This article tries to compare exchange relations between welfare and dictatorship in the East Germany and the North Korea. Unlike capitalist welfare aiming at correcting market results socialist welfare has been proposed to satisfy people's basic needs, but it had operated as instrument of dictatorship. Relation between welfare and dictatorship could be distinguished as hard exchange and soft one in line with social construction of welfare. Welfare-dictatorship relation in East Germany had developed from its formation(1949-1970s), crisis(1980s) and dissolution(1989-1990). There had established hard exchange relation in which the legitimacy of dominance had debted to welfare as social rights. While crisis of the exchange relation had been modest in a form of insufficient supply of consumption goods, it was one of the elements of collapse of dictatorship, leading to the unification with West Germany. The journey of the exchange relation in North Korea can be characterized by its formation(1948-1980), crisis(1990s-2000s), and transformation(2010s). Unlike East Germany, welfare was socially constructed as gift form the ruler to the ruled, which made the combination of welfare and dictatorship loosely coupled. Although economic crisis was severe compared to East German one the rulers have succeeded maintaining dictatorial dominance by creating dual exchange relation. They separated core group and subordinated one supporting the former at the expense of the latter. They blocked out most of the people from soft exchange relation making bad use of muddling-through life style dependent on market activities. This strategy led to a 'dictatorship neutral welfare extinction'. Taking the high degree of institutionalization of newly establishing welfare-dictatorship relation into account, lives of most people are hardly expected to be improved by gift by their rulers even if North Korean economy will recover in the future.

The aim of this paper is to examine the development of regional geography (including regional studies) in Germany since 1945 in the context of its traditions and changes. From 1945 to the end of 1960s, in spite of many hies of renovation regional geography has faced critics and fall into a serious crisis. After the 1970s many geographers intensively have searched for the new conception and broadly accepting methodological way of regional geography, and in the advent of 1980s regional geography is regarded as a special form of collecting and presenting spatial informations in terms of the addressee. But in the after-era of german unification and through the new establishment of the Institut for the Regional Geography in Leipzig, a discussion on the research aim and future of regional geography was resumed, and its future direction is open.

The German spatial planning has undergone significant changes. The purpose of this study is to describe and to show how the development of spatial planning programs has developed in the Federal Republic of Germany in the last 50 years. However, the aim of this paper is not just to trace certain trends in planning practices, but to investigate their origin including the visions, directions, and purposes according to the each period. The national-level spatial planning could be divided into three phases since the enactment of the first Federal Regional Planning Act (ROG): The heyday of regional planning (1965-1975), the skepticism and crisis (1975-1990), new challenges by German unification and European integration since 1990. After 1965 the federal government has set up a number of frame-setting programs at the federal level to cope with the changing conditions and new challenges.

Germany has started restitution process for most of collections from its occupied countries after World War II which was strongly led by the United Nations. However, this process did not include many of the plundered Jewish collections. In 1989, restitution for the Jewish's properties confiscated by the Nazis became important international issue with success in Jewish material claims against Germany in the U.S and Europe countries after German unification. German libraries has still possessed collections sequestered by the Nazis from 1933 to 1945. With Washington conference on holocaust-era assets in 1998, libraries began to sympathize with restoration of their Jewish confiscated collections. In present, by identifying the provenance of those collections at primary level, German librarians focus on various restitution activities for those collections in order to introspect and overcome their past. Specifically, the libraries publish the practical guidebook of studies on the provenance identification and open the database for the pillaged collections to the public. Few libraries start to restore the collections, but the numbers of the restituted collections are still insignificant.
It is urgent to systematically understand vocational training and qualification systems in advanced nations in order to evaluate and reform the Korean counterparts. In the British case, the system has been transformed from the market-led one to the state-led one while the German system is still classified as a corporatistic one. This structural difference is crucial to understand their performances and the German one won a relatively more positive evaluation in its performance. However, the structure and function of the German system has lately revealed numerous limitations in face of the political unification and long duration of economic recessions. This study shows that those differences in structural and functional features and recent developments of the systems in two nations are closely associated with their differences in educational philosophies and occupational cultures, roles of the state and employers, and operation mechanisms of training courses and vocational qualifications systems. Understanding those national differences raises a fundamental question on the hasty prescription of some domestic studies that a few policies in the foreign systems must be implanted to reform the Korean counterpart without understanding the fundamental difference between the domestic and those foreign systems.
What is national security? National security is reduced for state national security. At present, national security threats can be divided into main enemies and potential ones and main enemies are separated inside and external ones. Arnold Toynbee said, "The destruction of the state is starting not from outside but from inside". This means we must be aware of inside enemies. How much do we know of the internal enemies who are trying to divide the people and overthrow the state? This paper focuses on corresponding strategies to depend our democratic state against inside enemies who penetrate all sectors of society and fabricate rumors, incite violence, and even try to overthrow our legitimate state with the base on the lessons of past West Germany case.

FSA; Food Standard Agency, AFFSA, EFSA, BfR, and FSC are Risk Assessment Organization functionally separated from Risk Management Organization, JECFA, JMCFA, JMPR, JEMRA in Codex charge Risk Assessment internationally. However our nation has a representative plural;diversified system with The U.S., we took a step forward for unification as empowering policy's generalization;adjustment and Risk Assessment Function by means of enacting the "Food Safety Fundamental Law" in 2008 and establishing the "Food Safety Policy Commission" with private and governmental sectors in the Prime Minister's office. Even though the unification of Risk Management hereby increased, there is the lack of strengthening function of Risk Assessment and securing independence. It needs to be required for the professional committee in Food Safety Policy Commission to develop as a exclusive office of Risk Assessment by separating from a policy decision. Administrative Branches should reinforce feeble functions such as fundamental investigation;research for carrying out Risk Assessment with securing efficiency throughout reassessment of prior Risk Management Means.

