  • This paper investigates how family-friendly the working environments of Korean community welfare centers are and analyze work-life balance of married female social workers. We conducted a mix-method exploiting survey and interviews in community welfare centers in four provinces (Seoul, Kyonggi, Kangwon and Kyongsang). 82 participants were involved in the survey and 10 in the in-depth interview. According to our analysis, the take up rate of maternity leave was comparatively high while flexible working hours and parental leave were substantially low. Working atmosphere of the center, difficulties in hiring replacements and peer pressure were found to be related to the low take up rates. Also the working hours and concentration of work in certain periods negatively effected work-life balance satisfaction. Lastly, we found a high need for welfare service related to child care provided by community welfare centers where participants-female social workers- worked at.

  • This study was conducted to verify the effects of individual psychological capital, spousal support, and organization's family-friendly work culture on work-life balance in social workers. For this purpose, married social workers working in social welfare facilities in Chungcheongbuk-do were surveyed, and 331 collected responses were used in the analysis. Multiple regression analysis revealed that resilience and optimism in individual psychological capital, spousal support, and expectations on working hours in organizations' family-friendly work culture were significantly associated with the work-life balance. In addition, there were different factors influencing the level of work-life balance according to gender and age. The findings suggest that efforts to enhance awareness and improve working conditions, such as the development of self-care program, education on the necessity of work-life balance, and implementation of work-life balancing system, are needed to improve the work-life balance of social workers.

  • The purpose of this study is to examine the effects of long-term care insurance(macro-system) on family relationship(micro-system)s' change based on ecosystems theory. Data come from the second(2007) and the fourth(2009) Korean Welfare Panel Study(KWPS). Experimental group is the beneficiary using long-term care insurance and the member of household in their households, and control group is the non-beneficiary not using long-term care insurance and the member of household in their households. The main findings of difference-in-difference model analysis are as follows. First, the ecosystems theory is a theory examining the correlation between long-term care insurance and family relationship. Second, the effects of long-term care insurance is not income effect but independent effect. This result shows that the meaning of family has faded away and family relationship has been weaken and that long-term care insurance has not complete characteristics as a social insurance. Thus, system reforms of long-term care insurance is highly needed for system comprehensiveness, coverage, adequacy, and service accessibility and is changed into family-friendly social policy.

For this, the analytical materials were used the primary Seoul Metropolis Welfare Panel survey data. 507 married-working women in their 20s~50s were selected among survey subjects of Seoul Metropolis Welfare Panel data. The analytical method was used the structural equation model. As a result of analysis, it could be known that the path of perfect mediating effect in depression was formed after passing through the benefits satisfaction and the marital happiness from gender role attitude in the married-working women and that the benefits satisfaction has the partial mediating effect between depression and marital happiness. Suggesting a plan for getting rid of depression in the married-working women based on the results of this study, first of all, the married-working women's depression is greatly accredited to what our society regards domestic work yet as woman's role. Thus, the policy-based measure is demanded that can support for working women to be possibly compatible in work and family life and that can induce men's participation in household affairs and child-rearing in such context. Second, it was indicated that the more the married-working women adhere strictly to the gender role attitude of traditionalism, the lower result the marital happiness and benefits satisfaction have. Considering this, a plan for activating welfare system and family-friendly system is demanded that can change gender role value in traditionalism, which is being left in our society. Third, to promote marital happiness that has great influence upon the married-working women's depression, there is a need of seeking a plan, which further intensifies the family services including the marital education and the parent education.

  • The study checked whether the trade-off relationship between the home ownerhip and welfare by Kemeny and Castles was still valid in four welfare regimes, and analysed the factors of change and stability on rate of home ownership between social democratic states and southern european states. Based on the results of the study, the relationship between housing ownership and public expenditure was confirmed only in the liberal welfare regime and in the conservative welfare regime, as evidenced by the 2014 data collection. Second, social democratic states have dramatically increased housing mortgage loans and showed signs of housing commodification but southern european states have showed pre commodification of housing, maintained comparatively whole home ownership and low mortgage loans. Third, social democratic states has resulted in a rise in housing demand and housing prices, through reduced new housing and social rented housing construction, home owenership friendly taxation and generous lending policies, but southern european states have maintained a stable housing demand and housing prices thanks to the rich housing stocks, extended family, self provision and self promotion by close relatives, and intergenerational inheritance and transfers of housing. Although sequence of the equity ownership and welfare are still unclear, it is not a rational alternatives to induce housing ownership through large mortgage loans.
