This paper introduces various kinds of applications of the scenario-based seismic risk assessment in Taiwan. Seismic scenario simulation (SSS) is a GIS-based technique to assess distribution of ground shaking intensity, soil liquefaction probability, building damages and associated casualties, interruption of lifeline systems, economic losses, etc. given source parameters of an earthquake. The SSS may integrate with rapid earthquake information release system to obtain valuable information and to assist in decision-making processes to dispatch rescue and medical resources efficiently. The SSS may also integrate with probabilistic seismic hazard analysis to evaluate various kinds of risk estimates, such as average annual loss and probable maximum loss in one event, in a probabilistic sense and to help proposing feasible countermeasures.

Efficient recovery assistance for individual households is one of the inevitable issues in management after a disaster. Discussion on how the assistance should be provided to them, however, has been put aside whereas amount or contents of it have been disputed every time a disaster happens. Public support system in a time of disaster in Japan is very complicated because many laws are related to recovery support and each law covers just a part of total recovery needs of affected household. It is difficult to see whole picture of the system for affected households. Therefore, households must have many interactions with various sections in charge of particular assistance service to know the contents of each assistance and requirements to receive it to decide combination of supports they use. It is crucial for efficient recovery assistance operation to manage those customer relations since considerable part of troubles in individual recovery came from failure in each interactions caused by lack of common understanding on each recovery process between them. In this paper, I want to introduce how support system in Japan is fragmented, a case of Anamizu town which adopted a customer-oriented framework of information management system for their assistance operation after Mar. 2007 Noto peninsula earthquake and what was learned from the case.

A series of heavy rainfall, typhoon and earthquake disasters caused a proportionately large number of deaths among the elderly in the year 2004 in Japan. In response to these tragedies, the national government set up committees to reduce damage within the disaster vulnerable population for the next three years. The discussions in the committee led to a new conceptualization that disaster vulnerability was caused by a lack of interaction between a person's special needs and the environment's capacity and resources to meet them. This person-in-environment model of hazard vulnerability was applied to those who resided in the Nankai-Tonankai tsunami hazard-prone area. 123 home care service users were interviewed in terms of their self-evacuation ability, degree of social isolation, and building weakness as well as tsunami exposure risks. Results were quantified and scores of person-in-environmentmodel hazard vulnerability were obtained. These scores were then used to visualize socially created vulnerability by means of weighted kernel density mapping of both persons with special needs (PSN's) and persons with special needs at times of disaster (PSND's).

Strong ground motion attenuation relationship represents a comprehensive trend of ground shakings at sites with distances from the source, geology, local soil conditions, and others. It is necessary to develop an attenuation relationship with careful considerations of characteristics of the target area for reliable seismic hazard/risk assessments. In the study, observed ground motions from the January 2007 magnitude 4.9 Odaesan earthquake and the events occurring in the Gyeongsang provinces are compared with the previously proposed ground attenuation relationships in the Korean Peninsula to select most appropriate one. In the meantime, a few strong ground motion attenuation relationships are proposed and introduced in HAZUS, which have been designed for the Western United States and the Central and Eastern United States. The selected relationship from the ones for the Korean Peninsula has been compared with attenuation relationships available in HAZUS. Then, the attenuation relation for the Western United States proposed by Sadigh et al. (1997) for the Site Class B has been selected for this study. Reliability of the assessment will be improved by using an appropriate attenuation relation. It has been used for the earthquake loss estimation of the Gyeongju area located in southeast Korea using the deterministic method in HAZUS with a scenario earthquake (M=6.7). Our preliminary estimates show 15.6% damage of houses, shelter needs for about three thousands residents, and 75 life losses in the study area for the scenario events occurring at 2 A.M. Approximately 96% of hospitals will be in normal operation in 24 hours from the proposed event. Losses related to houses will be more than 114 million US dollars. Application of the improved methodology for loss estimation in Korea will help decision makers for planning disaster responses and hazard mitigation.
