Analysis on Financial Statuses of Single and Non-single Low-income Households (저소득층 일인가구 및 비(非)일인가구의 가계재무상태 분석)

  • The purposes of this study were to examine low-income households' financial statuses and the socio-economic characteristics of single-person and non-single person households according to the financial indexes used for evaluating financial security and growth status developed based on financial ratios. Using 2009 KLIPS(Korean Labor & Income Panel Survey) data collected by the Korean Labor Institute, the satisfaction levels from the indexes were analyzed and compared between the two household types. The results showed that 46.0% of single-person households were not satisfactory in terms of all financial growth indexes but were partially satisfactory in terms of all financial security indexes. These householders tended to be females and in the their 70s, who lived in Seoul or in a suburb of Seoul, Korea. They reported problems with a lack of financial growth possibilities. 47.0% of non-single person households were not satisfactory in terms of all financial growth indexes but were partially satisfactory in terms of all financial security indexes. These householders tended to be males in their 60s and 70s with no job who were living in Seoul or in a suburb of Seoul, Korea. They reported having low level of liquidity and high level of debt redemption. 42.6% of single-person households were not satisfactory in terms of both financial security and growth indexes partially. These householders tended to be females in their 20s or 70s who were living in rural areas. They reported problems related to an adverse balance between household income and expenditures and a large scale of debt. 43.1% of non-single households were not satisfactory in terms of both financial security and growth indexes partially. These householders tended to be males in their 60s or 70s and homeowners. They reported problem related to an adverse balance of household income and expenditures and high a level of housing expenditures and liquidity. The research findings have implication for policy makers considering financial support programs and welfare programs for low-income householders, considering the recent changes in households structures.

Influence of Sex Ratio on Behavior and Welfare Indexes in Broiler Chicken (육계의 성비가 행동 및 복지지표에 미치는 영향)

  • The effect of sex ratio on behavior and welfare indexes in broiler chickens was investigated. Five variants of the sex ratio (male to female), namely, 100:0 (T1), 75:25 (T2), 50:50 (T3), 25:75 (T4) and 0:100 (T5) were tested in broilers between the ages of 7 to 35 days. It was found that the most common behavior in all sex ratios was resting behavior, ranging over 74.4 % of total behavioral frequency. The ranges of other behavior traits of total behavior traits were as follows: pecking, 5.4 to 23.1 %; standing, 1.8 to 24.8 %, and moving, 0.6 to 11.5 %. The behavioral frequency of resting, pecking, standing and moving were not affected by the sex ratio and between male and female. But the percentage of pecking, resting and moving behavioral frequency was significantly different by the age of birds (P<0.05). Age of birds had no effect on standing behavioral frequency. It seems that gait, food pad and hock burn score were no affect by sex ratio but tend to decreased in female than male. Claw length of 21 and 35 days was not affected by sex ratio and between male and female. The duration of tonic immobility (TI- reaction) was tend to decreased age of 21 than 35 days, and female than male. Both male and female of the study, hock burn score, claw length and TI-reaction were tend to lower in T4 than other treatments. The results suggest that, when male and female broilers are reared together, sex ratio can influence broiler welfare indexes in this study.

Financial Supports of Government for Nonprofit Social Service Organizations in the United States (비영리 조직에 대한 정부재정지원에 영향을 미치는 요인 : 미국의 사례를 중심으로)

  • This study explores whether there are differences in financial structure and governmental support between social service organizations and other nonprofit organizations. In addition, it analyzes what factors are related to governmental supports for both types of nonprofit organizations. Guided by the argument that specific areas where nonprofits primarily operate can explain a difference of relations between nonprofit organizations and funders, this study compares revenue sources and expenditures of social service organizations and other nonprofit organizations in the United States. Also, based on resource dependence theory and taking some important indexes from financial ratio analysis, this study also identifies factors that affect governmental supports for nonprofit organizations. The study sample consists of 10,690 organizations that reported tax form 990 in 1996. Binary logistic regression analysis was conducted for the study. The results show that social service organizations obtained more revenue from government than other nonprofit organizations. Also, logistic regression analysis suggests that revenue diversification and financial characteristics were significantly associated with governmental supports for nonprofit organizations in the United States.

