In this paper, we propose an optimal streaming service method based on Hybrid CDN/P2P architecture. Recently, video streaming utilizes a CDN (Content Delivery Network) operation technique based on a Proxy Server, which is an end node located close to a user. However, since CDN has a fixed network traffic bandwidth and data information exchange among CDNs in the network is not smooth, it is difficult to guarantee traffic congestion and quality of image service. In the hybrid CDN/P2P network, a data selection technique is used to select only the data that is expected to be continuously requested among all the data in order to guarantee the QoS of the user who utilizes the limited bandwidth efficiently. In order to search user requested data, this technique effectively retrieves the storage information of the constituent nodes of CDN and P2P, and stores the new image information and calculates the deletion priority based on the request possibility as needed. Therefore, the streaming service scheme proposed in this paper can effectively improve the quality of the video streaming service on the network.

The main purpose of this study is to explore and understand the reality of culture of poverty that employees of emergent relief facilities recognize. For this purpose, it had been carried out questionnaire with employees of emergent relief facilities from November to December 2003. It was applied quantitative research method to this study. Major findings of the study are as follows: 1) the awareness of employees to facilities in which they work is positive, 2) but their awareness to service user is negative(the degree of individual characteristic, educational characteristic and economical characteristic of service user is generally negative, while the degree of familial characteristic is generally positive), 3) the awareness to relationship with service user is positive. The results of this study reveal possibility that the culture of poverty can be expanded under the poor and psychic rehabilitation programs should be reinforced.

The objective of this study is to assess the utilization and satisfactions about public health centers in Korea. For the analysis, the study utilize the nationwide data of 229,229 person on '2010 Community Health Survey' of Ministry of Health & Welfare. The statistical methodology used in the study is ${\chi}^2$, ANOVA, logistic regression model and multiple regression model. This study have four major findings. First, the significant affecting socio-demographic factors in utilizing public health center were gender, age, region, national basic living secured, married, income, education, job, state of health, chronic disease, unmet medical needs and utilization reason. Second, the most serviced category of health center user was vaccination both city and rural area and the next was certificate, primary care, health screening, other use, the mother and child in city area, primary care, health screening, certificate, home visiting health in rural area. Third, the significant affecting socio-demographic factors in satisfaction degree on health center service were age, region, national basic living secured, income, education, job, state of health, utilization degree and reason. Fourth, the most satisfied service of health service center was home visiting health in city area and mental health service in rural area and the next was nutritive control and the lowest satisfied service was user of certificate. The utilization and satisfaction on health center service were identified as different with residental area and user's characteristics. The politic effort are needed to support socially disadvantaged class and to narrow regional gap.

Korea Multi-Purpose Satellite-1 (KOMPSAT-1) is developed by the Korea Aerospace Research Institute (KARI) with the aid of TRW and will be launched on the Nov. 24, 1999 at the Vandenberg Air Base in CA, U.S, Now, the satellite application group in KARI is preparing for the service with the KOMPSAT-1 satellite data. For the purpose of supplying good service to the users, data application planning has to be established before launching satellite. To use satellite data effectively, KARI makes a plan for data policy, data price, mission planning, and commercializing strategy. This study was carried out with the purpose of effective use of satellite data. For this purpose, KARI makes a user group first. There are 58 user groups to use KOMPSAT-1 data for public welfare and research sectors. These user groups include government, public corporations, institutes, and universities. KARI will offer the service to users through online using Internet. Secondly, KARI makes a policy for the priority of KOMPSAT-1 missions. These are classified by the mission priority, payloads, and operational states etc. Thirdly, KARI will make data policy and data price of KOMPSAT- 1 based on the basic master 1)tan. Especially, data price will be determined at trte KOMPSAT-1 committee including Ministry of Science and Technology (MOST). KARI is also trying to commercialize the data with the domestic and foreign companies to expand the use of KOMPSAT-1 data in the industries sector. Afterward in this study, KARI will continue the improvement for the effective distribution of KOMPSAT-1 data for all users.

In this paper, we propose an emergency call system which makes a call to an institution or a guardian when an urgent case occurs to a user based on the indoor location service. In addition, it establishes indoor location service infrastructure assuming welfare institutions and hospitals. The proposed system receives the sensor value from the device that is in the form of a clock on the wrist and determines the emergency situation and delivers emergency information to the terminal. The location terminal transmits location and emergency information to the server, and the server accesses the database and stores the data. This enables the caregiver to communicate with the server through the application, monitor the user's status, receive notifications, and respond to emergency situations by using the emergency call function. If the proposed system is applied to the fields requiring urgent action such as medical field and welfare field, it will provide more stable and prompt emergency service to users and carers.

