U-City Service Classification Standard & Cost Sharing Plan through the Case Studies of U-City Construction

  • Recently, the construction of U-City or of U-City service (U-service) in many kinds of urban development projects becomes the general trend. However, as the construction of U-city comes into the spotlight like the trend of the times, various service constructions are being indiscreetly implemented since it's processed focusing on local specialized projects or local landmark project by a local autonomous entity or an institute in charge being off the original purpose of the improvement of living quality of residents and the efficiency of urban management, which causes a number of problems on the process, maintenance, operation and management of those projects. Therefore, this study is to derive the standard pattern of U-service construction through the analysis of patterns and numbers of U-service and problems during the process of construction in domestic U-City construction case district, and is aimed to suggest the reasonable direction of service construction based on this. 11 projects areas in which data related to U-service are available among U-City construction project areas were selected for the subjects of this study, and it's standardized with 228 detailed unit services that were suggested by U-Eco City R&D and with 11 service domains that are regulated in "the Act of ubiquitous city construction etc.", and it is limited to services that were suggested in U-City case area of which design was completed by July, 2010 based on this. The actual state of various U-service construction is analyzed through case studies as well as reviews on the legal and theoretical concept and the method of pattern classification of U-service, the plan for the standardization (pattern classification) of U-service and the plan for the construction body of service and to share the costs are suggested as the plan to construct reasonable U-service based on this for the method and the procedure of this study For the method to construct U-service, the plan to classify the pattern of U-service into the basic service and additional service is suggested, and whether it has the publicity, whether urban infrastructure is included, whether utilities are included, the body of realization, the recipients, the urgency, the importance and the spreading, etc. are suggested for the index to determine the pattern of service. The method to get the executor of a project to construct the basic service, the method to get the executor of a project to construct the most basic service among the group classification of service and to get a private entity and a local autonomous entity to perform additional service in the future, and the method to construct the whole service and to distribute the construction costs were suggested, and the first one that determines the body of construction after dividing U-service into the basic service and the additional service was evaluated to be the most reasonable one. And the plan to solve the problem that the excessive construction costs of U-service are shifted onto the executor of a project through benefit principle, balanced distribution principle and consultation and mediation between the interested parties was suggested for the criteria to share the costs.

A Development Methodology of the Ubiquitous Service Model for a Mixed-Use Complex in u-City (복합단지영 u-서비스 모델 개발 방법론)

  • As the ubiquitous technology has been widespread, the u-service development in the private sector is increasing these days. Especially, consisting of various life spaces, a mixed-use complex started actively utilizing the ubiquitous technology in order to provide users with differentiated services. In this paper, a new development methodology of the u-service for a mixed-use complex is proposed. Because the ultimate purpose of the u-service in a mixed-use complex is to guarantee profitability, the u-service must accelerate commercial activities among various users in the complex. The u-service development methodology of a mixed-use complex proposed in this paper firstly defines various perspectives for the u-service and identifies specific u-service elements in cross points of the perspectives. Then with those u-service elements, the methodology generates a u-service pool. Finally, after evaluation process, target u-serviced to develop are selected. Having designed the u-service development methodology, we expect the methodology to contribute the successful implementation of u-service model for a mixed-use complex.

Proposing User-Oriented u-Service Classification by Ubiquitous Characteristic (유비쿼터스의 특성에 따른 사용자 중심의 u-서비스 가치 분류체계)

  • The concept of ubiquitous is being applied on diverse industry fields as a new growth engine in Korea. With constructing u-City, new services which are called 'ubiquitous services' are developed actively. Even though there are active movement to develop u-service, there is no clear definition of what service can be defined as ubiquitous service. Given that this study proposes a u-service value classification framework focusing on services' characteristics. We conducted experts' group interviews to analyze new operating or developing services whether it can be ubiquitous. Study results show that some services are hard to be defined as u-service, so this study offers possible improvement alternative. The u-service value classification which offers clear definition of u-service can be used for the practitioners offering measurement framework of u-service level.

  • The u-City construction plan being executed presently involves such problem that services are provided in a suppliers-oriented direction while there are not much discussions on what u-Services citizens should be provided with and what u-Services that city government the supplier shall provide. In order to implement citizen-friendly u-Services the type of u-Services that offer just the right services efficient and convenient for citizens, u-Services should be provided based on active researches on the citizens' use and utilization of u-Services rather than u-Services being provided in suppliers' perspective as so far. To that end, there need be recognition and well-organized methodology that u-Services should be provided through humane, social and scientific analysis of the citizens that are to be provided with u-Services. Thus, in this study, the process of u-Services being transmitted was re-interpreted as background theory to deduce and apply services appropriate for u-Residential Space, and service science for u-Services the scientific and overall approach to seek for service innovation was applied to the development of u-Service deduction method based on such background theory. The u-Service methodology developed based on service science is judged able to deduce and provide u-Services appropriate for the intended services through scientific analysis of citizen-friendly u-Services.

