Determining the Components of Residential Parking Permint Program (거주자우선주차제의 시행전략)

  • 본 연구의 목적은 설문조사를 통해 주민들이 실정에 맞는 거주자우선주차제의 실행 요건을 결정하는데 있다. 연구의 구성은 제2장에서 거주자우선주차제의 이론적 배경을 검토 하고, 제3장에서는 실행요건의 결정을 위한 연구분석의 틀을 제시하며, 제4장에서는 설문조 사의 방법과 조사내용에 대한 분석결과를 제시한다. 마지막으로 제5장에서는 결론과 정책건 의로 맺음한다. 이론적으로 분석결과 거주자우선주차제는 주차수요관리와 주차장공급촉진이 라는 2원적인 목표를 내재하고 있는 것으로 나타났다. 그결과 허가요금, 시행시간대 등의 실 행요건을 결정하는데 있어서 다양한 외부요인들을 고려하여야 할 필요가 있으며, 외부요인 들은 거주자들의 사회경제적 특성, 주거환경적특성, 주차행태적 특성, 기타특성 들로 구성된 다. 실행요건을 결정하기 위해 주민들에 대한 설문조사를 실시하였고 그 분석결과는 다음과 같다. 1) 요금수준 결정시 차고지 공급 목적일 경우 높은 수준의 요금을 부과하되 지역적 소득수준을 감안 하여야 하며, 목적이 수요관리에 있을 때는 외부인에 대한 규제만 하면 되 기 때문에 주민들에게는 무료이거나 가능한 낮은 요금을 징수하는 것이 바람직하다. 2) 공 간적 범위는 주민들의 근거리주차 선호 때문에 블록단위 또는 세가로를 중심으로 시행하되, 집앞돌폭이 4m 미만이거나 8m 이상일 경우에는 공간적 범위를 넓게 잡는 것이 바람직 할 것이다. 3) 주차면 배정은 독점적 사용권을 부여하는 방식이 공공재의 사유화라는 부작용 및 주차면의 비효율적 사용이라는 측면이 있기 때문에 가능한 공동이용방식을 채용함이 바 람직 한 것으로 나타났다. 4) 외부인 주처허가는 전용주택가 지역에서는 허용하여도 그리 큰 문제는 없을 것이나, 외부인 주차수요가 많은 지역에서는 무조건적 허락보다는 요금지불, 주차확인증과 같은 제도적 보완을 통해 허용해야 한다. 5) 시행시간대 결정시 전용주거지역 에서는 야간만 실시하여도 문제가 없으나 그외 지역에서는 주차수요를 고려하여 주간 또는 전일로 시행할 필요가 있다. 특히 주차문제가 하루종일 발생하는 경우와 출퇴근시 주차문제 가 많은 곳에서는 하루종일 시행할 필요가 있다. 그러나 차고지 확보율이 지나치게 낮은 곳 에서는 야간시 주민반대에 부디칠 가능성이 크기 때문에 차고지 여건이 개선될 때 까지는 시행을 보류할 필요가 있을 것으로 판단된다.

Design and Implementation of An Authentication System for Residential Permit Parking Using Wireless Sensor Networks (무선 센서 네트워크를 이용한 거주자우선주차 인증시스템의 설계 및 구현)

  • An efficient management system for parking lots and traffic monitoring in a metropolitan city is a very important issue, which is tightly closed to qualify of life. While a residential permit parking program has been contributing to resolve the lack of parking places, there has been no autonomous authentication system due to no apparent entrance gate and smallness of each parking zone. In this paper, we propose and implement an authentication system for residential permit parking lot using wireless sensor networks, which is cost-effective and even no need for additional managing person. Through the experimental evaluation, we analyzed relationship between the life time of sensor nodes and the various values of sleep periods to minimize power consumption of the nodes, and also showed that the difference of luminance sensed by each sensor node is at least 45 or bigger between when the parking place is occupied or not, resultingly it can be used to decide whether a parking place is occupied or not by simply detecting the change of luminance sensed.

The Study on the Analyzing Factors to Resolve Problems of Jejusi Residential Parking Permit Program (제주시 거주자우선주차제 문제해결 요소 탐색에 관한 연구)

  • The purpose of this study is to analyze factors for resolving problems of Jejusi Residential Parking Permit Program and to draw up a plan by examining Jejusi case. This program was started by way of showing an example in October, 2005, and then has been put in practice in the heart of Jejusi since October, 2007. Jejusi government introduced this system to prevent all kinds of accidents by the indiscreet parking near the residental street and to guarantee the rights to live comfortably by encouraging a pleasant parking environment. As the result of the survey which is about residents' participation from the process of decision-making, the answers such as "Should Participate" and "Surely should participate" are at the high rate of 87.5 percent. A matter of the utmost importance is that this system should be reformed to make the visitors pay parking if they want to park near there. Almost 36 percent of the respondents have a negative opinion, and this is because they consider their visitors. Especially the important factors from the Logistic Regression Analysis are that the government should exercise stricter control over illegal parking, that the system should be improved for the visitors to pay parking, and that the government should support the declining sales of the shops near shopping streets. The suggestions are as follows. First, the government should enforce on reducing the illegal parking. Second, they should secure the parking lots for visitors. Third, they should minimize the impact on the declining sales of the shops near shopping streets.

