Improving on Planting in Small Scale Development - The Case of Seoul - (소규모 대지의 조경 개선방안에 관한 연구 - 서울시를 사례로 -)

  • Under the Korea Building Act, anyone planning to build a building or buildings on a site over $200m^2$ must plant plants over a specific area. In large scale development this rule is adhered to well, but such is not the case in small scale development. Therefore, special attention must be given to small scale development. Thus, the purpose of this research is to analyze the current situation and practice of planting at small scale development sites in Seoul, and then suggest policies for improving them. In this study using the data covering Seongbuk-Gu and Gangnam-Gu, which was surveyed in 2002, the current situation and practice of planting at small scale development sites was analyzed. After a questionnaire survey was conducted with government officers and building owners, the same analysis was made. Then the policies for improvement were extracted. The results are as follows: 1. In superordinate planning stage, because the minimum standards are too low, those must be strengthened. Any district plan does not control planting in private building lots. This requests active application of planting in private building lots as a design control measure in district planning. 2. In the building design stage, there are no guidelines. The obligation of building set-back between adjacent buildings by the Korean Building Act produces mass shaded and inferior planting beds. The act also is blocking landscape architects' participation in small scale development. And wall installations deteriorate the streetscape and growth of plants with shading. Therefore guidelines must be made. 3. In each stage of the building permit, the permit for building completion, and maintenance the Korean Building Act is blocking landscape architects' participation in small scale development, so the planting plan is completely handled by nonprofessional persons. Therefore, the act should be amended in order to make way for landscape architects' participation in each stage of the small scale development process.

An appropriateness review on the road tunnel ventilation standards by pollutants site measurement and case study (오염물질 현장측정 및 사례조사를 통한 도로터널 환기기준의 적정성에 관한 연구)

  • In this study, a series of site measurement of particulate and gases pollutants at five tunnels were carried out along with case studies to review the suitability of the current road tunnel ventilation design standards. Previous studies by other researchers have shown that the ratios of the level of measurement to the standard were 27.9%, 1.6% and 3.4% for TSP, CO and NOx, respectively. Those measured in this site study shows even lower ratios; the ratios were 2.6%, 0.8% and 0.3%, for TSP, CO and NOx, respectively. The particle size analysis of TSP for the five tunnels shows that PM10 including tire wear and re-suspended road dust exceeded 20.4%. This implies that non-exhaust particulate matter must be taken into account, since the current design standards for the particulate matter (visibility) include only the engine emission. Based on the recent research results, for vehicle emission rate and slope-speed correction factors, revision of ventilation design standards for pollutants is required. WRA (PIARC) also emphasizes the necessity of the ventilation design standards for pollutants. In addition, enactment of a new road tunnel ventilation system operation standard or guideline is strongly recommended when considering the low operating rate of the ventilation system with jet-fans.

A Study on the Improvement Plan to Prevent Violent Incidents by Domestic Hazardous Chemical Substance (국내 유해화학물질 폭력사건 예방을 위한 개선방안 연구)

  • Chemical accidents are systematically managed by the Chemicals Control Act. However, the definition and case studies of violent incidents by hazardous chemical substances need to be adequately organized. In this study, we focused on suggesting improvement directions of the legal and institutional system to prevent the violent incidents of hazardous chemical substances by studying the problems of current legislation and drawing up implications through domestic and foreign cases. The suggestions for improvement are as follows: 1) Strengthening prevention through amendment of laws (1) Selection of the competent department; 2) Enforcing regulations on online and offline commerce (1) Setting personal purchase amount; and 3) Increasing public awareness and public education (1) Improvement of the continuous system through the Chemical Evaluation Committee.

The VFM Analysis on the BTL Projects: Focused on the Case Studies (BTL 사업에 있어서의 VFM 분석에 관한 연구 : 사례연구를 중심으로)

  • Since 'Private Investment Act for Social Infrastructure Facilities' were changed in January 2005, BTL projects have been activated in the market. Nevertheless, several problems have been indicated as to the BTL system. Most of these problems are about the choice and scale of the target facilities and the reasonable rate of return allowed to the private investors, which are directly related to the VFM (Value for Money) analysis for the BTL projects. This study discusses the concepts and the methodologies of the VFM analysis, reminds its importance by investigating current problems of the BTL system concerned with the analysis, and suggests useful implications and alternatives through the case studies on the four ongoing BTL projects for the educational facilities.

