A Research Study on 60Years Old People Management of Hypertension. (60세이상의 노인들의 고혈압 치료기관별 비용효과 분석과 관리능력에 관한 비교연구)

  • This study was uncertaken to find an effective management modality for patients with hypertension. Patients 60years or older were selected for this purpose from a general hospital and a welfare center in Pusan and from a public health clinic in Cheju Island. During the month of October in 1984. the management modality for hypertension. the incurred medical expenses. and knowledge about the hypertension were analyzed and compared. The following results were obtained: 1. The a erage total medical expense per year was highest at the general hospital followed by the public health clinic and the welfare center. 2. It was found that the patients chose the public health clinic for its low medical cost. the welfare center for its proximity as well as for its low medical cost. and the general hospital for its quality medical services Also. the study has shown that the prescription of drugs was the major service provided by the public health clinic whereas the blood pressure measurement. the prescription of drugs. and family planning were the primary service offered by the welfare center. Drug prescription and blood pressure measurement were two of the most important services by the general hospital. 3. It was shown that the knowledge of hypertension was highnest at the welfare center whereas the management of hypertension was highest at the public health clinic. Based on above results and considering the chronic nature. it is believed that family awareness of the illness was one of the most important aspects for effective management of the hypertension for the elderly patients. In addition. the health care clinics at every level should come forward to execition of the educational programs and home nursing schomes for the effective management of the hypertension patients.

Analysis on the Welfare Effect of the PPP Implementation (민간투자사업의 후생효과 분석)

  • This study investigates the welfare implications of BTL projects using a general equilibrium model with the public sector and public-private partnerships. We show that when the government is not allowed to run budget deficits but private firms is able to overcome the financial constraint, BTL projects performed by public-private partnerships (PPPs) could be a good alternative and improve the welfare of the model economy. This paper quantitatively investigates excessive expansion of PPP projects and several alternatives to retrieve welfare losses caused by such an expansion. Assuming that future rents of BTL projects are not taken into account, we find the welfare losses up to 20 percent relative to conventional government projects. Finally, we show that it would be possible to reduce the losses by transforming the fully depreciated capital stock of the government projects into much smaller new PPP projects.

  • At the moment many welfare complexes are being constructed in Korea as the welfare demand of contemporary society increases. However, there are a few useful guidelines for the planning of the welfare complexes. So it is not easy for the local governments to work out the proper plan for the construction of welfare complexes for their own. This study has been started in order to provide basic informations for the planning of Korean welfare complexes. The result of this study can be summarized into two points. The first one is that 8 welfare services (elderly, women, children, nursery, adolescence, handicapped, health care, public support) are necessary in general welfare complexes in local governments. The second one is that 4 welfare zones are desirable for the planning of welfare complexes. For example, the 1st zone is consist of welfare services for the adolescence, women and children, the 2nd zone for the elderly, handicapped, the 3rd zone for the public support and the 4th zone for the health care.

The Analysis of Fiscal Conditions for Public Rental Housing

  • This paper is focused on the sustainability of public rental housing policy. We have analyzed the general fiscal conditions of central government, the public welfare fiscal conditions, the public expenditure on rental housing, and the Korea Land & Housing Corporation (LH) financial structure. Central government fiscal conditions is controlled by the midium-term fiscal operation plan(2010~2014) and fiscal rules. And the fiscal mandatory expenditures on welfare is increased rapidly by the expansion of beneficiaries, but the fiscal discretionary expenditures particularly on public rental housing can be gradually cut down. LH, the dominant agency responsible for affordable housing, is now confronted with financial distress accruing to excessive burden for public rental housing construction. As a result this paper, we find the discrepancy between the fiscal conditons and public rental housing policies. We suggest the fiscally sustainable rental housing policy. Firstly, the construction plan should be realized reflecting the market and fiscal conditions. Secondly, the provsion and financing system of rental housing should be rebuild within the government fiscal condtions and financial ability of LH.

