The technique of information-communication rapidly developed has made it possible for us to do business through Internet. Electronic commerce was increased rapidly by the explosive development of the inter and communication revolution. E-Commerce has created a fundamentally new way of conduction and will change drastically accepted ways of doing business. Normally international trade has been formulated in a way that exporters and importers meet face-to-face and contract and pay by letter of credits. For the global electronic commerce to vitalized, the outstanding matters should encourage the creation of infrastructure of information security and new models in the field of electronic payment systems, electronic commerce agreement for remedy, adapting electronic date interchange in transport documents and negotiability of electronic bills of lading. The payment systems such as electronic fund transfers, tradecard system and electronic letters of credits issued by SWIFT system permit the parties concerned(sellers, buyers ad service providers) to settle payment electronically. Still they are many limitations for complete international electronic transactions. The following measures have to be taken to vitalize electronic trade transactions. It is needed to acquire information security such as authenticity, integrity, non-repudiation and confidentiality. All kinds of documents need to be replaced by electronic date exchange and the legal structure of international convention, national law for electronic payment systems have to be completed. 1799 Francisco de Goya published Los Caprichos with 80 aquatint etchings. On 6 February he advertised it on the front page of the Diario de Madrid. The long advertisement which began with "a collection of prints of capricious subjects, invented and etched by Don Francisco Goya" informed purpose, themes and methods of this collection of prints. According to this advertisement Goya "has chosen as subjects for his work, from the multitude of follies and mistakes common in every civil society and from the vulgar prejudices and lies authorized by custom, ignorance or self-interest, those that he has thought most fit to provide material for ridicules, and at the same time to exercise the artist's imagination." The text emphasized that the 'author' of this series didn't to want to criticise any individual and to be a copyist. From his phantasy Goya invented many creatures like the anthropic, humanized animals etc.. With Los Caprichos he stood on the threshold to Romanticism. The early researchers of Los Caprichos classified its author, Goya as an enlightened intellectual. The similarity of the themes of the series with the subjects of the Enlightenment, his some enlightened 'friends' and the idea to avoid the prevalent mystification of his life supported this theory. But this trend became revised since the 80's of the last century. This made possible to research Goya's works in new perspective and to see that Goya didn't criticise the Spanish society and his contemporaries. Rather he showed its reality and parodied through creatures which are mixtures of the reality that he observed, and visions that he invented. Characters and scenes in Goya's prints are ambiguous and equivocal. They have the values which are defined by the dualistic metaphysic in Europe as oppositional, like good and evil for example, at the same time. Goya himself also appeared in various types in this series. This ambiguousness, or "polyphony", as Jennis Tomlinson defined, is a symptom of the decay of the belief in the Enlightenment which spreaded in Europe as a result of the attack of Bastille and the French Revolution. Goya's self-portrait in pl. 43 of this series, "El sue$\tilde{n}$o de la razon produce monstruos" shows the complex psychology of him and his contemporaries as well. As the rest etchings after this print show witchcraft and monsters reside in the world in which the reason of the Enlightenment and the through the reason weakened God's rule lost their authority. In this thesis I will examine and analyse how Goya represented in Los Caprichos the nature of man and its society, as complex being in which the 'antagonistic' value couple as good and evil couldn't be divided, but are united.

The primary purpose of this paper is to find out the environmental regulation in our global society with complex system concept. After the industrial revolution, there were working toward solving various problems while there has been an industry advancement. But, there are various issues that a simple international trade or economic technologic levels were not solved. The evolution of technologies through complex systemic thought are not accidental issues. These issues build and provide a predictable technology innovation that system was emergent a new order. With complex systemic thought, the earth that was facing environmental problems was in the phrase edge of chose. These conditions played the trigger role for the solving various problems in environmental regulations but they don't get along well together. There were no causal relationship between structural elements. This paper describes an emergence of new order through these interactions in environmental regulation. These environmental regulations make desperate efforts not only public sectors but also private or/and firms that make an emergence of new order with the critical point reached. Also, we provide the understanding base an environmental regulation with new order for uncertainty.
The Korean economy has undergone growth based on manufacturing end products. The Korean government aims to advance industry by strengthening the materials and components industry, which is attracting more attention in terms of maintaining the competitiveness of existing key industries, and fostering new industries required in the era of the Fourth Industrial Revolution. Despite this importance, there is insufficient related research on the efficient R&D of the materials and components industry. This study analyzed the R&D efficiency. In addition, exploratory research was conducted on the impact of corporate size and type of cooperation on R&D efficiency. Output variables were set to reflect economic performance and the empirical analysis revealed that overall R&D efficiency is low. Small firms were found to perform better than large firms in terms of firm-size, and the efficiency of business-university-research cooperation is worse than other types of cooperation. This study is exploratory research considering the materials and components industry, and the results provide implications for research institutions and regarding types of cooperation. This is expected to help develop polices for qualitative growth and R&D strategies for investment and allocation.
