Deicing work is usually considered as a main part of winter road management activity. The deicing includes the physical method which removes snow with tools and the chemical method which melts snow with deicing materials. When removing snow using deicing materials, using excessive deicing materials will cause the environment and budget problems. When deicing materials are used less than the required amount, snow will remain on the road surface. In this research, the performance of deicing marerials has been evaluated and the amount of deicing materials has been determined by the laboratory and the field experiments. Also the adequate usages of deicing materials has been proposed.
OBJECTIVES : The objective of this study is to estimate the appropriate storage required for deicing materials in Gangwon-do for successful snow removal operations during the 2018 Pyeongchang Winter Olympic Games. The final estimates of the deicing chemicals can be used by public agencies to aid decision making. METHODS : First, the database that exists in the road snow-removal management system (RSMS) of the Ministry of Land, Infrastructure, and Transport, South Korea was used to determine historical characteristics of snow removal experiences in Gangwon-do. The database includes historical information, including regional and road weather data and number of snow-removal works. Second, both the maximum and the actual amount of storages used for deicing materials in the past three years were analyzed. Lastly, the final estimates of the deicing materials were evaluated using an additional equation. It considers frequency of salt spray application, total administrative road length estimated by road agencies, and number of days required for snow removal works in Gangwon-do. Consequently, the results show that significant differences were not observed between the final estimates and the maximum amount used during the past three years. RESULTS : The final estimates of the deicing materials are almost similar to the maximum amount used during the past three years in Gangwon-do. CONCLUSIONS : The study shows that the estimates of deicing chemicals can be useful when decision making is required for the snow-removal policy.

PURPOSES: According to accident statistics for road built in 2004, the ratio of accidents on frozen roads to normal roads is 0.9%, whereas the fatality ratio is 2.7%. The risk of accidents on frozen roads is very high. Measures taken every year to prevent traffic accidents of frozen roads in the winter season are still insufficient. Additionally, measures have been established mainly on rural roads. Therefore, for urban roads, analyses and measures to prevent accidents are lacking. In this study, data on accidents on frozen roads was used to search for the causes behind these accidents and measures to reduce accidents have been recommended. METHODS: In this study, collected data from the TAMS (Traffic Accident Management System), which were collected by the Seoul National Police Agency was used. The data were divided into vehicle, people, and condition of road. The analytical model used here was the Logistic Regression Model, which is frequently used for traffic safety and accident analysis. This study uses the odds ratio analysis to search for variables related to frozen road traffic accidents in each category. A total of 18 out of 47 variables were found to be the causes of accidents. RESULTS: From the results of the comparative analysis of 18 variables, the category of the condition of the road was found to be the most critical. Contrary to expectations, more accidents occurred in clear weather than in other conditions. Accidents on bridges occurred frequently, and its odds ratio was the highest compared with other road types. When BPT is operated, the probability of accidents on frozen roads is lower than in general conditions, and accidents occurred frequently on roads with less than four lanes. CONCLUSIONS : Based on the results of this study, suggestions for reducing the risk of future domestic road accidents in freezing conditions are indicated as follows. First, it is necessary to perform a technical review of the urban road traffic accidents caused by frozen roads. Second, it is necessary to establish criteria for the study of the road environment based on the major causes of road accidents on frozen roads. Third, improvements in urban road environmental factors should be made.
The frost heave process from repeated freezing and thawing actions in winter on forest road cut-slopes is important for forest road maintenance and management. This study investigated the damages of the forest heave process on forest road cut-slopes by measuring the changes in the road-cut surface elevation and sediment production and by conducting vegetation surveys which were aimed at providing information for forest road maintenance plans. The temperature and humidity differences were determined between the north and south cut-slopes. T-test showed that the north slope had a lower temperature and humidity than that of the south slope. Field observations also confirmed frozen soils on the north slopes, indicating that the north slopes are susceptible to frost heave. Sediment was converted to dry weight per unit area ($g/m^2$). T-test showed that the north slope produced more sediment than that of the south slope. The study confirmed that more frost heave occurred on the north cut-slopes than on the south cut-slopes. Vegetation surveys were conducted on five cut-slope plots. Considering the dominant species found above the cut-slopes, vegetations in all the plots are expected to succeed to pine and oak in the future. The dominant species appearing on the cut-slopes of the study area were exotic species because the elapsed time of the site was only 2 - 4 years.

