Study on the factors affecting the performance of the excellent Industry-University cooperation coordinator (산학협력 코디네이터 성과에 영향을 미치는 요인에 관한 연구)

  • enterprise to strengthen growth and technological competitiveness through close cooperation with universities and research institutions. The Purpose of this study is to present how to seek more participation in industry-university cooperation from Industry, University, Research Institute, and Government (I-U-R-G) using success factor analysis of "Excellent Industry-University Cooperation Coordinator". The findings can be summarized as follows. First, it is indicated that Coordinator' business aggressiveness positively affect the volume of business and technology DB excavation. Second, it is indicated that the number of agency staff positively affect the volume of business, the number of Project derived by Coordinator and new professors participation rate. Third, it is indicated that the Fellowship of the Enterprises positively affect the volume of business, technology DB excavation and new professors participation rate. Lastly, it is indicated that organization maintains, center chapter leadership, and local government'commitment don't have positive effect on the performance of I-U Cooperation of SMEs.. Therefore, in order to improve the performance of cooperation technology development projects that affect the technological competitiveness of SMEs, I-U cooperation coordinator needs more continuous attention and support from Industry, University, Research institution, and Government.

  • Over the past 40 years, Korea's defense industry has been deepening into a low-efficiency industrial structure as the government directly controls prices, quantities, and costs. By implementing the Defense Industry Building Act in 2021, the government is creating a healthy ecosystem for the defense industry and strengthening its global competitiveness. In this study, based on KPC's Productivity Management System (PMS), a diagnostic model of defense companies implemented since 2013, the on-site diagnosis was performed from 4 to 28 days depending on the size of the company data was collected based on the results. The causal relationship was analyzed through structural equation model path analysis for the effect of innovation capability on productivity performance. As a result, it suggests that defense materials suppliers should focus on which core processes to innovate and strengthen and improve their innovation capabilities.

  • E-infrastructural economy for ICT Living-Labs is a need for economic and cultural changes in various types of cars in accordance with the supply of the electric car. Depending on the number of cases by analyzing the supply and demand of electric vehicles among Korea and Northern Europe countries. it was indirectly proved that it makes economic growth. The research design is analyzed with the data and how to respond quickly to focus on the possibility of potential changes to the infrastructure realization and commercialization of government enterprises or electric cars through the ICT Living-Labs in Nordic countries. The data indicates that the leading commercialization emphasize on the development of the electric economic convergence and scalability for electric vehicle. When It shows the time of the infrastructure as ICT Living-Labs being delayed, it lowered growth target results for the development of the electric car industry in the future. All this is from the reason of opening the E-convergence economy over time. It is required that Korea should prepare E-convergence economy. Public regional energy should be present through the consistent selection of development for energy linking E-economy and E-trans distribution. Korea needs to be many difficulties in building the E- infrastructure for ICT Living-Labs. Unlike the Northern Europe it is to prepare the active support of both government and business. The role of the government discovers that the power generation through the quick selection of the industry, as well as to connect with the growth of the smart cities with the EVs industry.

Collaboration in Agrotourism Development: The Role of Local Government in Yeongdong County, Chungcheongbuk Province, Korea

  • Background and objective: There are many theories related to the development of agrotourism, and each stakeholder has its own role and function. If it is based on organizational functions, stakeholders need to be coordinated, and the state plays a major administrative role. But in the successful case of Yeongdong County, Chungcheongbuk province, the Republic of Korea, the government played an important role in the development of tourism, which grants us another perspective on the role of the government in promotion and development agrotourism activities. Methods: This article aims to examine the development of agrotourism through a cooperative approach, by clarifying the role of the local authorities in the Yeongdong region in the management and operation of the local agrotourism activities. The qualitative research method is based on a field survey conducted in Yeongdong County in 2019. Results: The study's findings show that in situations where conflicts of interest among stakeholders are prone to occur, the development of local tourism has a limited impact on the cooperative culture, and local governments play an important role. Accordingly, the local governments must actively formulate strategies to maintain and develop traditional agricultural industries and at the same time develop agrotourism activities. The government's ability to coordinate, cooperate, and participate reasonably is a key factor for the success of the sustainable development of the tourism industry. Conclusion: Based on coordination between stakeholders and a reasonable strategic direction, Yeongdong's agrotourism is being effectively deployed. The development of Yeongdong's agrotourism industry has achieved impressive results through an effective strategy, highlighting the important role of localgovernment in the consensus of local communities and collaboration with stakeholders. The role of outstanding local governments has been clearly demonstrated, especially in promoting, establishing, and contacting different organizations to effectively deploy agrotourism in the region.

