Application of Lamb Waves and Probabilistic Neural Networks for Health Monitoring of Joint Steel Structures (강 구조물 접합부의 건전성 감시를 위한 램 웨이브와 확률 신경망의 적용)

  • This study presents the NDE (non-destructive evaluation) technique for detecting the loosened bolts on joint steel structures on the basis of TOF (time of flight) and amplitudes of Lamb waves. Probabilistic neural network (PNN) technique which is an effective tool for pattern classification problem was applied to the damage estimation using PZT induced Lamb waves. Two kinds of damages were introduced by dominant damages (DD) which mean loosened bolts within the Lamb waves beam width and minor damages (MD) which mean loosened bolts out of the Lamb waves beam width. They were investigated for the establishment of the optimal decision boundaries which divide each damage class's region including the intact class. In this study, the applicability of the probabilistic neural networks was identified through the test results for the damage cases within and out of wave beam path. It has been found that the present methods are very efficient and reasonable in predicting the loosened bolts on the joint steel structures probabilistically.

  • English is the accepted common working language of the maritime world and being competent in its use is essential to the safety of ships, their crews and the marine environment. This paper is a response to the urgent need to find a suitable solution to the problem of providing maritime students with quality instruction in Maritime English. This paper will show what type of English instructor is best suited to help cadets have at least a basic grasp of Maritime English communication, with a view to possessing the level required by STCW 95 within the shortest time. It presents ways that maritime institutes can develop their own qualified or 'marinated' English Instructors and what qualifications should be required. It is concluded that by further essential research, interviews and questionnaires etc., the language needs of the university and shipping industry in Korea as a whole can be clearly verified. By examining such data, the present language education systems can be evaluated as to efficacy and relevance, allowing the establishment and implementation of 'best practice' within the training institute. This will result in making excellent informed decisions and choices about how best to improve the language competencies of graduating cadets, thereby creating the catalyst for the success of future seafarers whilst raising the image of the institute and Korean shipping worldwide.

  • Arbuscular mycorrhizal fungi (AMF) have mutualistic relationships with more than 80% of terrestrial plant species. This symbiotic relationship is ancient and would have had important roles in establishment of plants on land. Despite their abundance and wide range of relationship with plant species, AMF have shown low species diversity. However, molecular studies have suggested that diversity of these fungi may be much higher, and genetic variation of AMF is very high within a species and even within a single spore. Despite low diversity and lack of host specificity, various functions have been associated with plant growth responses to arbuscular mycorrhizal fungal colonization. In addition, different community composition of AMF affects plants differently, and plays a potential role in ecosystem variability and productivity. AMF have high functional diversity because different combinations of host plants and AMF have different effects on the various aspects of symbiosis. Consequently, recent studies have focused on the different functions of AMF according to their genetic resource and their roles in ecosystem functioning. This review summarizes taxonomic, genetic, and functional diversities of AMF and their roles in natural ecosystems.

Reflections on Public Holidays and Productivity in Nigeria

  • Public holidays are periods set aside by nations or states to observe particular events like national days, independence anniversary or religious festivals. These days are different from the usual periods of statutory leave or vacation provided for workers in the collective agreement or rule of engagement at the point of entry. These periods of leave enjoyed by workers include annual vacation, casual leave, sick leave, maternity leave, paternity leave and others as may be recognized within an establishment. Individual worker's period of leave is personal and at the discretion of the worker or the organization as the case may be, but public holidays involve the stoppage of work by the entire workforce within the period it would last. Nigeria observes many public holidays some of which, at times, are unplanned for by the people. This has attracted arguments for and against on the basis that these holidays are too many and detrimental to productivity and the national economy. Using secondary data, this paper examines the issue and opines that there is the need to review these public holidays with a view to halting their negative effects on the nation's economy. Also, measures to manage these holidays in line with constitutional provisions are espoused.

  • Modern construction projects have stakeholders from various construction fields, highlighting the importance of efficient information sharing and collaboration. The expanding scope of Building Information Modeling (BIM), particularly in the domestic construction sector, necessitates a Common Data Environment (CDE). However, applying foreign commercial CDE solutions within the domestic context is challenging due to the difficulty of aligning them with the unique organizational structures and characteristics prevalent in the country. Furthermore, the information review and approval processes specified by ISO 19650 often fail to harmonize adequately with the domestic design procedures, limiting the full utilization of CDE advantages. This study endeavors to develop a Korean CDE collaborative platform based on ISO 19650, with a focus on adapting workflows and information container systems to the domestic context. Building upon the requirements of ISO 19650-based CDE workflows and information containers, this research involves an in-depth analysis of information generation, sharing, review, and approval processes within domestic design organizations, offering tailored CDE workflows and information container systems that align with the specific needs of the Korean construction industry.

