  • Recently, housing prices in metropolitan areas is also increasing in the UK and Australia. Their governments are trying to solve this problem by the housing development in the quarry sites near cities. The cases reviewed in this study, Erith Hill Quarry (The Quarry), Plymstock Quarry, Lilydale Quarry (Kinley), and Bombo Quarry are the mixed-used development cases in the closed quarry sites through the urban planning system. In the UK, the local government uses the urban planning scheme such as the planning permit system, section 106. The local government permits the quarry site development on the condition that it provides necessary public facilities, such as schools and affordable housing for the local community. In Australia, local governments use up-zoning permission rights to convert land uses in quarries from industrial to mixed-use. Development plans have to include urban infrastructure and open space in addition to affordable housings. In the case of Australia, establishing a development plan in advance and filling the quarry pit with overburden through a phased development is expected to have the effect of reducing the project cost. Both countries think that developing brownfields, such as quarry sites, is a more sustainable and eco-friendly development from the perspective of future generations than developing new green fields. Such a perspective of the UK and Australia will be able to give policy implications for our slightly rigid urban development system.

The results of multiple regression analysis showed that when low-income elderly people became excluded from the system, they suffered more than the recipients. They also showed that the social support system of low-income elderly people brought a negative impact on their material hardship when they were connected by the strong social support system. In other words, social support system reduced their material hardship caused by exclusion. Based on the results, this study suggests some practical and political means to reduce material hardship of low-income elderly people.

Literatures published from January 2000 to January 2020 were searched on CINAHL, EBSCO, and websites of professional associations, using keywords including 'Member support', 'Member welfare', 'Professional association', 'Membership', and 'Member benefit.' Finally, 12 articles and 4 professional association website data were selected for analysis. The antecedents of membership comprised two dimensions, viz., the member level, and the association level. The antecedent at the member level included need of members, whereas antecedent at the association level was to set up a new department responsible for memberships. Attributes of the membership included 'member support', 'member professionalization', and 'member solidarity'. The consequences of membership also consisted of two dimensions: increased member satisfaction and professionality, and enhancement of rights and interests at the member level, and improvement of public awareness for the professional association at the association level. The findings of this study suggest that providing proper membership is a desirable direction of the association's member support considering the member's opinion ultimately, and propose future research for membership development. This study significantly provides the contextual basis, by identifying the antecedents, attributes, and consequences of membership.

  • The scope of fire services has been expanded from local fire prevention to rescue and first aid services, and the fire services system has been converted from an autonomous fire services system to a wide-area fire services system, and the status of fire officers has been unified as a national public servant. However, the underlying problem remains unsolved. One is a problem related to the conversion of fire services to state affairs, and the other is that Fire officers converted to national public servants are in charge of fire services which are evaluated as local autonomous affairs. The controversy over the nature of fire service stems from uncertainty and redundancy in the coordination of office function and distribution between the State and Local governments, and incomplete legislation that fundamentally fails to achieve systematic unity of office work and status. The fire service has a national responsibility as an affair that includes the existence of the state and the welfare and order of the people along with the police affairs. That is, affairs related to the safety of the people that protect the lives, bodies and properties of the people should be understood as State affairs. 「The LOCAL AUTONOMY ACT」 stipulates that local governments cannot perform State affairs such as affairs necessary for the existence of the nation, affairs requiring performance in a uniform manner throughout the nation, and affairs of nationwide or similar scale unless otherwise provided by the law. Fire Service should be regarded as such affairs. Considering that the rights to the safety and life of the people and the duty to protect the people are the duty of the nation, it is necessary to keep in mind that the reason for the change fire officers to the national public servants was not basically just a matter of treatment and finance.

  • The purpose of this study is to find out the experience and meaning of discrimination among Korean-Chinese part-time job international students. To this end, after in-depth interviews with nine Korean-Chinese part-time job international students from May to June 2022, the data were analyzed using Colaizzi's phenomenological research method. The findings were as follows: New challenges for living expenses and efficient adaptation, this road full of thorns, efforts to adapt beyond discrimination, growth and relationships through part-time jobs turned out to be opportunities. This experience became a process for Korean-Chinese part-time international students to grow further as well as solve economic problems. However, they are subject to multiple discrimination due to their dual status as international students and ethnic Korean-Chinese. Their Korean identity gives a more directed differential experience in the process of working part-time. But in the process, they are still overcoming difficulties. Korean-Chinese international students are growing up by accepting discrimination experiences and adapting to their international life. As a result of the above research, we need education and help to guarantee working human rights for Korean-Chinese part-time students with the development of a multicultural society in the future.
