A Critical Study of Media Discourses on 'University Reform' Focused on Major Newspapers' Reports on University Policies of Administrations from 2008 to 2015 (언론의 '대학 개혁' 담론에 대한 비판적 연구 이명박 정권 이후 대학 정책에 대한 주요 신문의 보도를 중심으로)

  • This study explores the ways that newspapers report the administrations' policies of 'university reform' from February 2008 to December 2015 through critical discourse analysis. As results, Donga-ilbo and Chosun-ilbo produce the discourse that the crisis of universities is so real and dangerous that it brings about the crisis of our nation, and that the current university systems should be changed into neoliberal systems because it is the critical reason of the crisis. Using various discursive strategies, they construct their reports as objective, real and embodying general goods and then successfully build the neoliberal discourse on university reform as commonsensical and natural. They finally acquire the discursive hegemony for university reform. Kyunghyang-shinmun and Hankyoreh-shinmun produce the anti-discourse against that of Donga-ilbo and Chosun-ilbo. However, they can not develop substantial hegemony struggles for the discourse of university reform because of the limitations of their discourse in terms of quantity and quality and the social and press structures overwhelmingly inclined for neo-liberalism.

A Discourse Analysis Related to the Media Reform -A Case Study of Chosun Ilbo and Hankyoreb Shinmun- (언론개혁에 관련된 담론 분석 : $\ll$조선일보$\gg$$\ll$한겨레신문$\gg$을 중심으로)

  • This study attempts to analyze how and why Chosun Ilbo and Hankyoreh Shinmun produce particular social discourses about the media reform in different ways. In doing so, this paper attempts to disclose the ideological nature of media reform discourses in social contexts. For the purpose, a content analysis method was applied to the analysis of straight news, while an interpretive discourse analysis was appled to analyze both editorials and columns in newspapers. As a theoretical framework, an articulation theory was applied to explain the relationships among social forces, ideological elements, discourse practices and subjects to produce the media reform discourses. In doing so, I attempted to understand the overall conjuncture of the media reform aspects in social contexts. The period for the analysis was limited from January 10th to August 10th this year. Newspaper articles related to the media reform were obtained from the database of newspaper articles, "KINDS," produced by Korean Press Foundation, in searching the key word, "media reform". Total articles to be analyzed were 765, 429 from Hankyoreh Sinmun and 236 from Chosun Ilbo. The research results, first of all, empirically show that both Chosun Ilbo and Hankure Synmun used straight news for their firms' interests and value judgement, in selecting and excluding events related to media reform or in exaggerating and reducing the meanings of the events, although there are differences in a greater or less degree between two newspaper companies. Accordingly, this paper argues that the monopoly of newspaper subscriber by three major newspapers in Korean society could result in the forming of one-sided social consensus about various social issues through the distorting and unequal reporting by them. Second, this paper's discourse analysis related to the media reform indicates that the discourse of ideology confrontation between the right and the left produced by Chosen Ilbo functioned as a mechanism to realize law enforcement of the right in articulating the request of media reform and the anti-communist ideology. It resulted in the discursive effect of suppressing the request of media reform by civic groups and scholars and made many people to consider the media reform as a ideological matter in Korean society.

  • Because of the social and political reasons, Chinese design higher education has come a long and difficult road. Before and after the Reform and Opening-up, Chinese design higher education system has gone through two different models: "Arts and Crafts" and "Arts & Design". By comparing external environment and Education Concept of two models, this paper points out that the correct direction of design higher education reform is to understand and learn the advantages of two education systems.

  • As the U.S. Congress has continued to debate over the health care reform pushed by President Obama, there is an ample reason to believe that the systematic risk of the health care industry, especially health care plan providers, is increasing. This study measures and compares the systematic risk of two health care industry indexes and one portfolio of health care plan providers from before and after the introduction of the health care legislation into Congress in September, 2009. The Capital Asset Pricing Model (CAPM) is used to measure the systematic risk, and a dummy variable approach and the Chow test are used to formally compare the systematic risk from before and after the introduction of the legislation.

  • Recently our society confronts with the concern over the college students' apparent lack of understanding and interesting of mathematics. In late 1980s the calculus reform movement in US was triggered to increase both passing rates and a general interest in the subject. The purpose of this paper is to investigate teaching of college calculus and its curriculum in order to promote students' interesting and understanding. We deal with 4 questions. Firstly, we research the history and motivation of the calculus reform movement in US. Secondly, we do case study about the debate between reformed and traditional calculus. Then we evaluate the effectiveness of reformed calculus in comparison to traditional calculus. Finally we investigate possible ways to apply reformed calculus in our university mathematics education and suggest some points to improve teaching calculus.

