산악지역 돌발홍수 경보발령 기준 설정에 관한 연구 (A Study on Flash Flood Warning in Mountainous Area)

  • The purpose of this study is to estimate the critical flood discharge and flash flood trigger rainfall for alarm system providing for a flash flood in mountainous. This study was effectively estimated a topographic characteristic factor of basin using the GIS. Especially, decided stream order using GIS at stream order decision that is important for input variable of GCIUH. Result that calculate threshold discharge to use GCIUH, at the Mureung valley basin, flash flood trigger rainfall was 16.34mm in the first 20 minutes when the threshold discharge was $14.54\;m^3/sec$.

사면파괴 유형별 강우 한계선 설정 (Landslide Triggering Rainfall Threshold Based on Landslide Type)

  • 국내 대부분의 사면파괴는 6월~9월에 발생하며, 이러한 사면파괴는 사회적으로 큰 손실을 유발한다. 사면파괴의 주요 원인은 강우강도(Intensity, I)와 강우기간(Duration, D)이다. 본 연구에서는 강우강도-기간(I-D)을 고려한 사면파괴 유발 강우 한계선(rainfall threshold)을 제안하였다. 본 연구를 위해서 국립재난안전연구원과 다양한 보고서 및 매체 그리고 현장조사를 통해서 1999년부터 2012년까지 풍화토 지반에서 유발된 255개 재해이력 자료를 수집하였다. 그리고 기상청의 강우자료를 바탕으로 사면파괴가 발생한 시점의 전 후의 시간에 대한 강우량 데이터를 수집하였다. 수집된 재해이력과 강우량 데이터베이스를 바탕으로 사면파괴를 유형별(토석류, 얕은 사면파괴 등)로 분류하고, 통계적 기법인 분위수 회귀분석을 이용하여 강우강도 및 기간을 분석함으로써 강우 한계선을 제안하였다. 뿐만 아니라 2013년의 재해이력 자료를 통해 제안된 한계선의 검증을 수행하였다. 또한 국외의 한계선과 제안된 한계선을 비교 분석하였다. 본 연구에서 제안된 강우 한계선은 산사태 예 경보시스템을 구축할 때 기초자료로 사용될 수 있다고 판단된다.

Navigation safety domain and collision risk index for decision support of collision avoidance of USVs

  • This paper proposes a decision support model for USVs to improve the accuracy of collision avoidance decision-making. It is formed by Navigation Safety Domain (NSD) and domain-based Collision Risk Index (CRI), capable of determining the collision stage and risk between multiple ships. The NSD is composed of a warning domain and a forbidden domain, which is constructed under the constraints of COLREGs (International Regulations for Preventing Collisions at Sea). The proposed domain based CRI takes the radius of NSD in various encounter situations as threshold parameters. It is found that the value of collision risk in any directions can be calculated, including actual value and risk threshold. A catamaran USV and 6 given vessels are taken as study objects to validate the proposed model. It is found that the judgment of collision stage is accurate and the azimuth range of risk exists can be detected, hence the ships can take direct and effective collision avoidance measures. According to the relation between the actual value of CRI and risk threshold, the decision support rules are summarized, and the specific terms of COLREGs to be followed in each encounter situation are given.

기상조건별 비산먼지 관리체계 최적화 연구 (Optimization of Fugitive Dust Control System for Meteorological Conditions)

  • Fugitive dust, which is emitted in the ambient air without first passing through a stack or duct designed to control flow, is frequently generated by means of wind erosion from storage yards at Pohang Steel Wokrs. The size distribution of fugitive dust is mostly in the range of coarse particulate which is deposited as soon as emitted and less harm to human health; however $20\%$ of fugitive dust contains PM 10 known as one of most harmful airborne pollutant. Consequently, effective control and reduction of fugitive dust is strongly requested by the local society, but it is not easy so far because the generation and dispersion of fugitive dust highly depends on meteorological conditions, and it being occurred for irregularity. This research presented a fugitive dust control system for each meteorological condition by providing statistical prediction data obtained from a statistical analysis on the probability of generating the threshold velocity at which the fugitive dust begins to occur, and the frequency occurring by season and by time of the wind direction that can generate atmospheric pollution when the dispersed dust spreads to adjacent residential areas. The research also built a fugitive dust detection system which monitors the weather conditions surrounding storage yards and the changes in air quality on a real-time basis and issues a warning message by identifying a situation where the fugitive dust disperses outside the site boundary line so that appropriate measures can be taken on a timely basis. Furthermore, in respect to the spraying of water to prevent the generation of fugitive dust from the storage piles at the storage yard, an advanced statistical meteorological analysis on the weather conditions in Pohang area and a case study of fugitive dust dispersion toward outside of working field during $2002\∼2003$ were carried out in order to decide an optimal water-spraying time and the number of spraying that can prevent the origin of fugitive dust emission. The results of this research are expected to create extremely significant effects in improving surrounding environment through actual reduction of the fugitive dust produced from the storage yard of Pohang Steel Works by providing a high-tech warning system capable of constantly monitoring the leakage of fugitive dust and water-spray guidance that can maximize the water-spraying effects.

