The purposes of this study are to develop the concept and the measurement method of IGS(Index of Greenness in Streetscape) and to analyze the present condition of street environments through field surveys of IGS in Seoul. IGS is a new index which directly expresses human's perceptions of plants in a street and defined as the area ratio of which leaves of plants occupy in an eye-level view of a person standing on the center line of a street. In practice, IGS can be calculated from a photograph taken from a center point of a street at about 1.5 meter height from the ground with single lens reflex camera equiped with 50mm standard lens. The photograph must have a special composition in a way that the center point of the photograph is positioning at the visual vanishing point of street center line. Then the IGS can be calculated by computing the percentage of the area covered with the plant leaves in the photograph. Types of streets in Seoul were classified according to road functions into 4 types. We performed field surveys and calculated IGSs from 300 sample sites in Seoul. Followings summarize some of study results. The average IGSs for arterial roads, highways, alleys and back streets are 16.91%, 16.33%, 13.97% and 7.50% respectively. The difference of average IGS values between Ginkgo biloba and Platanus occidentalis was relatively large. From observation IGSs from April 4th, 2003 to October 2nd, 2003, it was evident that the range and timing of each plant species' IGS change is not the same. According to questionnaire to public officials taking charge of street greening, the current evaluated IGS is 24.4%, and it is expected to be 40.7% in the future.
Compared to the ambient vibration test mainly identifying the structural modal parameters, such as frequency, damping and mode shapes, the impact testing, which benefits from measuring both impacting forces and structural responses, has the merit to identify not only the structural modal parameters but also more detailed structural parameters, in particular flexibility. However, in traditional impact tests, an impacting hammer or artificial excitation device is employed, which restricts the efficiency of tests on various bridge structures. To resolve this problem, we propose a new method whereby a moving vehicle is taken as a continuous exciter and develop a corresponding flexibility identification theory, in which the continuous wheel forces induced by the moving vehicle is considered as structural input and the acceleration response of the bridge as the output, thus a structural flexibility matrix can be identified and then structural deflections of the bridge under arbitrary static loads can be predicted. The proposed method is more convenient, time-saving and cost-effective compared with traditional impact tests. However, because the proposed test produces a spatially continuous force while classical impact forces are spatially discrete, a new flexibility identification theory is required, and a novel structural identification method involving with equivalent load distribution, the enhanced Frequency Response Function (eFRFs) construction and modal scaling factor identification is proposed to make use of the continuous excitation force to identify the basic modal parameters as well as the structural flexibility. Laboratory and numerical examples are given, which validate the effectiveness of the proposed method. Furthermore, parametric analysis including road roughness, vehicle speed, vehicle weight, vehicle's stiffness and damping are conducted and the results obtained demonstrate that the developed method has strong robustness except that the relative error increases with the increase of measurement noise.

Outline map is used for the description and reconstruction of the traffic accident. One way to produce the outline map is by adopting detailed measurements from the accident site such as final position of the vehicle and pedestrian, width of the road, and locations of the oil and tire marks. This method consumes large amount of time not to mention that of the production of detailed version as fine as the picture of the site. Aerial recording equipment so called HeliCam can produce an outline map that can substitute that of manual method with even faster production time and higher resolution. However, the produced picture have errors which are resulted by distortion due to the characteristics of camera and direction of the photographing. This paper provides correction of the distortion of oultline map produced by HeliCam using Adobe Photoshop and PC-Rect. The result showed resonable error range less than 6 cm(0.1%) for $60m{\times}30m$ area taken by HeliCam. The presented method develops outline map with small error, which is useful to traffic accident analysis, and traffic accident cases analyzed in this study were also.

Realtime visibility measurement using camera is a new method which can collect some realtime visibility data similar to those of the human eyes, and can replace the existing methods using the expensive optical equipment. There have been a few attempts to measure visibility by extracting depth and three-dimensional structure under bad weather conditions. However, if there are many movements of objects in the image, these approaches seem to be inappropriate. In addition, the realtime visibility measurement will require a relatively simple and fast processing. Typically the contrast degrades exponentially in the bad weather. Therefore, in this paper we propose an easy and quick method that extract contrast from images using a moving area filter and measure visibility by mathematically modelling of the relationship between image contrast and visibility. The moving area filter is used for removing the area of the sky and moving objects that affect visibility measurement on images. The method proposed here can make possible not only realtime visibility measurement from images taken by CCD cameras, but also steady visibility measurement by using the moving area filter in case of much traffic on the road.

