Objectives: By comparing and examining how important issues concerning industrial health information for workers are viewed in other advanced countries, it is intended to ascertain problems in the approach found in Korean legislation and obtain legal and policy implications. Methods: The results of a survey were introduced and analyzed through a comparative method for each case after investigating in detail what and how important issues surrounding workers' right to know industrial health information are reflected in the legislation of Germany, the U.S., the U.K., and Japan. Based on the results of this comparative analysis, theoretical and policy implications and legal policy improvement tasks were drawn to strengthen workers' right to industrial health information for each case in Korea. Results: For access to industrial health information, most of the other advanced countries clearly stipulate a right to access for current and past workers and/or their representatives. As a result, workers or their representatives do not need to use the Information Disclosure Act to access exposure records, and there is no debate over the Information Disclosure Act. In other words, industrial health information is focused on ensuring free access to workers or their representatives and is not interested in reporting it to the government. Conclusions: In order to strengthen workers' right to know about industrial health, it is most important to address the legal issues related to this right, which is considered insufficient by comparative law. This should start with a concrete and effective definition of what and how to guarantee workers' rights to industrial health, such as the right to freely access industrial health information, including for retired workers and bereaved families of deceased workers.
This study was conducted in order to survey in healthcare worker's recognition of diagnosis related group(below; DRG) effect from July 1, 2012, to examine their recognition, expectation of the DRG system, and to provide the basic data necessary for the enforcement of the settlement. The subjects of this study were workers at clinics and hospitals sampled from hospital with DRG applying 7 diseases in Busan and Kyung-nam. A questionnaire of survey was conducted with the subjects working at clinics and hospitals from July, 25, 2012 to September 7, 2012, and the subjects were limited to doctors, officers, nurses, medical technicians and nurse assistants, and a total of 618 subjects were enrolled in this study. In the result of this study, generally, the healthcare workers recognized the DRG system. But their knowledge about that was not clear. Expanding enforcement DRG system at the present time, to provide accurate information to the healthcare consumer, workers need to know about DRG system clearly. To this end, for national health policy and medical institutions, workers should be educated constantly about providing medical service as well as the duty of enough explanation about the healthcare consumer's right to know.

Objectives: The major objectives of this study are to review the U.S. Standard which affected Korean worker's Right-to-Know Standard and to propose the way of improving the reliability of MSDS and labels. Methods: To review the U.S. Standard historically, we used the Federal Register, other criteria documentation and peer-reviewed literatures. Then we analysed major issues in the historical debatement on the worker's Right-to-Know Standard. Results: Korean MSDS Standard benchmarked the U.S. Hazard Communication Standard which finally established by President Reagan in 1983. Reagan's Hazard Communication Standard was aimed to preempt States Right-to-Know Acts for chemical industry and not to improve the awareness of workers on chemical hazards. Too much protection on trade secrets and low reliability of hazard information were key problems of the U.S. Standard. Conclusions: We recommend some ways to improve Korean MSDS and Label Standard. First, A new analysis frame is needed to understand the U.S Standard. Second, hazard identification is the key element of reliable information and chemical name and CAS number should be on the label of the container. Third, trade secrets should be limited to low hazardous substances and be permitted by government before the chemical product is on the market.

Reliable hazard and risk communication is needed to prevent the safety accident & occupational disease through right use of chemicals and MSDS(Material Safety Data Sheet) is mainly used as such a tool of communication. MSDS policy has been put into effect in order to prevent the safety accident & occupational disease through right use of chemicals and fulfill workers' right to know. If information on MSDS lacks reliability due to its inaccuracy, prevention of the various effects related with environmental safety & health in advance is not possible to achieve. The most essential thing regarding authoring MSDS is to exactly evaluate the composition and ingredients of the chemical and include reliability-guaranteed information. Therefore, in this study reliability was evaluated on MSDSs in 15 aromatic hydrocarbons(benzene, toluene, xylene, etc.) manufacturers and ways to secure reliability of MSDS were suggested. The results showed 93.5% of composition agreement rate and 89% of reliability on each section in MSDSs. In order to curb MSDSs with low reliability, examination on CBI(confidential business information) in MSDS, certification of MSDS, collection and verification of MSDS are suggested.

Objectives: From a policy perspective, the introduction of confidential information reviews is a vital task for expanding workers' right to know and improving hazardous materials information communication. In this study, rational methods for introducing and administering confidential information reviews were examined as a part of advancing chemical information communication. Methods: The domestic status, social demands, and control cases from other countries about confidential information in material safety data sheets(MSDSs) were all examined. Additionally, principles for introducing MSDS confidential information review, what needs to be revised prior to its introduction, and procedures and manners of reviewing confidential information were suggested. Results and Conclusions: When composition information on MSDS needs to be protected in the EU and Canada, confidential information should be claimed and then approved by competent authorities with a principle of reviewing confidential information prior to rescinding information from MSDS. Applying the same principle, certain information on an MSDS that needs to be protected should be reviewed and approved in Korea. As a result, the MSDS is communicated with approval numbers replacing composition information. MSDS confidential information review has five steps, including deciding whether chemicals claimed to be confidential are excluded from applying for a confidentiality exemption, the names and concentration ranges of ingredients are adequate, and the claimed information is valid in terms of confidentiality.