고령자 보행행태를 고려한 상충위험정보 제공방법 설계 (Road Safety Message Providing Methodology for Considering the Elderly Walking Behavior)

  • 본 논문은 V2P(Vehicle to Pedestrian) 통신시스템에서 고령자의 보행 행태를 고려한 위험정보의 제공방법에 관한 연구이다. 본 연구에서는 경기도 지역의 2011년-2014년의 1219건의 노인교통사고에 대하여 도로유형(단일로, 교차로), 신호유무(무신호, 신호), 횡단보도유무(횡단보도, 무단횡단), 사고원인(무단횡단, 신호위반, 부주의사고, 기타)로 분류하여 고령자 사고의 행태를 분석하였다. 또한, 고령자의 행태변수와 차량속도변수를 검토하고, 기준치를 이용하여 상충위험정보제공에 활용하도록 하였다. 고령자의 보행속도, 안전여유값 그리고 차량의 접근속도에 따라 사고를 방지할 수 있도록 요구하는 거리를 제안한다. 본 연구의 결과물을 고령자 보행형태의 변수를 고려한 V2P 통신 및 P2V 통신 기반의 상충위험정보 제공시스템에 적용함으로써 고령자의 사고경감에 도움이 될 것으로 사료된다.

Structural health monitoring of a high-speed railway bridge: five years review and lessons learned

  • Based on monitoring data collected from the Nanjing Dashengguan Bridge over the last five years, this paper systematically investigates the effects of temperature field and train loadings on the structural responses of this long-span high-speed railway bridge, and establishes the early warning thresholds for various structural responses. Then, some lessons drawn from the structural health monitoring system of this bridge are summarized. The main context includes: (1) Polynomial regression models are established for monitoring temperature effects on modal frequencies of the main girder and hangers, longitudinal displacements of the bearings, and static strains of the truss members; (2) The correlation between structural vibration accelerations and train speeds is investigated, focusing on the resonance characteristics of the bridge at the specific train speeds; (3) With regard to various static and dynamic responses of the bridge, early warning thresholds are established by using mean control chart analysis and probabilistic analysis; (4) Two lessons are drawn from the experiences in the bridge operation, which involves the lacks of the health monitoring for telescopic devices on the beam-end and bolt fractures in key members of the main truss.

Early adjusting damping force for sloped rolling-type seismic isolators based on earthquake early warning information

  • By means of installing sloped rolling-type seismic isolators (SRI), the horizontal acceleration transmitted to the to-be-protected object above can be effectively and significantly reduced under external disturbance. To prevent the maximum horizontal displacement response of SRI from reaching a threshold, designing large and conservative damping force for SRI might be required, which will also enlarge the transmitted acceleration response. In a word, when adopting seismic isolation, minimizing acceleration or displacement responses is always a trade-off. Therefore, this paper proposes that by exploiting the possible information provided by an earthquake early warning system, the damping force applied to SRI which can better control both acceleration and displacement responses might be determined in advance and accordingly adjusted in a semi-active control manner. By using a large number of ground motion records with peak ground acceleration not less than 80 gal, the numerical results present that the maximum horizontal displacement response of SRI is highly correlated with and proportional to some important parameters of input excitations, the velocity pulse energy rate and peak velocity in particular. A control law employing the basic form of hyperbolic tangent function and two objective functions are considered in this study for conceptually developing suitable control algorithms. Compared with the numerical results of simply designing a constant, large damping factor to prevent SRI from pounding, adopting the recommended control algorithms can have more than 60% reduction of acceleration responses in average under the excitations. More importantly, it is effective in reducing acceleration responses under approximately 98% of the excitations.

산사태 경보를 위한 RTI 모델의 적용성 평가 (A Feasibility Study of a Rainfall Triggeirng Index Model to Warn Landslides in Korea)

