In this study, using the Delphi method, 20 responses to 4 questions (need for launch safety control, top-priority considerations for ensuring public safety during launch, necessary improvements for securing maritime safety, and maritime safety threat factors) regarding launch vehicles and public safety were obtained from experts, and their importance was evaluated to analyze the factors that threaten the reinforcement of maritime safety around launch sites and flight paths when launching. According to the results of an analytic hierarchy process (AHP) analysis, the consistency ratio of the four questions was 4.8%, which is lower than CR ≤ 0.1(10%), and the consistency percentage of the lower measurement indicators was 3.9~5.7%. The derived importance and priority of maritime safety threat factors during launching were in the following order: Substantial human and physical damage in case of launch accidents(0.36), Prepare legal bases (e.g., penalty details) regarding maritime control(0.32), Secure the safety of personnel, equipment, and facilities in danger zone(0.31), Unauthorized entry of vessels in maritime control zones and non-compliance to restrictions(0.30). This article can serve as a reference for strengthening maritime safety in areas around launch sites and flight paths.
To limit greenhouse gas emissions from ships, numerous environmental regulations and standards have been taken into effect. As a result, alternative fuels such as liquefied natural gas (LNG), liquefied petroleum gas (LPG), ammonia, and biofuels have been applied to ships. Most of these alternative fuels are low flashpoint fuels in the form of liquefied gas. Their use is predicted to continue to increase. Thus, management regulations for using low flash point fuel as a ship fuel are required. However, they are currently insufficient. In the case of LNG, ISO standards have been prepared in relation to bunkering. The Society for Gas as a Marine Fuel (SGMF), a non-governmental organization (NGO), has also prepared and published a guideline on LNG bunkering. The classification society also requires safety management areas to be designated according to bunkering methods and procedures for safe bunkering. Therefore, it is necessary to establish a procedure for setting a safety management area according to the type of fuel, environmental conditions, and leakage scenarios and verify it with a numerical method. In this study, as a feasibility study for establishing these procedures, application status and standards of the industry were reviewed. Classification guidelines and existing preceding studies were analyzed and investigated. Based on results of this study, a procedure for establishing a safety management area for bunkering in domestic ports of Korea can be prepared.
In this study, the effect of repeated traffic vibration on the long-term stability of mine openings is analyzed for re-utilization of abandoned mine galleries. The research mine in this study is an underground limestone mine which is developed by room-and-pillar mining method, and a dynamic numerical analysis is performed assuming that the research mine will be utilized as a logistics warehouse. The actual traffic vibration generated by the mining vehicles is measured directly, and its waveform is used as input data for dynamic numerical analysis, As a results of dynamic numerical analysis, after 20,000 repetitions of traffic vibration, the mine openings is analyzed to be stable, but an increase in the maximum principal stress and an additional area of plastic zone are observed in the analysis section. As shown in the changes of displacement, volumetric strain, and maximum principal stress which are measured at the mine opening walls. It is confirmed that if the repeated traffic vibration is continuously applied, the instability of the mine openings can be increased. Authors expect that the results of this study can be used as a reference for basic study on utilization of abandoned mine.
For the quick rehabilitation of a fire-damaged tunnel structure, it is the most important procedure to investigate the fire-induced damaged zone rapidly. This study aims to propose a new drilling resistance testing method by which mechanical properties of tunnel concrete lining altered by high temperature can be estimated easily and continuously. Especially, it alms to derive the relationships to estimate mechanical properties of mortar and concrete materials from drilling parameters. To obtain the optimum testing condition, a series of drilling resistance tests were carried out for mortar specimens. When the rotation per minute of drill bit, tile penetration rate and the bit diameter were 1,300 rpm, 1.40 mm/sec, and 10 mm respectively, the deviation of measured drilling resistance forces was minimal. Under the optimum testing condition, the relationships between drilling resistance and mechanical properties of mortar specimens were shown to be very favorable. The concept of replacing a mean value of resistance farces measured during drilling with the resistance energy was proposed to consider the effects of randomly distributed aggregates inside a concrete material on drilling resistance. When the concept was applied to concrete materials, a favorable relationship between actual compressive strength and drilling resistance energy was also successfully derived.

Electrical resistivity tomography (ERT) is a traditional and representative geophysical method for determining the resistivity distributions of surrounding soil and rock volumes. Depth resolution profiles and sensitivity distribution sections of the resistivities with respect to various electrode configurations are calculated and investigated using numerical model data. Shallow vertical resolution decreases in the order of Wenner, Schlumberger, and dipole-dipole arrays. A high investigable depth in homogeneous medium is calculated to be 0.11-0.19 times the active electrode spacing, but is counterbalanced by a low vertical resolution. For the application of ERT depth resolution profiles and sensitivity distributions, we provide subsurface structure models for two types of land-creping failure (planar and curved), subvertical fracture, and weathered layer over felsic and mafic igneous rocks. The dipole-dipole configuration appears to be most effective for mapping land-creeping failure planes (especially for curved planes), whereas the Wenner array gives the best resolution of soil horizons and shallow structures in the weathered zone.