This paper focuses on the dynamic responses of a tracked vehicle crawling on extremely cohesive soft soil, each side of which is composed of two parallel tracks. The tracked vehicle consisted of 2 bodies. One body is the tracked vehicle body, which is assumed to be a rigid body with 6 DOFs. The other body is the buoy body. The two bodies are connected by a revolute joint. In order to evaluate the travelling performance of a 7 DOFs vehicle, a dynamic analysis program for the tracked vehicle was developed using Newmark's method and the incremental-iterative method. The effects of road wheels on the track and soil are not taken into account. A terra-mechanics model of extremely cohesive soft soil is implemented in form of relationships: normal pressure to sinkage, shear resistance to shear displacement, and dynamic sinkage to shear displacement. Pressure-sinkage relationship and shear displacement-stress relationship should represent the non-linear characteristics of extremely soft soil. Especially, since the shear resistance of soft soil is very sensitive to shear displacement, spatial distribution of shear displacement occurring at the contact area of the tracks should be calculated precisely. The proposed program is developed in FORTRAN.
This paper presents a brief summary on a relatively new plasma aided electrolytic surface treatment process for light metals. A brief discussion regarding the advantages, principle, process parameters and applications of this process is discussed. The process owes its origin to Sluginov who discovered an arc discharge phenomenon in electrolysis in 1880. A similar process was studied and developed by Markov and coworkers in 1970s who successfully deposited an oxide film on aluminium. Several investigation thereafter lead to the establishment of suitable process parameters for deposition of a crystalline oxide film of more than $100{\mu}m$ thickness on the surface of light metals such as aluminium, titanium and magnesium. This process nowadays goes by several names such as plasma electrolytic oxidation (PEO), micro-arc oxidation (MOA), anodic spark deposition (ASD) etc. Several startups and surface treatment companies have taken up the process and deployed it successfully in a range of products, from military grade rifles to common off road sprockets. However, there are certain limitations to this technology such as the formation of an outer porous oxide layer, especially in case of magnesium which displays a Piling Bedworth ratio of less than one and thus an inherent non protective oxide. This can be treated further but adds to the cost of the process. Overall, it can be said the PEO process offers a better solution than the conventional coating processes. It offers advantages considering the fact that he electrolyte used in PEO process is environmental friendly and the temperature control is not as strict as in case of other surface treatment processes.

The problematic issue of cracking, water shedding in tunnel is recently coming out in the view of the structural stability. Hence, the assessment is required for the existing tunnels to achieve the structural soundness of tunnels, and their safety and maintenance. In this study, fracture behaviour and displacement of a tunnel concrete lining using steel fiber reinforcement concrete was investigated. The specimens were fabricated in single lining for a model of real road tunnel. As parameters, load condition, thickness of lining, whether or not rear cavity in crown, and a ratio of steel fiber in concrete were taken. From these factors, the load for crack and fracture, displacement, and the pattern of crack were looked into for the structural stability of a tunnel concrete lining.
This paper dealt with modification of effective crack length model (ECM) by adding Poisson's ratio term to evaluate fracture toughness of asphalt concrete which varies its material property by temperature. The original ECM model was developed for solid materials, such as cement concrete, and Poisson's ratio of materials was not considered. However, since asphalt concrete is sensitive to temperature variation and changes its Poisson's ratio by temperature, it should be taken into consideration to know exact fracture property under various temperatures. Four binders, including 3 polymer-modified asphalt (PMA) binders, were used to make a dense-grade asphalt mixture and 3-point bending test was peformed on notched beam at low temperatures, from -5oC to 35oC. Elastic modulus, flexural strength and fracture toughness were obtained from the test. The results showed that, since Poisson's ratio was considered, the more accurate test values could be obtained using modified ECM equation than original ECM. PMA mixture showed higher stiffness and fracture toughness than normal asphalt mixture under very low temperatures.