A Study on Parking User's Perception for Vitalizing the Shared Parking in Residential Priority Parking Areas (거주자우선주차구역내 공유주차 활성화를 위한 이용자 의식 분석 연구)

  • As the urbanization progresses, the demand for parking in large cities surges compared with that for parking lots. However, the space for securing a parking lot in a large city is physically limited and a budget problem also arises. Therefore, a shared parking system that can utilize existing parking lots is becoming important. This study was carried out to analyze the parking area efficiently for the residents parking area. As a result of the questionnaire survey, it was the most frequent passage to work / commuting and business purposes. The most important factors in parking were 'Parking charge', 'Walking distance to the destination after parking', 'Parking lot searching time' Approximately 46 % of the respondents were female. As a result of the quantitative analysis of the factors influencing the potential use of the intention to use as a dependent variable, it was analyzed that the policy was effective to reduce the parking fee to less than 500 won per 10 minutes and take about 3-6 minutes to search.

  • Recently, the number of illegal parking is increasing as the number of cars are increasing. Especially, people who use residential parking permit program are in trouble because of illegal parking. The most typical example is that people who use residential parking permit are damaged in expense, etc and various social issues such as legal actions are caused by illegal parking. In this paper, we discuss about the arduino design for the system and uploading the location information to use the location information for a parking system.

  • Because vehicles increases very rapidly by elevation of people living standard since 1995 years, become parking space of residential street poorly and most vehicles is doing unlawfulness parking to two faces road. So, was placed popular enmity and administration's difficulty by operation of system that have been enforcing Resident Priority Parking System in each ward office since 1996 years, but is not computerized. In this paper examines about GIS technology, wire and wireless communication technology, character recognition technology etc. that is base technology necessary to Design and Implementation Wire and Wireless Integrated System for Resident Priority Parking System. Explain main process, That is registration, assignment, control, traction process. And see execution appearance of implementation system. Operation of integrated system is considered very rapidly regulation illegal parking and Illegal parking expect on the decrease.

  • 주택가의 높은 토지 보상지, 적정한 부지 확보 곤란 등의 새로운 주차장을 확보하는데 한계가 있는 가운데 공공시설과 지역주민의 주차수요 첨두시간대가 서로 다른점을 이용해서 야간시간대에 공공시설의 주차공간을 개방하여 주민들이 이용하게 하면 주차장을 비워 두는 시간 없이 효율적으로 이용할 수 있습니다. 이에 따라 이 연구는 공공시설이나 기존 시설물의 부설 주차장을 주민들의 주차 공간으로 제공된 사례들을 수집, 분석하고 이들 사례들에서 지적되고 있는 문제 등을 자료 또는 기존 연구 등을 이용해 정리 했습니다. 이 연구의 대상은 주민의 복지를 증진하기 위한 시설물로 공공에서 조성하는 학교, 청사, 공원 등이다. 각 사례 조사를 통해 주차공간 확보가 효율적으로 이루어지는 사례가 보이지만 그에 따른 유의사항도 많아 주의도 많이 필요한 실정이라고 봅니다.

An Evaluation of Outdoor Living Environments for Senior Citizens - Focused on the Prospective Seniors and Senior Citizens in Daejeon - (고령자를 위한 거주지 외부환경 평가 - 대전시 거주 준고령자 이상을 대상으로 -)

  • Korea is rapidly becoming an aging society. This study aims to examine the existing conditions of outdoor living environments to assist a healthy lifestyle for senior citizens and to determine the most influential factor in a senior-friendly outdoor space as well as to suggest improvements in existing conditions focused on the prospective senior population. This study relied on two methods: a descriptive method of researching publications and related scholastic writings and an empirical study that included a survey of present conditions and interviews with the prospective seniors and senior citizens in Daejeon. Conditions of outdoor living environments for seniors were found to be more than adequate in general. But some factors evaluated as low must be carefully tailored for seniors. First, the study showed that seniors evaluated as highest the 'use of a walkway' for a stroll and stayed outside for 1~2 hours at a time. Many vehicles parked in walkways were the most inconvenient factors in going for a walk. Second, the study showed that the evaluation of outdoor space was about average and 'sociality' was evaluated as the lowest. Third, the study showed that men evaluated lower than women 4 items: 'use and convenience of a wheelchair', 'night lighting', 'discrimination of signage at nighttime' and 'trees'. Respondents above the age of 66 are more uncomfortable with items such as 'slippery walking surface', 'stair handrail', 'discrimination of signage at nighttime' and 'direction of apartment complex' while respondents above the age of 80 are more uncomfortable with items of 'slippery walking surface', 'stair handrail' and 'discrimination of signage at nighttime'. Fourth, the evaluation by existing housing patterns was statistically significant in 20 of 22 evaluated items. This means that residents in apartment complex evaluated as high these items in general. In this study, existing outdoor living environments for the elderly did not display any immediately serious issues in the overall evaluation items. Assuming, however, that the aging population will quickly increase in the next ten years, items which are evaluated as low in descriptive statistics and items which give inconvenience to the elderly above the age of 80 in particular will need to be the first areas to be improved.