Comparative Analysis of the Competitiveness of the Steel Distribution Industry in Korea and China (한중간 철강유통산업의 경쟁력 비교분석)

  • Purpose - This research undertakes to understand the competitiveness of the steel distribution industry of both Korea and China to strengthen Korea-Sino economic cooperation, examines impediments to trade between the two countries to analyze causes which affect trade, and examines improvements in these areas to identify means of trade expansion. Through this survey of a defined period, we can identify the structural factors of trade dependence in the relationship between Korea and China. Research design, data, and methodology - The data were collected from the Korea Traders Association, the Korea Customs Office, and UN Comtrade, from which whole table indexes are calculated. The research methodology uses trade-related indexes to focus on analyzing comparative advantages based on time-series analysis statistics data (2000-2012) by using the analysis index of trade intensity index (TII), the revealed comparative advantage index (RCA), and the trade specialization index (TSI). Results - The export ratio for Korea to China was slightly higher in 2000 at 2.867, and the export ratio for Korea to China was sustained in 2005. However, it diminished gradually, reaching 1.263 in 2012. During the period 2000-2012, the indexes were maintained without any significant change. However, they still remain close to -1. In particular, in 2012 it is the closest it has ever been to -1. Therefore, China has a comparative advantage in export specialization. On the other hand, Korea has a comparative advantage in import specialization. For the research period, all indexes were much lower than 1, which means that Korea has consistently had a comparative disadvantage against China for the past 10 years when compared to other industries, even though it experienced improvement in 2000. Conclusions - The summary of conclusions based on empirical analysis research are as follows: First, per the trade intensity index of industries between the two countries, we conclude that the export ratio index in 2000 is 2.867, which means the export ratio of Korea to China is slightly higher. Furthermore, the ratios of 2.259 and 1.263 held in 2005 and 2012, respectively, meaning that the export ratio of Korea to China was maintained in 2005, but was diminishing gradually as the index in 2012 was 1.263. Second, per the trade specialization index of the steel distribution industry between Korea and China, the value was -0.379 in 2000, -0.368 in 2005 and -0.568 in 2012. Looking at the whole period of 2000-2012, the indexes remained without any significant change. However, they are still moving closer to -1. In particular, in 2012 it is the closest it has ever been to -1. Third, regarding the revealed comparative advantage index of the steel distribution industry between Korea and China, the RCA indexes in 2005 and 2012 are 0.246 and 0.306, respectively, which are still far from 1, even though the index has improved compared to the 2000's value of 0.0001. Therefore, the Korean steel distribution industry is at a significant comparative disadvantage to that of the Chinese steel distribution industry.

Inequality in Private Health Care Expenditures: A 36-Year Trend Study of Iranian Households

  • Objectives: Throughout history, societies have been impacted by inequality. Many studies have been conducted on the topic more broadly, but only a few have investigated inequalities in out-of-pocket health payments (OHP). This study measures OHP inequality trends among the Iranian households. Methods: This study used data from the Iranian Statistics Center on Iranian household income and expenditures. The analysis included a total of 995 300 households during the 36 years from 1984 to 2019. The Gini coefficient, Atkinson index, and Theil index were calculated for Iranian OHP. Results: Average Iranian household OHP increased from 33 US dollar (USD) in 1984 to 47 USD in 2019. During this 36-year span, the average±standard deviation Gini coefficient for OHP was 0.73±0.04, and the Atkinson and Theil indexes were 0.68±0.05 and 1.14±0.29, respectively. The Gini coefficients for the subcategories of OHP of outpatient diagnostic services, medical assistant accessories, hospital inpatient services, and addiction cessation were 0.70, 0.61, 0.84, and 0.64, respectively. Conclusions: In this study, we scrutinized trends of inequality in the OHP of Iranian households. Inequality in OHP decreased slightly over the past four decades. An analysis of trends among different subgroups revealed that affluent households, such as households with insurance coverage and households in higher income deciles, experienced higher inequality. Therefore, lower inequality in health care expenditures may be related to restricted access to health care services in Iran.

An Empirical Study on Introduction of PSO Bus Line under Semi-public Bus System (시내버스 준공영제에서 정책노선 운영 제도 도입을 위한 실증적 분석)

  • Recently, the need to introduce bus lines on a welfare basis is increasing as public intervention in bus routes is accelerated through semi-public bus system. The main objective of this study is to establish the concept of PSO (public service obligation) bus line on a welfare basis and propose a classification method of PSO bus line under semi-public bus system. We introduced 3 indexes such as "equity" in terms of bus line distribution, "publicity" in terms of age distribution, and "profitability" in terms of bus operating revenues. On the basis of 3 indexes, we introduced the PSO bus line, which is fair and public, even if it is not profitable. Based on the concept established in this study, we divided 130 ordinary city bus lines in Busan Metropolitan City into 8 PSO bus lines. Also, considering the positive impact of public buses, which are less profitable, but improve the mobility of residents and secure public community, we suggested the need to introduce public buses in bus service shortage areas.