A Study on Link of Health and Welfare Service and Barrier′s Factors of Visiting Nurses and Social Welfare workers (방문간호사와 사회복지사의 보건복지서비스 연계 및 장애요인에 관한 연구)

  • Purpose: The purpose of this study was to explore the link between health and welfare service and barrier's factors by reviewing the connection between the public health center's visiting nurse and social welfare center's social workers Method: A survey by mail or a face-to-face interview of 151 visiting nurses in 25 public health centers and 48 social welfare workers in general social welfare centers in Seoul, was preformed from Feb. 12, 2001 to Mar. 15, 2001. The data were analyzed with frequency, percentage, mean value, paired t-test and independent t-test using SPSS/WIN 7.5 program. Result: 1. ‘The necessity and degree of cooperation with social welfare workers of visiting nurse’ scored average 4.49 and 3.19, and ‘The necessity and degree of cooperation with visiting nurse and social welfare workers’ scored average 4.81 and 3.15 on the five-point scale ; there was a significant difference between the two variable in visiting nurse and social welfare workers. 2. In barrier's factors which health and welfare service offer to, visiting nurses showed statistically significant higher score than social welfare staff; ‘job factor’, ‘resource factor’, ‘clients factor’, ‘individual ability factor’ Conclusion: In order to provide link system that hold clients in common in public health center and social welfare center, it is recommended a case management team should be constructed and educate visiting nurses for case manager.

A Theoretical Analysis of Public Procurement for Innovation

  • This paper provides a new theoretical rationale for public procurement for innovation (PPI), a unique policy encouraging public procurers to purchase innovative products. In contrast to existing studies that primarily emphasize the advantages of PPI, this paper takes a comprehensive approach, examining both the costs and risks associated with PPI, alongside its benefits. It finds a general condition under which PPI outperforms traditional public procurement. Under this condition, this paper demonstrates that PPI enhances social welfare by facilitating optimal risk-sharing between public procurers and the general economy. Additionally, it draws policy implications from a comparative analysis between the current PPI policy in Korea and an optimal PPI policy.

Comparison of Depression and Cognitive Function between Elderly Welfare Recipients and Non-Elderly Welfare Recipients in a Public Health Center (한 보건기관에 내원한 기초생활수급노인과 비 수급노인의 우울 및 인지기능 상태 비교)

  • Objectives: This study was performed to provide the fundamental data available in the field of the elderly health of the low-income bracket by researching and comparing related factors for the assessment of the degree of depression and cognitive function between elderly welfare recipients and non-elderly welfare recipients. Methods: The study subjects, 402 elderly person over 65-year-old in Daejeon were interviewed, during the two-month from May to June 2006, about their general characteristics, depression and cognitive function. Results: elderly welfare recipients was higher than non-elderly welfare recipients in degree of depression on the other hand, in cognitive function is lower. Also, the depression and cognitive function were related with not only socio-demographic characteristics like the age, the degree of education, the presence of spouse or not and the health status but also health behavior characteristics like the sleeping time, the drinking and the exercise. Conclusions: The project of health promotion and programs that can improve the related factors to the depression and cognitive function for elderly welfare recipients should be developed and practiced.

Relations between The Elderly's Transfer Incomes and Life Satisfaction

  • This study was conducted to investigate the relationship between life satisfaction of the elderly and their transfer income (public transfer and private transfer income) using the 11th data of the Korea welfare panel study. In the analysis results, the public transfer income was analyzed to have a significantly positive (+) effect on the life satisfaction in the case of the elderly in general households while in the case of the elderly in low income households, private transfer income was analyzed to have a significantly positive (+) effect on life satisfaction. These results suggest that the public transfer income is 1,019,200 won (monthly average 849,000 won) in the case of the elderly in general households, and the public transfer income is found to have an effect to stabilize the income, which can be expected to increase the life satisfaction. However, in the case of the elderly in low income households, it was found to be 5,080,500 won (monthly average 424,000 won), half of the public transfer income of the elderly in general households. In the case of the elderly of low income households, it can be assumed that the private transfer income, which is the "uncomfortable" income source, fills up the unstable income stabilization gap and raises the life satisfaction. As a policy suggestion, first, by supplementing the basic pension system, which is an irrational part of public transfer income for the elderly with low income, it is necessary to design policy alternatives to enable economic stabilization of the elderly in low income households. Second, it is also necessary to actively review the introduction of income deduction plans for the transfer income of family members for the low income elderly households.
