Thailand's Innovative Strategy on ICT for Nation-Building

  • Nation-building comprises activities related to creating good, smart and courageous people, building a system that supports the nation's people to live together in an orderly way and building a context that facilitates the nation's people and the nation's system to undertake its duties to the fullest capacity, under the agreed ideology. The process of nation-building is complex and there are many components that contribute to the success of nation-building. As the world is developing towards the knowledge society in the present time, ICT is one tool that will help make the process of nation-building, easier, faster and more successful. Therefore, this article aims to analyze how ICT is important to nation-building covering all aspects of economics, politics and society and involving, people, systems and contexts of Thai society, to explain the present ICT situation in Thailand; and to recommend Thailand's innovative strategy on ICT for nation-building.

  • Doris Lessing describes a band of revolutionaries who become involved in terrorist activities far beyond their level of competence in The Good Terrorist. Alice Mellings who is from a middle-class family has organized a squat house in London and seems capable of controlling everyone around her and anything about the house. She is seemingly like a housekeeper or a breadwinner. She also likes to be on the battlefront, for instance, demonstrating, picketing and spray-painting slogans. Such is able to easily exploit the others and she increasingly becomes the leader in the house. Recently some critics have focused on the political and social roles of the protagonist who represents a voice of terrorists in the 1980s England. Based on this, The Good Terrorist is read with the concept of the subject of feminism that Gillian Rose adopts in order to show that this subject tries to avoid the exclusion of the master subject. This subject imagines spaces which are not structured through masculinist claims to exhaustiveness. Alice as the subject of feminism shows different roles; she extorts or steals money for the maintenance of the house from her affluent parents; she spends all her time cleaning, fixing, decorating the deserted house; and she looks after the official affairs related to the house with her skills and experiences. She is systematically in charge of the house and sits at the head of the table in the kitchen. But when their activities turn into disaster and their plans fail, Alice willingly decides to close down the house after ousting the members. Here in her extorted gaze it is revealed that she takes control over the working class members of the house who are unable to lead a revolution because of their own problems and thereby the working class are dominated by the middle class. That is, the place is paradoxically recreated based on class differences, which the revolutionaries try to break. By representing the deconstruction and recreation of the place through squat houses, Lessing reveals her implicit feminism in which a new place should be produced crossing the principle of the dichotomy of gender and class.

  • Both in the East and the West, the most classical question in classical political philosophy was 'what is truly a human virtue and a good life?' 'Human virtue' and 'Good life', and 'good State' are thus essentially tied together. Platon And Confucianism. We began with Platon and Confucianism's definitions of human virtue & good life, and 'good State'. This Essay attempts to systematically approach to what Confucianism thinks as a human virtue and a good life in contrast with Platon. Confucius asserted that the most humane human life is a civilized life and it means to realize the value of 'benevolence as a human virtue. 'Mencius also concurred that Confucius's explication of the good life was right. Moreover, he argued that to realize this, political practice should follow. Mencius discussed about 'Four Virtues', the essential goodness of human, confirmed by 'Four Clues (四端)' to talk about the possibility of realizing the good life and a good state. On the other hand, he devised Politics of benevolence.)' as a practical tool for it. An classica eastern philosophy(platon and confucianism) consider a human beings as human relationship. Confucianism believe in reality of the human mind & it's nature. Confucian human mind & it's nature is comprised of benevolence, righteousness, propriety and wisdom. Confucianism proposed that we have to approach to other man as benevolence.