As a result of the study, it was confirmed that the time difference between the national standard time and the true solar time is much greater than the general idea. On the other hand, through the case of actual foreign-born people, it was possible to find out the great influence of summer time on the composition of the sandbar, in addition to the influence of the exact time difference on the birth date and cutting time. Through the results of this study, it is thought that we have laid the systematic foundation of the myo-logical theory on the correction of true solar time in Eastern and Western countries for the simplicity of the four weeks of foreign-born people, and this will serve as an opportunity to reduce confusion about the method of simplifying the four weeks of foreign-born people. It is assumed that it will be possible.
Project evaluation is the process of evaluating the progress and results of a project. Smart city projects can be divided into system components (infrastructure, services, platforms), or projects can run simultaneously for multiple services. In addition, services are developed and expanded through additional projects. In order to ensure that the smart city, which is composed of various projects, proceeds in accordance with the goals and strategies, periodic project evaluation is required during the project implementation process. The smart city project evaluation system proposed in this paper is designed to provide comprehensive and objective indicators by reflecting various factors that must be considered for projects occurring in all stages of planning, design, construction, and operation of smart cities. The indicators derived from the evaluation system can be used by decision makers to determine the direction of smart city project development. In addition, it is designed so that the performance of the project can be evaluated interim before the end of the project and the feedback obtained from it can be reflected. To introduce the application method of the smart city project evaluation system proposed in this study, the evaluation system developed in this study was applied to the smart city project case of Incheon Free Economic Zone (IFEZ). Based on the evaluation results, items that can maximize the improvement effect of each smart city project item were presented, and the direction of smart city project implementation was suggested. By utilizing a smart city project evaluation system that reflects the characteristics of smart city projects that are composed of multiple projects, comprehensive planning and management of smart city projects will be possible, and this study will serve as a reference for identifying priority improvement factors for projects.

Present study examined the functionality of the solitary wave (tsunami) control of the two-rowed porous submerged breakwater by numerical experiments, using a numerical wave tank which is based on the Navier-Stokes equation to explain fluid fields and uses a Volume of Fluid (VOF) method to capture the free water surface. Solitary wave was generated by the internal wave source installed within the computational zone in the numerical wave tank and its wave transformations by structure were compared with those in the previous study. Comparisons with the precious numerical results showed a good agreement. Based on these results, several tow-dimensional numerical modeling investigations of the water fields, including wave transformations, reflection, transmission and energy flux, by the one- and two-rowed permeable submerged breakwater under solitary waves were performed. Even if, it is a research of the limited scope, in case of two-rowed permeable submerged breakwater with $h_0/h=0.925$ ($h_0$ is height of submerged breakwater and h is water depth), the wave height damping in range of $l/L_{eff}>0.4$($L_{eff}$ is effective distance of solitary wave) can reach nearly 60% of the incident wave height. In addition, it is found that reflection coefficient increases nearly 47% and transmission coefficient decreases nearly 18% than one-rowed one. The numerical results revealed that the tow-rowed submerged breakwater can control the incident solitary wave economically and more efficiently than the one-rowed one.

The earth pressure acting on the vertical shaft is less than that acting on the retaining wall due to three dimensional arching effect. Thus, it might be essential to estimate the earth pressure actually acting on the shaft when designing the vertical shaft. In this paper, large-sized model tests were conducted as Part II of companion papers to verify the newly suggested earth pressure equation proposed by Kim et al. (2009: Part I of companion papers) that can be used when designing the vertical shaft in cohesionless soils as well as in c-$\phi$ soils and multi-layered soils. The newly developed model test apparatus was designed to be able to simulate staged shaft excavation. Model tests were performed by varying the radius of vertical shaft in dry soil. Moreover, tests on c-$\phi$ soils and on multi-layered soils were also performed; in order to induce apparent cohesion to the cohesionless soil, we add some water to the dry soil to make the soil partially-saturated before depositing by raining method. Experimental results showed a load transfer from excavated ground to non-excavated zone below dredging level due to arching effect when simulating staged excavation. It was also found that measured earth pressure was far smaller than estimated if excavation is done at once; the final earth pressure measured after performing staged excavation was larger and matched with that estimated from the newly proposed equation. Measured results in c-$\phi$ soils and in multi-layered soils showed reduction in earth pressures due to apparent cohesion effect and showed good matches with analytical results.

When a new tunnel is excavated by the drill and blast method near pre-existing underground structures or tunnels due to the region restricted condition such as urban area, the ground will be relaxed by the excavation. In this case, issues can be created in terms of stability of pre-existing underground structures. One of major factors determining the stability of pre-existing underground structures can be a separation distance between pre-existing underground structures and a newly excavated tunnel. The region of ground relaxation defined by the plastic zone due to new excavation can be varied by separation distance. In this study, in other to estimate an influence of new tunnel excavation in terms of separation distance on the stability of pre-existing large pipelines, two-dimensional scaled model tests using plaster were performed for six models which have a different separation distance, The results show that based on the analysis of induced displacement during tunnel construction, the displacement decreases as the separation distance between large pipeline and new tunnel is increased until the distance is 2.5 times of pipeline diameter. Beyond this point, however, the displacement has become stabilized.
