Since the announcement of the Financial Services Commission's 'Token Securities Issuance and Distribution System Improvement Plan' in February 2023, financial institutions, securities firms, and blockchain companies have been actively considering implementing IT platforms, but they are facing difficulties in selecting IT platforms for token securities because related legal regulations have not yet been clearly established. As a result, the need for rational and systematic criteria for the selection of blockchain-based token securities IT platforms has emerged, and this study explores and evaluates the key factors of token securities IT platform selection. Four factors were identified as the top-level factors, including 'maturity of the platform', 'operation and management of the platform', 'cost of introducing and maintaining the platform', and 'regulatory compliance for token securities', and 17 factors were identified as sub-level factors, including 'diversity', 'user authentication management', 'Adoption Costs', and 'financial regulations'. Among the 17 sub-factors, 'government financial regulation' and 'personal information protection' are selected as important factors, and the results of this study can help related organizations and financial companies make strategic decisions by providing systematic decision-making criteria for selecting token securities IT platforms.

Therefore, it is important to handle the convenience of digital contents distribution and the diversity of contents license(differentiating permission rate according to user's purpose, scope, service period etc), based on the need of contents users. This paper implies to guideline to install contents distribution platform of individuals and to apprehend the need and acceptability of users in order to activate digital contents transaction on individuals.

This study analyzes cyber security strategies, laws, organizations, and the roles of the ministries in the US, Germany, UK, Japan, China, and Korea and draws implications for establishing a practical and efficient next generation national cyber security governance. In this paper, the technology and capabilities required for the job of developing security software recommended by the Cybersecurity Human Resources Development Framework of the National Initiative for Cybersecurity Education (NICE) were studied. In this paper, we describe what security skills are needed for the task of developing security software and what security capabilities should be held. The focus of this paper is to analyze the consistency between security technologies (core and specialized technologies) required for security software development tasks and the curriculum of information protection-related departments located in Seoul, Korea. The reason for this analysis is to see how the curriculum at five universities in Seoul is suitable for performing security software development tasks. In conclusion, if the five relevant departments studied are to intensively train developers of development tasks for security software, they are commonly required to train security testing and software debugging, how secure software is developed, risk management, privacy and information assurance.

처방전달시스템은 처방의 수행은 의사가, 그에 따른 의약품조제는 약사가 수행함으로써 의약품의 오․남용을 방지하기 위한 의약분업의 실시에 따른 국민불편의 최소화와 약화사고에 따른 인증문제 등을 지원하기 위한 정보시스템이다. 처방전달시스템은 환자 개인정보의 허용된 범위 내에서의 공유와 공유를 위한 각종 개인정보 보호장치, 처방의 안전한 전달을 위한 내용의 비밀보장과 위변조방지 및 송신자와 수신자의 인증을 위한 장치가 필수적으로 필요하다. 또한 자료의 생명주기 측면에서 본다면, 처방전의 생성은 병․의원에서 이루어지며 소멸은 약국 및 환자에의해 이루어진다. 자료의 유통과정에 살펴보면 처방전달시스템의 주요성공요인은 정보의 생산자인 병․의원(의사)의 적극적인 정보제공의지와 이를 지원하는 편리한 정보시스템의 구축이라고 할 수 있다. 정보의 생산자인 병․의원 정보시스템 환경은 다양하고 복잡하기 때문에 기존의 애플리케이션을 이용하면서 처방의 전송을 위해서는 기존 애플리케이션 및 플랫폼에 독립적이며 자료의 적합한 취합과 통합이 가능하도록 지원하는 시스템이 필요하다. 처방전달 메시징시스템은 이러한 복합적인 정보시스템 환경을 지원하며 동시에 처방정보의 안전한 전달을 위해 플랫폼으로 실행될 수 있는 시스템을 말한다. 또한 처방의 비교적 짧은 생명주기와 지역적 생산, 유통구조를 적합하게 지원하기 위해 지역별 독립시스템의 구축과 공통정보 활용을 위한 중앙시스템과의 역할분담 모델에 근거한 분산시스템의 구축이 요구된다. 본 연구에서의 처방전달 메시징시스템은 일반적인 메시지서비스의 특성을 기본으로 자료전달을 위해 자료 암호화와 복호화, 송신자와 수신자에 대한 인증 및 자료접근 제한기능을 제공하며 각 클라이언트와 서버간의 실시간 연결 혹은 지연연결을 지원하는 독립적인 애플리케이션이다. 이러한 처방전달 메시징시스템을 구성하는 각 요소에 대해 정의하고 개념적 모델을 설계하고자 한다.에게 청구되며, 소비자에게 전송 되는 청구서는 사용자DB를 참조하여 사용자가 미리 정의한 원하는 형태로 변환되어 전달되며, 필요시 암호화 과정을 거치는 것이 가능해야 한다. 전송된 청구서는 전자우편의 경우, 암호해독이 가능한 전용 브라우저를 통해 열람 되며, 이는 다시 전용 브라우저를 통해 지불인증이 승인되어 청구 제시서버에게 전송된다. Recent changes of disease pattern, i.e. decrease of Infectious diseases and increase of chronic and degenerative diseases Including cancer and cardiovascular diseases, together with universal coverage of health insurance and improved living standard have prompted medical care utilization and skyrocketed the national health expenses. The goal of national health policy is improving the quality of life through the betterment of health level. To achieve this goal it is necessary to establish a healthcare system for lifetime, to improve the efficiency of healthcare delivery system, and to strengthen the public health services for disease prevention and health promotion. The current public health service programs are Inefficient due to an inconsistent policy for health service program, lack of health information system, irrational health program planning and evaluation, and Inadequate training of health workers. Local government has a legal responsibility for health service program planning and promoting the competence of health workers. Thus, municipal and provincial health departments should expand their roles and strengthen their function. The strategies for developing public health service programs at local level are ${\circled}1$ stipulating the goals of health policy, ${\circled}2$ promoting the ability for health program planning and evaluation, ${\circled}3$ establishing health information and surveillance system, ${\circled}4$ training of health workers, ${\circled}5$ establishing an institution for health information management and training of health workers, and ${\circled}61$ collaboration with local universities.
As systematic information protection and management is recognized as an organization's core value, organizations are pursuing a shift from an individual-centered information management method to an organization-oriented information management method. The Enterprise content management system(ECMS) is a solution that supports document security and information sharing by insiders and is being introduced by many organizations due to recent technological developments. The purpose of this study is to present a method of improving performance through continuous use of the ECMS from the user's point of view and also suggest a method to improve the intention of continuous use through the expansion of the technology acceptance model. This study surveyed the employees of organizations that adopted the ECMS and verified the research hypothesis derived from previous studies through structural equation modeling. As a result of the analysis, usefulness, and ease of use affected on the intention of continuous use of the ECMS, and the knowledge sharing culture and the ECMS quality factors affected the technology acceptance model factors. The results of this study have academic and practical significance in terms of suggesting a plan to increase the usability of the ECMS from the user's point of view.

