A Basic Study on Urban Regeneration in Gwangju-City Using GIS (GIS를 활용한 광주광역시 도시재생방향에 대한 기초연구)

  • The purpose of this study is to present an appropriate approach to urban regeneration by analyzing Gwangju Metropolitan City. For the study, residential area of Asia Culture Complex was analyzed based on GIS. The areas concerned were categorized and looked into by their Situation based on the analysis of urban infrastructure state. However, as the architectural space within a city are limited, and accurate assessment of them is needed. The residential areas have the following characteristics. They become an aging and dilapidating residential and socially underprivileged-concentrated area. It is necessary to set up a direction for a future-oriented planning for the development of these areas. Along with a decreasing population, it is important to improve the urban architecture environment for the elderly in an aging society. The economic growth of a city if necessary for the future. Therefore, the criteria for the assessment is required. And the subsequent setting-up and planning of a future direction for a city is badly needed. After that, an accurate assessment of a city called for. City space allows for various interpretations. As the rich are getting richer and the poor are getting poorer, a wealth is concentrated on one district or an area.

Developing Rural Landscape Evaluation Model and Its Application to Gochang-Seondong Region, Korea (통합적 농촌경관 평가모델 개발 및 적용 - 전북 고창선동권역을 대상으로 -)

  • This study has intended to build a rural landscape evaluation model based on an integrated landscape assessment paradigm of rural region using an additive integration index method and applied the model to the Seondong Region of Gochang-gun, Jeollabuk-do, Korea. To reach this goal, this study developed a model to calculate Integrated Landscape Assessment Index. The model has employed the Objective Landscape Index, the Subjective Landscape Index, and the weighted values, and was applied to the Seondong region. This study has found the following results: 1) forests and water spaces were assessed with relatively better visual preferences and better landscape ecosystem; 2) the historic cultural area and scenic agriculture as well as general farm land were assessed with moderate ratings; and, 3) the villages included in development plan, their adjacent arable farming land, and the village watercourses were forming relatively poorer landscape.

  • This study does try to proceed on the assumption that complex buildings can vitalize urban life of modern society from contemporary complexity and cases of past failure, and intend to propose future planning guidelines and directions of the neighborhood mixed-use buildings in the housing development district of small cities. For this purpose, thirty buildings which had been built on Bugok housing district in Gimcheon from 1999 until 2007 were chosen and investigated in urban and architectural dimension. The scope of this investigation is that site size is below 400 square meter and the number of stories on the ground below 5 floor, and the method of that is through field investigation, field photographs, and recordings and drawings on those. Investigative contents could be divided and analysized into physical and functional elements in urban and architectural dimension. On the basis of these results, the future planning approach of complex buildings in medium and small cities will be considered as planning principles.

Ecological and Cultural Village Renewal in Germany (독일의 생태.문화적 마을재정비(Dorferneuerung)에 관한 고찰)

  • Village Renewal(Dorferneuerung) Policy Program in Germany, directly originated from Rural Beutification Movement between mid 18C and mid 19C, has several characteristics as follows. First, we can find out the planned approach in land use and settlement reorganization of Pillage Renewal Program. There are three ways to designate the planning area of the village rearrangement project in countryside. One is to designate the detailed B-plan district by urban plan for the village over some size defined legally. Another is to have a living space of settlement be contained in land allotment project area. In this case, residential areas of several villages related to agricultural land consolidation should be simultaneously designated as the project area. The last is only for the built environment focused on the living space. Second, the emphasis in German village encouragement program can be made on the integral approach through which sets of policy programs of the land allotment, the living environment improvement, the physical landscape management and the cultural resources conservation are intensively implemented together. Third, the bottom-up and community participation approach can be greatly stressed on the planning and implementation process, Community participation, subsidy application to local government by residents themselves, community consensus on architectural style and outdoor spatial form, etc. have been recognized as an effective strategy to accomplish the task of village activity promotion.

A Comparative Analysis of TOD Planning Elements of Major Urban Railway Station Areas in Seoul (환승역세권 평가를 통한 TOD 계획 요소의 비교분석)

  • Transit Oriented Development(TOD) has been the dominant paradigm for urban development. The traditional approach to the development of urban rail station areas demonstrates apparent weaknesses when it comes to compact and mixed-use types of development for these stations. Thus, the objective of this study is to derive evaluation indicators with which to assess urban rail station areas using TOD planning elements. A focus group interview was conducted to explore TOD planning elements. In order to examine the level of TOD to be achieved, an AHP technique was utilized to analyze the importance of several variables. Z-scores and Re-scores were applied to derive the values for the stations. The Variables related to the land use type, mixed use, floor area, and public transit were found to be the major contributing factors to the achievement of TOD in urban rail station areas. The results of this study show that the level of TOD achievement varies according to the major land use, density, accessibility, and mixed-use planning elements.

