the study proposed a partial construction costs analysis table and maintenance costs table and analyzed proper construction costs and maintenances costs. The results of this study are as follows 1) The average ratio followed by calculation of partial construction costs of the four school buildings are as followings. The total construction costs is analysed 6,666million won and each part of average rations is structure 47.15%, exterior of building 8.34%, interior of building 23.37%, electricity & fire fighting facility 5.74%, water supply & healthy facility 4.27%, heating & water supply facility 5.25%, landscape 1.36%, civil engineering works 4.51%. 2)The average ratio followed by analysis of partial maintenance costs of the four school buildings are as followings. The total maintenance costs is analysed 4,309 million won and each part of average ratio is exterior of building 11.02%, interior of building 41.81%, electricity & fire fighting facility 14.81%, water supply & healthy facility 11.22%, heating & water supply facility 12.76%, landscape 5.75%, civil engineering works 2.63%.

Analyzing the Engagement of Professional Construction Managers in Construction Management firm and Its Improvement Measures (CM 전문회사 단장 활용실태 및 개선방안)

  • The number of construction management firms has been increased as construction management delivery system has been active in Korean construction market. the capability of leading construction management professional, who is responsible for managing project administration, is important for commissioning construction management contracts. The quality of project proposal and the capability of leading construction management professional, which are assessed by the board of contract awarding committee, are the major contributors for commissioning the public construction management projects administered by the Korean public procurement service for contracting. Therefore, employing a very competent leading construction management professional is the critical strategy for awarding contract to the construction management firms' part. That is why the firms should secure a fixed number of leading construction management professional in a waiting list to proceed the contract commissioning process for expectant candidate projects, even if there is no project assignable to the leading construction management professionals. However, a measure that makes effectively use of the leading construction management professional in a waiting list has not been systematically implemented in the firms. In turn, the firm suffers considerable loss in a project personnel supply and demand plan. Expert opinions were obtained by the survey questionaries administered to top management of the construction management firms which are engaged in the construction management contracts for commissioning the public construction management projects administered by the Korean public procurement service either as principal or co-principal deliverer. This paper presents the findings obtained by investigating the actual employment state of the leading construction management professional in the waiting list and by analyzing the issues involved in mobilizing and demobilizing them. It contributes to implement a practical guide for searching effective solutions to the issues.

  • China is a country with a long history. Chinese culture dates back thousands of years ago. Thousand years of history left the huge quantity of archival heritage, which consists of the memory of China. From tied knots, tortoise shell, bronze, bamboo to paper, film, CD, the mankind's history is kept and continued through the evolution of the documenting media and documenting methods. In the information era, when we are immersed in the sea of information technologies, archivists, as guards of human's memory, have to look for a balance point between new and old, between unchanged and changed. On one hand, archivists should try their best to protect traditional archives in a usable, authentic way in a long term; on the other hand, they must face the challenges posed by electronic record. The information age is a stage of the social development of mankind, the digitalization of archives is an important progress of human history. The report mainly is composed of three parts of the content: first, introduce the preserving situation of Chinese archival heritage ; focus are put on "China archival heritage program" and the construction of "Special archives repository"; second, the process of digitalization of traditional archives; third, the framework of electronic record standard.

Prototype-based Cost Estimating Model for Building Interior Construction in Design Development Stage (프로토타입기반 기본설계단계 건축마감공사비 산정 모델)

  • For deciding the owner's budget of the building construction in the predesign stage, the probabilistic methodologies for estimating the cost are often studied, however these parameter-based conceptual estimating methodology has limitation of applying it to the practical business because it hardly can link the design decision-making and the cost estimating and control. Besides if the result of detail estimating after detail design is over the budget, locally and arbitrarily control the level of interior design and fix the design. This research proposed the prototype-based cost estimating model for building interior construction which leads to estimate the interior cost easily linking with design decision-making and supports to evaluate the design alternatives in the schematic design and the design development stage for office buildings. The model divides the building on the design process by Element Breakdown Structure and presents the design alternative by selecting the elements of each room from the database accumulated the historical office buildings' prototypes and estimates the cost. The 2 case studies presented to validate the effectiveness of as the linking tool integrating the design and construction data and applicability to the practical design on the presented prototype-based model.

