The local storm occurred Nakdong river basin from August 4 to 11 of the year 2002, resulting in a record 500-600mm rainfall. The heavy rain continued for more than 10 days and especially between 3 to 4 am of August 9, 50mm per hour local storm occurred in Hanrim-myun area, Kimhae. 8 days after the storm, the water level of Nakdong river rose rapidly and the river flowed backward the branches. T he draining of the protected low wetland was unable and the water level of the inner bank area rose suddenly, causing the inundation in several areas. Baeksan bank of Nam river, Gahyun(Samhak) bank of Hwang river, and Kwangam bank of Shinban river, where the draining facilities were under construction or constructed recently, were failed by the piping around the draining culvert. This study analyze the cause of the damage in Nakdong river banks and suggests the countermeasures for future improvement. The damaged spot of the river bank was surveyed, and the rainfall and the fluctuation in the water levels were reviewed. Finally for the flood inundation prevention at the inner bank area, new floodplain management plan as the protect of low wetland established.

On March 11 in 2011, off the Pacific coast of Tohokua huge earthquake of Magnitude 9.0 occurred. This presentation reports the earthquake, the ensuing tsunami and the devastating damages caused by them. The epicenter was approximately 72 km east of the Oshika Peninsula of Tohoku, with the hypo-center at an underwater depth of approximately 32 km. Owing to this earthquake, strong quakes were observed in eastern Japan with the levels 6 and 7 on the Japanese scale. The earthquake triggered extremely destructive tsunami wave, which attacked the very wide range of eastern Japan coast. The earthquake and ensuing tsunami caused severe damage to levees and embankment along the coasts and rivers. Those water-related damages are reported in this presentation. The Fukushima No. 1 Nuclear Power Plant was also damaged by the earthquake and ensuing tsunami. From the crippled nuclear power plant, appreciable quantities of radioactive material were emitted to the surrounding environment. Those substances which emitted to air may fall on the ground together with raindrops and runoff to rivers. Elucidation of those processes is the task which our hydrological society should undertake.

