The fear briefly became reality in the U.S. after 9/11, as man-made anthrax spores were found in letters and in east coast post offices on a number of occasions. Anthrax attacks must be related to the terrorist attacks of September 11. These two accidents changed the situation completely. Characteristics are summarized as belows. First, it is necessary for all countries to create each own appropriate countermeasures against bioterrorism. In addition, it is urgent to consider countermeasures focusing on bioterror characteristics that terrorists may use biological agents because they can be extremely difficult to detect and do not cause illness for several hours to several days. Otherwise, those attacks will also show the panic and very real danger posed by the release of such toxins on an unsuspecting public. Second, it is crucial to manage the result thoroughly. A biological weapon is useful to a terrorist group mainly as a method of creating mass panic and disruption to a society. Because it is not easy to predict and collect information about how terrorists utilize pathogenic microbe as well as terror measures in their activities, more realistic approach should be taken to reduce damage. Third, to expand investment in research and development is necessary. Considering advances in microbiology and genetic engineering lately, it is likely that new pathogenic microbe would be created by the enemy. For that matter, it is imperative that medical countermeasures should be devised.
This study was conducted to clarify developmental characteristics of scab in potato fields in Jeju island, Korea from 1995 to 1999. Occurrence of potato scab increased with repeated cultivaton of potato and high soil pH in the fields. Incidence of the disease was high as 54.8% in the repeatedly cultivated potato fields but relatively low as 20.8~26.3% in the non-cultivated fields and in the fields where barley and Chinese cabbage were formerly cultivated. A total of 66 isolates were obtained from the diseased patato tubers and identified as Streptomyces scabies, S.turgidiscabies and S. acidiscabies. The isolation frequency of each Streptomyces species was 37.7%, 14.8% and 18.0%, respectively. The optimum temperature for mycelial growth of the Streptomyces spp. was $28~30^{\circ}C$, and the optimum pH for that 6~7.
Cassia mimosoides var. nomame was grown at five phosphate rates (0, 5, 15, 25 and 35 kg/10a) at Cheju in 1998 to determine the influence of phosphate rate on growth, forage yield and quality. As phosphate rate increased from 0 to 35kg/10a, the plant growth was increased such as days to flowering, plant height, the number of branches and green leaves per plant, stem diameter and SPAD (Soil Plant Analysis Development) reading values of leaves but the number of withering leaves per plant decreased. Fresh forage yield was 3, 291kg/10a at 0 kg/10a of phosphate rate and increased 5, 200 and 5, 230 kg/10a at 25 and 35 kg/10a of phosphate level, respectively. Dry matter, crude protein and total digestible nutrients (TDN) showed the same tendency of changes as the fresh forage yield. Crude protein, crude fat, nitrogen free extract and TDN content increased but crude ash and crude fiber content decreased as the increasing of phosphate rate increased.

Cassia mimosoides var. nomame was grown at five seeding rates (10, 20, 30, 40 and 50 kg/ha) from March 31 to September 21, 1998 at Cheju to determine influence of seeding rate on agronomic characters, and forage yield and quality. Days to flowering increased from 126 to 129 days as seeding rate increased from 10 to 50 kg/ha. The plant height increased from 86 to 99 cm as seeding rate was increased from 10 to 30 kg/hac and then decreased to 93 cm at a rate of 50 kglha. With increasing seeding rate, stem diameter quadratically decreased and the number of branches and green leaves per plant linearly decreased but the number of withering leaves per plant linearly increased. As seeding rate increased &om 10 to 30 kg/ha, fresh forage, dry matter, crude protein, and total digestible nutrients (TDN) yield increased 'from 30.7 to 49.1, 7.5 to 12.2, 0.90 to 1.57 and 4.09 to 7.09 MTha, respectively, and then decreased with further increased seeding rates. Crude protein, ether extract, nitrogen free extract, and TDN wntent increased 12.1 to 14.2% 2.2 to 2.9%, 35.1 to 39.2%, 54.8 to 60.3% respectively, but crude fiber wntent decreased 39.8 .to 33.3% and crude ash declined 4.9 to 3.8% as seeding rate increased from 10 to 50 kgiha. To determine effects of simulated acid rain on the growth and yield of rice, soybean and sesame, and on the soil acidity, two cultivars of rice, soybean and sesame were exposed twice a week to one of four simulated rain acidities[pH 2. 6, 3. 6, 4. 6 and 5. 6(control)]. The plants were protected from ambient rain by a polyethylene film cover. No visible damage due to the simulated acid rain was observed at any stage of growth for either of the crops. In rice, heading date, plant height and yield components except ripening ratio were not significantly affected by the pH ofsimulated rain, but the ripening ratio and rough rice yield linearly decreased as the pH of simulated rain was decreased. In soybean, maturing date and yield components except 100 seed weight were not significantly influenced by the pH of simulated rain, but the 100 seed weight and yield linearly decreased as the pH of simulated rain was decreased. Seed yield and the other agronomic characteristics of sesame were not significantly affected by the pH of simulated rain. Soil pH after cropping rice, soybean and sesame decreased as pH of simulated rain was decreased.
