Strawberry is a stand-out cultivating fruit in Korea. The optimum production of strawberry is highly dependent on growing environment. Smart farm technology, and automatic monitoring and control system maintain a favorable environment for strawberry growth in greenhouses, as well as play an important role to improve production. Moreover, physiological parameters of strawberry plant and it is surrounding environment may allow to give an idea on production of strawberry. Therefore, this study intends to build a machine learning model to predict strawberry's yield, cultivated in greenhouse. The environmental parameter like as temperature, humidity and CO2 and physiological parameters such as length of leaves, number of flowers and fruits and chlorophyll content of 'Seolhyang' (widely growing strawberry cultivar in Korea) were collected from three strawberry greenhouses located in Sacheon of Gyeongsangnam-do during the period of 2019-2020. A predictive model, Lasso regression was designed and validated through 5-fold cross-validation. The current study found that performance of the Lasso regression model is good to predict the number of flowers and fruits, when the MAPE value are 0.511 and 0.488, respectively during the model validation. Overall, the present study demonstrates that using AI based regression model may be convenient for farms and agricultural companies to predict yield of crops with fewer input attributes.

Entering the era of the fourth industrial revolution, information and communication technologies such as CCTV, home network systems and equipment are being used in the construction industry. In particular, in order to increase the autonomy of information and communication technologies in apartments, the government has announced an administrative revision of information and communication-related laws, and companies are focusing on developing technologies such as smart home services. In addition, most domestic and foreign studies on the information and communication work were mainly conducted on technology and management. However there is a lack of research on physical defects affecting the quality of ICT. Therefore, this study collected the defect data registered in the project management system of three domestic construction companies and classified them according to the standards of the Enforcement Decree of the Apartment House Management Act. According to the analysis of the frequency of defects work type, 88.10% of defects occurred in home network equipment work. In addition, analysis of defects type in the four detailed works showed the highest number of operation error. The cause was analyzed and prevention measures and countermeasures were presented in parts of design, construction, and maintenance. The results of this study will improve the quality of apartment housing and be used as basic data for future research on practical defect minimization and prevention measures.

Recently, the smart city market based on the 4th industrial revolution is rapidly expanding worldwide and is being promoted in various ways. Korea has promoted various smart city public and private partnership projects, but there were limits to the activation of smart city public and private partnership projects due to insufficient enactment and revision of laws, public-oriented ordering method, and lack of private execution capacity. Therefore, this study intends to suggest key success factors for each stage of smart city public and private partnership projects through the analysis of the order status of the smart city national pilot city and the analysis of previous research. Through this, it is expected that it will be possible to eliminate various types of risks that may occur in the domestic smart city public and private partnership projects and contribute to revitalizing the smart city public and private partnership projects.

With the technological innovation owing to the 4th industrial revolution, the maritime transportation is rapidly being developed with autonomous ships and systems. Particularly, autonomous ships will partially replace the manned ships and navigation among them remotely upon the degree of autonomy suggested by IMO. Accordingly, the remote operator and related research have increased as well. However, the data on the minimum required manpower for remote operators are lacking such as considering engage required situations and their co-occurrence probability. Therefore, this study proposes a simulation model that calculates the number of remote engage required situations by defining restricted water area and remote engage required situation as close-quarter situations based on accumulated trajectory data of actual ships. The findings are expected to be used as background materials to establish the appropriate manpower distribution of remote operators in remote operation centers.

As big data was built due to the 4th Industrial Revolution, personalized services increased rapidly. As a result, the amount of personal information collected from online services has increased, and concerns about users' personal information leakage and privacy infringement have increased. Online service providers provide privacy policies to address concerns about privacy infringement of users, but privacy policies are often misused due to the long and complex problem that it is difficult for users to directly identify risk items. Therefore, there is a need for a method that can automatically check whether the privacy policy is safe. However, the safety verification technique of the conventional blacklist and machine learning-based privacy policy has a problem that is difficult to expand or has low accessibility. In this paper, to solve the problem, we propose a safety verification technique for the privacy policy using the GPT-3.5 API, which is a generative artificial intelligence. Classification work can be performed evenin a new environment, and it shows the possibility that the general public without expertise can easily inspect the privacy policy. In the experiment, how accurately the blacklist-based privacy policy and the GPT-based privacy policy classify safe and unsafe sentences and the time spent on classification was measured. According to the experimental results, the proposed technique showed 10.34% higher accuracy on average than the conventional blacklist-based sentence safety verification technique.

