The Impacts of Reduced Labor Hours on the Construction Period and Cost of Tunnel Project (근로시간 단축에 따른 터널 공사의 표준 공기 및 공사비 영향 분석)

  • After the new standards for labor hours has been released, various problems come up in construction field, such as income reduction of employees, extension of construction period and increased construction cost. Although it is expected that the impact of the new standard on the construction industry is more worse than other industries form the view of productivity, not much works have been done to identify those impacts. Thus, this research proposes the standard construction processes, excavation cycle, and unit construction period for NATM tunnel project based on 'Construction Standard Production Rates.'The study also investigated the impact of reduced labor hours on the management of work crews, construction periods and costs of tunnel projects. The results showed that under the 52 labor hour standard, the construction periods for the excavation work and whole project was increased by 20% and 8.9%, respectively, but the construction costs for the excavation work and whole project was decreased by 1.4% and 0.6%, respectively.

  • 기술발전에 따라 건설현장은 스마트 안전관리기술을 활용한 안전관리의 변화가 예고되고 있다. 중대재해처벌법 시행(22.1.27)이후 50인 이상 사망사고는87건(96명)으로 전년 동기109건(111명)대비22건(20.2%), 15명(13.5%)감소한 것으로 나타났다(국토교통부,2022). 반면에 단순비교지만 일본0.14%, 미국0.37%, 영국0.03%에 비해 한국의 재해율이 높으므로 다양한 안전관리활동의 과제가 남아 있다. 이에 아차사고 유형이 건설현장 특성간의 민감도모델 제시를 기반으로 근본적인 재해관리가 연구의 목적이다. 이를 이루기 위해 국토교통부의 아차사고 발굴데이터를 분석하여 유형을 분류하고, 공사기간, 공사규모, 신체부위 등의 요인간의 아차사고 민감성요인에 대하여 Bayesian Network를 이용하여 아차사고에 영향을 주는 모델링을 제시하고자 한다.

  • 건설재난을 줄이기 위한 정부의 노력에도 불구하고 건설기술진흥법의 안전관리비가 실제 현장을 반영하지 못한다는 지적이 제기돼 왔다. 따라서 건설사고 예방을 위한 가장 근본적인 대책으로 삼을 수 있는 안전관리비의 적절한 가이드라인을 연구할 필요가 있다. 또한 합리적인 안전 관리 비용을 확보하기 위해서는 적절한 비율을 계산하는 것이 중요하다. 따라서 본 연구에서는 안전관리비 실행계획에 따른 공사비 및 유형별로 적정 안전관리비율을 제시하였으며, 그 비율은 산업안전보건관리비의 10분의 1로 분석된다. 본 연구결과는 적정 공정등급제 개선 및 시범사업 추진에 대한 지침이 될 것이다.

  • The purpose of this study is to estimate elemental costs of an apartment building. The adapted research method includes a case study from $^{\circ}{\AE}H^{\circ}{\phi}$ construction company. The results of this study are as follows: 1) An elemental cost format of an apartment building is proposed, 2) An elemental cost table based on a case study of $^{\circ}{\AE}H^{\circ}{\phi}$ construction company is suggested.

  • The importance of cost management in early stage has been increasing due to market change and competition severence in construction industry. Because the adjustable budget is only 20% after finishing design stage, the critical decision is made in the early stage. However, in the early stage, the design information is not enough to make crucial decision. Therefore, this research suggests the predicting method on the purpose of accurate cost estimation. The parametric estimation is appropriate for the early stage, especially it has the strength of rapidity in cost estimation. This research analyzes 84 actual data of public apartment on the scale of $11{\sim}15$ stories, and then performs the correlation analysis between cost and influence factors. After eliminating the parameters which causes the problem of multicollinearity, this research derived the formula through the multi-regression analysis.

  • A construction standard production rates system for the factory built and on-site installation phases of OSC (Off-Site Construction)-based precast concrete (PC) structures in apartment buildings was recently proposed to establish an objective cost standard (Lee et al., 2021). In addition, the Korean government has taken steps to improve the institutional foundation for the systematic calculation of PC construction costs such as revising construction standard production rates for major components that can be applied to the on-site installation phase of PC method. In this study, we analyzed the results of a field survey of apartment building PC structures and collected expert opinions to develop factory-built and on-site installation standard production rates that can be applied to apartment building PC method. We also propose directions for improving the standard production rates so that they can be applied to the site and component of apartment buildings by comparing them with the current standard production rates. This study also derived the cost characteristics and cost reduction measures of PC construction by calculating the construction costs using the developed rates and comparing the construction costs with the RC methods of apartment buildings of the same scale. The construction standard production rates for PC construction derived in this study are expected to contribute to the spread of PC construction by ensuring the objectivity and consistency of the results of PC methods cost estimation.

  • 국토해양부는 공공공사 건설근로자에 대한 임금체불을 방지하기 위해 '건설근로자 노무비 구분관리 및 지급확인 지침'을 마련하고 지난 1월 1일부터 시행에 들어갔다. 이에 따라 공공건설공사 현장의 원수급인은 매월 하수급인이 고용한 근로자를 포함한 모든 건설근로자의 실제 근무내역을 작성해 발주자에게 노무비를 청구해야 한다. 또한 발주자는 원 하수급인이 건설근로자에게 실제 지급한 임금 지급내역을 확인한 뒤 같은 달 청구된 노무비를 지급하고, 이어 원수급인은 하수급인의 노무비 전용통장으로 이를 지급해야 한다. 아울러 발주자와 원수급인은 '노무비 알리미 서비스'를 통해 노무비 지급 사실을 해당 건설근로자에게 문자 메시지로 통보함으로써 임금지급 절차가 진행되고 있음을 사전에 근로자들에게 알려줘야 한다.