  • The realization of u-City is coming near in some local governments by applying various city services, namely, u-City services to the city construction field to improve competitiveness of the city. But it is a reality that some local governments are experiencing many trial and errors in application of the u-City service in addition to the problem posing that the u-City service is not considering characteristics of development or application environment of an individual city. The present research proposes a service model for on-site application of the u-City service to solve this problem. The proposed model suggests a method for specifically conceptualizing and objectifying the on-site application that the existing concept-oriented model or an architecture-oriented model, etc. didn't provide. The verification system on effectiveness or effects of the u-City service model to remove ambiguity on the u-City service especially. The verification system of the u-City service model grasps the technology, function, procedure and target, etc. that the u-City service contains, evaluates whether the model satisfies conditions that the model should have, and secures objectivity and predictability of the u-City service model through confirmation on propriety, implementation and effectiveness, etc.

  • Ubiquitous City(U-City) is spotlighted for the new paradigm to solve the problem of urbanization using ICT technology. However, due to the lower profit and the insufficient of citizen-experience service, ubiquitous service(U-Service) is perceived negatively. In this sense, a study for user-centric profitable service development is needed. This study, as a basic research for the development of U-service, is conducted to identify the factors which are affected to acceptance of the U-Service. Technology Acceptance Model is applied for the basic model of the research. The model is modified by the U-City characteristic which has user, technology, and service perspective. The proposed model is empirically tested using survey data collected from 600 citizens of 7 U-City. Structural equation modeling is employed to test the research hypotheses. The survey analysis results are able to apply for basic research of U-Service design, and provide theoretical and practical implications.

  • So far ubiquitous service (u-service) priority has seldom been empirically examined based on the customer's view. It is usual to prioritize the relative importance of u-service variables by the supplier's intuition and a few specialist's experienced knowledge. Such approaches have the disadvantage that they provide only limited empirical information on the field practices in relation to u-service since customer demand of u-service is poorly defined despite abundant interest in this problem. Therefore, the aim of this research was to develop u-service priority model in the context of multi-criteria framework integrating customer and supplier's view, using high technology acceptance theory as major controlling factors. An important question was how to measure or represent criteria that is important to u-service and should be included in a priority model. The selection criteria for the model variables were derived from high technology acceptance theory and AHP approach through the analysis of frequency count, elimination of overlapping factors and brainstorming with specialists. Daegu showed top-rankings in transportation-aid service, guidance service for the eyesight disabled and u-telematics service. In contrast, disaster prevention service and industrial specialized town service ranked highly in the typical supplier's approach were not a dominant determining factor in the u-service priority. The model identified the fact that typical high priority service in terms of supplier's view did not necessarily accompany the important predictor for the u-service priority.

  • Nowaday, in Korea, many u-City projects have been developed as a core business in the new town development project by national or local level of government. However, the new business projects have some problems, such as excessive number of u-services, increased project funds and period, and lower u-services due to lack of u-service evaluation methodologies. Therefore, this paper proposes a new u-service evaluation methodology to solve current problems. The methodology gives an ability to guard general u-service groups for reaching the main goal of the u-City project, and then select alternative u-service groups against being limited by the law and technology in the project year. Besides, as a key variable on performing u-City plans, the complexity between stakeholders is considered in the methodology. Finally, through the Optimal Sequential Method in the methodology, the maximum value of u-service group is obtained as a optimal service group of u-City.

A Study on Using U-Service to Strengthen Urban Competitiveness

  • This study examined correlations between U-Service for U-City and assessment indicators for urban competitiveness. The results of this study show that U-Service is used as a means of strengthening urban competitiveness in six types of cities, despite the differences in degree of contribution. The proper use of U-Service in Safety & Health City and Vitality (Economy) City has significantly contributed to strengthening the competitiveness of such cities. Of the assessment items for urban competitiveness, common items and Culture City type show that U-Service has not contributed much to strengthening urban competitiveness. The analysis shows that because common items are part of the assessment items for urban policies, these items are not suitable to the character of a U-City that implements U-Service through intelligent physical facilities. On the other hand, U-Service related to the Culture City type is relatively less developed. This study found out that U-Service could be used to reinforce urban competitiveness.

  • This paper aims to study on the relationship of u-Security service, usefulness and citizen satisfaction. Independence variable is u-Security service, a mediation parameter is usefulness, and dependent variable is citizen satisfaction. Using SPSS 18.0, a series of factor analysis, reliability analysis, multiple regression analysis and path analysis have been performed. The conclusion is as following. First, u-Security service affects usefulness. That is, as publicity safety, system quality, service quality increase, usefulness increases. Second, u-Security service affects citizen satisfaction. That is, as publicity safety, system quality, service quality increase, citizen satisfaction increases. Third, usefulness affects citizen satisfaction. That is, as economic usefulness and security usefulness increase, citizen satisfaction increases. Last, u-Security service has direct and indirect effect in usefulness and citizen satisfaction. That is, usefulness is an important variable that mediates u-Security service and citizen satisfaction.