Increasing urban sprawl and climate changes have been causing unexpected high-intensity rainfall events. Thus there are needs to enhance conventional disaster management system for comprehensive actions to secure safety. Therefore long-term and comprehensive flood management plans need to be well established. Recently torrential snowfall are occurring frequently, causing have snow traffic jams on the road. To secure safety and on-time operation of the Bi-modal tram system, well-structured disaster management system capable of analyzing the urban flash flooding and snow pack melt/freezing due to unexpected rainfall event and snowfall are needed. To secure safety of the Bi-modal tram system due to torrential snowfall, the snow melt simulation capability was investigated. The snow accumulation and snow melt were measured to validate the SWMM snow melt component. It showed that there was a good agreement between measured snow melt data and the simulated ones. Therefore, the Bi-modal tram disaster management system will be able to predict snow melt reasonably well to secure safety of the Bi-modal tram system during the winter. The Bi-modal tram disaster management system can be used to identify top priority area for snow removal within the tram route in case of torrential snowfall to secure on-time operation of the tram. Also it can be used for detour route in the tram networks based on the disaster management system predicted data.
Efficient snow-removing work is one of important processes of winter road management. Calcium chloride has been used as a typical deicing agent in Korea. It presents superial performance as snow deicing agents, however it has been known to give serious environmental problem and to deteriorate durability of concrete structure in road by corrosion. The environment-friendly road deicing agents made from the waste material which is liquid phase organic matter that is Ca Mg and reactant of organic acid (nitric acid and propionic acid) have been introduced by number of researchers. They indicated the calcium magnesium salt of organic acids have advantage over the calcium choride in terms of lower production unit cost by resources recycling and can solve environmental problem and durability deterioration of structures. In this study, the deicing performance of calcium magnesium salt of organic acids(CMO) is investigated based on the series of experiments including the test for heat of dissolution, freezing point, ice melting test and ice penetration test.

In this study, to improve effectiveness of road management services and the safety of the road in winter, road surface temperature prediction model was developed. We have utilized the existing input data of meteorological data and additional traffic data. This Road surface temperature prediction model was utilizing a Heat-Balance Method additionally considering amount of traffic that produce heat radiation by vehicle-tire friction. This improved model was compared to the based model to check into influence of traffic affecting the road surface temperature. There were verified by comparing the real observed road surface temperature of the third Gyeong-In highway and road surface temperature from the two models. As a result, the error of real observed and the predicted value (RMSE) was found to average $1.97^{\circ}C$. Observed road surface temperature was dramatically affected by the sunlight from 6 a.m. to 2 p.m. and degree of influence decreases after that. The predictive value of the model is lower than the observed value in the afternoon, and higher at night. These results appear due to the shielding of solar radiation caused by the vehicle in the afternoon and at night, the vehicle appeared to cause thermal heat supply.
Asphalt pavements have to perform under the conditions of heavily-loaded vehicles due to the industrialization and large temperature variance between the summer and the winter. Due to these factors, a characteristics change of early permanent deformation becomes a big issue, and to remedy this problem many research to use modified asphalt are being widely conducted. However, most of the modified asphalt is being paved after milling the surface course and applying tackcoating, and it is being used mostly for the repair and maintenance purpose rather than pavement of new national road. The purpose of this investigation is to obtain some fundamental data for the evaluation of the performance and long-term performance of the construction material mixtures by the laboratory test and field experiments. For the field experiment, 200m of two-lanes national road, that is being paved for the new national road under the direction of Pusan Regional Construction Management Office, was paved with SBS PMA and PSMA asphalt mixtures, which are an modified asphalt mixtures used for the surface course, on top of the base course paved with other modified asphalt mixtures. The remaining section of the new national road was paved with dense grade mixture. The laboratory tests assessed and analyzed the mixture characteristics by Marshall's stability test, strength tests and wheel-tracking test. On the basis of the evaluation result of the temperature control and roughness of the newly constructed road at the field experiment site, it is desired to evaluate and identify the most economic modified asphalt mixtures by long-term performance evaluation and LCC(Life Cycle Cost) analysis in order to apply the test result to the design of new road construction in the future.

Korea has seasonal weathers which result in the frosting of soil in winter times, and the thawing of soil in spring. These climate characteristics result in the damaging of pavements, due to the repeated freezing and thawing of road pavements during winter and spring. In order to reduce these pavement damages, anti-frost heave layers are being specially installed, however it is being applied based on foreign researches, and therefore result in the waste of national budget. With this study, a database system was constructed for effective management and monitoring of measured temperatures and function data of 2 meters below the embankment, cut slope, and the cutting-embankment boundary, which are 15 regions picked by the frost index diagram. As the study result, an effective storage and management-purpose database was established for easy data searching and downloading for the pavement design engineers.