For systematic pet management, the pet registration system has established. It makes the owner of the pet is given greater responsibility through the pet registration system but it also provided with welfare. One of the advantages of the pet registration system is that prepare system what return to owner quickly and safety through information inquiry when the pets are lost. But there are some conflict with the law in the information inquiry, so it occurs interfere the system. In this paper, we propose using the Smart Contract to finding the missing animal effectively. Proposed method discloses only the partially information. Thus it will be eliminated conflict parts, and increases the information accessibility to increase the number of people who can inquiry information. In addition, keeping the RFID inquired feature for compatible with the existing system. The smart contract querying enables quickly and precision access to information. Lastly, compare the proposed method with existing method to see the improvement.
The National Archives and Records Administration (NARA) is a relatively quiet latecomer to the traditional archives of the Western world. Although the United States lacks a long history of organized public records·archives management, it has developed a modern system optimized for the American historical context. This system focuses on the systematic management and preservation of the vast amount of modern records produced and collected during the tumultuous 20th century. As a result, NARA has established a modern archival system that is optimized for the American historical context. The U.S. public records·archives management system is based on the principle that records·archives are the property of the American people and belong to the public. This concept originated during the British colonial era when records were used to safeguard the rights of the colonies as self-governing citizens. For Americans, records and archives have long been a symbol of the nation's identity, serving as a means of protecting individual freedoms, rights, and democracy throughout the country's history. It is natural, therefore, that American life and history should be documented, and that the recorded past should be managed and preserved for the nation's present and future. The public records·archives management system in the United States is the result of a convergence of theories, practices, lessons learned, and ideas that have been shaped by the country's history, philosophies, and values about records, and its unique experience with records management. This paper traces the origins of records and archives in the United States in a historical context to understand the organic relationship between American life and records. It examines the process of forming a modern public records management system that is both uniquely American and universal to the American context without falling into the two forms of traditions that reflect the uniqueness of American history.
In the reality that the boundary between the real world and the virtual world disappears with the 4th Industrial Revolution, cyber crimes that occur beyond time and space have clear limitations in fulfilling their duties only with the police force of government organizations established under the real law system. The research method of this thesis is based on the literature research and the experience of security work. The purpose of this paper is to establish a social system where collective intelligence of each social field can participate voluntarily to respond to cyber crimes occurring beyond the time and space before the law and institutionalization. In addition, the social system in which collective intelligence in each social sector can participate voluntarily was established to define crime types in cyberspace in real time and to prevent crimes defined by the people themselves and the counter-measures had been proposed in order to form social consensus. First, it is necessary to establish a collective intelligent network-type cyberpolice volunteer system. The organization consists of professors of security and security related departments at universities nationwide, retired public officials from the National Intelligence Service, the National Police Agency, and the National Emergency Management Agency, security companies and the organizations, civilian investigators, security & guard, firefighting, police, transportation, intelligence, security, national security, and research experts. Second, private sector regulation should be established newly under the Security Business Act. Third, the safety guard of the collective intelligent cyberpolice volunteer system for the stability of the people's lives should strengthen volunteer work. Fourth, research lessons and legal countermeasures against cybercrime in advanced countries should be introduced. Fifth, the Act on the Protection of Personal Information, the Act on Promotion of Information and Communication Network Utilization and Information Protection, the Act on the Utilization and Protection of Credit Information, and the Special Act on the Materials and Parts Industry should be amended. Sixth, police officers should develop cybercrime awareness skills for proactive prevention activities.
