  • 우리나라 공공건설공사에서 불필요한 행정업무·제도·환경 등을 개선하기 위해 발주기관은 건설현장 담당자를 통해 관련 개선사항들을 보고·취합하고 있다. 그러나, 현재 업무개선 노력들은 발주기관에서 건설현장으로 지시하는 수직구조로 되어 있어 업무개선결과에 대한 정보 공유와 활용이 이루어지지 않고 있는 실정이다. 따라서, 본 연구에서는 건설현장 감리원들의 업무개선 아이디어를 온라인으로 평가하고 이를 전체 건설현장에 공유할 수 있는 창구를 마련하고자 한다. 이를 위하여 국토해양부 지방국토관리청 및 관할 건설현장에서 사용중인 건설사업관리시스템에 개선 아이디어 평가·공유 기능을 구축하고자 한다.

Developing Response Plan for the Direct Buying System for SME's Construction Materials based on the Analysis of Material Procurement Management Load: Focused on the Owner Providing Public Apartment Housing (지급자재 조달관리부담 평가에 기초한 중소기업 공사용자재 직접구매제도 대응방안: 공공아파트를 공급하는 발주자를 중심으로)

  • The Small and Medium Business Administration specified 123 construction materials mandatory to purchase directly and forced the public owners to provide the contractors with materials as required by related law. This study extensively reviewed various characteristics and management factors of the owner-providing materials consumed in the public apartment housing under Direct Buying System(DBS) from the public owner's perspective. Subsequently, the major managed materials were identified, and the proper response plan was developed along the material procurement process. The Procurement Management Load Indices (PMLI) of 43 materials were evaluated according to rating criteria with procurement path, project-specified level, user requirement level, supplier's responsibility, on-site work requirement, additional parts, and inspection standards. The tile and aluminum windows were classified in the group needing high-level procurement efforts to reduce the errors and ensure the efficiency. The accurate quantity estimation method, definite purchase details, management activity definition before and after production, additional quantity for rework, interference coordination were defined as the essential activities for effectively responding to DBS.

  • For large-scale projects, supply chain management of construction materials is a key to a successful construction project. Inefficient management would cause significant loss in project cost, quality problems (and possible re-work), delayed delivery, claims, etc. On the other hand, efficient supply chain management system can reduce risks even the given project suffers from tricky details and frequent changes thanks to reduced material loss, shortened delivery time, and the quality outcome; this is a win-win situation for both clients and contractors. This paper presents a next-generation intelligent supply chain management system, which is intended to support large-scale construction projects such as urban high-rise buildings, as a strategic vision of the future construction logistics.

법령과 고시 - 표준하도급계약서 개정

  • 공정거래위원회(위원장 정호열)는 지난 11월 6일 표준하도급계약서를 개정하고 이날부터 시행에 들어갔다. 개정된 표준하도급계약서는 발주자의 요청에 따라 설계변경이 이루어진 경우 증가된 물량 또는 신규비목의 단가는 설계변경 당시를 기준으로 산정한 단가와 이 단가에 낙찰률을 곱한 금액을 합한 금액의 100분의 50 이내에서 당사자간 협의해 정하도록 했다. 다만, 발주자의 요청 이외의 사유로 설계변경이 이뤄진 경우에는 종전과 같이 $\Delta$증감된 공사의 단가는 수급사업자가 작성한 산출내역서 상 단가를 적용하고 $\Delta$신규비목의 단가는 설계변경 당시 기준으로 작성한 단가에 낙찰률을 곱한 금액을 적용토록 했다.

Improvement of Technical Proposal Tendering Evaluation Criteria for Small and Medium sized Construction Projects (중·소형 건설공사를 위한 기술제안입찰 평가기준 개선)

  • The government introduced the technical proposal drafting system in September 2007, as a new method to stimulate technical competence among construction companies to require ingenuity, creativity, artistic sense, and high-level technology. However, an examination of instances has shown that this system has been applied only to large scale constructions worth 30 billion won or more, and not to small and medium constructions worth less than 30 billion won. This is because the evaluation criteria of the system is structured in a manner that makes it difficult to apply to small and medium constructions. This study presented methods to improve the evaluation factors, categories, and scoring scheme of the technical proposal creation system for medium to small scale constructions to be able to further apply the current system to small and medium constructions. The technical proposal evaluation criteria presented in this study was significant in that it enabled the technical proposal creation system that was mainly used for large scale constructions to be further applied to medium to small scale constructions. And it also contributes to the establishment and settlement of a new technical proposal tendering for medium to small scale constructions.