  • 'Governance' is a subject that is widely discussed these days in the government and the academic world. I think that the new concept, 'governance', is a strategy to develop the democracy of the society in its institutional and functional aspects. When we are going to discuss about governance, public records and their relationships, without understanding the meaning of 'public' in Korea, we cannot expect to discuss the matter precisely. It is said that Korean public service sectors are awash with authoritarianism and unreasonableness, and that they are at the center of seething corruption and bribe scandals. It is the legacy that the regimes adopted in the aftermath of the Japanese colonial rule for 35 years. The colonial legacy included not simply the practice of the Japanese colony, but also people who had collaborated the Japanese. The American military government and Rhee, Sung-Man regime also appointed the same officials to government posts. As was the same case in other areas including economy, press, education, politics, law, etc. In this point of view, "Righting historical wrongs", a controversial issue now in Korea, aims at establishing the right relationships between an individual and the public, and eventually laying the foundation of democracy for future generation, a procedure of achieving good governance. Apparently, Korea has made progress in developing democracy, as well as in reforming the government policy and organization. Many independent commissions are performing the projects instead of the government institutions that mandated to do the job, but has not played their roles. The e-government projects in Korea was launched in 2001 by the former administration. However, the confusion of records-management after the promulgation of the act is the result of the lack of strategy and the inconsistency of the vision. Good record-keeping supports effective, transparent and accountable government. Accountability is a key element of good governance. It is a recognized fact that without information, there is no guidance for decision-making, and accountability. Thus without records, there is no accountability for the decisions of actions. Transparency means that the decisions taken and their enforcement are carried out based on led-out rules and regulations. When both accountability and transparency are non-existent, good governance is bound to fail. Archival institutions have to give an attention to inner-governance because of the new trend of archival practice, namely 'macro-appraisal'. This 'macro-appraisal' is a kind of a functions-based approach. However, macro-appraisal focuses not just on function, but on the three-way interaction of function, structure and citizen, which combined reflect the functioning of the state within civil society, that is to say, its governance. In conclusion, the public and democracy are major challenges in the Korean society. The so-called good governance requires good record management. In this respect, records managers are in the front line of instituting good governance, and achieving better public and democracy for future generation, a procedure of achieving good governance.

Symbolic Analysis of a Figure Character in Satirical Cartoon 'National Intelligence Service Female Agent' (만평 속 인물캐릭터인 '국정원 여직원'의 기호적 분석)

  • Satirical cartoon features figure characters that liken to particular figures or social phenomenon to satirize particular figures or social phenomenon. Through the words and actions of figure characters in satirical carton, fraudulentact of man in power or irrational social phenomenon is revealed. The National Intelligence Service (NIS) female agent that is the figure character of this study has been appearing in satirical cartoon for a long time and it likens to social phenomenon instead of a actual figure. The reason why the NIS female agent has been appearing as a figure character in satirical cartoon for a long time is because related social phenomenon has not ended and is still in progress. In addition, the reason why it likens to social phenomenon instead of an actual figure is based on the fact that it is not easy to identify her face that has been hidden, which makes it difficult to exaggerate the characteristic of the figure. Her hidden face is also an expression of the desire to hide that is symbolized by baseball cap and muffler. Her hidden face and the desire to hide make it easy to substitute to other related figure or social phenomenon instead of actual figure. Namely, outward appearance of the NIS female agent has a good condition for combining 'added significance' in satirical cartoon. Irrelevant to actual NIS female agent, a satirical cartoon figure of NIS female agent is being combined with various meanings when needed and it is substituted as another figure, group or social phenomenon as the actual figure disappears. Accordingly, the purpose of this study is to reveal the role of figure character in satirical cartoon by symbolically analyzing the figure character that appears in satirical cartoon as 'NIS female agent'. The followings were revealed through the symbolic analysis of figure character in satirical cartoon in this study. First, satirical cartoon satirizes social phenomenon. Figure character in satirical cartoon satirizes social phenomenon in place of actual figure. Second, satirical cartoon satirizes core or embarrassing area of irrational social phenomenon created by politics. Figure character in satirical cartoon satirizes core or embarrassing area of social phenomenon by revealing it in place of actual figure. Third, satirical cartoon sends a message of warning to a responsible person of irrational social phenomenon created by politics. Fourth, satirical cartoon provides catharsis for enduring wound or stress received by individual due to irrational social phenomenon created by politics.   • The present of state is situation that is realized by necessity of maintenance of public security about great many information is real condition been increasing continually in knowledge info-age been situating in wide field of national defense, public peace, banking, politics, education etc. Also, loss or forgetfulness, and peculation by ID for individual information and number increase of password in Internet called that is sea of information is resulting various social problem. By alternative about these problem, including Biometrics, several authentication systems through sign(Signature), Smart Card, Watermarking technology are developed. Therefore, This paper shows that extract factor that efficiency can get into peculiar feature in physical features for good fingerprint recognition algorithm implementation with old study finding that take advantage of special quality of these fingerprint.