Identifying and Solving Gaps in Pre- and In-Hospital Acute Myocardial Infarction Care in Asia-Pacific Countries

  • Acute myocardial infarction (AMI) is a major cause of morbidity and mortality in the Asia-Pacific region, and mortality rates differ between countries in the region. Systems of care have been shown to play a major role in determining AMI outcomes, and this review aims to highlight pre-hospital and in-hospital system deficiencies and suggest possible improvements to enhance quality of care, focusing on Korea, Japan, Singapore and Malaysia as representative countries. Time to first medical contact can be shortened by improving patient awareness of AMI symptoms and the need to activate emergency medical services (EMS), as well as by developing robust, well-coordinated and centralized EMS systems. Additionally, performing and transmitting pre-hospital electrocardiograms, algorithmically identifying patients with high risk AMI and developing hospital networks that appropriately divert such patients to percutaneous coronary intervention-capable hospitals have been shown to be beneficial. Within the hospital environment, developing and following clinical practice guidelines ensures that treatment plans can be standardised, whilst integrated care pathways can aid in coordinating care within the healthcare institution and can guide care even after discharge. Prescription of guideline directed medical therapy for secondary prevention and patient compliance to medications can be further optimised. Finally, the authors advocate for the establishment of more regional, national and international AMI registries for the formal collection of data to facilitate audit and clinical improvement.

Evaluation of Worker's Health and Occupational Exposure to Perchloroethylene in Laundries (Perchlotoethylene을 사용하는 세탁소 작업자들의 직업성 폭로와 건강에 관한 연구)

  • In this study we examined several subjective symptoms in an exposed group and an unexposed group to perchloroethylene. The exposed group consists to 30 workers employed in 23 dry-cleaning establishments located in Chung Cheung Do, whereas the unexposed group consists of 42 officers employed in a certain university. This study was conducted from October, 1993 to March, 1994. Also we investigated personal exposure levels and area concentration of PCE, and performed hematological and biochemical examination in blood and urine samples from the exposed group. The results are : 1. The exposed group highly complains several subjective symptoms, particularly in neuropsychiatry, eye, respiratory system and digestive system, compared with the unexposed group. But complaint rates in the exposed group are not related with PCE exposure levels. 2. PCE exposure levels for all dry-cleaning establishment varied widely, from 0.18 to 37.58ppm. The mean exposure level for centers of chain was 16.85ppm, and for local laundries was 8.83ppm, while for self-service establishment it was 3.07ppm. Eighty three percent of the workers were exposed less than the half-level(25.0ppm) of the Korea 50.0ppm standard for eight-hour PCE exposure. Seventeen percent of them exceeded the half-level of the Korea TLV. 3. Statistical correlation exists between the work load(number of operation cycles of equipment and the mass of processed textiles) and the personal exposure levels to be observed. 4. In hematological examination the values of WBC, RBC, Hgb, Hct, MCV, MCH, MCHC and PLT in the exposed group were within normal ranges. In biochemical examination(GOT, GPT, ALP, U-A and LDH) most of the items were within normal ranges. From this surveys conducted on 23 dry-cleaning establishments, the complaint rates of the exposed group to PCE in several subjective symptoms were higher than those of the unexposed group, and PCE exposure levels in all dry-cleaning establishment were below the Koera standard 50.0ppm. In hematological and biochemical examination the significant abnormalities by occupational exposure to PCE were not observed. However, the workers employed in dry-cleaning establishments are always faced with risk, becauses they are also exposed to several organic solvents used to remove stains. Therefore, various measures to improve occupational environment in dry-cleaning establishment should be considered.

Medical Law Reformation on Korean Medicine Hospitals in the Case of the Jaehan Oriental Medicine Hospital (한방병원에 관한 의료법 개정 : 제한한방병원의 설립과 운영)

  • Objectives : To look at the medical law reformation of Korean Medicine hospitals through the establishment and management of the Jaehan Oriental Medicine Hospital, which was the first Korean Medicine Hospital in South Korea. Methods : Revisions of the medical law since the establishment of the National Medical Act in 1951 up until 1973 when the 'Korean Medicine hospital' first entered the medical institution category were examined. Based on the revised contents, the establishment and management of the Jaehan hospital were examined. Results & Conclusions : The first mentioning of 'Korean Medicine hospital' in the medical law took place on Feb 16, 1973 when the medical law was completely revised. After law regulations on Korean Medicine hospitals were established, the fist Korean Medicine hospital was founded on Nov. 24th, 1973 according to act 2533 of the medical law. This is the Jaehan Oriental Medicine Hospital, which is the predecessor of what we now know as the Daegu Korean Medicine University Hospital. Although the Jaehan hospital was registered as a legitimate Korean Medicine hospital in November of 1973, it had already started medical practice in December of 1970. While it was established according to the standards of medical law, it changed its institution category from 'Korean Medicine hospital' to 'affiliated Korean Medicine clinic' based on another clause within the same law. The decade from 1960 to 1970 was a time when national economy was developing, and the field of medicine and medical institutions were also booming. As such, revisions in the medical law seems to not have been able to keep up with what was happening in reality. To meet the patients' right to move or to manage diseases which Korean Medicine was taking responsibility for, a medical institution with inpatient capacity was required. Therefore it is possible that the Jaehan hospital which had already been providing such a role could have been a sample case for reference in the medical law revision process.

  • In accordance with the global strengthening of security systems for the safety of the shipping and logistics industry, the development of core technologies within the field has become a key in the establishment of Korea's own national logistics security system. Further in line with these global developments, there is growing attention within Korea to the development of portable radiation detectors capable of detecting gamma ray nuclides. In addition, many parts are becoming localized. In this research, instead of Pulse Shaping Board, which is used in existing portable radiation detectors, we have implemented an Algorithm to discriminate nuclides and correct the temperature conversion efficiency of the scintillator. This paper aims to improve the performance of these devices through the implementation of a temperature conversional algorithm within the scintillator of the A9-based digital portable radiation detector.