This study started from the public interest purpose to help accessibility for the information acquisition of the vulnerable groups due to visual difficulties such as the elderly and the visually impaired. In this study, the server resources are minimized and implemented in most of the user smart phones. In addition, we implement a method to gather necessary information by collecting only pattern information by utilizing crawl & clipping without having to visit the site of the information of the various sites having the data necessary for the user, and to have it in the server. Especially, we applied the TTS(Text-To-Speech) service composed of smart phone apps and tried to develop a unified customized information collection service based on voice-based information collection method.

With the expansion of Voucher program, academic and practical concerns of performance evaluation of voucher service has been more emphasized. Accordingly, client satisfaction survey are expanding these days, but the study of client satisfaction as a performance indicator aimed at service client has not been yet conducted systematically. The purpose of this study is to develop Satisfaction Index, targeting at client of community-development voucher program in Community Service Investment Project conducted by the Ministry of Health and Welfare. Data were collected from 1800 client of community-development voucher program. This study summarized theoretically many kinds of satisfaction measurement and composed the Satisfaction Index reflecting characteristics of Voucher. By the item analysis and reliability analysis, the element satisfaction was identified as homogeneous items. General satisfaction were obtained using element satisfaction and overall satisfaction, it was found to be valid through the evaluation of convergent and discriminant validity as a tool for satisfaction. This study suggest using the '1step weighted approach' than '2step weighted approach' having weakness of complex overlapping manner.

In accordance with the development of broadcasting, the style of using medium by users has been personalized in the propensity to consume. Recent advent of media convergence allowed users of medium to decide the received environment for their needs, thereby the position of users has become more important in the medium consumption. IPTV has the most advanced form of personalized information media. However, IPTV was made by media convergence, which has relation with a variety of interested parties, so there are a few troubles among them in the way of commercializing IPTV. As a matter of fact, although users play a leading role in the IPTV industry, there are still few discussions on the welfare of users. IPTV should be remained the characteristic of the medium of personalized information, and it should include the welfare of users in various fields of media convergence. That is Universal Service. It is necessary to be guaranteed the access right and the variety of contents in using IPTV. Moreover, in terms of telecommunication, IPTV should insure the reasonable fare system as a pay-services. On the basis of the analysis in local and international IPTV circumstances, in terms of content as a medium of personalized information, in terms of fares as a pay-services, and in terms of digital literacy as a new medium of digital access, policies for welfare of users are suggested.

The present study aims to examine the assistive technology service operation system[ATSOS] of the support system for independent living[SSIL] which was introduced after the enactment of the Law of Assisting the Independence for Persons with Disabilities[LAIPD] and to discuss its implications in the development of the assistive technology service delivery system[ATSDS] and the related measures for promoting the assistive technology industry in Korea. For this purpose, the literature review and the field study were employed. The research findings showed that the Japanese SSIL, which adopted the user payment system as measures to establish the sustainable ATSOS, arranged the consumer participation structure through substantial cooperation among related government departments. The result of this study indicates the need to secure the consumer's right to choose in a comprehensive utilization process of assistive technology services as for the establishment of the ATSDS in Korea. Furthermore, the arrangements for practical cooperative strategies among related government departments are encouraged.

The aim of this study is to reveal development processes of mothers with disabled children as active human agents utilizing social welfare institutions. Many social welfare studies have generally described welfare service users as passive subjects alienated from welfare information and subordinate to dominant welfare system. However, this investigation indicates that they do not merely remain as passive policy targets. They also perform as active actors who seek for useful information, strategically acquire profits in the given system despite institutional constraints, and create new welfare institutions. Through in-depth interviews with 11 mothers of disabled children with brain lesions, this study has derived a grounded theory on the mothers' maturation processes in interaction with social welfare institutions, which consist 6 stages(entering, awakening, exploring, struggling, resigning and utilizing period). This substantive analysis on the survival processes of mothers with disabled children in the social welfare system provides empirical knowledge and evidence about relationship between the structure and agents. It also suggests a practical policy proposal for disabled people and their families based on these stages.