  • SAR(Synthetic Aperture Radar) has the ability to generate high resolution images regardless of a weather condition(e.g. visibility good or poor and day or night, etc.). SAR is considered as one of the most important powers and needs for the future since it has been utilized in a number of important military fields such as early warning, urban defense, missile guidance system, etc. Additionally there are many civilian demands and applications in aviation, traffic control, earth and space explorations, weather forecast etc. This days, the ability to acquire and analyze information is needed to cope with the urgency of global politics and international changes. In this paper, technical survey and development review for SAR systems are investigated to derive the core and immature technologies of domestic defense industry.

Applying Gerschenkron Model to Shipping Industry in Developing Country

  • Standing in front of the huge benefits that shipping industry brings about in economy, politics and society of a country, many countries, especially the developing countries have strived hard to invest and develop their shipping industry (if any) by many methods such as economic reform act, tax allowance or even raising capital from domestic and foreign resources which seems very difficult to implement in the 21st century. According to analysis of A. Gerschenkron - a Russian economic historian at around 60 years ago, developing countries, who regarded shipping as an industry of strategic value with multi-dimensional affects for economic development, had utilized their backward advantages and imported modern technology, capital and skillful labor from more advanced countries in the course of fast industrialization in their countries. In fact, Gerschenkron model has applied in shipping industry of many backward countries. Korea's industrialization in shipping analyzed by Tae-Woo Lee (1996) could considered as a good example, in which the country makes use of policies on capital of tonnage finance, ideology, labor management in order to develop the industry. In this paper, the authors try to find the applicability of the Gerschenkron model to the shipping industry in developing countries, especially in Vietnam. And some questions which are necessary for the author's next paper about developing strategies to shipping industry in developing countries will be asked.

  • This research scrutinizes the concept of 'Juchegeonchuk' (self-reliance ideology in architecture), which is a key concept to understand the architecture and urbanism of North Korea in the 1970's and 80's. In the 1970's and 80's, Kim Jong-il began to appear in politics in earnest after Kim Il-sung appointed Kim Jong-il as Kim Il-sung's successor to the next generation. There have been many previous studies about 'Juchesasang' (self-reliance ideology) in various fields, except in architecture. On the other hand, the in-depth research into Juchegeonchuk, which was a method to strengthen Juchesasang, was not good enough in architecture. In this sense, this research investigates the concept of Juchegeonchuk based on the Geonchugyesullon (The Art of Architecture), which embodied the thought of architecture and culture of Kim Jong-il published in 1992. This research scrutinizes the idea of Juchegeonchuk on The Art of Architecture, and its representation in architecture and urbanism in Pyeongyang based on the idea of Juchegeonchuk. It enables to find a new interpretation of North Korea's architecture introduced by Kim, Jong-il in the late 20th century.

A study on the policy of Korean Cultural Industry

  • Purpose - This research, based on the successful experience of Korea, especially of Korea government, which, though promulgating laws and making policies, plays an rather pivotal role in Korea cultural industry development process, in developing cultural industry, explores possibly successful path and pattern that is suitable for China cultural industry. Research design, data, and Methodology - The study conducted a survey on Korea's 2000-2011 year data. After empirically analyzing the data, we believe that cultural industry in Korea and China will maintain its growth momentum. Results - This study shows that China and Korea are both belong to the only cultural circle of Confucianism and Chinese character, therefore, to research the successful experience of Korea government in cultural industry development will do much good to better promoting the optimal development of China cultural industry. China can encourage private flow to take on enterprises. In terms of financing, diversification can be achieved, by the means of cash, land, intangible assets, technology, stock, bond, cultural lottery etc. Conclusions - Besides, to better the degree of the internationalization of the allocation of the cultural resources, China government can, under the condition that Chinese laws permit, encourage foreign capital to invest in Chinese cultural industry field.