U.S. Architectural Engineering Service Procurement System for Public Construction Project and Its Implication (미국 공공건설사업에서의 건설기술용역 조달시스템 고찰 및 시사점)

  • In selecting a company of A-E service provider for a public construction project, public owners make widely use the evaluation method based on the quantitative criteria to emphasize transparency and fairness instead of putting more weighting on bidders' technical capability. The selection method and process to select technically better company has been in discussion to motivate company to build up their technical capability and better quality of service. This paper examined US laws and regulations related to evaluating and selecting an A-E company for public construction project in terms of principles, process, selection committee, evaluation methods, and contract management and so on. Then deduced several implications for domestic public owner to select the most adequate company for a certain architectural service through fair and efficient way. The major findings are technical capability based selection, emphasizing owner's role and responsibility, consideration of small and mid-sized company, debriefing, and post-service evaluation.

Improvement of Contract Change Order System for the Fairness of Subcontracting in Public Construction Projects (공공건설공사의 하도급 거래 공정화를 위한 계약변경 제도개선 방향)

  • Subcontracting of construction is essential to carry out public construction projects. Subcontractor of the construction work shall enter into a contract with the original contractor without directly entering into a contract with the owner. Subcontracts are therefore greatly affected by the original contract with the owner. To protect subcontractors, the Fair Trade Act is enacted and the construction company's standard subcontracting contract is in operation. However, subcontracts are not properly reflected in the Government contract system, which deals with the relationships between the owner and the original contractor. In particular, the subcontractor may complain of difficulties at the public construction site as such procedures are not properly reflected in the construction work standard subcontract, although various procedures shall be carried out depending on the amount when change order occurs in subcontracts. Thus, the direction of improvement of subcontracting systems was proposed in the case of change order at public construction project sites as follows: First, the rights of subcontractors should be strengthened. Second, in order to resolve the information non-identity, subcontractors should have access to information related to subcontracts. Third, the status of subcontractor shall be guaranteed by reflecting the characteristics of the subcontract when the original contract for public works is concluded. Fourth, the dispute settlement method should be prioritized over litigation in order to fair subcontracting.

  • The risk in the constructions projects is extremely diverse because there are too many indefinite factors. Therefore, Performance Measurement Baseline(PMB) is needed regularly during the construction process. However, nowdays, the PMB in the constructions projects is for contractors' PMB and Performance Management(PM). Clients have a lot of difficulties to control and manage the projects. Therefore, this paper classifies schedule and cost data of the public apartments houses which is a actual cases into types and then conducts regression analysis and deduces a regression. In addition to this paper establishes the Work Breakdown Structure(WBS) and suggests the PMB for the clients through using that.

  • This paper analyzes the duration of the construction document (CD) phase of 42 large public building projects delivered by the total solution service of Public Procurement Services in Korea from 2009 to 2014. The quality of construction documents significantly affects the quality of construction and facility management. Thus, securing appropriate time for the CD phase during project planning is important for the quality of a project. Currently, the duration of the CD phase is planned based on the construction costs of a project following a notice of the Ministry of Land, Infrastructure and Transport. However, our analysis results showed that the correlation between the actual duration of the CD phase and construction costs is very weak. The actual CD phase takes 1.33-1.79 times longer than the planned duration. The practitioners who were interviewed, were already aware that the correlation between the duration of the CD phase and the construction costs is weak. They identified the complexity of the project, the extent of the design changes, project type, client characteristics, and others as more influential factors on the CD phase than the construction costs. To improve the quality of CDs, a new guideline for determining an adequate CD phase duration should be studied and developed.

  • 장기계속건설공사에 있어 수급사업자에 대한 원사업자의 계약이행보증금 중도반환 규정이 신설됐다. 이에 따라, 연차별로 계약의 이행을 완료한 원사업자는 국가 등 공공발주자로부터 계약보증금을 반환받을 수 있는 날부터 30일 이내에 수급사업자에게 연차별 하도급계약이행보증금을 중도에 반환해야 한다.