  • 인터넷 웹사이트를 통한 개인정보의 대량 유통, 상품배송기관을 통한 개인정보의 유출, 명의도용, 신용정보유출 등의 정보프라이버시 침해의 사례가 많이 발표되면서, 개인정보의 적절한 이용과 정보 프라이버시(Information Privacy)의 보호에 대한 관심이 날로 높아져가고 있다. 이러한 사회 현상과 시민의 관심을 반영하여 개인정보 보호를 위한 다양한 법률과 제도가 최근에 검토되고 있다. 이 연구에서는 이름, 전화번호, 주소, 전자우편주소 등 비교적 민감하지 않은 개인정보를 기업의 마케팅이나 홍보에 이용하는 경우의 좁은 의미에서의 개인정보 보호에 초점을 맞추었다. 이러한 개인정보 및 개인정보서비스 와 관련된 법률, 정책 및 제도를 정보의 생성과 이용의 흐름 및 경제주체를 중심으로 적절한 정보의 이용이 보장 되면서 개인의 정보프라이버시가 보호될 수 있는 방안을 마련하는 방법을 체계적으로 검토하였다. 해외의 개인정보서비스 산업의 사례 조사를 통하여 향후 우리나라에서 개인정보서비스산업이 활성화되었을 때 개인의 만족증대, 실질적인 정보보호 수준의 향상, 고용창출, 기업활동의 효율화, 관련기업의 국제경쟁력 고양 등의 기대효과가 있음을 보였다. 또한, 개인정보의 적절한 이용과 보호, 그리고 정보서비스산업의 활성화를 위하여 관련 법률의 제정 및 개정, 정보보호 제도의 개발 및 효과적 운영, 장기적 정보서비스 산업 활성화 정책 수립과 단계적 추진, 활성화를 위한 정부 및 민간 재원 확보, 사회적 공감대 형성, 지속적인 연구 등을 제안한다.

Review of National Standards for Allowable Limit of Blast Vibration on Structures (구조물에 대한 국외 발파진동 허용 규제기준 분석)

  • Blast-induced ground vibration nay cause an environmental impact such as neighbour's complaints or damage on adjacent structures and facilities. Complaints associated with blasting have often become a target of public grievances. One of the difficulties to solve the problem is that we do not have a national standard for the acceptance level of blast-induced ground vibration. A peak particle velocity criterion, which was suggested for urbane underground construction, has often been widely used. Efforts have been made to establish more rational criteria. It seems that differing cultures have often differing thresholds of the toleration of vibration, and that technical data or rational grounds for establishing the limits are hardly provided. In this paper, national standards for allowable limit of blast vibration were presented and discussed.

  • 1980년대 이후 계속된 디지털 기술의 발전과 영상처리 기술의 발전은 전통적으로 엄격히 분리 운영되어 온 통신과 방송의 융합화를 촉진하고 있으며, 기존의 미디어 질서를 근본적으로 변화시키고 있다. 이미 통신망과 방송망이 융합하여 하나의 망을 통해 방송서비스와 통신서비스를 동시 제공하는 것이 가능해지고 있으며, VOD, 인터넷방송, FM 방송전파를 통한 무선호출서비스 등 새로운 서비스가 등장하고 있다. 사업자측면에서는 통신사업자와 방송사업자가 상대영역에 진입하거나 M&A를 통해 양 분야의 서비스를 동시에 제공하는 사례가 증가되고 있다. 이에 따라 미국, 영국, 일본 등 선진국뿐만 아니라 EU 차원에서도 최근의 기술발전 추세와 산업계의 동향을 반영하여 통신사업자와 방송사업자간 상호진입 허용, 규제기구의 통합 등 기존의 규제제도를 전면적으로 재검토하고 있다. 미국의 1996년 통신법 개정, EU의 대체인프라스트럭쳐 자유화정책, 영국과 일본에서의 CATV망을 통한 통신서비스제공 허용 등이 그 대표적인 사례이다. 그러나 이러한 세계적인 흐름과 비교하여 볼 때 우리나라의 법/제도 정비 및 정책적 대응은 매우 미진한 상태이다. 현행법은 아직까지 통신망과 방송망간 융합, 사업자간 융합을 엄격히 규제하고 있으며, 서비스의 규제방식 등 통신·방송 융합시대에 대비한 규제제도 정비가 아직까지 미흡한 실정이다. 본 고에서는 통신·방송 융합의 배경과 전개과정, 국내외 융합추진 현황을 살펴보고, 통신·방송 융합 현상에 따른 규제제도상의 과제를 제시하고자 하였다.

Laws and Regulations Constraining Free Information Flows in S. Korea (정보의 자유로운 유통을 저해하는 현행 법규에 관한 연구)

  • This article deals with a sensitive issue on intella-tual freedom in Korean society. In details, the authors introduce the current laws Inhibiting Sree flows of information in korean society, and analyze the fundamental problems including in such laws or sections of tllc laws with various examples. Nso introduced are various efforts by the legal circle and NGOs for the improvement of the current situation, with an analysis of the limitatio and problems in such efforts. Finally, the authors suggest the 'desirable' strategies and methods for correcting or abolishmg the current 'controversial' laws which are serious barriers against free information flows, particularly emphasizing the responsibility of librarians who have to be gatekeepers of knowledge and infonnation in a svcalled information society.

  • The evolution in information and communication technologies and the changing role in information and library systems are raised to force significan changes in Korea. A number of library schools started new subject in their curriculm and revised their present curriculum. As a result the rationale for the revision and contents of new subject is provided from 1970 decade. With long-ranging effect on the library profession we. in Korea, should review for our curricular implications. The information System Department in California state university and FIABID curriculum in Germany are proposed to consider in undergoing transformation in information and library science.

  • Recently, various attempts have been made to change traditional lecture classes such as flipped learning and blended learning, and their effectiveness has been verified in various fields. On the other hand, the 2015 revised curriculum enables students to participate in self-directed learning by encouraging student participation. Teachers should also try to change the teaching method, and to improve the teaching methods by confirming the advantages and disadvantages of such new teaching methods in accordance with the demands of the times. The purpose of this study is to analyze the case of applying Blended learning class to teach mathematics education for elementary education 1 class which is one of the required subject in university of education.