The Because reduction facilities of existing non-point pollution source weren't balanced with each element technologies, most of case were what damaged scene nature of river, neutralized pollution sources and reduction effect. Therefore it's necessary to find a solution by integrating the operation system. Based on the comparative analysis that we have ran, we examined the capacity at individual operation's water purification and linked the treatment to detention pond, wetland and revetment.
To minimize the danger of soil erosion and settle habitats earlier, afforestation, which vegetates bare slopes, is selected as an environmental recovering technology. Large portions of these areas often are suffered by a bad germination and growth inhibition of sprayed seeds. Afforested materials collected in the normal and damaged sites were not any big difference in chemical characteristics and biological response to ryegrass. But background soil of the damaged site has very low pH (3.6) and high contents of iron and aluminum compared with them of the normal sites. Both germination and root growth of ryegrass were inhibited severely in the water extracts of damaged soils, but not in the water extracts of normal sites. Groundwater collected nearby the damaged sites was very strong acidic (pH 33) and exhibited a high value of electrical conductivity and high contents of iron and aluminum. In the ground water, germinated ryegrass was scarcely grown. In Al standard solution, the root growth of ryegrass was inhibited over 50% in 0.5 mM in pH 3.5-4.5 and in 1.4 mM in pH 5.5, which seems to be related to $Al^{3+}$ activity in solution. In the ferric Fe ($Fe^{3+}$) standard solution, ryegrass growth was inhibited over 50% in the concentration of 14-19 mM in root and 23-25 mM in shoot. This strong tolerance of ryegrass to $Fe^{3+}$ might be concerned with the very low activity of $Fe^{3+}$ at pH 3.5-5.5. In contrast, ryegrass responded very sensitively to ferrous Fe ion ($Fe^{2+}$), especially in root growth: $Fe^{2+}$ concentrations corresponding to 50% growth reduction were 0.3-0.4 mM at pH 3.5-5.5 in roots. This high growth inhibition should be related to the high ion activity of $Fe^{2+}$ irrespective of different pH conditions. In conclusion, low pH and high contents of $Fe^{2+}$ and aluminum seem to be caused by pyrite and be closely related to the growth inhibition of ryegrass seeded in afforested area.
The Republic of Korea enacted the Air Transport Act in Commercial Law which was entered into force in November, 2011. The Air Transport Act in Korean Commercial Law was established to regulate domestic carriage by air and damages to the third party which occur within the territorial area caused by aircraft operations. There are some problems to be reformed in the Provisions of Korean Commercial Law for the aircraft operator's liability of compensation for damages to the third party caused by aircraft operation as follows. First, the aircraft operator's liability of compensation for damages needs to be improved because it is too low to compensate adequately to the third party damaged owing to the aircraft operation. Therefore, the standard of classifying per aircraft weight is required to be detailed from the current 4-tier into 10-tier and the total limited amount of liability is also in need of being increased to the maximum 7-hundred-million SDR. In addition, the limited amount of liability to the personal damage is necessary to be risen from the present 125,000 SDR to 625,000 SDR according to the recent rate of prices increase. This is the most desirable way to improve the current provisions given the ordinary insurance coverage per one aircraft accident and various specifications of recent aircraft in order to compensate the damaged appropriately. Second, the aircraft operator shall be liable without fault to damages caused by terrorism such as hijacking, attacking an aircraft and utilizing it as means of attack like the 9 11 disaster according to the present Air Transport Act in Korean Commercial Law. Some argue that it is too harsh to aircraft operators and irrational, but given they have also some legal duties of preventing terrorism and in respect of helping the third party damaged, it does not look too harsh or irrational. However, it should be amended into exempting aircraft operator's liability when the terrorism using of an aircraft by well-organized terrorists group happens like 9 11 disaster in view of balancing the interest between the aircraft operator and the third party damaged. Third, considering the large scale of the damage caused by the aircraft operation usually aircraft accident, it is likely that many people damaged can be faced with a financial crisis, and the provision of advance payment for air carrier's liability of compensation also needs to be applied to the case of aircraft operator's liability. Fourth, the aircraft operator now shall be liable to the damages which occur in land or water except air according to the current Air Transport Act of Korean Commercial Law. However, because the damages related to the aircraft operation in air caused by another aircraft operation are not different from those in land or water. Therefore, the term of 'on the surface' should be eliminated in the term of 'third parties on the surface' in order to make the damages by the aircraft operation in air caused by another aircraft operation compensable by Air Transport Act of Korean Commercial Law. It is desired that the Air Transport Act in Commercial Law including the clauses related to the aircraft operator's liability of compensation for damages to the third party be developed continually through the resolutions about its problems mentioned above for compensating the third party damaged appropriately and balancing the interest between the damaged and the aircraft operator.
On the basis of the facts found in the previous report that chlorine destroyed cell membrane and stalk of Caulobacter crescentus and that the damaged cells abonrmally differentiated to elongate their stalks when the chlorinated cells were reincubated in fresh medium, it was suggested that there might be some ecological correlations between the level of water pollution and morphology and phsiology of Caulobacter cells. In order to determine such correlations in this study, 18 isolates of caulobacters were isolated from three sites of Musimcheon River which were gradually polluted by domestic sewages and 6 species were identified. Four cell types of bacteroid, vibroid, subvibroid, and fusiform is were isolated from the least polluted water at the rate of 43%, whereas only two cell types of bacteroid and vibroid were isolated from the more polluted waters at the rates of 7 and 10%, respectively. There was no significant difference in each species of Caulobacter isolateed from the gradually polluted river waters, except that abnormally long filamentous cells were occasionally observed in C. crescentus isolated from the most polluted water. Each species showed various responces to chlorine. The resistances of C. crescentus isolates to chlorine were proportionally correlated with the level of water pollution. When they were compared to C. crescentus CB 13 which had been adapted to laboratory enviroment, the C. cresucentus isolated from the most polluted water was more resistant to chlorine.