With a rapid growth of domestic industry in korea, now about 25,000 kinds of chemicals are being distributed, and it has been known that just about 15% of them has toxic substances. Recently, South Koreans have an anxiety about the stability and accidents of chemicals because chemical accidents like Gumi hydrofluoric acid accident have occurred. The U.S. has adopted the systems like EPCRA (Emergency Planning and Community Right-to-Know Act), TRI (Toxic Release Inventory) and TSCA (Toxic Substances Control Act), and is also managing the hazardous chemicals by providing the information about them to its people and site workers. Japan's Ministry of Health, Labor and Welfare also has adopted J-CHECK system and is implementing it to let Japanese people know the information of safety of chemicals about REACH. However, the Korean government has a difficult situation to mediate the different idea with the Korean industry to make lower statute of Pre-legislation registration & evaluation of chemicals that will be implemented and Chemical Material Control Association that is being implemented. Especially city and country areas located in the industrial areas need political improvement focusing on vulnerable area through the check about current situation of hazardous chemicals of jurisdiction and management method, but the information about the management situation of small scale work places is insufficient. Therefore this study set up the urgent management area in Ansan Smart Hub through NFPA code according to the types of accident and dander characteristics of each chemical being used in the companies that have less than 50 workers and deal with chemicals located in Ansan Smart Hub in Gyeonggi-do.
Over the last 10 years, the fight against occupational diseases of semiconductor workers led by SHARPS(the Supporters for the Health And Rights of People in the Semiconductor industry, NGO) has accomplished considerable achievements, especially in the legal and institutional aspects. First, the court and the government accepted the claims that 24 injured workers respectively filed, recognizing their 10 types of diseases as occupational illness. The court not only expanded the list of work places and diseases that it recognized, but also presented more progressive logic of recognition. The most remarkable achievement among them is the case ruled by the Supreme court in July, 2017. In terms of 'worker's right to know', which is the most important factor in preventing occupational diseases, there have been significant legislative bills, court rulings and government guidelines. The revised bill of the Industrial Safety and Health Act to strengthen workers' rights to know and to introduce the pre-review system on trade secret is currently under review by the National Assembly. The court recently ruled that the government should disclose its inspection results on safety and health management at semiconductor factories. The ministry of labor has drawn up internal guidelines to more actively open its safety and health data to public. This study looks over recent developments in such rulings, bills and guidelines and then, analyzes their implications, laying the groundwork for future actions for worker health in the electronic industry.
This study was conducted on 238 dental hygienists working in Daegu and Gyeongbuk area. In order to understand the status of harmful transmission of dental materials by type of work, we compared the differences in exposure time and work environment characteristics of hospital types and investigated the difference in the degree of recognition of material safety data. The results of the study were as follows: In case of hospitals, the exposure time of dust generated from chemicals was the longest. Resin filling, contact with disinfectant. 37 workers (29.4%) and 14 workers (12.5%) answered that they perceive the question about whether they are aware of the material safety data sheet (MSDS) for dental materials. There were 18 hospital workers and 6 clinic workers who had experience reading MSDS before using dental materials. The respondents who answered that they provided the material safety data of the dental materials used had a 2.39 times MSDS in hospital workers. Therefore, by recognizing the health hazards of chemical substances in accordance with the characteristics of each type of hospital and continuing to conduct health and safety education, the work environment should be improved by establishing proper recognition of MSDS information. It suggests the necessity of a system that can strengthen the management of chemical information provision and guarantee the strategic approach and workers' right to know.

Objectives: This study was to investigate the signs and notations of skin absorption, carcinogenicity, germ cell mutagenicity, and reproductive toxicity in the occupational exposure limits of Korea and of other advanced countries. Methods: Information on occupational exposure limits in Korea, the USA, the UK, Germany, and Japan was investigated through the Internet, and items marked as carcinogenicity and skin absorption were compared by country. Results: Legal occupational exposure limits have been greatly simplified. However, in the case of HSE WEL, skin absorption, carcinogenicity classification, sensitization, and in the case of DFG MAK, skin absorption, carcinogenicity, pregnancy risk group, germ cell mutagenicity, airway and skin sensitization, photo contact sensitization, and vapor pressure were provided. Conclusions: It is desirable to indicate the carcinogenicity and skin absorption within permissible limits, and to include information on critical effects in chemical substance exposure limits to uphold the right to know of industrial hygienists and workers in Korea. It is also necessary to clarify the precautions, limitations and protections for skin absorption.

Domestic small and medium enterprises are in trend that industrial accident is increased by deterioration of hardware, not enough preparedness of safety equipments. But, the safety and health education had not been utilized so far effectively and applied systematically. Therefore, the most important among many means to reduce calamity is the safety and health education. An efficient education will supply suitable knowledge and technology to work people. And that will lead to prevent accident by building right habit and attitude. This research did the survey about problems of education that is enforced in small and medium enterprises. That survey is done to three groups of workers, administrators and managers. We compared domestic safety and health education system and advanced foreign system. And, analyzed problems and presented a solution. Finally, this research presented efficient operation model of the safety and health education suitable to domestic medium and small enterprises.