Analyzing the Specialization Status of Hospital's Services in Korea (의료기관 서비스 전문화 수준의 측정 및 분석)

  • This study evaluated the specialization status of Korean hospitals by applying index measures that were developed to determine how hospitals are specialized. In addition, multivariate regression analysis was applied to assess how the measures responded to the internal and external factors of hospitals. National Health Insurance claims for 2004 were used to calculate the information theory index, internal Herfindahl index, number of distinct diagnosis-related groups (DRGs) treated, and percent of the five most common DRGs. Data from the Ministry of Health and Welfare and Korean Hospital Association were used to determine the size, ownership, teaching status, organization type, and location of the hospitals. The four indexes analyzed showed that there were significant differences in the specialization status of providers, depending on the provider size, organization type, and location. Hospitals that were smaller and located in metropolitan areas tended to provide specialized services; this is considered to constitute a competitive strategy for hospitals. It is expected that specialized hospitals will increase given the current market structure. Therefore, policy makers will need an index for measuring how hospital services are specialized. Information from such an index could provide a picture of how hospital services are mixed and change over time.

The Comprehensive Management Indexes and Their Application Strategies for Appropriate Medical Care in Primary Care Clinics Under Workers' Compensation Insurance (산재보험지정의원 요양급여적정성 종합관리지표 산출 및 적용방안)

  • Purpose: The objectives for this study are to produce the comprehensive management indexes and find their application strategies for appropriate medical care in primary care clinics under workers' compensation insurance. Method: Data of this study was workers' compensation insurance medical fees claim's data from July 2006 to June 2007. Data were analyzed using SAS 9.1 version by applying descriptive statistics and Pearson's correlation. The indexes such as costliness index(CI), standard medical fee were calculated based on the fourth revision of korean classification of diseases(KCD-4.). Results: The CI, visiting index(VI), outliers index(OI), and medical review adjustment percentage were positively correlated in the both inpatient and outpatient medical fees in primary care clinics under workers' compensation insurance. The major medical specialities were neurological surgery, general medicine, general surgery, rehabitational medicine, and orthopedic surgery. The CIs were slightly high in rehabitational medicine among major medical specialities. The CIs were mostly high in diagnosis, test, anesthesia, and rehabitational assistive device fees among major medical specialities. The CIs were slightly high in Kwangju, Daegu, Daejeon, and Busan districts among district management centers of Korea Workers' Compensation and Welfare Service. Conclusions: We suggest the continuous development of appropriate disease classification system and medical care quality indicators to successfully take root the comprehensive management for appropriate medical care under workers' compensation.

Development of Evaluation Index and Multi-layer Evaluation System for Quality Management of Elderly Long-term Care Institution (노인장기요양기관(시설급여) 평가의 품질관리를 위한 평가지표 개발 및 다층평가시스템 방안)

  • The purpose of this study is to develop evaluation indexes for improving the quality of long-term care institutions (facility salary) evaluation in the sense that the applicability and effectiveness of previous studies related to the development of evaluation indexes for long-term care facilities for elderly are insufficient. There was this. To this end, an analytical review of the 2018 long-term care institution (accommodation benefit) evaluation index, an analysis of Japan's elderly long-term care home evaluation index, and the elderly long-term care facility workers in Korea and the special care home for the elderly in Japan FGI on evaluation indicators and evaluation system was conducted. Based on the results of the research, evaluation indicators were developed in terms of supporting users to receive high quality services. The characteristics of the elderly, that is, the characteristics of elderly diseases that are difficult to maintain and improve, the direction and transparency of institutional operation, and the need for terminal care were reflected. Forty-three evaluation indicators were presented, covering institutional operations, environment and safety, beneficiary rights protection, payroll process, and payroll results. In addition, we proposed a four-step multi-level evaluation system that can improve the efficiency of the evaluation process by improving the redundant and unnecessary evaluation process.

Determining Relative Weights of Criteria for Evaluating National Quarantine Station by the Analytic Hierarchy Process (AHP방법을 적용한 국립검역소 평가 준거의 가중치 결정)

  • In accordance with the increasing possibility that the new and reoccurring epidemics continuously appearing abroad flow into Korea, it is very important to evaluate the efficiency of quarantine management projects of National Quarantine Station. This study adopted the pairwise comparison approach using the analytical hierarchy process(AHP) that has been recognized with its scientific adequacy for allocating the weight, the relative importance of evaluation components. AHP technique is evaluated to be distinguished in measuring the impact by making hierarchy of, simplifying and systemizing the complicated multi-criteria decision making problems. The weights by evaluation indexes were 0.2 in the organization evaluation field and 0.8 in the service and program field. The quarantine business showed the highest value, 0.45, in the service and program field. The indexes were classified into the upper category (organization evaluation field, service and program evaluation field) and lower category (input/process/result/quarantine field, inspection field, hygiene management field, pathogenic organ investigation and monitoring field, epidemics prevention promotion/education field). The evaluation indexes that were finally selected were applied to the actual businesses in National Quarantine Station. Next, the minimum evaluation indexes were selected and so the evaluation system on the businesses in National Quarantine Station was more systemized.