In this study, we developed the system that can collect and store environmental disaster data into the database and use it for environmental disaster management by converting structured and unstructured documents such as images into electronic documents. In the 4th Industrial Revolution, various intelligent technologies have been developed in many fields. Environmental disaster information is one of important elements of disaster cycle. Environment disaster information management refers to the act of managing and processing electronic data about disaster cycle. However, these information are mainly managed in the structured and unstructured form of reports. It is necessary to manage unstructured data for disaster information. In this paper, the intelligent generation approach is used to convert handout into electronic documents. Following that, the converted disaster data is organized into the disaster code system as disaster information. Those data are stored into the disaster database system. These converted structured data is managed in a standardized disaster information form connected with the disaster code system. The disaster code system is covered that the structured information is stored and retrieve on entire disaster cycle. The expected effect of this research will be able to apply it to smart environmental disaster management and decision making by combining artificial intelligence technologies and historical big data.
Nowadays, novel and innovative technology including 3D printers, internet of things (IoT), and wearable devices are rapidly emerging. As we must constantly keep up with the most recent trends, words like convergence, multidisciplinarity, and design revolution indeed define society today. Due to the expansion of such diverse technological, industrial, and academic convergence trends, the role of design is becoming evermore essential in development of products as well as creative services. Even the government is pushing towards a 'creative economy' by encouraging ICT convergence to create novel industries as well as advanced jobs. In order to adapt flexibly to such changes in global trends, a solid academic curriculum centered around 'ICT+Design' must be developed. In the current research, we analyzed various literature and benchmarked the major universities both domestic and foreign. Also we utilized a survey-based approach against subjects who are experts or design specialists working in environments related to industry and research. In our proposed integrated ICT+Design educational curriculum, students familiarize themselves with design perspectives and methodology to creatively carry out the course. Moreover, experts from design and ICT came together in an act of 'Radical Collaboration' in which they shared their unique 'Design Thinking' in order to promote understanding and cooperation. Furthermore, industry experts have also taken part as mentors in order to create a workplace-oriented course with various integrated projects. Most importantly, the course was designed so that in addition to research, students can really get hands-on with their ideas in the creativity-integrated workplace.

The private usage of reason in the public sphere is carried out at the structual level. How can we call such a space in which the private usage of reason is generalized and dominant as the public sphere? And so now, we sound out the possibility of the public sphere such as a new space of the universality where the public usage of reason can be realized without any limits and with free. So, when we imagine the proletarian public sphere, in which co-exist the divers private interests, as a new public sphere capable to be constructed, we can address a question as follow. What is the caracteristic of the proletarian public sphere in modern society?, Is the public community able to be formed and realized in such space? How would have the proletarian public sphere the carateristics of the publis sphere? What is the attribute of the community that the proletarian public sphere would make, and what is its force of emancipation? The power is no longer stable and static. Rather, it is reconstructed and reorganized in the divers phases of the everyday life. It is the reason why we put on the order of the day the proletarian public sphere as alternative public space, which would be a place of divers hegemonic representation. And now, we are aware of the beginning of thses changes.
The purpose of this study is to present improvement measures for youth activity policies that can change the youth activity programs, equipment and facility operation and leaders in order to cultivate youth capacities suitable for the intelligent information society. For this purpose, we conducted a literature study on the direction of youth activity policy changes with the forecasted social changes in the intelligence information society and an online survey and expert opinion surveys to identify how youth activity facilities are currently coping with the changes and to explore measures to improve youth activity policies. The research identified 17 policy tasks - 9 tasks for the program area, including 1) increase of intelligent information technology related programs, 2) increase of contents related to career resilience in career experience and training programs, and 3) systematic introduction and diffusion of STEAM and Maker education programs; 5 tasks for the equipment and facility operation area, including 1) strengthening cooperation network with external organizations related to the intelligent information technologies, 2) expansion of AR and VR technology application in activity program development, improvement and operation, and 3) big data building in the field of youth activities; and 3 tasks for the leaders area, including 1) extension of information provision on the intelligent information society to the leaders of the activity facilities, and 2) development of job models related to the intelligent information society and job training.
The Industrial Classification is a systematic taxonomy of industrial activities and the Standard Industrial Classification is used in all country by their own a consistent classification method. Therefore, it is employed to analyze current status of industry affairs using statistical investigations in terms industrial activities for making industrial policies and to compare industrial activity among countries. Since the Second Industrial Revolution, the need for the homogenous standard of industrial classification among countries emerged as the economic and industrial exchanges between the countries have became more active. In 1940, Colin Clark who british economist divided the industry into the first (primitive), second (processed), and third (service) industries. Based on this, the United Nations Office for Statistics (UNSD) established International Standard Industry Classification (ISIC) in 1948, which most countries invoke it. ISIC(International Standard Industry Classification) and the standard industry classifications of countries have reached the present after several revisions since the enactment of the Act. In the 2000s, the standard industry classification is amended to reflect the emergence of new industries and changes in industrial structure, mainly featuring the creation and segmentation of sections in the tertiary industry domains. It also shows that primary and secondary sectors are shifting to tertiary industry. In this study, the causes of these common phenomena are systematically identified and the problems present classification systems have been analyzed. Also proposed is the direction of formation of the industrial classification system from a service economy point of view and the conceptual model of the new classification system. In the future, it is necessary to validate the proposed model through this study and to carry out various new classification system studies.