Normal seed tubers and plug seedlings raised from stem cutting and mini-tubers ($10\pm3$ g) were planted or transplanted on August 20,2001 in bare soil or under transparent and black polyethylene film mulches to evaluate the effects of mulch material and seedling type on the growth and tuber yield of fall-grown potato (Solanum tuberosum L. cv. Dejima) in Jeju region. Total tuber number per plant was 4.6 regardless of mulch treatment, and direct planting seed potatoes resulted in the greatest tubers (5.14)/plant and followed by transplanting seedlings raised from cutting and mini-tubers (4.15 and 5.15 tubers/plant). Transparent and black polyethylene film mulches increased total tuber yield by 16 and 8%, respectively, and average tuber weight by 14 and 12%, respectively, compared with no mulch (21.16 t/ha and 72.2 g/tuber). Transplanting plug seedlings raised from cutting resulted in the greatest tuber yield, followed by transplanting plug seedlings raised from mini-tubers and direct planting seed potatoes.
In 1986, at Cheju and Seoguipo, a sweet com hybrid, Golden Cross Bantam 70, was grown at 5 phosphate rates (0, 8, 16, 24 and 32 kg/l0a) to determine effects of phosphate rate on growth and yield of sweet com and to recommend the optimum phosphate rate for sweet com production in volcanic ash soils of Cheju province. Days to silking were shortened 1 to 2 days by phosphate application of more than l6kg/10a. Culm length, ear height and fresh stover yield/l0a did not differ between two locations, but linearly increased as phosphate rate was increased from 0 to 32kg/10a. Average length and weight of marketable ears were greater at Cheju than at Seoguipo and linearly increased as phosphate rate increased. The number of marketable ears per plant and per l0a did not differ between two locations, but quadratically increased as phosphate rate increased. The economic optimum phosphate rate estimated on the basis of the quadratic model, ranged 25.6 to 27.4kg/10a at various fertilizer-to-ear price ratios.
Effect of potassium phosphonate on control of potato basal stem rot caused by Pythium myriotylum in hydroponics system was evaluated at spring and fall cultivation in Jeju island in 2001. Potassium phosphonate 200 ppm treatment, which was directly supplemented into the nutrient solution, showed 90.5%, and 100 ppm treatment showed 50.5% control value in spring cultivation. Fall cultivation, potassium phosphonate 200 ppm treatment showed 100%, and 100 ppm treatment showed 69.9% control value. Potassium phosphonate 200 ppm treatment, basal stem rot of potato started to develop 10 days ofter inoculation into the hydroponics system showed 8.0% in infection rate. Potassium phosphonate 100 ppm treatment, after 5 days showed 10.0%, and after 10 days showed 20.0% infection rate, but the non-treated was after 5 days showed 56.7%, and after 10 days showed 96.9% infection rate.
A basal stem rot disease of potato (Solanum tubersum) grown on hydroponic system in greenhouse was found in Jeju-city, Jeju Province of Korea in January 2001. The symptoms occurred on basel stem and root, and than plants eventually were died. The casual fungus isolate from basal stem rot symptom and identified to be Pythium myriotylum on the basis of mycological characteristics; Main hyphae wide were 8.4 ${\mu}{\textrm}{m}$ in size. Oogonia were spherical, smooth, mostly terminal in shape and 26.4∼31.2 ${\mu}{\textrm}{m}$ in size. Antheridia were 9.6∼14,4${\times}$4.8-9.6 ${\mu}{\textrm}{m}$ in size. Oospores were spherical, smooth, aplerotic in shape and 21.6∼26.4 ${\mu}{\textrm}{m}$ in size. This is the first report on the basal stem rot of potato caused by P. myriotylum in Korea.
The foliar injuries and absorption rates of calcium compounds in tomato (Lycopersicon esculentum cv. momotaro) and citrus [Shiranuhi(C. Marc. ${\time}C$. sinensis Osbeck)${\time}C$. reticulata Blanco)] were investigated. 0.3, 0.5 and 1.0% of $CaCl_2$, $Ca(NO_3)_2$, $Ca(H_2PO_4)_2$, Ca-EDTA, Ca formate or Ca acetate solution were applied to the leaves of tomato and citrus. The leaf burns were observed only in the foliar applications of Ca-EDTA and $Ca(H_2PO_4)_2$. Ca-EDTA exhibited more serious foliar injury than CaH2PO4. As applied with $^{45}CaCl_2$, $^{45}Ca(NO_3)_2$, $^{45}Ca$ formate or $^{45}Ca$ acetate, the rates of Ca absorptions by tomato and citrus leaves for 7 days were 17 to 32% and 6.6 to 46%, respectively. It meant that the absorption was differently influenced on calcium compounds. In tomato, the order of Ca foliar absorption was $Ca(NO_3)_2$ > Ca formate = $CaCl_2$ > Ca acetate. Although there was no difference in Ca absorption between the adaxial and abaxial parts of tomato leaves, total absorption was greater in expanded leaves than in expanding ones. On the other hand, in citrus Ca foliar absorption from $Ca(NO_3)_2$ or Ca formate was more active than that from $CaCl_2$ or Ca acetate. In conclusion, $Ca(NO_3)_2$ and Ca formate are recommended for the foliar application of Ca in tomato and citrus in order to increase absorption of Ca into their leaves.