  • Recently, the concern of ubiquitous City(u-City) in each level of governments is on the increase, and they are professing themselves to follow the u-city concept on constructing new urban development or urban renewal project. But the u-city plan and construction proceed as the simple sets of advanced technology without fundamental space concept or space plan of the u-city. Therefore, the u-city as a citizen's living space and a basic urban environment is defined in this article, the viewpoint of the space plan and the recent trends of u-city in korea are reviewed. On the basis of this review, this article proposed an approach of the spatial plan for a u-city construction, here the approach consisted of the 3 stages of planning, constructing, and maintaining of the u-city, and finally the role of the participant in the each stage and spatial hierarchy was proposed.

  • Planning a major change in the domestic residential complex 'complex' in the 'city' to the influx of urban space. So, considering a set of self-environmental complex of openness and connectivity between cities inflow from residential urban housing is formed. Complex-oriented development approach and apartment high-rise and high-density regions of space and social disconnection that causes a uniform methodology that can solve the problem of housing plan, however, a recent New Urbanism New Urbanism has been introduced. And intravenous forms of communal life that occurred in the United States prior to World War II, this value is based on the main form. Design reorganizes This modern lifestyle factors (such as housing, jobs, shopping, leisure space) to go back to the traditional lifestyles while Neotradiotional Planning exercise. New Urbanism in the late 20th century, some literature refers to a postmodern approach adopted in the field of urban planning, the specific case. Actually important feature of post-modernism in the New Urbanism has been expressed. Problem is very confusing, and the principles of New Urbanism, New Urbanism, even those who claim that have different social and design views. Therefore, this study explores the postmodern tendencies of the New Urbanism, and based on this, the possibilities for the development of new towns in Korea mainly affected on the theory of New Urbanism in South Korea in Eunpyeong examine.

A Legal Approach for Preservation and Management of Natural Landscape (자연경관 보존 및 관리를 위한 제도적 접근)

  • In Korea, a regulation of visual impact evaluation on development plan in natural environment is provided at the Natural Environment Conservation Act, but it was difficult to obtained the effectiveness enough to conserve natural landscape. So, the visual impact review on development plan is introduced to the act, through the revision of the Natural Environment Conservation Act in 2005. The basic directions of visual impact review are preservation, restoration, view protection, and harmony. The items of review are as follows; (1) development alternations for the provided plan, (2) executive reduction plan of visual impacts including consideration of growth of plants, (3) deliberation process between persons or parties concerned, etc. For rapid settlement of visual impact review system, it needs that the validity, the reliability, and the objectivity should be confirmed through steady research about reasonable guidance of review.

A study on the evaluation of policy elements for a solution of long-term unexecuted urban parks (장기 미집행 도시공원 해소를 위한 정책구성요인 평가 연구)

  • This paper provides a solution for long-term unexecuted urban parks and its implication by evaluating the policy elements using an analytic hierarchy process approach. The policy elements evaluation was carried out for a group of experts related to long-term unexecuted urban planning facilities or parks. The evaluation process consisted of the following three steps: the selection of policy elements, the weights assessment, and an analysis of the evaluation results. The empirical findings show that experts place a high value on policy elements, such as government subsidies (0.183), the linkage between a municipal fiscal plan and an executive plan (0.165), a reconsideration of the current long-term unexecuted urban parks (0.154), and a grant or long-term lease of state-owned land (0.110). A wide range of in-depth discussion is strongly needed ahead of the sunset regulation on urban parks, which will take effect in 2015.

The Analysis of Pollination Potential Environment for Apis mellifera in Seoul Using Maxent Modeling Approach (Maxent 모델을 이용한 양봉꿀벌의 서울시 수분 잠재환경 분석)

  • The honeybee serves for most entomophilous flowers. They are a core species for maintaining the ecological system. Though the urban ecological system needs bees' mediation of pollination as well, we have little understanding on how the honeybee reacts to the physical environments of an urban city. This study is a basic research to enhance the potential environment for pollination in an urban area and aims to review the urban environmental variables which are highly linked to the pollination mediations by the honeybee. The study composed a Maxent model by adopting nine urban environmental variables and the locations of the Apis mellifera's appearances around 52 spots in Seoul. The variables reflect the ecology of the Apis mellifera. Of the urban environmental variables used for the model composition, six variables were found as not having meaningful correlations with the Apis mellifera's appearances and finally, building coverage, actual vegetation and land cover were selected as the appearance variables of the Apis mellifera. The AUC, the reliability indicator of the final model was 0.791 (sd=0.077). And the importance data of the variables used for the model were 55.6%, 27.9%, and 16.5% for building coverage, actual vegetation and land cover, respectively. The result of the study showed that the building coverage has the highest correlation with the appearance of the honeybee. And, as per the actual vegetation, the artificially tree planted area as well as the cultivated field and meadow in an urban area were functioning as the most important environmental conditions for the honeybee to be inhabitable. The study is expected to be utilized as the base material for the urban planning and park green area planning to enhance the potential environment for pollination in an urban area.