In south Korea, the so-called 'conservative-liberal' rivalry over the assessment of the government's North Korean policies is seen to be impeding the road to right policy choices. For example, the liberals accused former President Lee Myung-bak's hardline policy of provoking Pyongyang and leading to a deterioration of inter-Korean relations, while the conservatives appreciated it for helping nurture mutually beneficial inter-Korean relations in the longer term by compelling North Korea to observe international norms. However, such debate over the vices and virtues of Seoul's North Korea policies is hardly meaningful as the measuring sticks used by the liberals and the conservatives are entirely different matters. The two major goals South Korea must pursue with its North Korean policies should be 'peaceful management of division' and 'change in North Korea'. The former is related to maintaining stability within South Korea and promoting co-prosperity with North Korea. For this, the nation needs to engage, encompass and assist the Pyongyang regime. The second goal is also necessary since South Korea, as a divided nation, must seek a unified Korea under the system of democracy and market economies by bringing change in North Korea. For this, South Korea needs powerful leverages with which it can persuade and coerce the North. This means that the nation is destined to simultaneously chase the above-mentioned two goals, while also both recognizing and negating the legitimacy of the North Korean regime. This situation necessitates Seoul to apply flexibility in reconciling with Pyongyang while applying firm principles to sever the vicious circle involving the North's military provocations. The May 25 Measures, which banned trade and economic cooperation with the North except those related to humanitarian assistance, were taken as sanctions against Pyongyang for sinking the South Korean corvette Chonan in March 2010. The Measures were taken by the Seoul government immediately after a multinational investigation team discovered evidence confirming that the South Korean naval ship had been torpedoed by a midget North Korean submarine. Naturally, the May 24 Measures have since then become a major stumbling block in inter-Korean exchange, prompting opposition politicians and concerned entrepreneurs to demand Seoul to unilaterally lift the Measures. Given the significant damages the Measures have inflicted on inter-Korean economic relations, removing them remains as homework for both Koreas. However, the Measures pertains to the 'principles on national security' the Seoul government must adhere to under all circumstances. This is why North Korea's apology and promises not to repeat similar provocations must come first. For now, South Korea has no alternative but to let North Korea solve the problems it has created. South Korea's role is to help the North do so.
A severe crushing injury of the chest produce a very striking syndrome referred to as traumatic asphyxia. This syndrome is characterized by bluish-red discoloration of the skin which is limited to the distribution of the valveless veins of the head and neck. And also if it is characterized by bilateral subconjunctival hemorrhages and neurological manifestations. But these clinical entities faded away progressively in a few weeks. Apporximately 90% of the patients who live for more than a few hours will recover from traumatic asphyxia when it occurs as a single entity. And so, death results from either severe associated injuries of from subsequent infection, rather than from pulmonary or cardiac insufficiency in traumatic asphyxia. We have experienced 4 cases of traumatic asphyxia with severe crushing thoracic injuries at department of the chest surgery, Captial Armed forces General Hospital during about 3 years from April 1977 to Aug. 1980. The 1st 22 year-old male was struct 2$\frac{1}{2}$ ton truck on the road and was transferred to this hospital immediately. He had taken tracheostomy due to severe dyspnea with contusion pneumonia and for removal of a large amount of bronchial secretion. The 2nd case was 23 year-old male who was got buried in a chasm. In this case, the heavy metal post tumbled over him back while at work. The 3rd case was 39 year-old male who leapt out of a window in 5th story while fire broke out in living room by oil stove heating. He had multiple rib fracture with right hemothor x and right colle's fracture and pelvic bone fracture. The last 22 year-old male was run over by a gun carriage. The wheel of this gun carriage passed over his thorax and right chin. He was brought to this hospital by helicopter. when he was first examined at emergency room, he was in semicomatose state and has pneurmomediastinum with multiple rib fracture and severe subcutaneous emphysema. As soon as he arrived, bilateral closed thoracostomy was performed and cardiopulmonary resuscitation was done. In hospital 8th weeks, chest series showed fibrothorax in right side even if chest wall stabilized. All 4 cases had multiple petechiae over their facees and chest and bilateral subconjunctival hemorrhages referred to as traumatic asphyxia. 3 cases except one case who received splenectomy, had been suffered from contusion pneumonia and had been treated with respiratory care. In these 3 cases, they had warning of impending injury before accident, and took a deep breath hold it and braces himself. And also, even if he had not impending fear in remaining one case, he had taken a deep breath and had got valsalva maneuver for pulling off the heavy metal post. Intrathoracic pressure rose suddenly and resulted to traumatic asphyxia in this situation. All these cases were recovered completely without sequelae except one fibrothorax, right.