  • The unsafe act and unsafe condition is due to human error that experience 80% of safety accidents. Accordingly, one of the most important issues to reduce industrial accidents as a whole, is how to reduce the accident rate by the human error. Therefore, this paper describes the development of quantitative risk assessment (QRA) model by ergonomics for reform of safety consciousness on the semiconductor industry. Unconsciousness, disregard, ignorance, recklessness, and stress among the human factors are selected for conscious reform. Finally, the QRA model is efficiently expected to contribute towards improving continuous self-safety and health and safety culture campaign in order to prevent industrial accidents.

  • This study aims to understand main contents of the National Mental Health Strategy and changes after mental health reform through the National Mental Health Strategy in Australia, and to find some convergence policy implications on mental health policy in South Korea. The direction of reform has changed considerably over the 20 years that the National Mental Health Strategy has been in place including the National Mental Health Policy(1992, 2008), the National Mental Health Plan(1993~2014), COAG National Action Plan on Mental Health(2006~2011), the Roadmap for National Mental Health Reform 2012-2022. The National Mental Health Strategy has advocated fundamental change in the national spending on mental health, mental health service provision, the expansion of community-based mental health services and care system, NGO, consumer and carer participation in mental health care.

  • Vietnam has proceeded the gradual reform without radical political change since launching the 'Doi Moi', the comprehensive reform policy adopted in late 1986. Vietnam has been evaluated as a country to perform the economic growth for 30 years successfully, although there were economic recessions for a short time. Through looking at the process of reform, while the state economic sector and foreign-invested sector have contributed to the economic growth in the initial stage of reform, the domestic private sector and foreign-invested sector's economic roles have increased and the state sector's role has been decreased, as the reform has been proceeded. As the state's developmental role has been revealed prominently in the reform process and state's involvement into economic affairs in Vietnam, it is reasonable, in part, to categorize Vietnam as a developmental state like East Asian developmental states. However this evaluation is tentative, as it seems that Vietnamese state's industrial policies have contributed economic growth partly and remarkable economic growth has been shown in the sectors that the government has not focused. In conclusion, Vietnam has changed into a mixed country which has the characteristics of East Asian developmental state formally and the features of Southeast Asian countries which have focused more on the foreign-invested developmental strategy.

  • Security environment we face in the Korean Peninsula is unexpectable. Tensions between Seoul and Pyeongyang and its threats are continuously evolving. Kim Jung Un will keep on conducting provocations and DPRK's isolation will result uncertainty to their objective and intention. KPA is centered on ground forces with conventional weapons but they possess modernized missiles and nuclear capabilities. What's more concerning is that North Korea continuously pursue and develop nuclear weapons and missile capabilities. Pursuing defense reform is inevitable for the ROK to deal adequately against the security threats posed by the North and to prepare for the environment of future warfare. If we are satisfied with the current capabilities then our military capabilities and security status will retrogress. We have to reorganize our units to make a small but FMC, smart military organization. Organization analysis is an urgent issue for reorganizing units. However, it isn't an easy task to reform an organization. There are vague parts for analysis and strong resistance from the people within the organization. Therefore should not focus on the reduction of people and the organization. Organization reform should be done with the acknowledgement of most of the personnel and should focus on the task and its method. These should be reflected to the organization analysis.

The Social Security Pension Reform Debate between the World Bank and the ILO/ISSA (World Bank와 ILO/ISSA의 사회보장연금 민영화 논쟁에 관한 연구)

  • In 1981, Chile has fundamentally reformed the public pension system from the pay-as-you-go system (PAYGs) to the full funding defined contribution system managed by the private funding companies. The Chilean privatization reform influenced not only the neighbor South American countries but also the advanced countries. The United Kingdom contracted out the state earning related pension system. Australia and Sweden recently introduced the private investment accounts system. And now the hot debates on the privatization of the social security pension is going on in the United States of America. This wind of privatizing the public pension system is being backed up by the New Liberalism, the nowadays' strongest ideology. Besides, the theoretical and idealogical debate between the World Bank and the ILO/ISSA was happened in the middle of 1990s. The World Bank, the supporter of the international financial capital, insisted the introducing of the full funding individual accounts system and the abolition of the existing PAYGs. The ILO/ISSA apposed the World Bank's policies and advocated the moderate reform of the PAYGs. In this paper, I reviewed the Chilean reform, the World Bank's report and the opposing argument of the ILO/ISSA against it, and analysed the core issues of the two sides. Also, I tried to present the suggestions to the Korean public pension systems. Through the discussing the debate, we made certain of the importance of the basic issues in the social security system like equity vs. adequacy, inter-generational redistribution vs. intra-generational redistribution and welfare vs. economy, once again.
