BTL business-related systems were developed by the Ministry of Education, Korea Development Institute, Korea Education Development Institute. These systems were effectively support to BTL projects schools that expanding in size. However, compatibility of information is difficult between systems that specific information system developed for the purpose of functional redundancy. In this study, operational readiness, facility management, operations and the assessment phase are divided in the BTL school projects process. And the business functions were analyzed in the related systems. In addition, we are contributed to improve standards and the school BTL business processes to improve the reliability of the process.

Recently, the korean statistical information service reported that the elder people aged over 65 years take 11 percentage point of all population, indicating that the hyper-elder era will advent shortly. As a result, there are remarkably increasing demands for providing self-organizable home agent system for elder people. Of the home agent system, the ubiquitous home service is known to be useful to overcome this problem. However, current ubiquitous home services limited to provide functional services, and it can be observed that there is lack of consideration for elder-support products which are closely interacted with elder people in the living situation. In this paper, we analyze senior aids products that can be combined to the ubiquitous home service, and propose design procedure for senior aids products that can be applied to self-organizable ubiquitous services. We studied characteristics of elder people, current state of affairs for senior aids products, and home services that are highly required by elder people. Moreover, we observed that the ubiquitous home services related to health, safety, and amenity are urgently needed, and those services can be categorized according to residential areas. Following those observances, we proposed a design principle based on the universal design paradigm to provide self-organizable ubiquitous home service environment for elder people using senior aids products.

This paper presents computer graphics applying the traditional Korean house(Hanok) style interior to unit-care space of Welfare Facility and proposes the possibility as interior design and construction materials. In this paper, the proposed computer graphic-based model is a single-story building that provides convenient traffic between rooms. Computer graphic-based model is presented by Auto CAD, 3D program (Sketch-UP v.8), rendering program (Podium v.2) based on the traditional Korean house and related work of unit-care welfare facility. Computer graphic-based model that combined unit-care and the traditional Korean house has the following characteristics. In each room of living space, wallpaper and flooring Korean paper(Hnaji) is considered and windows, door, furniture of traditional pattern were placed. The living room(Daechung) that is representative of the traditional Korean house and the corridor (toenmaru) are the elements to save the image of the traditional Korean house as much as possible. Especially, the corridor (toenmaru) is placed to conveniently use in nursing-care facility and home-care support facility. A public space is placed around the inside court (An-madang), while the living space (unit-care) has a sense of independence by separation. Bathroom and kitchen have a modern design for functionality than aesthetic elements.

Considering the fact that quality of life(QOL) conceptually has objective and subjective attributes but difficulties in measuring the subjective aspect cause a number of studies not to be balanced, this study exploits AHP(Analytical Hierarchy Process) which has been used for systematic decision making to include the other aspect. As the first step of the process decision making hierarchy model is set by content analysis of the UNDP QOL index and additional review of previous studies. 'Improving urban QOL' is a goal on top, 'Economical QOL', 'Environmental QOL', 'Social QOL' and 'Physical QOL' are dimensions of sub-goal(means objectives), and further decomposition follows. AHP shows that the dimensions of economical, physical, environmental and social QOL scored higher respectively. The aim of the model is to measure and prioritize the urban QOL in the two case study cities. The final score of the each city could be computed by integration of relative weights of dimensions for urban QOL. The final score of QOL for city A was 0.6642 and for city B the figure decreased to 0.3358. The method of this study could be used in stages of the process of urban planning. First stage is when planners try to have a correct and reliable perspective from the existed conditions of the city. Second stage is when the projects should be investigated to be confirmed for their efficiency. In other words planners can direct the scarce resources towards the aspects of QOL which are more important. And the results revealed that using AHP creates opportunity to involving the different groups in the stage of criteria weighting so that the attitudes of local community could be integrated well to the decision making to be suitable for a new paradigm of participatory and communicative planning.

The purpose of this study is to propose the reasonable method for effective public building construction process. Public building service administration is necessary to make efficient public building supply and demand program. As a result, current public building precess need four steps(organize public assets, various process, establish public building service administration, design criteria). 1. Planning phase : Participation of Private Experts is guaranteed to enhance public building's function such as welfare, entertainment. 2. Design Phase : Detailed design review makes efficient and user oriented public building. 3. Construction Phase : Public Architect solve various problems among the participator especially in case of government local building construction. In conclusion, well formulated design criteria and Public building service administration make public building efficient in various field.