  • As the number of aged-housing has been rapidly increased, many kinds of defects and problems such as degeneration of housing environment, structural performance, and equipment performance have been appeared. The reconstruction as the way to improve the aged-housing has been used mostly because the legal process of the reconstruction is relatively easy. On the other hand, it has caused problems such as the lack of natural aggregates, the environmental damages owing to construction wastes, the loss of national resources, and the lack of the housing for rent nearby the reconstruction area. This problems limit active tying into the reconstruction business at present in the industrial and political perspective. In this context, it is necessary to revitalize the remodeling rather than the reconstruction. In order to reach this objective, this research aims at identifying the user-oriented performance for the housing and deducing the core technology. It is expected that the result of this research can contribute to more revitalize the remodeling as tying researches in terms of design, structure, equipment, and construction.

Critical Chain Project Management as a New Paradigm for Reducing the Project Delivery Time (프로젝트 일정 단축을 위한 새로운 경영 패러다임 Critical Chain Project Management(CCPM))

  • Critical Chain Project Management(CCPM) is a new project management system paradigm which maintains the advantages of PERT/CPM and improves the shortcomings of it. In CCPM the task durations are determined as 50% time estimates, ie average time discarding the their contingency. CCPM determines the critical chain the constraint of a projects considering the logical precedence relationship and resource conflict resolution. Project buffer is located at the end of critical chain to absorb the variations of critical chain. The size of project buffer is usually calculated as the half of the sum of critical chain length. Also feeding buffer is inserted after each non-critical chain which feeding into the critical chain to prevent the time delay of critical chain from uncertainties of non-critical chains. Resource buffer can be utilized to improve the availability of resources of critical chain. Buffer management is a project execution and control mechanism. Buffers are classified into 3 zones. They are OK zone, Watch and Plan zone and Expediting zone. If the project status is within Watch and Plan zone, contingency plan is established. And if it changes into Expediting zone, the preplanned contingency plan are executed to recover the time delay. In CCPM the workers are asked to work with relay runner work mechanism that they work fast if possible and report their completion to project manager for the succeeding task to start as soon as possible. The task durations are not considered as the promised time schedule. The multi-tasking is prohibited.

  • After the Kyoto Protocol has been ratified in Feb. 16 2005, the developed countries which is involved in Annex-1 have tried to mitigate GHG to the reduction objective. To accomplish this objective, EU developed EU-ETS, CDM project, and so on. Korea has faced pressure to be a member of Annex-1, because Korea and Mexico are only non-Annex-1 countries in the OECD nations. In this study, we simulated power plant expansion plan and calculated $CO_2$ emission with changing Carbon Tax. Especially, we focused on the competitiveness of IGCC and carbon capture technology. In our result, even though carbon tax rise, nuclear power plant does not always increase, it increase up to minimum load. LNG combined cycle power plants substitute the coal fired power plants. If there are many alternatives like IGCC, these substitute a coal fired power plant and we can reduce more $CO_2$ and save mitigation cost.

Augmentation and Monitoring of an Endangered Fish, Gobiobotia naktongensis in Naeseongcheon Stream, Korea (내성천에서 멸종위기어류 흰수마자 Gobiobotia naktongensis의 증강도입과 모니터링)

  • The conservation project to protect an endangered fish, Gobiobotia naktongensis was executed against declining the gene diversity of the fish after the construction of Youngju Dam in a sand-bed stream (Naeseongcheon Stream). We tried to move the populations of G. naktongensis from submerged planned sites to alternative habitats, bred artificially and augmented the juveniles to optimal habitat, and monitored the results of the restoration implementation. No entity of G. naktongensis was confirmed at the planned submerged sites despite attempting to capture more than 8 times and eventually the movement to alternative habitat could not be implemented. About 40 individuals of G. naktongensis were captured in the Naeseongcheon Stream and a total of 5,000 individuals were artificially spawned up. The population of juvenile inherited the genetic diversity from the brood stock. The bred juveniles were discharged at the selected optimal site that had a habit condition what was similar to their natural habitat. The micro-dispersion around the discharging area was found at the early stages of the augmentation. The re-capturing rate of discharged juveniles was reduced as time passed. The discharged juveniles seemed to adapt to the natural environment of Naeseongcheon Stream. The observation of their high abdominal distension and excrement demonstrated that the juveniles fed successfully in the discharging area. Therefore, securement of genetic homogeneity and enhancement of restoration population of G. naktongensis in upstream and downstream of Youngju Dam site from the artificial seed producing seemed to be primarily successful and long-term monitoring and analysis of the effect was expected to be necessary.
