Since 2000, ubiquitous cities are spread over Korea by government's supporting project for ubiquitous city construction. But recently problems such as low perception of ubiquitous city are issued. There is just a few studies about a creation of citizen centric ubiquitous city service even though there have been several studies and policies to overcome such problems. There is not enough research on applying ubiquitous city service effectively at the stage of ubiquitous city plan. To solve this problems, this study ultimately aims to suggest essential ubiquitous city service applied at that stage to guarantee minimum quality of ubiquitous city. The expert survey method was employed to select essential ubiquitous city service. To achieve this goal, First, a survey performed by 163 local government officers to know current status of the ubiquitous city construction project. Second, another survey was performed for about 30 days by 38 experts worked at local public official and ubiquitous city organization to select essential ubiquitous city service. Finally we suggested 14 essential ubiquitous city service from the several viewpoints, which were universality, industry growth, social welfare, effective city management. And we analyzed the differences between ubiquitous city services written 14 ubiquitous city plan and essential ubiquitous city services.

Recently, developing U-City as an integrated set of ubiquitous spaces has been regarded as a promising field in realizing ubiquitous computing technology. However, well-organized requirement analyses of U-City to declare what kinds of ubiquitous space services are needed and which ubiquitous computing technology should be incorporated to come up with the needs are still insufficient. Hence, the aims of this Paper are to Propose a set of unique U-City construction philosophies and to analyze which services Should be offered in the ubiquitous Space services in U-Cities. A field survey to the citizens who are potential end users of the ubiquitous space services was conducted to analyze the success factors of U-City using CSF methodology. Focused group interview with professionals in the field of ubiquitous computing technology in Korea was then performed to identify the relationship of the ubiquitous space services and the critical success factors.

U-Services, which are offered from local governments based on their Ubiquitous City Plans, are only focused on facility and urban management services. Also Citizen oriented U-service is only planned. This study's purpose is to propose the implication for provide of the Citizen oriented U-service comparing with U-Service plan of 'Ubiquitous City Comprehensive Plan' and 'Ubiquitous City Plan' through a network text analysis and word frequency analysis. It was calculated a important keyword that was extracted the service plan contents of the 'Ubiquitous City Comprehensive Plan' and 'Ubiquitous City Plan' of the four local governments. The network text analysis and keyword frequency analysis was performed through derived keyword. Based on the analysis results, awareness of the citizens can be expected to increase about U-City by activating a excavation of Citizen oriented U-service in a variety of sector through additional services and policy of financial support in the next Ubiquitous City Comprehensive Plan.

Ubiquitous city is convergence of metro city construction and intellectual technology. The physical space of metrocity will be progressively summarized, integrated and converged in the future. Information technology developed into ubiquitous IT past through computerization and telecommunication. In this paper, the requirements for information security are presented in the ubiquitous ecological(u-Eco) city. The various definition of ubiquitous city is analyzed first, the concept of the u-Eco City, services and major projects are then presented. The framework of the integrated operating center for u-Eco city is proposed, the privacy, data security and network facility protection in the center are analyzed. Unlike to previously proposed security algorithms, the light-weight encoding algorithms(such as block/stream encoding, pseudo-random generator, hash function, and public key encoding) in the u-Eco city center are required to communicate the information in the ubiquitous sensor network. Furthermore, the principal policies guaranteeing the secrecy and authentication for the private information are also presented.

Recently many researchers are growing more and more interested in the fusion of technology. Especially, The government of Republic of Korea announced city planning by using ubiquitous. Hit the ground running for U-city are processing, there are many discussion about how to fuse between city and ubiquitous. In this paper, we review for fusion technique of city space and ubiquitous technology and discuss applicable for ubiquitous city.

최근 건설되어지는 도시들은 정부의 신도시 정책의 일환인 첨단 도시 건설을 목적으로 하는 Ubiquitous City를 계획하고 있다. Ubiquitous City는 언제 어디서나 유비쿼터스 서비스와 인프라가 제공되는 환경을 가지고 있으므로 노출 위험이 높다. 보안을 고려한 개별 시스템들의 설계는 정부 정책과 함께 활발히 진행되지만 통합 시스템을 관리하는 면에서의 방안은 제시되지 못하고 있다. 보안관리방안이 성립되지 못한다면 침해 유형이 고도화되면서 항상 변화하는 유비쿼터스 시대에 보안은 취약해질 수밖에 없다. 시스템을 총괄 관리 및 관제하는 통합네트워크전산센터인 U-City전산센터의 보안 관리망을 구성하고 취약한 시스템들의 보안을 관리하는 대책이 필요하다. 본 논문에서는 유비쿼터스 보안망의 체계적인 관리 방안을 통합보안관리(ESM)를 중심으로 기술적인 보안관리대책을 제안한다. 제안된 보안관리대책이 Ubiquitous City를 계획하는 모든 신도시들의 플랫폼이 되도록 한다.

Last February, $\ulcorner$The Act on Ubiquitous City Construction and etc.$\lrcorner$ was approved by the National Assembly. The law stipulates the regulations on the planning, construction and management of the Ubiquitous City. As its national-level law system is about to take its effects, future new city developments are expected to have its legal basis to be built to meet ubiquitous city requirements. Also, it is anticipated that such needs would require much more planning techniques and strategies. In reaction to those upcoming needs, this study is to search for new planning approaches to realize the u-City in reality. It is also to supply with the framework to execute the u-City projects in more structuralize and systemize manner. Therefore, with the purpose of the establishment of comprehensive planning system, the theoretical bases were sought in relation to planning u-City, pre-existing u-City development cases and regarding regulations were analyzed, and then basic concepts, features, and constituent factors were set up.

It is a fact that we are yet to recognize and sense the U-City even though the business of U-City construction has been started many years ago. One of the causes is that UCity was thoughtlessly developed in the industry-centered environment for a tangible achievement, despite of need on more systematic development and organized management. Fortunately, it is expected that the most part of the situation will be solved, since "laws on the construction of the ubiquitous city" for planning, construction and management has been promulgated on March, and U-City project will be systematically promoted by the related laws from now. Therefore, intention of this study is the sustainable development of the U-City by analyzing the previous process and problems of the U-City Construction project of local governments and reengineering U-City construction project process in accordance with new laws, using the BPR methodology.