  • Defense industry as 'a new dynamics of economic growth' policy implies driving policy of defense products' export. The purpose of this study is to suggest suitable strategies to meet with such policy in terms of region and individual nation. The strategies towards advanced region are joint sale strategy for the third countries, extension strategy of trade-off and development strategy of products to exploit niche markets. The strategies towards non-advanced regions are package strategy including exchange of economic development know-how, strengthening strategy of relationships to leading groups in national decision-making processes, exploit strategy of sales market through transfer discard and surplus equipments to other nations, government to government sale strategy towards countries holding low leveled equipment maintaining and management abilities. Finally, successive strategies require leaders' will, active sales diplomacy and active international cooperations of defense industry.

  • This paper proposes various policies for maximizing the performances of Government loan. In order to do so, this paper offers new 10 policies with results from analyzing a survey for the requirements of SMEs that were supported with Government loan program. Also this paper drives methods for finding new value indices and reforming formulas for quantifying some indices. On the other hand, this paper introduces financing methods using K-OTC and KONEX markets and presents three portal sites to provide information about Government sponsored loan matched to needs of an individual company. Also this paper improves the supplement points resulted from operating Government loan. In conclusion, these new policies will raise effectiveness and efficiency of Government loan programs and will contribute to achieving the goals which are establishing the foundation for growth in IT industry as well as IT SMEs, improving the quality of the national livelihood and promoting the growth of national economy.

  • In this study, the methodology for measuring the structure of the Korean defense market and the competition status, and the characteristics of the Korean defense industry and the market are examined. To analyze the structure of the Korean defense market and the competition status, the market share, concentration ratio, and the Herfindal-Hirschman index are employed based on the annual sales of major Korean defense companies. On a basis of the result of the analysis, the suggestions for the Korean defense market to escape from the monopolistic market to be a competitive geographical market are presented. To present the suggestions, markets that have a similarity with the dense market are analyzed. The government's support policy, the selection of the companies led by the government, and the cost of the military are suggested for the defense market on a basis of analyzing similar markets. With the suggestions, when the government pursues the policies, the defense market sticking to principles and fairness is created and the efficiency of the companies operation is achieved, by enhancing the structure of the market fundamentally and the development of the policies in the industry's perspective.

The Formation and Characteristics of Gwangiu Photonics Agglomeration (광주 광(光)산업 집적지의 형성과 그 특성)

  • The purpose of this paper is to investigate the formation and characteristics of Gwangju photonics agglomeration as a new agglomeration with a new industry. Data used in this study are locally investigatedfirm related data and the result of questionnaire surveys. Major findings are as follows. First, in the viewpoint of policy, national government suggested the whole policy frameworks and financial support for the strategic industrial development. Regional government picked up and fostered the strategic industry. The initial support of the national government and role of regional government triggered the initial development of the agglomeration. Second, in the spatial perspective, Gwangju photonics agglomeration is based on the externalities of knowledge and technology as well as the input-output network within value chains of production. There is a possibility that Gwangju photonics agglomeration will be developed as an innovation cluster of knowledge-based economy in the future beyond a mere production base of photonics.

Analysis of Industry-University Cooperation Performance of Universities Participating in LINC+ Program (사회맞춤형 산학협력 선도대학(LINC+) 육성사업 참여대학의 산학협력 성과 분석)

  • As the importance of industry-university cooperation continues to increase in a knowledge-based society, the government is implementing various projects related to industry-university cooperation. However, despite the government's support, it has not achieved satisfactory results, and the need for empirical performance analysis to diffuse the results of industry-university cooperation is increasing. In this study, DEA was used to analyze the Industry-University cooperation performance of universities participating in LINC+ program. Efficiency analysis was performed using the CCR model and the BCC model, and the return to scale and causes of inefficiency were analyzed through the scale efficiency analysis. As a result of the analysis, it was found that there were differences in LINC+ performance depending on the region where the university is located and that each university had different goals for inefficiency improvement. The results of this study will contribute to improving the university's operational efficiency and strengthening competitiveness, and are expected to be utilized in the establishment of follow-up program plans for LINC+.

Triple Helix of University-Industry-Government Relations in Biotechnology Cluster: the Case of Singapore (바이오 클러스터에서의 트리플 힐릭스 관계 연구: 싱가포르 사례를 중심으로)

  • This paper is a theoretically grounded empirical study aimed at shedding light on the Triple Helix of University-Industry-Government (U-I-G) relations in biotechnology cluster of Singapore. It questions the issue about the gap between theoretical consideration of the Triple Helix of U-I-G relations and the actual reality in biotechnology cluster, and the experience of Singapore was investigated. In terms of evolutionary perspective, biotechnology cluster in Singapore has gone through ongoing processes from a certain stage to other, and within the processes the Triple Helix nexus has been found. Analysis of the empirical study reveals significant findings: first, the government policies play a critical role in the operation of U-I-G relations rather than universities; second, therefore, the binding force of U-I-G relationships is based on the government policies being comprehensive including researchers immigration, student scholarship for local students, and tax and non-tax incentives for firms, rather than focusing on a targeted policy; third, the role of government starts from an initial stage, and it's role is ongoing processes by supporting infrastructure, human sources and continuous nourishment enabling the triple helix of U-I-G relations.