This study examined the techniques of creating gardens overseas using native plants from the Korean peninsula, focusing on the case of 'Das Dritte Land', an art garden created in Berlin, Germany. While Korean garden artists are recognized worldwide and are planning to globalize Korean gardens, the purpose of this study is to share information so that Korean gardeners can expand their activities and rediscover the utilization and value of plants native to the Korean peninsula. The work began as part of a project to mark the 30th anniversary of the collapse of the Berlin Wall. To realize the landscape of Korea with the motif of Inwang Jesaekdo, the geographical shape of the Baekdu-Daegan trail was reproduced with black stone, and the naturalization of Korean peninsula species was utilized in the creation of a garden Berlin. It is a surreal bio-top utopia that blooms with the bio-groups of the Korean peninsula. This study examined the process of plant survey analysis, transportation and stabilization, planting planning, composition and monitoring, and targeting the self-growth of the Korean peninsula, which is a symbol of harmony between the South and the North. The planting of Korea's native plants in overseas gardens symbolizes the uniting of the ecosystems on the Korean peninsula. The process of the Korean peninsula's young plants taking root, flowering, and spreading along Germany's previously divided border metaphorically conveys the desire for the unification of the Korean peninsula. In addition, various art programs in the garden space suggest a foundation for cultural dialogue and communication between the two Koreas. Moreover, creating gardens overseas implies that the cooperation of plant research institutes plays an important role in the transfer of plants and the maintenance of life, while the advancement of Korean gardens overseas plays an essential role in the spread of garden culture in our country.
As the concern with the creation of environmental problems and regulations about them becomes internationally growing, environmental cooperations with countries concerned are emerging as the first item on the political agenda. In case of South Korea, cooperations with countries in the Asian region is needed urgently. In particular, cooperations with North Korea will be an important factor to reunify the Korean peninsula as well as to solve environmental problems in South Korea. Accordingly, it is necessary to seek feasible alternatives and possibilities of coping with international environment in South and North Korea. This study is limited to literature study based on collecting materials and the testimony of former residents in North Korea. The period of study ranges from May to December in 1992. The research findings show the following environmental problems and alternatives : It is recognized in South Korea that the creation of environmental problems is product of economic development. Currently, the Korean government makes an effort to revise environmental administration and law, to encourage environmental education, and to proceed with environmental technology policies by establishing environmental policies together with economic development plans. North Korea ascribes the cause of environmental problems to colonial exploitation by Japan and the U.S. Environmental pollutants in North Korea is relatively less than South Korea, provisions such as environmental conservation movement, environmental education, and environmental administration and law are not well organized in the country. However, North korea will speed up its economic development to solve economic crises. Therefore, it is expected that industrial wastes, corrosion of nature, and water pollution will result in serious environmental problems. The fields expected to cooperate with South and North Korea are in the following : South Korea may adopt the model of the former East and West Germany and proceed to cooperate with North Korea in public sector as well as private sector. The possible programs are such as academic exchange to conserve environment, joint research in the area of the Demilitarized Zone, conservation of ecosystems around Imjin and Pukhan Rivers, South Korea's support of advanced environmental technology and industrial and financial aid to North Korea. Conflicts between countries concerned in the North East Asian region will be caused by the responsibilities of pollutions because of the seashore development of the Yellow Sea by South Korea and increasing seashore industrial complexes around the Yellow Sea in China, Therefore, it is desirable that the two countries will participate in organizations related to environment. Joint projects between South and North Korea will be as follows : 1. Construction of long-range monitoring system : 2. Investigation of the state of pollutions around the Yellow Sea and alternatives : 3. Construction of joint monitoring system to regulate the movement of pollutants : 4. Cooperation of environmental technology and exchange of information ; and 5. Support of Cooperation of environment in private sector. Efforts to cooperate with North korea is expected to overcome differences between the two countries as well as to encourage unification of the korean peninsula, which will lead to reducing the cost of environmental recovery. These efforts will also contribute to the maintenance for peace and stability on the korean peninsula as well as in the North East Asian region.
This study was initiated to explore the Christian educational challenges of building a "Peer Consciousness" in North and South Korea after reunification. During the period of division, North and South Korea have became heterogeneous in almost all elements of society, including politics, economy, culture, and education. Considering the various social conflicts that the two heterogeneous societies will experience in the process of reunification, the issue of social integration is no longer a side issue of institutional integration or economic integration, but has become an essential element in itself. This is why the Korean church and Christian scholars need to study in depth the social conflicts and integration issues that may arise before and after reunification. For the study, we analyzed the forms of social conflict based on the theory of ''Human Needs Theory', which states that human needs are the conditions for social conflict. Social conflicts stem from the unfulfillment of various human needs, which in turn extend to identity conflicts that seek to form a sense of belonging. In light of the case of unified Germany, where social conflicts converged into identity conflicts, I predicted that conflicts in unified Korea will soon become identity conflicts. The direction of Christian education that should suture the conflicts in the post-reunification society was derived from theological reflection on the concept of 'publicness of Christian education' and 'kingdom of God'. As a concrete educational plan for social integration, I presented the discourse of love of God and love of neighbor through Christian education for dual identity as a citizen and disciple, and emphasized the need for re-socialization education through faith communities