  • 우리나라는 여름철 강수량이 연 강수량의 약 70% 이상을 차지하고 일 강우량이 200 mm가 넘는 극한강우가 증가하고 있다. 강우는 산사태를 유발하는 가장 직접적인 인자로서 이를 활용한 산사태 발생 예측 기준을 설정하고 경보를 발령하여 산사태로 인한 피해를 최소화 하는 것이 필요하다. 본 연구에서는 기존의 발생한 산사태이력 중 발생시점 및 장소가 분명한 12개소를 선정하고 각 지역의 강우데이터를 수집하여 분석하였으며, RTI (Rainfall Triggering Index) 모델에 사용된 각 인자들을 한국의 산사태 유발 강우특성에 따라 적정성을 검토하여 반영하고 강우강도의 단위시간을 달리한 3가지 모델을 비교하였다. 분석결과, 60-minutes RTI 모델은 3개소에서 산사태 발생 예측에 실패하였으며, 30-minutes RTI 모델 및 10-minutes RTI 모델은 모두 사전예측 가능하였다. 각 모델별 산사태 발생 경보에 따른 평균 대응시간은 60-minutes RTI model이 4.04시간, 30-minutes RTI model과 10-minutes RTI model은 각각 6.08과 9.15시간으로 단위시간이 짧은 강우강도를 사용한 RTI 모델이 산사태 사전예측실패 가능성이 적고 보다 긴 대응시간을 확보 할 수 있는 것으로 나타났다. 이를 통해 산사태 발생 예측을 통한 대응시간은 단위시간을 세분화한 모델일수록 더 많은 시간을 확보 할 수 있음을 알 수 있다. 또한, 단시간 내 발생하는 변동성이 큰 강우강도 가진 한국의 강우특성을 고려할 때 시간 단위 이하의 강우강도를 적용하는 것이 RTI 모델을 통한 산사태 예측과 조기경보시스템의 정확도를 높일 수 있을 것으로 판단된다.

Determination of flood-inducing rainfall and runoff for highly urbanized area based on high-resolution radar-gauge composite rainfall data and flooded area GIS Data

  • This study derived the Flood-Inducing-Rainfall (FIR) and the Flood-Inducing-Runoff (FIRO) from the radar-gage composite data to be used as the basis of the flood warning initiation for the urban area of Seoul. For this, we derived the rainfall depth-duration relationship for the 261 flood events at 239 watersheds during the years 2010 and 2011 based on the 10-minute 1km-1km radar-gauge composite rainfall field. The relationship was further refined by the discrete ranges of the proportion of the flooded area in the watershed (FP) and the coefficient variation of the rainfall time series (CV). Then, the slope of the straight line that contains all data points in the depth-duration relationship plot was determined as the FIR for the specified range of the FP and the CV. Similar methodology was applied to derive the FIRO, which used the runoff depths that were estimated using the NRCS Curve Number method. We found that FIR and FIRO vary at the range of 37mm/hr-63mm/hr and the range of 10mm/hr-42mm/hr, respectively. The large variability was well explained by the FP and the CV: As the FP increases, FIR and FIRO increased too, suggesting that the greater rainfall causes larger flooded area; as the rainfall CV increases, FIR and FIRO decreased, which suggests that the temporally concentrated rainfall requires less total of rainfall to cause the flood in the area. We verified our result against the 21 flood events that occurred for the period of 2012 through 2015 for the same study area. When the 5 percent of the flooded area was tolerated, the ratio of hit-and-miss of the warning system based on the rainfall was 44.2 percent and 9.5 percent, respectively. The ratio of hit-and-miss of the warning system based on the runoff was 67 percent and 4.7 percent, respectively. Lastly, we showed the importance of considering the radar-gauge composite rainfall data as well as rainfall and runoff temporal variability in flood warning system by comparing our results to the ones based on the gauge-only or radar-only rainfall data and to the one that does not account for the temporal variability.

국내 유역특성을 반영한 한계유출량 산정기법 개발 및 평가 (Development and Evaluation of Computational Method for Korean Threshold Runoff)

  • 본 연구에서는 우리나라에 적합한 한계유출량 산정기법을 제안하고 이를 평가하고자 한다. 대상유역은 한강유역이며, 유역의 하도구간을 산지소하천 자연하도, 인공하도 그리고 본류하도의 3구간으로 구분하였다. 산지소하천의 경우 산지계곡의 야영객 및 등산객들의 피해를 방지하기 위해 0.5 m 수위상승을 기준으로 한계유출량을 산정하였다. 산지소하천 자연하도의 한계유출량은 유역 및 하도 매개변수 간의 지역적 회귀분석을 통해 소유역별 한계유출량을 계산하였다. 산지소하천 인공하도의 경우에는 유역 및 하도특성인자들의 지점정보를이용하여 지점별 한계유출량을 산정하였다. 반면 하천 본류구간에서는 고수부지를 이용하는 이용객들의 인명피해를 방지하고자 하천본류구간의 경계홍수량을 기준으로 지점별 한계유출량을 산정하였다. 산정된 한계유출량의 검증을 위해 3개의 돌발홍수사례를 수집하였으며, SCS 유효우량 방법을이용하였다. 지속시간 1, 3, 6시간에 해당하는 유효우량이 한계유출량보다 상회하는 값을 지닌 것으로 나타나 본연구에서 제시한 한계유출량 산정방법이 적절한 것으로 판단된다.