Completed in September 1796, Suwon Hwaseong Fortress is a defense facility with 49 facilities spanning 5,744m. During the Japanese occupation and the Korean War, many buildings and walls were damaged, and in 1975, it was restored to its current state through the restoration and restoration project in Suwon. Six of the entire facilities have not been restored by urbanization, of which the restoration of water spaces, including ditches buried in the ground, could be used as a place of rest and viewing for visitors. Tourists visiting Suwon Hwaseong, are satisfied with exploring the historic sites, but feel insufficient for enjoying the natural scenery around the castle. The best way to create a natural landscape in Suwon Hwaseong, where urbanization has been developed, is to create a water space to make you feel the traditional garden. Therefore, the location, shape, and functions of the unrestored water space of Hwaseong Fortress were analyzed through the analysis of 『Hwaseong Seongyeog Uigwe』 and 『Hwaseong Full Map』. The purpose of this study is to derive the traditional landscaping method by analyzing the characteristics of water space.

When the concrete surface layer is damaged, The method of impregnating the concrete surface with a water repellent cannot secure the expected durability. Recently, various waterproofing and water-repellent materials were mixed into concrete or mortar to secure water repellency even inside cracks, but compressive strength was greatly reduced. In order to overcome the decrease in compressive strength, there has not yet been a study using the merits of organic and inorganic materials at the same time, so in this study, the physical properties and water repellency performance were evaluated by mixing an organic/inorganic composite water repellent appropriately mixed with an organic and inorganic material into the mortar. When mixed with organic/inorganic water repellent, the flow and air content were reduced by about 10% and 50% compared to the Liquid specimen. In the case of the P6L1 specimen, it was confirmed that the compressive strength decreased by about 3.5% compared to the non-mixed mortar at 39.5 MPa, the same as the existing water repellent, Powder. Water-repellent performance The organic-inorganic composite water repellent mixture specimen confirmed higher water repellency than the existing water repellent mixture powder, and the chloride penetration resistance evaluation result showed that the organic-inorganic composite water repellent mixture specimen reduced the passing charge by about 45% compared to the non-mixed mortar. In summary, it is judged that the P5L1 organic/inorganic composite water repellent mixed with a powder water repellent and a liquid water repellent in a ratio of 5:1 is the most reasonable to prevent the decrease in compressive strength and secure water repellency.

This study was conducted to determine the natural succession process after forest fire by comparing height, relative growth rates in height (RGH), and tree density of pine seedlings with different fire severity. In the area damaged by surface fire, tree density was highest during the first 5 years after fire. However, in the area damaged by crown fire, tree density rapidly increased during first 5 years after fire. Pine seedlings were found only on the place with ridges, barren soil, and the aspect of north. Annual height growth of pine seedlings was decreased with time in all study sites. The empty space in pine stands gradually decreased by the invasion of Quercus species. The forest fire altered the pine forest into oak forest rapidly. In contrast, pine seedlings invaded steadily on the oak forest in the rocky area or the area with ridges.
Floodplain in a reservoir is defined as the area naturally formed between the design flood level and the normal pool level. Located around the dam reservoir, floodplain has been damaged in many different ways including cultivation. As it is impossible to restore all the damaged floodplain at once, it is necessary to determine their order of priority. This process considers various factors, among which the flooding frequency is an important hydrologic characteristic, Different from the floodplains in a river, all the floodplains around the given dam reservoir have the same flooding frequency. To overcome this problem, this study proposes to use the cumulative flooding area curve, which represents the cumulative flooding area corresponding to the reservoir water level. Especially, this study evaluates the flooding frequency of those water levels corresponding to the cumulative flooding area of 30%, 50% and 70%. As application examples, this study considers the five restoration candidates each selected in the Andong Dam, Imha Dam, Youngju Dam and Nam river Dam of the Nakdong River Basin. As a result, the cumulative flooding area curve was found to well represent the overall shape of the floodplain (i.e., steep-to-mild slope or mild-to-steep slope). Also, the flooding frequency of those water levels corresponding to the cumulative flooding area of 30%, 50% and 70% was found to be so effective to quantify the hydrologic characteristics of a floodplain.