In this study, we summarized the definition of smart vegetable seedling production technology, analysis of smart seedling production system, a hardware and software configuration model for smart seedling production system, research and development trends in smart seedling production system, and proposed future research and development plans for smart seedling production technology. Smart vegetable seedling production is a data-based seedling production, management, and distribution system that utilizes 4th Industrial Revolution technology to improve seedling productivity and quality. The production of vegetable seedlings using smart seedling production technology can be efficiently managed by collecting, analyzing, and managing information on seedlings, environment, and tasks at each stage of production by linking with the smart seedling integrated management system. However, there is still a lack of standardization of seedling standards and quality for each vegetable crop to establish smart seeding production technology, as well as development of smart seedling production element technology, which requires national wide R&D support.
People may operate unmanned aerial vehicles (UAVs or drones) thousands of miles from the drone's location. Drones were first used (like balloons) for surveillance. By 2001, the United States began arming drones with missiles and using them to strike targets during combat in Afghanistan. By mid-2010, over forty states and other entities possessed drones, many with the capability of launching missiles and dropping bombs. Each new development in military weapons technology invites assessment of the relevant international law. This Insight surveys the international law applicable to the recent innovation of weaponizing drones. In determining what international law rules govern drone use, the most salient feature is not the fact that drones are unmanned. The fact drones carry no human operator may be the most important new technological breakthrough, but the key feature for international law purposes is the type of weaponry drones carry. Whether law enforcement rules govern drone use depends on the situation and not necessarily who is operating the drone. Battlefield weapons may also be lawfully used before an armed conflict in the following situations: when initiating self-defense under Article 51 of the United Nations Charter; when authorized by the UN Security Council; when a government seeks to suppress internal armed conflict; and, perhaps, when a state is invited to assist a government in suppressing internal armed conflict. The rules governing resort to force in self-defense are found in Article 51 of the UN Charter and a number of decisions by international courts and tribunals. Commentators continue to debate whether drone technology represents the next revolution in military affairs. Regardless of the answer to that question, drones have not created a revolution in legal affairs. The current rules governing battlefield launch vehicles are adequate for regulating resort to drones. More research must be undertaken, however, to understand the psychological effects of deploying unmanned vehicles and the effects on drone operators of sustained, close visual contact with the aftermath of drone attacks.
In this paper, the consolidation of ICT basic legislation and ICT special legislation concerning "Ministry of Science, ICT and Future Planning" and "Korea Communications Commission" which came on the back of governmental reorganization in recent years is discussed in the theoretical and practical aspect. Development of "data communication technology" innovatively changed the method of livelihood of mankind, the emergence of network under global dimension provided financial social benefit and posed a challenge and a threat at the same time. Form digital revolution human kind can expect to receive many important blessings. Nevertheless, there are many advantages of development of technology by digital revolution, cyberspace like online media, internet etc. has realistically many problems that must be solved. To maximum positive aspects like the expansion of freedom of expression and creating plan of economy by the advance of transmission technology is needed. And to minimize side effects of informatization is required more. The First, Special Act on ICT has an adaptation in normative standardization to be fit in media convergence beyond convergence of broadcasting and telecommunications. Henceforth, there must be established a legal basis for the achievement of protection of economic evolution and freedom of speech in digital media, information, communication technology and content development. The second, the government action is to accomplish economic development and freedom of information in structural aspect of norm. Therefore minimizing normative problem by reorganization of organization remains clearly unresolved in politics. The third, Special Act on ICT must be basic law covering info-communications field, pay telecommunication and media contents field. The forth, from a technical point of view, net neutrality, conflict of interest for digital content and so on can be fixed easily. Special Act on ICT must not only pursuit of development of industry. Special Act on ICT and pursuit of enhancing quality of life of people and preparing program to promote democratization. From now on, we need to make powerful nation of information& communications technology and in information human rights protection field got to be one step ahead of others with reference to appear all the various aspects must be brought together in the discussion of legislation process of Special Act on ICT.
The purpose of this article is to bring about 10.26 accident by providing a fuse for the overthrow of the Park Chung-hee administration in the 10.18 Buma uprising. So, first of all, this article has a main purpose in analyzing the comparison between Masan's 3.15 uprising and 10.18 Buma uprising. The purpose of the study is to compare the 3.15 democratic movement in Masan with the 10.18 Buma uprising, given that the incident laid the foundation for the dictator to be overthrown in the event of an anti-dictatorial movement in Masan. The research method of this article is intended to be used as a research method in the 3.15 and 10.18 protests, given that if a person in power conducts election fraud or suppresses anti-government movements in order to maintain the system, it could lead to the destruction of those in power. In the end, the Masan 3.15 uprising and 10.18 uprising failed to reach a direct attempt to overthrow the regime due to unfinished democratic movements, but with the revolution of 4.19 and the massive political transformation of 10.26 Accident, he achieved the leading role theory that allowed the Rhee Syngman and Park Chung-hee administrations. In eradicating authoritarian regimes, however, the historic significance of the democratization movement was that the authoritarian regime eventually brought about the collapse of the regime by making a hard-line stance on election schemes or popular protests over the trap of power boomerang, which causes the regime to collapse.
This study was inspired by the issue that the fundamentals of education have been overlooked, as today's smart education policies established in the knowledge-based information society of the 21st century have only focused on building digital environment and its efficiency. To carry out the study, the media education of Germany, which is equivalent of Korea's smart education, was analyzed to obtain implications for Korea's smart education. In Germany, the media education has been managed by the country ever since the information society has begun. Since 2009, the media education has become a requirement for all schools in every state. Thus, the current media education policy of each state has been analyzed, which revealed the following common characteristics. 1) The media education is closely linked to existing curriculum and education, rather than being conducted separately with different standards. 2) The media education is being conducted in a democratic manner by actively reflecting the exemplary cases of school teachers, rather than following the instructions and guidelines from the government. 3) The media education deals with the character and identity of young students, based on their basic understanding of information society, which are essential for a successful life in the upcoming society. Unlike the first and second implication linked to the method and procedure of media education policy, the third implication is the basic purpose of media education, which is also the key implication of this study. The media education policy of Germany, which is being conducted with its own educational philosophy, offers significant implications for Korea's smart education policy. In Korea, the education only revolves around device-based environment innovation or content development. It should be noted that the purpose of smart education is developing smart individuals who can bring better, happier, and more successful society - rather than establishing a smart environment. Therefore, the focus of discussion on Korea's smart education that revolves around environment, infrastructure, device utilization, and contents development should be changed to the character and identity of students, which are required in the future smart era. That's when 'human-based' educational revolution, instead of 'device-based' classroom revolution can begin.
